In this interview in The Hindu with Public Health Foundation of India president Srinath Reddy, the importance of safe behaviours including masks and social distancing, public discipline to tackle a potential third wave. This was also pointed out separately by the Director AIIMS.  Mr. Reddy says study by Public Health England shows just one dose of Astra Zeneca vaccine is not very effective against the Delta variant- about 30% effective. As a result he suggests the need to reduce the spacing intervals which are at 8-12 weeks to a shorter interval now that adequate supplies of vaccine will be available starting in July and August till the end of the year. The initial spacing was 4 weeks when Astra Zeneca vaccine was first introduced and at which time the variants had not emerged. The Indian federal government affidavit to the Supreme Court shows that 1880 million doses of vaccine will be available by the end of the year 2021 to vaccinate fully with 2 doses the population of India over 18 years using 5 locally manufactured Made in India vaccines. This does not include the mRNA vaccines that will be made available from Moderna and Pfizer for which cold storage facilities are being prepared by the federal government.   ...

India in 2022 and looking at 2030 has great potential in the world. India's interests as a democracy are clearly aligned with the US and Europe. In the past when India was small in economic terms after emerging from the British Empire as an independent nation and out of the fire of the partition and wars in South Asia in 1962, 1965, 1971 policies of ambivalence in foreign affairs took place. At that time says Manmohan Singh, a former prime minister who negotiated for rouble -Indian rupee agreement in the 1970's and 1980's India was finding its way for its small but growing economy. This was in the context of the Nehru-Indira Gandhi policy of non-alignment of the early years after independence when India was never presented with an opportunity to make a difference in the world and was only a small part of the world economy. Today's situation is different. The US and European Union now see the need for a principle based economic order and while one may quibble about the small details, in the larger sense, history has intended for us, the US, the European Union, UK,  British Commonwealth of which we are a part, to stand together economically and politically with our shared parliamentary systems based on western- British and American- democracy and values.  Never has history presented such a huge opportunity for billions of people- to meet the aspirations across continents from North and South America, European Union, to Africa, Asia south and south east and Japan. All countries that aspire to the free societies that have evolved over hundreds of years. It is also the spirit in which Hind Swaraj was written in 1910 by Mohandas Gandhi and which was turned into reality only 37 years later under his leadership and vision for India. The non-alignment period of 2 decades was more of a intervening chapter that resulted from a sense of grievance rather than in the spirit of courage and spirited effort that Mohandas Gandhi embodied and led India with. In Manmohan Singh's direct unmistakable terms and from the vast experience he brings as a respected Indian civil servant- "India as the largest peace loving democracy stands to gain enormously from this principled trade aspiration of the western block of nations of the US and European Union. It presents a tremendous opportunity for India to become a large producing nation for the world and a global economic powerhouse. However, to capitalize on these opportunities India needs free access to these markets, an accepted and global currency to trade in and seamless trade settlements." Manmohan Singh sees millions of factories manned by hundreds of millions of people of all castes, creeds and religions of India. This is a pivotal moment of change for India and India must grasp it firmly. It is also the Mohandas Gandhi of Hind Swaraj taken to a new level from 1910 to 2050, and today's young people's aspiration for India.  ...

Does a 10% reduction in tariffs on China with the October 30 2025 agreement- made in Busan South Korea at APEC meetings- make a difference for companies relocating from China? It only does for smaller companies who are stuck with Chinese sources. Larger American companies prefer to diversify their supply chain and continue to relocate part of their factories to Vietnam, India and other countries knowing that the tariffs game will end up with allies EU, Japan and India in the 10-15% tariff range as a concession to US for putting up with trade disadvantages and job losses 2000-2025. China's will still be at 47% in comparison and the fentanyl issue causing serious questions to be asked by the American people which have not been grasped in China or even in the US by companies and politicians.   Does it affect the urgency and general shift out of China? The fentanyl issue is unlikely to change and it is likely to do lasting damage to China's credibility to a degree that it not clearly understood in China, and even not fully grasped even in the US today because of the sheer size of the number dead- more young Americans dead from fentanyl than in the Korean, Vietnam and First World Wars combined. Other issues are technology that has been transferred without a proper assessment of the importance to national security, the need to shift the manufacturing base back home that US industries have inadvertently and carelessly shifted to China in the disastrous Bush and Obama years 2000-2016, and for the jobs, the wages, and cost of living concerns when supply chains are outside one's control. This article asks the question about tariffs on India and Brazil as being contradictory and showing a lack of consistency in tariffs. India is compared to China with India facing a 50% tariff because of Russian oil purchases, and Brazil a 100% tariff related to treatment of former president Bolsonaro even though US has a trade surplus with Brazil. One expects that at some point India and the US will come to an agreement that lowers the tariffs in a way that was done with the European Union to bring it closer to 10%. China's tariff to be sure is still around 47% dropping from 57% a concession for rare earths and for the upcoming elections and economic concerns not because of policy intent which has not changed on  strong action for fentanyl which is also part of the Appeal to the People in the DJT base.   ...

