California is now the first state in the US to make vaccination mandatory for teachers. Teachers who turn down vaccination will need to undergo regular testing. This goes into effect Oct 15, 2021. California is also considering mandating eligible students to be vaccinated to attend school. Different states in the US are setting different rules for mask mandates for schools. California and Illinois require them, while 4 states have banned mask mandates in schools. 

The mandates and other action have pushed the fully vaccinated rate in California up to 64% for residents over 12 years, compared to 59% nationwide in US according to health data cited in the WSJ. Teachers unions in California support the rules. The largest union California Teachers Association, with 310,0000 educators, says 90% of its membership is vaccinated.

Pictures of Sheikh Sabah of Kuwait in peacekeeping roles as a diplomat for the Gulf region including Iran, Saudi Arabia, and Gulf states. He passed away at the age of 91. The pictures include one with British prime minister Alec Douglas of Britain in 1964 three years after gaining independence from Britain in 1961. With the renewed effort for peace in the Gulf region his role is better appreciated not only as an ally of the U.S. but also as a diplomat keeping good relations for the Gulf states and neighbors. He was foreign minister since the sixties and ruler since 2006. He was one of an older group of leaders in the region who operated with a slow ruling style but sought consensus. During the divisions in the Gulf Cooperation Council with Qatar splitting from the rest in 2016, Sabah was active in keeping the Gulf states together. When he was born in 1929 oil had not been discovered in Kuwait and the area the size of New Jersey was run by his father as part of a dynasty that ruled for 3 centuries. Clause 5 paragraph of the US Iran Memorandum clearly says international laws of freedom of navigation shall be respected by all parties, and the Hormuz demined opened for traffic by Iran. IRGC would not come to the agreement without its inserting that it would work with Omani authorites  to open the Hormuz straits shipping. The WSJ sees the additions made by IRGC in the Memorandum to show the interpretation by Iran IRGC, yet freedom of navigation under international law is unequivocal and clear that no country can block a shipping channel. The US knowing that possibility existed Iran would not be opening the channel, or would disrupt the Omani route, has plan to make Hormuz not a factor in oil prices by using alternative supplies as its backup plan in coordination with China, India, Japan and other coutnries. Here is paragraph 5 of the Memorandum with Iran- "The traffic of commercial vessels will immediately start, and considering the need for removing the technical and military obstacles, and demining by the Islamic Republic of Iran, will be instated within 30 days." "The Islamic Republic of Iran will conduct dialog with the Sultanate of Oman, to define the future administration and maritime services in the Strait of Hormuz, in discussion with other Persian Gulf Littoral States, in line with applicable international law and the sovereign rights of coastal states of the Strait of Hormuz." This is not a careless error or overlooked by the US, it clearly states "international law and the sovereign rights of coastal states." Hormuz is significant only in the way oil supplies through the channel are supplied to China, India, Japan, and other countries, and in the way it sets oil prices based on supply and demand. The US goal is to create enough alternative supplies for India and Japan, and China for its part in cooperation with the US agreeing to do without the 4 million barrels a day it got through Hormuz. UAE has not used about .7 mbd and Saudis not used about 5 mbd in the past of their pipelines that are outside of Hormuz. This gives a total of of China's 4 mbd and on the demand side Saudi UAE combined 5.7 mbd for a total of 9 million mbd or 9 million barrels a day that reduces dependence on Hormuz. Even if 80% of Hormuz oil of 20 mbd is blocked again, this will mean the offset from China doing without Hormuz and the pipelines providing about half of the Hormuz supplies. Of the remaining 6 million barrels a day needed half could come from increased drilling for oil production (in Venezuela and other places) and half from conservation in the world outside of China- the US, EU, India, Africa, Latin America. With this covering 16 million barrels a day the world could still cope without 80% or most of the Hormuz supplies in the event Iran threatens to shut off Hormuz again. Even the trickle coming out of Hormuz of 4  mbd could be replaced from the petroleum reserves of the US, EU, Japan, India and other countries. In this way the US policy is to bypass Hormuz completely and use the period of the ceasefire to plan accordingly, knowing the IRGC never wanted to honor the Memorandum for opening Hormuz, it was only pressured to do so and would go back to its original intent. It would also bring down oil prices after a small surge from $70 a barrel to $80- $85 a barrel, before coming down again as additional supplies are created and demand side addressed through renewable energy and EV's. ...

