This is revealed in the Thatcher papers held at the Churchill archives in Cambridge 30 years after the event in 2012. This was the year Ronald Reagan's administration replaced Jimmy Carter's administration in 1981. In 2022 Tories Secretary Nadine Torries removed controls that protected the editorial independence of The Times.

Former Texas Senator Kay Hutchinson, America's new ambassador to NATO, offers this spirited defense of NATO in an NYT op-ed. She points out that when it comes to European defense and need to revitalize NATO there is no difference between president Trump, Rex Tillerson, Gen. Jim Mattis at the Defense Department, and senators of the Republican and Democratic parties. Rex Tillerson, U.S. Secretary of State, made a similar statement by visiting a war memorial in Italy recently. Chancellor Merkel has made similar statements in her visit to the Baltic Republics. Behind the revitalization of NATO remains another goal to spread the burden of defense evenly so that the U.S. is not bearing a disproportionate responsibility.  Here Hutchinson reminds readers that if all 29 NATO members met the 2014 defense spending pledge - to spend 2% of GDP on defense and 20% of each defense budget on modernizing capabilities- $100 billion in defense funding would have been created for 2016. Hutchinson says the European Defense Initiative will be funded with $4.8 billion for strengthening defenses in Eastern Europe. The SCHOOL survey by eminent researchers shows that that 37% of rural school children in India are dropping out- an alarming piece of information. Only 8% of rural school children have access to online classes regularly. The figure for urban areas in India is 24% of school children having access to online learning regularly. This could have serious consequences. Getting primary and secondary schoolchildren back into classes is an important goal during the pandemic. Online learning has only a limited reach at this time. Many households have no smartphone or only one smartphone that is used by adults. The SCHOOL survey covered 15 states and 1362 sample households. Between 51 and 58% of students had not met their teachers in the preceding month according to the survey.  This also affects nutrition as schoolchildren are missing the midday meals given at school. Midday meals were discontinued with the closure of schools. Overall this report says 97% of parents support reopening of schools. ...

Japan's military budget will become the third largest after the US and China and take on offensive capabilities, under the new plan of prime minister Kishida. More than half of Japanese now support Japan taking on this role in defense against China and to ensure an open Indo-Pacific. The military buildup calls for $320 billion in spending over 5 years to deter China, and includes missile deployment. The national security paper released in Dec 2023 says- "The strategic challenge posed by China is the biggest Japan has ever faced." To do this Japan's foreign and defense ministers met with their counterparts in the US this week, ahead of a meeting in the US between Kishida and US president Biden.

The revival of NATO in 2022 as America "prepares extensively and carefully" to meet the challenge from Russia as it invades Ukraine. President Putin launched the invasion of Ukraine on Feb. 24, 2022. Germany's Scholz and America's Biden form a partnership as the Europeans and Americans join together to defend the interests of Europe, America, Latin America, India and other Asia, Africa, the entire free world in a way that FDR and Truman, with Adenauer defended the free world after the Berlin Airlift in 1948. Sector by sector infrastructure reviews chaired by the prime minister have resumed as the coronavirus cases fall below 50,000 a day on June 26. The prime minister has done a detailed review from a few ministries including transport and civil aviation. Before the pandemic such reviews were done every quarter. A separate presentation by each sector is given to the full council of ministers so that all ministers are aware of the problems and how they are tackled by each ministry.

Before the second wave of the pandemic the prime minister had met with private industry partners in infrastructure development to push forward with significant progress. The task now is for quick implementation so that time lost from the second wave can be made up.

Enrique Pena Nieto of the PRI party wins the presidential election in Mexico with 38% of the vote. Lopez Manuel Obrador came second with 31% of the vote, and the candidate of the ruling PAN party, Ms. Vazquez Mota came in third with 26% of the vote. Voters were eager for change afer 12 years of rule by the PAN party under Vicente Fox and Felipe Calderon. Mexico averaged growth of 2% during these years, though growth has increased since the financial crisis. But the benefits of globalization, foreign investment, and trade reached the better educated and skilled workers leaving many behind. This period included negative growth during the 2008 financial crisis. .

After energy shortages in 2021 the Chinese government decided to increase coal power projects. In 2023 these coal power projects are increasingly seen as backup sources of power with rapid increases in the production of renewable solar, wind and nuclear energy. China has nearly reached the point where half its energy is coming from renewable energy sources. Coal power companies are not profitable compared to renewable power companies. The result is that China's total emissions of carbon are declined in 2022 by 1.5%. China's power demand is growing by 6% each year, yet more of the increase in demand is being met through renewable energy expansion with coal being set as a backup source. Soon many of the power projects started after 2021 may be cancelled because they are losing money.

President Biden visits the Polish town of Rzeszow close to the Polish border with Ukraine. It serves as the headquarters of the 82nd Airborne Division and Us operations to supply weapons and humanitarian aid to Ukraine. The Russian offensive met with stiff resistance and incurred high casualties in Ukraine with this WSJ report showing 40,000 casualties in the 150,000 Russian invasion force, making it less effective. 
Russia appears to have scaled down its objectives to focus on the separatist Donbass region in the east. The offensive on Kviv, Odessa and Kharkiv is stalled with stiff resistance. About 10 million people have been uprooted.  3.7 million people fled Ukraine, with 2.2 million crossing into Poland.

The US has warned that it would respond if Russia attempted to use chemical weapons.