Oil and gas, pharmaceuticals are not affected by the 26% US tariffs on India in April 2025. The domestic market in India is large enough and growing. India could use this opportunity to get its manufacturers in shape to compete with US products. It is making a huge effort to improve manufacturing, infrastructure and logistics base that will make it a completely different competitor by 2030. Having a stable government focused on grwoth and the economy, infrastructure, farmer's welfare, was a major step for India in 2024. Much of the base for industrial growth and modernization will be laid by 2030.

CLT Classical Learning Test has a bright future. Its message is summed up in CLT Test 8 on the website- where Gustav Mahler is cited with the text- "Tradition is not about the worship of ashes, but the preservation of fire." 183,000 high school seniors have taken the CLT Classic Learning Test in the US in 2025 compared to 2 million for SAT and 1.4 million for ACT, yet the new test is considered to be more rigorous and includes the western intellectual tradition in ways that the ACT and SAT do not. A CLT Test 3 we looked at on the CLT site included for reading a poem by Amy Lovell 1916, Mark Twain writings, passages on Greek Zeno and Renaissance painter Raphael, EB White and others. CLT Test 4 has poetry of Robert Louis Stevenson 1885, and remarkably it has a passage on the Pack Horse Book Project of FDR's New Deal Initiative in 1935 on women librarians on horseback or with mules going into remote mountainous areas of the US including Kentucky, to teach rural people to read and write. This alone suggests it should appeal to Republican and Democratic states alike. It could include Charles Dickens and Shakespeare or Robert Frost's poetry. In that sense it is far more rigorous than short bland passages in SAT or ACT of little significance or educational value. It is designed to give students an exposure in classrooms to the western intellectual tradition that the elites in America have themselves grown up learning but who now have a haughty attitude to their own intellectual traditions. In CLT Test 6 we found a poem on Nature by Gerard Manley Hopkins 1877 and Dickens famous iconic passage that begins the Tale of Two Cities written about the French Revolutionary period which is clearly not what we find in SAT or ACT, and far better in conveying a feel of what America is about and where it came from. The founder of CLT Mr. Tate believes it will be the test most taken by high school seniors by 2040. Classic Learning Test now competes with SAT and ACT in North Carolina, Indiana and other American states. Arkansas passed legislation favoring CLT, and Ohio is doing it this year. Louisiana, Oklahoma and Wyoming are accepting CLT. This Test is gaining popularity among conservatives in red and purple states  and is getting the support of the US government in 2026. The Maryland Company behind this test is Maryland Learning Initiatives. Indiana passed legislation in March requiring its state universities to accept CLT scores. And North Carolina university system now accepts the CLT. Both CLT and SAT, ACT have Math and Reading Verbal tests, the CLT adds foundational texts from Western science, government, history and literature in ways not found in SAT, ACT. Students can take the CLT at home or at a testing site. More than 350 universities and colleges accept CLT says this report in Washington Post. The SAT and ACT use shorter passages and the reading material is bland and does not have the value that it could have from the western intellectual tradition. The passages in the CLT are more rigorous and include western religious tradition and thinkers but also poets, writers, scientists from the whole gamut of the experience of Europe and the United States of America. And also explore other countries and continents including China and India, from Aristotle to Gandhiji. ...

India moves ahead with the the purchase of $5 billion S-400 long range surface-to-air missile system from Russia durinf president Putin's visit to New Delhi. Delivery of 5 of the systems will take place over 2 years. India hopes to have a transaction specific waiver for the purchases as the U.S. is placing sanctions on defense purchases by countries from Russia. U.S. sanctioned China in September 2018 for its purchases of 25 Sukhoi jet fighters and S-400 missile systems from Russia.