The head of the hospital group that represents 39 public hospitals in the Paris region APHP, Mr. Hirsch, says that by October 24 about 800 to 1000 coronavirus cases in intensive care ICU are expected taking up 70 to 90 percent of capacity in the Paris region.This has placed added urgency to the actions of the French government and tougher measures are expected following the Macron announcement of a curfew in Paris region and eight metropolitan regions in France.

All the statistics of a fall in poverty in Latin America that used to be cited by economists have proved to have no good foundations. Even before the pandemic the economies of Argentina and Brazil were in trouble. The pandemic has worsened the situation. It shows how important it is for countries in Latin America to build on strong foundations of education, health care and good governance. With fall in trade and in tax income the debt to GDP levels are expected to go up from 57% to 70% and 30% drop in earnings coming from relatives overseas to support families at home, resulting in great difficulties.

Young people are the major source of transmission of coronavirus in the US with school sports as a major cause. Michigan, New York, Florida, New Jersey, Pennsylvania, makeup 42% of cases on April 11. Adults ages 20 to 39 are affected the most in Michigan. With cases for children under 19 quadrupling from a month ago. 301 reported school outbreaks in Michigan alone. A big problem is that the spread of the variant B.1.1.7  from the UK started in clusters earlier in February. It now has spread to the general population. India has seen a surge in the past 5 days and public health officials are learning from this experience in Europe and the US. The focus  should be on micro containment zones, prime minister Modi told state chief ministers in a virtual meeting on April 10, with screening, testing, tracking, and that health officials should not let higher numbers affect their persistent effort to screen, test and track as with the unceasing effort the results will come. ...

There are 100 vaccines being developed all over the world, of these 30 are in India. One is a collaboration with Britain for the Oxford Astra Zeneca vaccine to be produced largely in India. The other is one by ICMR. Other vaccines are the Johnson and Johnson  one dose onl vaccine. These vaccines have the advantage of not requiring ultra low temperature storage. 

Even though the Pfizer BioNTech vaccine is off to a start in Britain this does not mean that the other vaccines are not going to be out soon as early as by the end of December. There is also no clarity on how long the protection lasts. More than the one billion doses of the Pfizer vaccine will be required making the other vaccines just as or even more important. Asia and Latin America, Africa are still not in the picture and will have to be for the protection to be effective.

People have to take charge of their own lives by eating healthy food and lots of fruits and vegetables, to reduce obesity in this pandemic. Studies show that people with obesity were twice as likely to end up in hospital, and 74% more likely to end up in intensive care. Efforts to rid our diets of sugary drinks and junk or processed foods need to be escalated, and exercize, walking, cycling, other activity need to be made part of our daily activity. The UK after a headstart in its vaccination drive has fallen behind other European countries and the US in the vaccination of children and teenagers. UK began vaccinating children in August far behind the US and Europe. On top of this UK under Boris Johnson decided to drop almost all public health restrictions during the summer. The change in Health Secretary happened on June 26, 2021 with Matt Hancock's resignation. The new Health Secretary Javid was to review the health restrictions in place till July 19. The sense of caution and preparedness that prevailed earlier as fallen short since July 2021 with the lack of coronavirus prevention measures such as masks, social distancing and vaccine mandates that were taken in Italy, France, Germany and other European countries, as well as in the US.

