Under a new agreement reached between the new Iraqi government of prime minister Haider al-Abadi and the semi-autonomous region of Kurdistan, Kurdistan will export 250,000 barrels of oil a day in 2015, and the province of Kirkuk will export 300,000 barrels a day. Exports will be made under the Iraq national oil company, SOMO (State Organization for Marketing of Oil). Kurdistan will get 17% of Iraq's budget expenditure, Kurds will sit on the SOMO board, and Kurdish Peshmerga army will get direct monthly payments from Iraq's budget. Earlier in 2014 talks had broken down under the Maliki government- Kurdistan began exports using a pipeline to Turkey and the Iraqi government cut off budget payments to the Kurdistan Regional Government. Iraq's oil minister Abdul-Mehdi said in Vienna after an OPEC meeting in November that Iraq has set a production target of 3.8 million barrels a day for 2015. This is an increase of 500,000 barrels a day compared to production in Oct. 2014.

Libya's Oil and Finance Minister bridges the gap between the tribal factions, regional loyalties, and other divisions within the Transitional Council of Libya and within Libya. He brings a unique background of being expelled in the early 1970's because of his prodemocracy activism at Libyan universities. He studied at Michigan State University for a doctorate and taught at the University of Washington for 26 years. All the time he helped organize the Libyan opposition. His background makes it possible for him to talk to western officials with ease, and his activist attitude and manner has put him quickly at the centre of things in Misrata and Tripoli. He went by fishing boat to Misrata at the height of the siege and was the first of the Transitional Council members to be in Tripoli. He was recently appointed deputy chairman of the Executive Council and chairman of the Supreme Military Council for Tripoli because of earning the confidence of the Council leaders and the ability to be at the centre of the struggles in Libya. He is a direct and plain spoken person and talked to the Journal's Charles Levinson about oil fields and restoring oil supplies. He talks about plans to keep Tripoli as the capital and keep the Transitional National Council in Benghazi so that both regions of the country could play a role. ...

Portugal leads the world in developing soccer players, no country has hundreds of soccer professional players all over the world. A country of just 10.3 million, the defending European champion, it has 292 professional players in 45 countries. Even Italy, another soccer crazy nation has only 105 pros abroad. Much of the development of soccer players from a very young age happens at sporting clubs Benefica, Porto, and Sporting. They act as scouts, finishing schools after rigorous practice, and places that transfer players to other clubs, all put together in one place with large soccer academies. The uniformity of coaching, and the primacy of soccer as a sport helps Portugal dominate soccer in a way that is not reflected in its size. Soccer fields in all directions is what you see at Benefica's training facilities in Portugal. 10 soccer pitches are not enough for the director of Benefica's youth academy. 10 different teams of exciting preteens to Portuguese pros need to practice every day.  Christiano Ronaldo was found at Sporting, Ricardo Carvalho at Porto. One boarding school at Benefica has 89 students who do their academic studies at the club and play soccer, attend classes in the morning and play in the afternoon. There are 3 different teams under 14. A pathway puts some of them into the senior squads or for them to become attractive enough to draw a large transfer fee outside Portugal. Five different talent centers and 200 people search for talent by watching under 10's or 12's play soccer games. Once they are chosen they move to Seixal, outside of Lisbon for training. The clubs essentially create value through selection and training for years in soccer academies within the clubs. The clubs support their activities by having a lower cost way to access talent at home, and by generating the hefty transfer fees. Since 2014-2015 season the surplus for Benefica is about 540 million euros. Costs are in the eight figures making it possible to generate a profit by having a sale of a few good players to lower profile teams such as Israel, even if they are not at the level of the top players in the Champions League.  ...

Coronavirus infections peak in Spain by April 4 and the number of deaths at 809 in one day is a drop from earlier in the week. Madrid is hit hard. The number of infections in one day dropped from 7472 to 7026 on Saturday April 4. Officials are looking for ways to get masks for all citizens as a way to prepare for an eventually ease restrictions. It is virtually impossible to get masks in Spain. Lockdown has been extended to April 25. 