India has set a goal of diversifying its arms purchases. From 79% of arms purchases sourced from Russia, the figure dropped to 62% in 2013-2017 compared to the preceding 5 year period.

India and Russia have set the goal of expanding bilateral trade from current $10 billion in 2017 to $25 billion  by 2025.

Kate Conger NYT looks at working for Google in 2007 vs 2025 how tech or software jobs are not exciting anymore. Many of the so called Tech companies -as technology and science is the very basis of life since the year 1700 in UK, Europe and the US and today's "Tech" is a misnomer in that context- have become huge bureaucratic, and unresponsive. Computer coding is not the profession it once was, not even in India as Indian reports show it has also lost it's glamour there. This kind of "Tech" of Google, Apple, and social media was always a cultural fad that made things look cool so that the highest profit margins could be made and justified, ignoring the essential facts about science and technology over 300 years 1700-2000 in the UK, Europe and the US. Since the early scientific observation in the 18th century in UK and Europe science has underpinned our lives, and with the industrial revolution and machines it has covered every aspect of our lives with new inventions and scientists into the 19th, 20th and 21st century. As a cultural fad of the Google /Apple kind it came on the back of the largest deindustrializing of US and Europe in the late 20th and 21st century, and ignored the fact that science and technological application is part of everyday life, the very meaning of the word modern that Japan, China and India has aspired to, to copy the Europeans and Americans, not the prerogative of any corporation.   ...

Without government aid about 12 million more people would have fallen into poverty in the US during the pandemic in 2020-2021. This is evident from census figures analyzed in the WSJ and NYT. The Supplemental Poverty Measure -which takes into account a broader range of income and expenses including hundreds of billions of dollars of pandemic aid -shows that poverty actually declined, dropping by 2.9% to 9.1%, as a result of government taking action in the US under the Trump and Biden administrations. The $400 billion  dollars of stimulus checks and aid during the Trump and Biden administrations in 2021 have made a real difference in the lives of not just poor Americans but Americans in the middle class and all sections of society. Similar aid was delivered in the European Union and Britain. In India government aid was distributed by depositing money directly into hundreds of millions of bank accounts of poor and marginal income people. Aid included food aid in grains, lentils and vegetables directly provided at subsidized prices or free by the government. Right wing or left wing government designations were meaningless as governments of different persuasions acted decisively to provide direct and timely help in US, Europe, and India. ...

The state loses population everyyear from domestic migration WSJ charts show, yet it makes up for this through international migration. Also helpful is the fact that California has more births than deaths by about 110,000. California has the largest percentage of its population as foreign born, about 25%. About half of the international migration of 2.7 million since 2010 is Asian, and one third is Latin American. Pew Research shows only about 17% of California's immigrants in 2023 were undocumented. During the pandemic California lost 400,000 people, the population of Oakland. Net immigration dropped to 44,000 a year in the worst year of pandemic, then rebounded to 300,000 in 2024, but remains uncertain with tighter immigration controls under DJT. ...

The number of countries visa free entry is the wrong way to give passport rankings as learning from other countries and cultures, learning about their scientific advances and manner of thinking is key to the huge changes that happened in Asia- in first Japan by 1900, South Korea and Taiwan, Singapore, Hong Kong, by 1960's, China by 1990's and India by 2010- as the people of these countries interacted with Europe and the US. Interaction with Europe and the US is key for Asian nations.  This happened even earlier as Americans by 1880's interacted with Europe through ship voyages across the Atlantic in 7 days. This brought knowledge of scientific advances and ways of thinking from Europe to the US accelerating pace of industrialization in the agricultural economy in the US in the 19th century.  In 2025 the visa free access for US and EU to some of the advanced Asian nations, Japan and China is key to bringing back knowledge of scientific and other advances to the US and EU.  India and China should be compared. At Munich and other German EU airports China has the kind of visa free and fast track entry that does not exist either for the US or India. The writer experienced this on a recent visit in 2025 with a US passport denied entry to the fast track lane reserved for Chinese, Japanese, Korean and other travelers. India's bureaucracy, and US's lethargy, and the sheer lack of serious effort comparable to China and Japan in getting fast easy access to EU is to blame , particularly for the travelers who are most likely to gain from such interactions, the educated middle class and business people of India and the US. One could go so far as to say that one of the keys to China's advances is its ties to Germany and Hamburg and entry ports in Netherlands to the EU. EU is the source of technologies and of scientific knowledge freely available to China 1990-2025. For this to happen advanced logistics and ship- port building had to take place. India must do the same and much faster than anything that happened before 2025 at a pace as fast as China's if it is to reach it's potential in the world economy alongside the US and EU. ...