Today September 9 the G20 leaders from 20 nations meet, absent will be Mexico's Obrador, China's Xi, and Russia's Putin. China's premier will attend the meeting. China's Xi met with India's Modi at the BRICS meeting in Johannesburg, last month. China's premier is a close associate of Xi's and his chief of staff for decades, so that any suggestion that Xi is reducing contact with other world leaders in 2023 is incorrect. Xi will meet Biden at the APEC meeting US is hosting San Francisco Nov. 12-18 that will focus on Asia Pacific nations.

Lindner met with senior FDP leaders in Potsdam to plan breaking away from the Scholz government 2 months before it happened on November 5. Lindner was fired that day by Scholz after making unacceptable demands including scrapping climate action targets, and reducing investments in infrastructure. The supplementary budget passed by Scholz was to reidirect 60 billion euros of unspend Covid money to needed infrastructure and climate action projects. The German Constitutional Court declared it unconstitutional. 

The FDP is polling 4% which means it is headed to the situation a decade back where it had no seats in parliament. Which explains Lindner's actions seen as a betrayal by the Scholz government. The greens had advocated investment 4 years back which never happened because of Lindner and FDP opposition hurting the German economy's resilience.

A decade long deadlock was broken for the first time when Argentina's finance secretary in the newly elected government of Mauricio Macri met Jonathan Pollock and Jay Newman of Elliott Management on Dec. 7, 2015, at the Waldorf Astoria hotel in New York. It is based on 8 intervews with the participants in the negotiations, court filings and emails. Critical to the settlement was the work of Dan Pollack, a trial lawyer with the McCarter & English law firm who acted as the mediator and made some rules including no pen and paper allowed, building trust through open discussion. Back channels helped including one setup through Marcos Mindlin of energy firm Pampa Energia in Argentina, who helped the hedge funds communicate with the Argentine negotiators. Mindlin met the hedge fund representatives at the World Economic Forum in Davos. Argentine president Macri insisted on making the terms he offered public on Feb. 1, 2016 of $6.5 billion because this is a sensitive issue in Argentina. Pollack pushed for a simple business transaction to close the issue and not the complex debt structuring the hedge funds favored. On Feb. 19, Judge Griesa of Federal District Court in Manhattan, who presided over the legal settlement, agreed to lift an injunction that would prevent Argentina from making bond payments and raising new money, and set a deadline of Feb. 29 for the settlement. On Feb. 28 the deal was signed by all the hedge funds. Argentina paid all holdout hedgefunds $9.3 billion, according to the Economy ministry, Elliott getting $2.4 billion....

This author and her nutrition organization say the U.S. dietary guidelines put out by a government agency have failed over decades to do what they were supposed to do - guide people in the right direction to make good food choices. People at this time of the coronavirus need to make their own choices, independent of these guidelines that have failed. Intuitive choices for healthy eating by increasing vegetables and fruits in the diet, increasing use of healthy herbs such as turmeric, basil and ginger, eating carbohydrates and fat in a sensible way, increasing ancient whole grains in the diet, reducing meat in the diet in favor of plant based foods such as lentils and a large variety of whole grains.

The size of the municipal CDS market is about $50 billion. Five large derivatives dealers- Bank of America Merrill Lynch, Citigroup, Goldman Sachs, J.P. Morgan Chase, and Morgan Stanley- met in November 2010 to discuss standardizing paperwork for "muni CDSs" to attract more buyers and sellers. The biggest banks are hoping to profit from the deteriorating finances of US cities and states. The CDSs or credit default swaps require swap sellers to compensate buyers if a municipal issuer misses an interest payment or restructures its debt. This makes states nervous and they are suspicious of CDSs, believing that this encourages speculators to bet on, and worsen states' financial situation. California is about to require all 86 of its underwriting banks to disclose what CDSs they have traded on the states' debt, for customers or for their own accounts.

Like Jill Biden Gwen Walz is a teacher. Jill teaching community college and Gwen high school students. Minnesota governor Tim Walz is also a high school teacher. They met in Nebraska where Gwen taught English, and Tim taught social studies. Gwen told Minnesota Public Radio that they shared a classroom  with a divider right down the middle.In Minnesota they taught at the same school in Mankato. 

As part of prison reform she advocated educational opportunities to permanently alter lives. She has also been strong advocate for background checks and a red flag law to limit gun use. To get senators in Minnesota legislature to act she told them at a 2019 rally- “If they do not put it up for a vote, there are seven senators sitting in seats where Tim Walz won — and we are coming,”

Enrique Pena Nieto, assumes office as the new president of Mexico in Nov. 2012. His focus is on implementing a 13 point agenda which includes crime prevention, better schooling and employment opportunties, new train lines, expanding internet access, and support for social programs for the poor. He said there were two Mexico's - one that was benefitting from the global economy and modernization, and the other which was falling behind and hurting Mexico's image abroad. Economist Videgaray, close advisor to Nieto, is now the new Finance Minister. Videgaray says there is a common misconception that the PRI which ruled Mexico for so long is back in power. But times have changed. The PRI of today is no longer the PRI of yesterday, and understands that it like any other party can be voted out of power if it does not provide good government, says Videgaray. The focus of the new government will be on efficiency and modernization. Doing this will require the cooperation of the opposition parties, as Nieto won only 38% of the vote in a three way election against Mota and Obrador. He does not control Congress and the PRI opposed the legislation of the Calderon government during its term in office....
