He says only America can offer the vision for climate change action, and make it happen. The surprise is the DJT Senate bill cuts to about 75% of the solar and wind subsidies in the Biden 2022 IRA Act for $843 billion in investments that were going to Republican districts. New rules in the Senate version of 3B Tax Cuts Bill require US renewable solar to disentangle supply chain from China by 2027 or face an excise import tax. All renewable subsidies will also be phased out earlier by 2027 instead of 2032 set by the Biden administration in the Inflation Reduction Act. The Inflation Reduction Act passed in 2022 with subsidies, tax credits for renewables solar and wind led to $843 billion in planned solar and wind investments. Suddenly much of this is placed in doubt. Instead of 2032 phase out the date is moved up to end of 2027 for 30% subsidies and to end of 2028. The result is confusion in the renewables industry and opposition to the excise tax for not disentangling from China supply chain by end of 2027 spreading to the US Chamber of Commerce. ...

U.S. Senator Ben Sasse suggests an alternative approach of simply repealing the Affordable Care Act called Obamacare and replacing it at a later date. This is endorsed by president Trump. This is the new Republican strategy in July 2017. Forty nine senators voted in favor of this repeal in 2015, when president Obama vetoed this legislation. US actions to conduct investigations on 18 countries under Section 301 of the Trade Act of 1974 - March 12 2026 after the Supreme Court asks DJT to use another law for tariffs. A key focus of the investigation is to show how industrial overcapacity is deliberately built through subsidies to push product into US markets and destroy American competition. US Trade Representative Jamieson Greer said March 11- "Our view is that key trading partners have developed production capacity that is really untethered from the market incentives of domestic and global demand." The US and DJT have repeatedly shown how this has been done over two decades to destroy the US industrial base. Another focus is on the used of forced or underpaid labor working in substandard working conditions and excessive hours. Greer says he will have the investigations results ready by mid-July when the presidents new tariff of 15% (after the SC ruling) expires. Other probes or investigations will also be conducted. All trade agreements signed with Germany, EU, Japan, UK, India, China, and other countries will remain in place. These countries have expressed a desire to keep them in place as that offers key benefit of removing uncertainty in making business decisions. ...

The Congressional Budget Office analysis of the Republican healthcare plan advocated by Mr. McConnell, Senate Majority leader, is that it would add 22 million uninsured if implemented. That plan ran into opposition from Republican Senators Collins, Capito, Murkowski, Paul, and Moran, and lacked enough support in the Senate. All Democrats opposed it and with the thin majority Republicans were divided. By taking away some benefits given under the existing Affordable Care Act the plan hurt the elderly and low income people, making some Republicans listen to their constituents in home districts and not the Republican leadership. The NYT profiled two in particular who astonishingly in a sign of today's strange politics were the only ones publicly holding townhall type meetings to hear the views of people in their voting districts- Susan Collins of Maine and Jerry Moran of Kansas. Both senators were listening to rural communities and Moran stated his opposition with the words- "I am a product of rural Kansas." With it the nation takes a breather and the message goes out that it is best to listen first and then to seek middle ground, not do what both parties Democrats and Republicans did in 2009 and 2017- rush serious legislation through without support across party lines and without serious discussion.   ...

View from Le Monde in France on the visions of Macron, Merz,, and Rubio for rebuilding the transatlantic alliance.  France under Macron sees less hope for the rebuild of the transatlantic friendship. The Germans under Merz and Soder of Bavaria see it differently. As shown in Nina Haase's interveiw with Johann Wadephul Germany's Foreign Minister, he sees Marco Rubio's speech very positively and like Merz wants to rebuild the relationship. It is not fully understood in Europe that Vance was also. partly reflecting his own views and his own tendency to sound and act like DJT. RUbio was once a candidate for the presidency in 2014 whom DJT had to defeat in the primaries. Rubio's recent book on how the elites have failed US and Europe shows a man of his own convictions. He and DJT agree because he brings out the best that is in the Republican party today to look back at its heroes from the past, Teddy Roosevelt and Abraham Lincoln with a profound belief in western civilization and America's role in it. When seen in this context it changes everything- all that talk of Vance means little because Vance is a much less experienced politician from the midwestern state of Ohio compared to Rubio with his long years in the Florida legislature and in the Senate in Foreign Affairs. Rubio speaks for the United States so much more so than an inexperienced and very young politician from Ohio who has emerged only in the last 5 years, compared to Rubio's 20 years in public service. ...

Standard & Poors downgraded the U.S. credit rating from AAA to AA+. In its reasons for the downgrade the ratings agency said the "political brinksmanship" in debt ceiling and deficit reduction negotiations has made the process "less stable, less effective and less predictable." It said the $2.1 trillion savings under the August 2 Debt legislation falls short of what is needed to improve U.S. finances. David Beers, the head of the government debt ratings unit at S&P also said that "we don't think it's coming back any time soon." Countries that still have a AAA rating are Canada, France, Germany, and Britain. Countries with AA+ rating include New Zealand and Belgium.

This is an exceptionally humorous operating room story of Dr. Trump and Dr. McConnell by Kristof of the NYT. Sometimes humor tells the story- and Kristof does this using a story of a surgeon president Trump in the operating Room trying to address the concerns of the patient Janet, as he keeps telling her she needs a new heart with great benefits, great benefits, before she implodes or goes down failing. Flat out take the old heart out even if a replacement hasn't been found, believe me great benefits the surgeon tells her, just that the patient just isn't getting convinced as its happening to her. The analogy is with replacing a health care plan, not just the Obama plan, any plan without something to take its place. For a few days before this article by Kristof, the Republican effort to repeal the Affordable Care Act without having a replacement was presented as a good idea. Janet is like the three Republican women- Collins of Maine, Capito of West Virginia, and Murkowski of Alaska who wanted to keep the heart they had till a replacement was found, against the surgeon Trump's advice. In a way it is about politicians in the last decade who never had any discussions as they rushed through with their own agendas, as the Republican and Democratic health care plans were rushed through Congress with relatively little participation and debate to hear all viewpoints. ...

Margot Sanger-Katz of the NYT provides an excellent summary of winners and losers under the new Republican House healthcare bill that passed the House in a 217-213 vote on May 4, 2017. On the whole middle income people and higher income people stand to benefit, with sharp cuts in Medicaid, and higher premiums as well as smaller subsidies based on age affecting older people. Pre-existing conditions and minimum benefits are included as in ACA, with the provision that states can in some ways limit that coverage. Employers are no longer required to provide mandatory health coverage, helping large and small business owners.
