Veneto followed the method of quarantining, mass testing for clusters and isolating the affected people.  The Italian government took the first steps to close off northern Italy Feb 22, and it was not till March 10 that a nationwide lockdown was done. The action taken in the Veneto region is shown here in this WSJ report with the town of Vo as an example of steps taken that worked. A microbiology professor and infectious diseases expert at the University of Padua, Dr Crisanti, developed a test for the coronavirus as early as mid-January using the information made public by Chinese doctors. Dr. Crisanti oversaw the testing of 95% of residents of Vo, a town of 3400 people in Veneto region. He found 3% of the population was infected, with half testing positive asymptomatic. Following the aggressive lockdown the tests were done two weeks later and the rate of infection had fallen to 0.1% with only 8 new infections. "The main lesson from VO is that when you have a cluster of infected people, you should do a very aggressive lockdown and then test as many people as possible," Dr Crisanti says. The results from Vo led to Veneto increasing testing in the rest of the region carrying out 80,000 tests, compared to 88,000 in Lombardy, with double the population and 5 times more infections. Lombardy followed government directives to test only those with symptoms. When it spreads it is harder to do the test isolate clusters, test isolate clusters, in a continual loop, yet this remains the method cited by Dr. Brx in the U.S. today as the right way to target clusters in a laser approach. In yesterday's briefing at the White House Dr Brx said this is a method the U.S. is familiar with and has used in Africa to tackle HIV, Ebola Virus. It is possible using GPS to target down to a specific clinic in a specific place, which is how it was successfully done in Africa. ...

Very little of the heavy rain and storm runoff from floods is being captured in California which has experienced many dry seasons and shortages of water, says this opinion in the WSJ. California has experienced 2 seven year droughts in the 20's and the 40's. The problem very little investment in public works in a state that was extravagantly spending on tech, starving essential infrastructure of spending. Economic textbooks talked of crowding out of private spending and investment, now we have crowding out of public spending on infrastructure.

The growing city of Monterey, Mexico, near the American state of Texas, is facing severe shortages of water as shown in this report in the NYT. Seven years of drought except for 2018 have left the Cerro Prieto and other dams nearby mostly dry. Water is sent in by truck from outside the region. This is an arid region and the lack of rainfall comes at a time when the population is growing in this part of the country, which is the largest industrial state in Mexico.

France's Macron introduces a three step plan for reopenings after lockdown, with dates of December 15 and January 20 for reopening the economy. Shops will be allowed to open under strict social distancing rules for Christmas sales. If cases per day drops below 5000 the government will lift the lockdown on Dec. 15 and replace it with a 9 pm curfew. This report says New York in 2021 and Minnesota in 2020 have followed the European Union in banning this chemical. Russia's leading business paper Vedemosti summed up the situation on Dec. 17, 2014, in its editorial- "This is a very dangerous situation; we are separated from a fully fledged run on the banks by just a few days..If the currency market is not reassured right now, the banking system will require large external support." Warning signs were evident at a banking conference in Moscow in October 2014 when the Economy minister, the central bank head Nabiullina, and the head of the largest bank Sberbank, German Gref, expressed skepticism about the economic policies and the risks involved. Not until Dec. 17, was a decisive response evident and the risks of a collapsing ruble openly addressed with economic actions by the Putin administration. A collapsing ruble would have repercussions on the global financial markets and slowing global economy, increasing potential geopolitical risk, and adding to risk of contagion for other emerging markets, which was reflected in the nervousness of global financial markets on Dec 15-16, 2014....

Orlik cites a 2011 survey from China's South Western University of Finance and Economics, which surveyed 8000 households and found that 55% of Chinese households had little or no savings for that year. 10% of households control 86% of wealth and 56% of household income. Surveys in 1995 and 2002 showed 10% of households controlled 31% and 41% of wealth. In the U.S. top 10% of households control 74% of the wealth, according to the Federal Reserve figures. What this means, says Orlik, is that before China can shift to consumption based growth the low incomes of the majority of households have to go up, requiring a major policy shift. Under current policies and even with movement in the direction of the DRC/World Bank policy report for China for a gradual shift away from state owned enterprises, there is little prospect for rebalancing the world economy.

