This NYT report covers the period around 2019 and since when Tesla established its first factory in China.  It is the remarkable story of how the intuition and rapid decisionmaking  of Huang Li, a top Shanghai official and now premier since 2022, helped China create its own EV industry from scratch. He did this by giving Tesla a start with a new factory in Shanghai with $1.5 billion in incentivized loans and building it in 1 year 2019-2020.  A top Shanghai official Huang Li hoped to attract Tesla to China in 2019 after contacts were opened through California officials. Tesla had its only factory at Fremont, California, and had worked with the state government on a program of emissions credits as a form of financing that it could use. California officials  advocated for a similar policy in China in 2019. With Mr. Li's backing the Tesla factory in Shanghai was built in 1 year, California style emissions credit were put in place in China. What Mr. Huang Li's intuition told him was that China was at a turning point it had to take strong steps for a emissions free auto industry to tackle climate change. A company like Tesla offered an opportunity to do this. The factory was built faster than Chinese time in 1 year and loans of $1.5 billion helped finance this. Li correctly sensed that local supplier chain had to be built giving China a way to build its own EV industry. CATL was a lead supplier to Tesla. By providing assistance to CATL and other suppliers and using China's rapid development model Li was able to build an entire EV vehicle industry from scratch. BYD became through work in the pandemic years the largest EV maker in the world, and CATL the largest battery maker. Tesla provided the impetus which Li took on with the idea of building its own versions to soon overtake Tesla in 4 years between 2020 and 2024. BYD went even further and developed its own in house battery technology to cut costs and bring prices down. ...

President Trump says he is going to delay this year's G-7 summit. He plans to call India, South Korea, Australia and Russia to a new summit talks. Instead of September he would call the meeting of the new G-10 or G-11 with the new countries added after the election, as he says the old set of countries is now outdated. The old set of countries put Canada and Italy ahead of India and Australia, and recently left out Russia.

After public opinion comes out against it, the Obama administration decides to end the NSA's bulk collection of phone data program in March 2014. Under the decision the phone companies will not be required to keep the data for longer than 18 months, as it was determined that older data was not as useful. And the specific phone records can now be obtained ony after permission from a judge with a new kind of court order. The bulk collection of phone data program was justified by Section 215 of the Patriot Act, passed under the Bush administration to tackle terrorist threats following the 9/11 attacks. That program was outside any judical oversight. In 2006 the Bush administration Justice Department had the Foreign Intelligence Surveillance Court authorize the program. Under Section 215 the FBI is able to get court orders for records relevant to an investigation and this authority was broadly interpreted as allowing NSA collection of bulk phone data.

Southwest started flights to New York's La Guardia and Boston's Logan airports in 2009 but has cut service on other routes. It is cutting capital expenditures in half 2009 and recently cut flight capacity by 4%. It has locked in 40% of ts fuel needs in secon half 2009 capped at $71 a barrel, and 30% of its fuel needs for 2010 at $77 a barrel. The new contracts allow it to use planes as collateral withcounterparties.

The same is true for Japan where elections are leading to a parliamentary majority for PM Sanae Takaichi who wants to work with the US and build a strong economic partnership, and make the large investments in the US it has promised.  Japan and India are two of the five largest economies in the world (US, China, Japan, India, Germany). German Foreign Minister Wadephul for the CDU welcomed Marco Rubio's call for a "new Western Century" and for strengthening western civilization common heritage of the US and Europe. Liz Goodwin and Riley Beggin report from Hillard Ohio where Amazon is building a large data center using land adjoining a school and a park for children. Parents are collecting signatures for a ban. About 70% of Americans are opposed to the data centers building in their local area, after an aggressive push with tax breaks and incentives provided by some states. Virginia, Georgia, Texas, and Ohio most aggressive data center builders in the US by 2026- construction jobs, and investment, as pros, electricity usage and use of farmland cons. Ohio's governor DeWine paused tax breaks after realizing that it cost the state $1 billion in lost revenue. Amazon says it has invested $70 billion in the state since 2016. Democrat politicians are not taking up the bans because of some unions supporting the data centers for jobs created in construction. Another reason is that politicians in general face attacks from the tech companies donating to campaigns against them if they call for a ban. Sherrod Brown Democrat in Ohio asks data centers to pay for their electricity but has not supported a ban-  “With data centers, we make sure the investors pay for electricity. Not the people who live in Zanesville or Coshocton or in Cambridge.” The big reason to support it from the jobs perspective is stated by the unions. Tim Burga of the AFL-CIO in Ohio says-  “These are creating good union jobs, both in the construction, but also in the keeping them secure and maintaining them."  Now you have a public frustrated particularly in quiet suburbs of America who see this as an intrusion into their lives, which means Republican and Democrat, Red State and Blue State, makes little difference. Construction workers and unions excited about the prospects for decent jobs after the Obama and Bush elites shipped 5 million jobs (Lighthizer USTR estimate) to China over 2000-2016, and transferred $20 trillion in American wealth to foreign countries by blindly accepting unfair trade with China, EU, Canada, Mexico. And see this as part of the MAGA effort to bring back the supply chains to America for all manufactured products in the interests of reliable supply, national security, and the promise of good paying jobs for the communities across America that depended on these jobs since the industrial revolution inthe US at the turn of the century in 1900. It took only 2 decades to wipe them out under what Lighthizer and Jamieson call "shortsighted leadership" of  Republican Bush and Democrat Obama and their corresponding elites. These communities were hit more than once, twice, thrice, four times in fact- in 2009 by the banker's aided and abetted financial crisis, by Bush starting and Obama continuing the Afghan Iraq wars on different pretexts (diverting trillions of dollars that otherwise go to job creation and manufacturing, new technologies), and then by Covid in 2019. This is the America in which the data center building spree is taking place- a plus if done right and with some carefully thought out plan for water/electricity usage costs and for AI guardrails, protection for farmland and areas near parks and schools, and residential suburbs.   ...
