Italy faces tighter restrictions and a national lockdown at Easter for the coronavirus, Italians who were the first to go into lockdown on March 10, 2020, now think they will be the last to exit lockdowns. The mood in Europe is of frustration with the slow vaccination drive and the failure to procure enough vaccine supplies and to approve vaccines in time. The US and Britain have vaccination drives that are moving rapidly leading to a reduction in cases and deaths. In Europe new cases are rising since mid February 2021, and there is the spread of the new variant first detected in the UK.  The variants make up 70% of new cases in France says Health Minister Olivier Veran. ICU's in France are 80% full. Elections in France in 2022 and in Germany in September 2021 are leading to government reluctance to impose tighter restrictions. The government strategy is now being questioned. Only 30% of Germans now have confidence in chancellor Merkel's ability to make competent decisions. The CDU's partner in the government, the SDU socialists have even less trust with SDU getting less than 10%. There are signs of a third wave of coronavirus in Germany resulting from variants of the virus, slow vaccinations, and reopenings. ...

Michael Getler of the Washington Post gives an indepth look at former West German chancellor, Helmut Schmidt, who succeeded Willy Brandt as chancellor in 1974 till the fall of the SPD government from internal divisions in 1982. This was the period when West Germany emerged as the leading economy in Europe, and pursued policies of improved relations with East Germany (the GDR) under Honecker, and the Soviet Union under Brezhnev, leading to the period of German reunification under his successor Helmut Kohl of the Christian Democrats. Schmidt also pursued very close relations with France under Giscard d'Estaing, setting up the groundwork for what would become the Euro currency and European monetary system. In the years after 1982 Schmidt was active as co-publisher of the Die Zeit newspaper. This account of Schmidt and that period complements Jonathan Kandell's indepth assessment of Schmidt in the NYT. Today's world economic summits of western leaders- especially the critical ones following the 2008 global economic crisis- originated from the meetings Schmidt started in 1975 and broadened in 1979. During that period Germany, France, UK and the U.S. were faced with the global recession after the 1973-74 oil crisis. Here Getler describes Schmidt in terms used by Germans for someone who is action oriented but also overconfident and brushes off other people- the German word "macher." Another German expression "Mr Schmidt Schnauze," as Mr Schmidt the Lip, stuck to Mr. Schmidt for his tendency to offer strong criticism, while being less tolerant of criticism of his own policies and actions....

The German Constitutional Court established the legality of the eurozone bailouts under German law. It also stipulated that future bailouts would require the approval of a parliamentary committee. The Court ruled out any proposal that would pool Germany's debt with that of other countries in the eurozone. This rules out the issuance of eurobonds that are supported by the pooled resources of all EU countries. With no mechanism for firm budgetary discipline in place under the current structure of the EU, this is seen as an absolute no in Germany, and is opposed by all German political parties including Chancellor Merkel's Christian Democrats. ECB president, Jean Claude Trichet, is a strong supporter of the European Union, who actively participated in its creation over three decades. He insisted on budgetary discipline for all EU member states in his recent speech at a conference in Lake Cuomo resort in northern Italy. By leaving open other solutions over time that would still move forward the idea of a united Europe, the Court's view on this point coincides with that of Merkel and the ECB's current and future presidents, Trichet and Draghi. Merkel told the German parliament on Sept. 7, 2011: "Europe must come out of this crisis stronger than it went in, just as Germay came out of the crisis stronger." Merkel compared the difficulties today with the difficulties Germany faced as it tried to rebuild after World War II. Government data show that the German GDP declined by 0.5% in the thrid quarter after declining 0.4% in the second quarter. IMF predicts GDP decline of 0.8% in 2009. Germany's recession look like the worst in Europe except for the UK which has many of the same problems as the US economy. Germany's housing market has seen prices grow by almost zero in the last 10 years and German consumers are not in debt so Germany felt fairly immune to the troubles facing the US and the UK and Spain. But Germany is a big exporter and it has become more dependent on exports in the last 10 years. Exports account for 41% of GDP and CHina sucked up alot of machinery exports from Germany and China is in the midst of a drastic slowdown. In fact for the first time China is seeing a decline in monthly electricity output. And China's GDP growth rate may go from 12% to the range of somewhere around 6% in 2009, considering that Chinese export factories are closing down as the USA its main export market is seeing a rapid slowdown. Its already reached 9% and the slowdown is just beginning as the US market is also at the beginning of its slowdown. As the US market declines further in 2009 China's export factories will face a further decline in orders. Comparing the US at 10%, Japan at 20% and Germany at 41% of GDP one can see how heavily dependent the Germans have become on exports, especially with Asia's booming economies sucking up German exports. New orders for German goods declined by 18% from their peak in November 2007. And this is just the beginnning. So German unemployment is expected to increase. Its true that German banks invested heavily in mortgage related securities and other risky assets abroad, and the international financial crisis has led to a bailout fund of 500 billion euros setup by the German government. But Bundesbank figures show that what is causing the drastic contraction is the drop in investment spending as loan demand has dropped. ...