The World bank president Robert Zoellick in an interview with Sudeep Reddy of the Wall Street Journal. He says its frustrating to see Europe respond to problems in banking, sovereign debt and competitiveness that have a chance to work, but only to find that the action is a bit late and a bit short every time. He says the Germans are right in insisting that credit cannot be given away freely, and that reforms have to be made. Yet these reforms in the case of Spain and Italy to increase competitiveness will take time and in the meantime both countries will need bridge financing. A direct recapitalization of European banks by the European Financial Stability Facility is needed to avoid this slow and continuous decline in confidence from negative news and uncertainty. Because the problem now is of a longer term nature with debt issues that will take time to resolve and energy price volatility, Zoellick says simply doing short term stimulus and monetary will not work, and a longer term plan needs to be implemented. Zoellick supported the China Development Report of the World Bank and China's DRC which called for a shift in the economy away from reliance on state owned companies and heavy infrastructure spending. Here he says the new stimulus plan for China was necessary because of slowing growth. Yet he hopes China's leaders keep this in mind as they develop solutions for the long term that avoid the rampant credit expansion and investment of the 2008 Stimulus, and come up with a new policy mix....

The NDRC plans a 52 gigawatt increase in installed capacity for green energy in 2013, an increase from 36 gigawatts in 2012. This includes 10 gigawatts for solar energy. Clean energy will take up 57% of additions to installed capacity in 2013, compared to 35% in 2010, according to Tian Miao, an energy anayst at NSBO.

The drop in oil prices in 2014-2015 leads to a decline in the value of Nigeria's currency, the Naira, by over 10% in 2014. The Naira dropped to 186.9 to the dollar by Dec. 2, 2014. The central bank puts out a revised budget based on an oil price of $73, as Brent crude dropped to $68. Like Guinea, Liberia, Sierra Leone dependent on iron ore exports, Angola and Mozambique on oil revenues, Zambia on copper, and South Africa on mining exports, much of Africa's economy is dependent on commodity exports. About 80% of Nigeria's government revenue is from oil exports, according to the IMF. And the entire budget for the nation with the largest population in Africa is only $30 billion.

Easwar Prasad, Cornell University economist, and a former head of the IMF's China division, says the new report by the World Bank and the Development Reform Commission (DRC), is part of an effort by government officials in China to push the agenda for change forward during the transition to a new leadership. This includes Premier Wen. There is pushback from large state enterprises. The DRC and the World Bank had called for a change from the current situation to allow more private sector involvement in the economy, which means restricting the growth of the large state owned companies and letting the private sector operate in more parts of the economy. The alternative is to see growth slowing quickly and -some economists- say suddenly without warning. The role of Zhu Rongji, a former prime minister during the period Jiang Zemin was president, in pushing for changes appropriate to the period, is also cited. The last decade under prime minister Wen Biao is seen as one in which China relentlessly pursued its currrent export led model of development with large state run companies and state run banks dominating the economy. This has made change even harder to achieve because of the pushback to preserve the status quo....

A dairy farmer in Petaluma, California, shows that storm water runoff capture is worth the effort. He has collected 670,000 gallons of water so far this winter enough for 700 cows in his herd for 1 month. Governor Newsom has ordered the state of California to collect storm water runoff from rain storms that happened this year following three dry years.

Researchers say that water runoff is a serious proposition. About 2.5 million people can have enough water for 1 year if the water is collected in southern California and the San Francisco Bay area.

Marking the sixth straight month of declines the US consumer price index rose by 6.5% over a year earlier in Dec. 2023. This is down from 7.1% in November and 9.1% in June. The US central bank chairman Jay Powell is resolutely pursuing anti inflation policy. Retail sales, manufacturing output and home sales declined in November. Exports and imports also declined. Prices fell for products such as autos and computers. Job and wage growth slowed.