The Rupee is moving close to 80 to the US dollar with increase in interest rates by the US Federal Reserve. The IMF expects the Rupee to go past 94 to the dollar in 2029. India's Reserve Bank is interested in carefully managing the steady decline so that business decisions can be made with some measure of stability. The weaker rupee will help increase exports at a time when India's is raising its logistics capabilities and creating the capabilities on the ground that will give India a key role in the new supply chain the US and the EU are building in Asia.

Argentina, South Africa, Mexico, India, UK, European Union elections are taking place by June 2024 and US in November 2024. Yet it is misleading to lump them together. Much discontent is there to see as in the UK with cost of living, governance, time wasted on Brexit, India with lingering effects of the pandemic on rural voters, caste based voting. In India protest vote of lower caste Dalit voters in Uttar Pradesh and Maharashtra, even with government support in forms of universal healthcare, food for poor households during pandemic extended, cooking gas, housing support, clean tap water, direct bank account deposit to accounts of poor and farmers. Yet in the states in the south and east in Orissa and Andhra Pradesh, and generally in the south the BJP vote count increased so that losses in the north were made up leaving the percentage of vote for India for Modi's BJP party at 37 percent in 2024 instead of 38% in 2019, losing the absolute majority 240 seats of 543 yet having campaigned heavily for partners who added seats 294 of 543. In the UK Keir Starmer may see some vote preference for Labor erode yet the Conservative record is in shambles even conservative experts will say, as in India where the opposition parties offer no prospects for the future and little track record for making India the second or third largest economy in the world which the BJP has set and shown to have achieved over 10 years by taking India to No. 5 in the world economies. ...

2023 is the year of huge aviation orders. Some even say this may stave off a recession. Biden says this would create 1 million jobs in the US. Modi names about 10 American states that will benefit from India's growing civilian and military aircraft needs. The biggest order in aviation history was one of 500 single aisle planes from Airbus by India's Indigo Airlines. Before this order Air India made an order of 470 planes from Airbus and Boeing. Riyadh Air and the Saudi airline also place large orders. 

WSJ cautions that it takes 6 years for planes on order to be delivered. There are production and regulatory issues. Some of the orders can be pared down. One expert says it is a way to get in line for planes to be delivered by planning ahead as the Indians have done by foresight about rapidly growing demand.

Contrast the slow US vaccine export response with that of India, Russia, EU and China. Only in May 2021 after India's daily Covid cases were close to 400,000 a day did the US make a serious offer of vaccines to other countries in need of assistance. U.S. president Biden says that 80 million vaccine doses would be exported by the end of June 2021. The WSJ says citing Airfinity, a London research firm, as of May 10 more than 333 million doses of vaccine were produced by the US and only 3 million vaccine doses were exported. Contrast that with the European Union which has shipped 111 million doses overseas one third of its total production, Russia which has exported 27 million doses.  India has exported 66 million doses according to the Ministry of External Affairs website as of May 17, 2021. This includes 4 million doses to Brazil, 4 million to Nigeria. Within its own region Bangladesh received 10 million and Sri Lanka 1.2 million doses, Afghanistan 1 million. Mexico received about 1 million doses. In Africa the Democratic Republic of the Congo which has suffered from many epidemics including Ebola virus received 1.7 million doses, Nigeria 4 million doses, Kenya 1 million, Uganda 1 million. Of the 66 million about half of it is a direct grant assistance and Brazil, Mexico, Morocco received all vaccine as grant assistance, 70% of Bangladesh's is grant assistance. The list on the Ministry of External Affairs site of the Government of India shows 95 countries including many of the most struggling nations of Latin America and Africa, bringing hope to countries which are struggling to hold onto hope for a better life beyond the pandemic. Sending help overseas through vaccine supplies is suspended for the moment but will resume in July after India has pulled in all of its pharmaceutical manufacturing industry under a government guided effort to go all out. Never has so much help bringing much needed hope gone to so many countries of the world in the twentieth or twenty first century from a nation that is struggling to meet its own needs. The US in pursuing a US first policy of vaccinating all its citizens has not taken into account the need to bring this evolving vaccine technology into the hands of as many qualified pharmaceutical manufacturers as possible. This in a rapid response to expand manufacturing capabilities to meet world wide demand. The risks of not doing so were not taken on early- the very same way the virus spread in January to March of 2020 can be repeated as people travel around the world particularly for tourism, business family reasons. This risk takes on anew dimension of contagious mutations of the virus which are 50% more- the Indian variant being 50% more contagious by some estimates than the UK variant, which itself was estimated to be 50% more contagious than the original one.  The result a pandemic that stretches out indefinitely unless billions of doses are made in a short timetable to beat the timetable of Nature through the coronavirus. India is doing this for the first time with plans to produce billions of doses by engaging the whole of the Indian pharmaceutical manufacturing industry in the effort in a rapid response so that July to December would see 1.2 billion people vaccinated. The US effort, the European effort is left to the individual effort of pharmaceutical makers in the US and Europe, not a government guided effort to engage the entire pharmaceutical industry of the US and Europe in a rapid response timetable of 2-6 months.  ...