WIth only about 30% of the possession the Colombian team dominated the game. The winning goal came in the 89th minute of the game from a stunning header by Manela Vanegas. Colombia led for most of the game. Linda Calcedo scored first for Colombia. The last time Germany lost a game in global games was in 1995 against Sweden.

Economy Minister Habeck says- "Our energy system will be structured differently: we will have 80% renewable energies by 2030."  Germany will close its last 3 nuclear plants this week. Germany is shutting down all nuclear energy when other countries are increasing reliance on nuclear energy. Westinghouse is building Poland's first nuclear plant. Britain, France and Finland are increasing nuclear energy with its very low carbon emissions. Biden administration in the US is backing the building of a new generation of smaller nuclear reactors. Mr. Habeck the Economy minister says for the short term Germany has its natural gas storage tanks half full with the winter heating season over. New LNG terminals and imports help replace Russian supplies. In the long term Germany is way ahead in renewable energy than other countries and will craft its own solution in its own way.

Part of the reason is that the Social Democrats have not reflected their working class base, and the Christian Democrats have dissensions going forward with the CSU. US president DJT on the craziness of UK, China, Japan, India getting their oil and gas from Hormuz Straits after frequent disruptions over 40 years. And expecting US to keep lanes open, expecting the US to do this alone when US is self sufficient and exports oil and gas in 2026. UK, China, Japan and India does not want a wider war, US also does not want a wider war, and has asked these countries to stop shopping for the best price and find alternative sources of oil and gas for many years. China and Japan get 90% of their oil from the Hormuz Straits region- the US president is asking does that even make sense? Are they doing this because it is cheaper, ignoring the other costs, and the hidden costs of unreliable supplies to the poorest countries paying $125-150 a barrel? Germany has set a better example for these countries to follow getting only 6% of its oil and gas from the Hormuz Straits and being far ahead in renewable energy. China and Japan, South Korea are oblivious of all that has happened, the disruptions in supplies of the last 40 years, and have made no serious effort to find alternative sources and supplies. Whatever happens in coming weeks Mr President DJT has a point. Even more so as the MAGA base has insisted on a focus on domestic policy and problems, the Biden base also had the same desire to focus on domestic policy and problems. Nothing should divert from this focus, particularly the needs of countries that have not made changes in energy policy and logistics they should have a long time back. ...

Debate in Germany over whether there should be exception to the minimum wage agreement of 8.50 euros per hour. The head of the federal employment agency, Heinrich Alt, says a universal minimum wage would reduce incentives for young people to join vocational training. The new labor minister, Social Democrat Andrea Nahles, says "there will be no exceptions, notwithstanding all the escape fantasies." The Social Democrats insisted on the minimum wage to win support from rank and file working class members after losing support in its own base with the increase in the low wage sector in Germany. Unemployment in Germany is less than 5%, but this comes with an increase in lower wage workers as part of the reforms under the Social Democrat Schroeder administration when unemployment was close to 10%. Economists say the increase in wages would increase weak consumer spending in Germany and increase imports from other eurozone countries. In 2011 the share of the German population making less than the new minimum wage of 8.50 euros an hour, according to the German Institute for Economic Research, is- for former East Germany 27%, for former West Germany 15%, for ages under 24 years 44%, for ages 25 to 60 years 15%. This does not affect the manufacturing sector in East Germany as wages in the sector are above 8.50 euros. The other problem is that wages appear to be declining in Germany, with wages decreasing by 0.3% in October 2013, according to the Federal Statistical Office. ...