Africa's tourism industry brings in billions of dollars from international visitors with each traveler bringing in about $7000 to the local economy. Most affected are hotels, tour companies and small business. There is a sense that government could do more to protect small business in Uganda, Kenya,Tanzania, South Africa, Ghana and other countries. Also being considered is finding ways to shift focus from high paying foreign tourists to a a larger local visitor population in African countries. Kilimanjaro, Kruger National Park in South Africa, Victoria Falls National Park in Zimbabwe, Sanganeb Marine National Park in Sudan, and Tassili n'Ajjer National Park in Algeria with Tuareg nomads in the desert deep in the Sahara, are some of the National Parks with few international visitors. Local are working in alternative occupations. There is a sense that a better focus would be to a less paying but dependable tourist influx from within African countries.  ...

US revokes Iran's oil shipment out of Hormuz as a result, and makes strikes on Iranian  missile launching facilities used to disrupt open seas navigation on the Omani side protected by the US. US tries to set back channels to IRGC military that controls Iran, but IRGC does not carry out regular ongoing talks, talking only at the pressure of the president of Iran working with Pakistan, Turkey and Qatar to convince IRGC authorites. China has reduced its need for the barrels coming out of Hormuz, may not go back to getting Hormuz barrels. UAE has found alternative routes to ship and increased supplies, Saudis doing the same. India and Japan looking for alternative sources of oil including US and Venezuelan supplies. Most of the buyers of Hormuz oil reluctant to go back to getting Hormuz barrels. In this sense the situation has changed, from when the war began. Oil prices could rise from $70 to $76 , and a bit more, but the old situation of Iran threatening oil supplies of the poorer developing countries of the world including China, India, Indonesia, Philippines, Sri Lanka, most of Asia and Latin America, African countries, countries that cannot afford oil prices of $100 is something the world does not need. And the tide is shifting to alternative supplies, conservation that adds enough barrels of oil as China and India, Japan, Germany, are doing, and the US also to some extent. By 2027 alternative supplies will have increased to pull the world out of this place called Hormuz, to where it becomes an insignificant source of unreliable supplies. ...

As much of these savings are not distributed evenly across the population, and coming back from a period after the 2009 financial crisis when savings in the lower classes had dropped to alarming levels, this saving is good for the future of the American people by building a path to sustained growth for the long term. Readers responses to this report show their dismay at calling savings hoarding, dismay at the idea that saving 3-6 months of expenses would be considered prudent when 1-2 years would be a minimum  and 2-3 years desirable would be considered decent protection in times like the last 2 decades of manmade disasters (shipping out American manufacturing, 2009 financial crisis) or nature driven disasters (the pandemic). For the Biden administration the saving also provides hope that the mistakes of the last two decades and the 2009 period can be avoided. By targeting the $1 trillion in infrastructure spending plan to projects that build synergy throughout the economy and generate more growth for every dollar spent in a long term Renewal America project. Recent WSJ reports show this is happening. The $2 trillion Families and Workers Plan works in a similar way to bring hope in improving the quality of life in America through children's education, childcare, paid leave, health care, affordable housing, climate change investments. The public in America is showing equal prudence by aligning the savings to this approach to set America on a path of long term renewal and development that could be sustained to 2030 or 2035. This will also enable the investments needed to build America's role in the world and help its partners in Europe, Asia, Latin America and Africa take the same approach for sustained and balanced growth into the next decade.  ...

Arizona, Utah and South Carolina are 3 states that are cited by the US Labor Department for not adopting any portion of the Occupational and Health Safety Emergency Standard for health care workers. The Labor Department says that by not adopting these standards for social distancing, mask use and paid time off for vaccination, these states are risking the health and safety of health care workers. OSHA sent letters to these states revoking the states abilities to run their own occupational health safety programs.

Texas is one of the states where governors are opposing the Biden vaccine mandate. Airlines based in Texas, both Southwest Airlines and American Airlines, say they will follow the Biden vaccine mandate for federal contractors, as they are required by law to abide by the president's order.