Competing oligopolies or Competition? American capitalism in reality is a mix of both. Government's role in American economy shifting from higher in the Great Depression to low in Globalization and now back to supporting business to compete with China/India/Germany's Subsidized Capitalism. This WSJ piece that take a circle around the bases for a home run is in reality not a true reflection of America's management of it's economy over the last 200 years since 1825. There is a high degree of individualism, yes because it is a land that is forever expanding on sparsely populated Indian territory in the west starting under Jefferson and Washington at the Ohio/Pennsylvania frontier. By 1900 there is the emergence of the great corporations and monopolies, oligopolies with TR's busting of monopolies by 1920, and much of that structure is still there in 2025, with some obsolescence for changing technology. Oligopolies in information technologies simply absorb the small companies, and government is itself run by powerful lobbying as in the pharma industry to the sheer and alarming detriment of all Americans. ...

WSJ Editorial talks about so called "spending blowouts" of the Democrats in 2024. Are Republicans saying let the roads, bridges, airports, built in the 1940-1960's heyday of American industrialization as China and India's is now, let them crumble? What do the educated minds of the WSJ Board say about coal in China and India and their effects on their massive use multiple times that of US and EU in history, is it not damaging to the environment? And why the Chinese realized the health in North China with coal winter use was worse than in South China cut their coal use. Are they saying lets burn fossil fuels and ignore, and if investment has to be made in solar who is going to do it? Is it OK for Republicans that we just import from China all our solar panels indefinitely into the future? "Green New Deal" is just a perjorative term, policy has to be made thoughtfully and without prejudice or bias of any sort for the best that we can do for the American people, ignoring so called "right" or "left." Doing what is right, what makes sense, is a lot harder.   ...

India agrees to an immediate ceasefire after a call from Pakistan's head of military operations for a ceasefire. The conflict started with attack on tourism that was reviving the Kashmir economy after three decades through a terrorist attack killing 26 tourists in Phalgam, Kashmir on  April 22, 2025 in the mountains near the Pir Panjal range. 24 million tourists visited Kashmir in 2024. Indian response was swift on May 7 early morning hours attacking 18 terrorist camps inside Pakistan occupied Kashmir and inside Pakistan. India called it a act of self-defense to Pakistan sponsored state terrorism going back to 1947. What is different in this brief 4 day war is that India made it economic with efforts at IMF to make terrorism an issue for loans to Pakistan, and ending the Indus Waters Treaty on water sharing. Pakistan economy is struggling with no debt relief from China, making it turn to the IMF, a politically split population with Opposition leader Imran Khan in jail, and continued domination by the military over civilian govenrment. On May 9 drone attacks were launched from Pakistan using Turkish made drones in large numbers on cities and towns in Gujarat, Rajasthan, Punjab. Blackouts were placed in India by May 8 in all cities in the north and in Pakistan. India responded with its own drones and missile attacks on three military airbases as the war broadened to military targets on May 10. US mediated a ceasefire through Saudis and Turkey. Earlier Saudis and Iran were in New Delhi with whom India has good relations to get a ceasefire. Mr. Trump's efforts behind the scenes secured an agreement. VP Vance had cut short an Indian trip in Jaipur on April 22. India and the US are allies in the Indo-Pacific, and India and Russia have decades of friendly relations. China now uses Pakistan as a proxy state, but does not provide the economic aid it needs, for which it has turned to the IMF.    ...