In a manner similiar to that in other European countries such as the UK and Germany, where multiculturalism is being debated, Norway is having its own debate about immigration policies and its impact on Norwegian society. The concentration of immigrants in east Oslo and other neighborhoods creates a more visible presence than actual numbers. About 11% of Norway's population of 4.9 million are immigrants. Of the 550,000 immigrants who came in between 1995 and 2010, half are white from Poland, Sweden, and other countries. But the Somalis, Eritreans, and other immigrants coming for asylum are from the poorest countries and find assimilation difficult. There is a consensus among Norwegians and in the political parties that immigration policies need to be revised.

Hamburg is the key city in Germany's trade with China. About half of $200 billion in trade between Germany and China passes through the port of Hamburg. The South China Morning Post looks at the dilemma in Hamburg over relations with China in the post Merkel era. Merkel maintained strong and close ties with China signing an agreement with China her last year in office. This was when Mr. Trump was US president. Since then president Biden has changed US policy towards Europe. The South China Morning Post points out that The Greens and the FDP key partners of Scholz in a new coalition government, are critical of Merkel's policy towards China in its overall relationship with the US and the rest of the world. Scholz was mayor of Hamburg, and a partner in Merkel's coalition government in which he was vice chancellor. Scholz has talked very little on what the new German policy would be. China seeks to maintain its economic ties in the next few years with Germany while reducing its dependence on other countries under Xi Jinping's new vision for China that seeks to depend less on trade and real estate for its economy and growth. Yet the pace of change has accelerated during the pandemic with a new global supply chain emerging from the chaotic years of 2020-2021. US policy under president Biden is similar to policies under Franklin Roosevelt in the 1930's during the economic and political crises, and look to be setting a new path to the future for the rest of the world. ...

Wages have gone up less in Europe than in the US. In the last 3 months of 2021 wages were up 1.2 % and inflation was up 4.7% for a fall in real wages of 3.1%, which has accelerated since then with the war in Ukraine and shortages of energy and food supplies. A YouGov poll shows that 15% of Germans cannot afford basic necessities and 53% are concerned about rising prices. Because basic things like food and energy where prices have gone up the most also take up large portions of the budget for lower income households. In Germany some unions are giving one off payments for energy bills and other costs to workers till negotiations lead to a settlement on increasing wages. The situation is similar in Greece, Italy and France. In Greece the government has given $3 billion for subsidies on gas and electric bills. Elections are now focusing on cost of living as in France where the second and third place winners in the first round Le Pen and Melenchon together took about half of the vote. ...

Rolf Wetzer, a German metal working factory manager reflects feelings widespread in Germany. He says, we work hard and save our money, and he can't see why Germans have to throw money at countries that cannot do the same. There is considerable negative feeling about the bailout of Greece, because it is seen as brought about by the excessive spending, public corruption, and irresponsible accounting that went on in Greece. There is less negative feeling about the bailout of Ireland, as the Irish are seen as an industrious people, and the crisis was brought upon Ireland by Irish banks. Because of the negative feeling it will be much harder for Angela Merkel to go back to the German parliament for more funds, especially as her popularity has suffered. The existing fund will be stretched by the possible bailout of Portugal and Spain. Germany remains committed to the euro, but there is considerable anger about the bailouts. Germany has benefitted from the euro-zone through its exports, which jumped 31% in the last decade. Germany has a $105 billion trade surplus with the rest of Europe. At the same time there is fear that public opinion may turn against the euro. Thomas Mayer, chief economist at Deutsche Bank, says you can already feel it. Frank Schaeffer, a legislator for the Free Democrats, says that whether Germany needs the same currency as its neighbors is something he has doubts about....

France gets 60% of its energy from nuclear unlike Germany which closed 3 of its last nuclear reactors under policy of Merkel.

The White House site shows the Memorandum of Understanding on the India Middle East Europe Economic Corridor or IMEC that will build rail, internet, telecommunication, supply chain connections from hubs in India through the UAE, Saudi Arabia, Jordan and Israel to ports and commercial hubs in Europe. The signatories are the US, Germany, France, Italy, India, Saudi Arabia, UAE, and the European Union. The Saudis have committed $15 billion to the plan and other countries will add funding. An Action Plan will be made in 60 days.