PM Modi will meditate for 3 days and nights at the Vivekananda rock in the Indian Ocean on May 30 to June 1, 2024. In 1892 Swami Vivekananda meditated on a rock in the ocean at the tip of India in Kanya Kumari, as he set India on a path to modernization for the next 100 years and beyond. Many Indians including prime minister Modi have Vivekananda's mission for India's modernization as their clear objective, and this is behind the everything the PM does including the vision of Vikshit Bharat, a developed country by 2047 on the 100th anniversary of independence. Gandhiji read all of Vivekananda's writings and his freedom struggle against British rule was based on Vivekananda's ideas for India's regeneration and renewal leading to his book Hind Swaraj in 1905. The Bhagavad Gita was translated by Swami Swarupananda, a disciple of Vivekananda, and formed the basis for Gandhiji in the freedom struggle against the British.  Europe faced colonization on the Iberian peninsula and invasions right up to Budapest and Vienna by the 14th century, India faced the same and this was followed for India and China by the expansion of the British into Asia when China and India failed to grasp early the importance of science and technology and the new ideas that happened in Europe by the 18th and 19th century. Vivekananda wanted to see science and technology and the advances of modernization brought to the people of India a process happening as India modernizes all aspects of its economy. Vivekananda was also the inspiration for Indonesia's freedom struggle by Sukarno against Dutch rule. India and Indonesia today make up the largest population in the world larger than China and Japan combined, with a common culture and heritage and are together modernizing every aspect of the life of people.  ...

Shyam Sunder Jyani, professor of sociology in Rajasthan, India's driest state, fights desertification by personally funding the planting of 2.5 million tree saplings. He ha been doing this for the last 15 years. In June 2021 his project Familial Forestry won the Land for Life Award of the UN Convention to Fight Desertification. Jyani goes from village to village teaching people how to nurture trees to make the landscape hospitable. This is a land in Rajasthan state where summer temperatures can reach 45 degrees Celsius or 113 degrees Fahrenheit.

Greg Ip in the WSJ, Marc Thiessen in the NYT, and Bret Stephens of the NYT have looked at this in this way and offer an alternative view of what might happen, even though the tendency of the WSJ and the Washington Post is to be skeptical and the NYT with an opposition to all things DJT offering pessimistic version. Third moderates in Iran could emerge as in Germany ( Adenauer) and in Japan Shigeru Yoshida who worked to adopt the 1947 Japanese Constitution under Gen. Douglas MacArthur. Behind the student protests and now national protests there is a realization in Iran that living perpetually under sanctions is not the way to live, that it can increase oil production, get investment in its industry, and raise standards of living, by doing something different. That nuclear weapons development, supporting movements overseas, perpetual conflicts with Arab states, these things have been tried and are not working. That this is the last chance to build a prosperous Iran before fossil fuels are replaced by renewable energy over 10-15 years and which will make it that much harder to modernize and develop Iran for the benefit of Iran's future 110 million people. The gap with India will only widen as India catches up with China, the way China caught up with Japan. It is better to accept that these anticolonial writings that emerged from decolonizing Arab North Africa applied to the British and the French, and that the world is a different place today as the Indians and the Chinese have realized modernizing ancient societies with ancient religions is possible with the help of the Americans and the Europeans, working with the Americans and the Europeans. Theodore Roosevelt says in his Autobiography that one should be careful to judge people as the best have some negative aspects and the worst have some positive aspects, an experience he described in his dealings with progressives and those who opposed changes. Adenauer and Yoshida had contacts and dealings with earlier governments defeated in the war, but wanted to search for an entirely different path for rebuilding their countries having learned from experience. "To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

The key purpose of learning a language is to communicate with people in other parts of the country, says Venkaiah Naidu, vice president of India 2017-2022. He himself from Nellore in Andhra Pradesh speaks both Telugu his mother tongue, and over the years learned Hindi so that he could talk to people all over India. Even in Europe there are countries with several languages. Switzerland is a land composed of cantons with areas that speak German around Zurich, French Geneva, and Italian around Lugano. Children learn a second language and in German speaking areas children also learn German in both High German and standard German because dialects of German are common.  English is often the chosen language in German speaking areas as the second language after the mother tongue which happens in India. It is a good idea to learn as many languages even if one is not as proficient in all so that one can communciate and travel freely. In India the north has extensive use of Hindi- in the states of Rajasthan, Uttar Pradesh, Madhya Pradesh Hindi is the language used, and even in Gujarat, and north east one can communicate in Hindi, so that a southerner can do well just by learning Hindi to communicate and travel freely in all parts of the country. For a Northerner the challenge remains on which language to learn between Tamil for the Madras region, Telegu for the Hyderabad and Vizag region, Karnataki for the Bangalore region, and Malayalam for the Thiruvanathapuram region. At some point in India's future a common script should be adopted for all Indian languages so that only the language pronunciation and vocabulary not the script itself has to be studied . This would make reading and writing easier once one knows the meaning of words. This is the situation in European Union where the languages can be learned without having to learn a different script and is written in the same script as English is using Latin alphabet. Turkey introduced the Latin alphabet to modernize the country and increase literacy in 1928. In India this would make it possible for northerners to learn a southern language and southerners to be able to learn Hindi without difficulty with the script in reading and writing, and in travel across the country. Venkaiah Naidu says about learning more than 2 languages mother tongue and English- learning another tongue such as Hindi makes it possible to do a lot more. "If you want to grow, if you want to communicate your ideas to a larger section of the people, you must know their language." One does not always get it right the first time, but the effort over the years can lead to so much wider exposure to different ideas in a multilingual world. ...

It is carved out of the rockface of hills near Chengdu in the 8th century AD. Buddhism made its way to China and then Japan from India with Bodhidharma (Daruma in Japan) in the 6th century AD. Hsuan Tsang a Chinese Buddhist monk in Chengdu, Sichuan province made his way to Nalanda in India 627 AD to 643 AD for a 17 year trip to find the original Buddhist texts and teachings. He called India In-tu the place of the shining moon because of it being a spiritual place, and birthplace of the Buddha.

The last time the water reached the Buddha's feet was in 1949. Today after the pandemic pilgrims burn offerings at the Buddha's feet in 2020.

Greg Ip in the WSJ says India is shifting towards  becoming an important partner with the US and the European Union in trade under the Modi government. This report reflects the situation upto 2021 and the changes in Indian and American perceptions during the pandemic. It does not reflect the rapidly evolving situation under president Biden.US president Biden and Jake Sullivan National Security Advisor see rapidly expanding US trade and investment in India. The recent Raisina Dialogue  brings together 26 countries- named after Raisina Hill in New Delhi where India's administration is located- in dialogue with Indian leaders. Finance Minister Sitharaman in an interview at Raisina Dialogue stated that Janet Yellen, US Treasury Secretary, was with her during a G-20 meeting, and Yellen called for friendshoring- foreign investment in democracies that respect the rule of law and provide the right conditions for investment. The right conditions are now being created in India, including infrastructure and logistics, trade practices, and assistance to foreign companies, to invest in Indian manufacturing. The conditions are being created for shifting significant number of manufacturing facilities to India in a complete redesign of the supply chain. A look at the period 1950-2015 in US-EU India relations says little of the newly evolving situation in trade in the way that looking at the US-EU China relations 1950-1990 during the Cold War would tell one little about how that relationship evolved in trade after 1990 in the 1990-2019 period for massive trade with China. The pandemic and the inflation from existing supply chain bottlenecks has led to a realization in US-EU that the existing concentration of manufacturing in one country  was a mistake and is a serious problem that needs correction.  This means an acceleration in the effort to build rapidly over the next 5-10 years a strong US-EU manufacturing presence in India for advanced technologies. India under prime minister Modi is creating the infrastructure and logistics for this to happen with large domestic investment, the help of Denmark's Maersk in port logistics, and from other countries.  Fo India manufacturing and infrastructure building is the only way to create the jobs needed to meet the aspirations of its young population. For the US-EU the redesign of the supply chain is the highest priority to cut inflation, remove potential bottlenecks, and provide a stable supply chain.    ...