Poland has a huge shortage of doctors and nurses. The ratio of doctors to every 100,000 of population is the lowest in the European Union. It is twice that in Germany whose relative success in tackling covid pandemic comes from having foreign doctors and nurses treat patients. Consider that the average age of Polish doctors is 53, only a few years from retirement. The situation in terms of immigration reminds pone of East Germany and its depopulation of young people who left for West Germany. Something like this has happened in Poland in health care.  In similar ways other countries in the EU, Hungary, Slovakia, Romania stocked up on ventilators but now have few doctors and nurses left to operate them. It is stretching the limits of human endurance as this report shows in WSJ, with doctors working 36 hour shifts and working 73 hours a week.  Here we see Dr. Rotnicki, who works these long hours at a hospital in western Poland and says that it is like the Second World War, that it is hard times in Poland for health care workers. This report says Italian and British hospitals, not just German ones, are tackling coronavirus with Polish, Hungarian and Romanian doctors and nurses. This report shows that headhunters in Germany drive in to western Poland blanketing windshields with pamphlets promising 5 times more pay, 2 years of free language classes and housing. In Slovakia a third of all nursing graduates leave the coutnry immediately after graduation. In Poland not nursing pay has lagged behind with fewer going into nursing schools. Staff remaining in the region are older and educated under communism when less English was taught, or have returned back home from years overseas. Forcing doctors to give up private practice and work in public hospitals during coronavirus pandemic is not working in Hungary, where surveys find 6 out of ten medical school graduates intending to leave Hungary. These doctors say they are better off working at Aldi and Tesco if needed and making more pay, plus getting weekends off. Poland only recently increased pay for healthcare workers, some even survived on cash given to them by patients. Not a good situation for a country to be in and reflecting the wrong priorities not just in the U.S. and western Europe, but also in eastern Europe, during the last 3 decades. These priorities shifted money away from health care, education and infrastructure priorities. The people simply lost control of their spending allocation to "financial markets" that shifted money in a way that benefited only small group in society neglecting others and national interests. ...

A Flash Eurobarometer poll before French elections in 2017 show 56% of Europeans in the EU saying the euro is a good thing, only 36% saying its not, those saying its good at 64% in Germany, and being 57% in Spain, and 53% in France. Walker of the WSJ says the euro has survived the crises of the last few years, with some but not all the steps taken to avoid a repeat of the problems, and public opinion still favoring the eurozone as it looks forward to economic growth in coming years. The middle class is not attracted to risking its savings in euro denominated assets, costs of the turmoil that might be caused by leaving the euro act as a signal for caution, and in Southern Europe countries remember the days before the euro with devaluations and high inflation. With gradual economic recovery it appears that the euro is still the best option there is. Surveys show three fourths of the French oppose leaving the euro, and experts say the euro is not to blame for France's slow economic recovery- more confidence and political stability with economic renewal are seen as the ways to get France going again. This may be why the national elections in France will likely bring a president who is pro-EU. ...

The meeting planned between Xi and Biden is important for stable US China relations after the Trump administration angry rhetoric, the Covid pandemic, and when imbalances in the poorly managed trade relationship with the entire supply chain shifted to China with millions of its American jobs has shaken working class communities in the US. China's and Xi's views on Hong Kong and Taiwan have also affected the relations. After the Ukraine war this will be the first meeting between the two leaders, and follows a visit by German chancellor Scholz to Beijing. Under Bush America appeared to be distracted by middle east wars, under Obama and Trump America appeared weak or angry but not resolute. Under Biden America appears resolute and sure of itself. This makes a difference for US China relations. Following the Ukraine war both the US and Germany, and China, appear to have grasped the dangers of nuclear threats such as were made in recent weeks. India has also shown its serious concerns about wars for territorial gains, and the world community of nations has expressed this through the words and actions of UN Secretary General Antonio Guterres speaking for Europe, and the rest of the world.  Under Biden America seeks decent Competition with China and not conflict, and this is in the interest of both countries and of all the countries in the world. Neither China or America represent the largest share of the world's peoples, and in a world of advanced technologies other regions such as India, Europe, South East Asia and Japan, have just as great a determination and influence to seek a mutually beneficial peaceful coexistence in the interests of all the peoples of the world including the continents of Africa and Latin America. ...

As the deadline of July 22 approaches for the 160,000 members of the UK Conservative Party to elect a leader, former Foreign Secretary Boris Johnson and the current Foreign Secretary Jeremy Hunt are running for the leadership position. Boris Johnson has 68% member support with Hunt at 23%, according to YouGov survey. Both candidates are in favor of Britain leaving the European Union without an agreement. Hunt has stated he would cancel leave for Britain's 16,000 civil servants in August to prepare for the departure of Britain from the EU by October 31.  Only 27% of Conservative Party members believe Mr. Hunt can do the preparation needed for an abrupt exit after 45 years of economic integration with the European Union. By contrast 90% of members think Johnson would do the preparation needed. Preparation is needed because of food and medical supplies trucks and in flights awaiting customs at border points. The result could be chaotic without adequate preparation. Under a Johnson government many ministers would leave the government including Mr. Hammond who runs the finance ministry. He is expected to join rebel ranks in the Conservative Party that does not think an abrupt exit like this is good for Britain. If these members in the House of Commons join Labour party members they could vote to block this from happening. Britain's opposition Labour Party led by Jeremy Corbyn has finally decided to call for a second referendum if Johnson pushes to leave the EU abruptly, and to campaign wholeheartedly this time for staying inside the EU. During the last referendum Labour leaders did not push hard for Remain, and David Cameron as prime minister and head of the Conservatives proved to be a weak and ineffective leader using the promise of a referendum as a ploy to win votes for the Conservatives in an earlier election and then finding himself stuck with promises made in the election with his party's right wing led by Johnson. Years of austerity policies promoted by Germany in the EU after a flawed entry of southern European countries with faulty not transparent finances such as Greece too early  into the eurozone had soured Britons on the EU. The friendly migration policies of German leader Merkel for economic as well as war torn country migrants from North Africa finally not just soured Germans on Merkel policies but also soured British working class families struggling to make ends meet and seeing migration as taking British resources that were needed at home. This has split most of Europe including Britain along lines of the major cities and the rural areas plus smaller towns, and in Eastern Europe, East Germany region along the lines of the old Soviet bloc countries which with deeply conservative thinking do not favor such migration policies. These divisive changes have taken place over along period of decades and will take time to heal through economic recovery and a fairer distribution of wealth, better investment in infrastructure, health, education, public services, neglected during the Tech driven flawed investment diversion of economic resources. Yet the hope of this type of change if grasped by Britons as well as Europeans could bring new life and revive the vision of a Europe with shared benefits for all Europeans, not just a French-German project. For this to happen new leaders have to rise to the challenge inside Britain and the rest of Europe.      ...

NATO members except Spain agree to spend 5% on defense, 3.5% on military and 1.5% on defense industry. Germany makes purchase of 35 F-35 fighter aircraft from the US for $8.2 billion in 2025 to be fitted with cruise missiles from Norway. Defense minister Pistorius says Germany has moved with "supersonic speed" on defense capabilities. This a big change from Scholz. New CDU chancellor in coalition with the SPD is Friedrich Merz who with a popular former defense minister Pistorius from the Scholz coalition and the new SPD finance minister in the Merz coalition Lars Kingbeil, is changing the way Germany looks at investing for the future. It has embraced defense of Europe and modernization of German infrastructure. German federal elections gives the coalition of Merz the 28.6 votes percentage of CDU/CSU in addition the SPD's 16.4% for governing with 45% of the vote, and additional 11.6% of SPD's ally the Green Party which supports it outside the coalition for total 57%. For this reason it is a coalition government with real clout to get things done for Germany's modernization. Much of the media focus is on AfD's far right 20.8% but this has been offset by the Left Parties gaining 14% of the vote in the formerly communist East (GDR) where the AfD is based. Thus about 60% of German voters support Merz/Lingbeil/Pistorius for some far reaching action by Merz well into 2030, for the first time since reunification in 1990. To add to this most of Europe including Germany under Merz has embraced a tough line on illegal migration similar to DJT in US so that far right AfD gains from discontent have reached their high point at 20.8%.   ...