Masks are mandatory in Austria, Czech Republic, Israel and Turkey.

China's strategy appears to be to allow the transfer of TikTok ownership to an American consortium and focus it's efforts on renegotiating the 30% tariff on China and China's response of 10% on the US. US president Biden has asked Democrats to first reach an agreement on a social and climate policy package and only then vote on an infrastructure bill. Republicans have supported investments in infrastructure, but not supported the social and climate policy package. Democrats progressive wing supports infrastructure but only after the social and climate policy package is approved. To pull together the different groups in the Democratic party and win support among some Republicans requires a skillful balancing act bringing in support from all sides in the national interest. The Biden plan for $3.5 trillion for Build Back Better has a$1 billion infrastructure plan, and a plan for workers and families on social issues confronting the country including child care, education, income related to reduce disparities, and healthcare. It also includes investments in green energy so reduce emissions to tackle climate change. Because Democrats have a thin majority in the Senate and the House of Representatives this balancing act will also require Democrats to reduce the size of the package to less than $3.5 trillion bringing in the most essential components for investment in 2021-2022 and making additional investments in the following years. ...

Nitrogen and phosporous, according to FAO 3 times safe levels added every year. For air pollution it was crossed in South Asia and China. WSJ Podcast looks at the structural failure of a 737 Max 9 jetplane from Boeing on an Alaska Airlines flight last week. This is a rarely seen failure where one sees a hole in the plane itself requiring a quick landing to safely get all passengers out. The 737 Max 9 has been a problem plane for Boeing for some time. Last week a Japanese Coast Guard plane crashed into a Japanese airliner with both given the go ahead on the same runway requiring all passengers to be evacuated in 18 minutes. Haneda airport and other airports now have new protocol for flights from Japanese airline supervisory authorites. what it shows is that new technologies make the basics of quality control and strict governmental supervision even more important not less as protocols can fail, governmental supervision can be deficient, and quality control in manufacturing process can be defective.

Of the people asked the question "what issue do you see as the most important for health care" 44% in a NBC/WSJ poll said they considered Cost as the biggest issue, and 37% said that they considered the Uninsured as the biggest issue, 11% said quality of care was the biggest issue. The President is focussing on cost as he develops the health care plan. He is also saying that to provide health care for all and cover the uninsured without controlling costs would break the bank. Russian proposals for settlement in Ukraine including giving up the whole eastern Donbass region, recognizing Crimea as part of Russia, and limiting its army and long range weapons. Germany is stepping up its military preparedness under chancellor Merz of the CDU led coalition government. With German, British and EU support it appears unlikely that Ukraine would agree to all the Russian terms as Russia is using some gains on the war front to gain a clear win in 2025. By 2026 with European support Ukraine may look for a settlement that offers better terms than currently offered by Russia. They have to reuse their respirator masks for a week till they are soiled and visibly damaged says this report in WSJ, which should be unacceptable in America. The risks they take are also unacceptable in the face of so much happening at hospitals. How long will this go on in hospitals across America with shortages of basic protection equipment for healthcare workers putting their lives at risk is what everyone is asking.

Now he says people are fed up with politics of Brexit and are showing great interest in fighting single use plastic. He says the people in the U.S. are acting even though the president Mr. Trump has taken action for withdrawing from the Paris climate change agreement. He sees things can change quickly if there is a new president and policy changes. 

He is heartened by the way people have received the movie Blue Planet 2 and the action politicians and ordinary people are taking. He thanks primary school teachers for all the work they are doing and the enthusiasm shown.

India produces 60% of the world's vaccines. India's contribution in vaccines is significant as it brings low cost vaccines to countries in Africa, Asia and Latin America. India itself has children that in total equal the children in 20 to 30 smaller countries. The Deutsche Post database used for finding names of people over 80 years only partially includes date of birth. Health ministry of Lower Saxony admits that not all people will receive letters for vaccination who are over 80.  Official records are held by 5283 local authorites across the country. So far Covax Africa is proving to be a failure. Consider the numbers 1 billion people only 31 million vaccines given. Another wave of the virus is underway with 130% rise in cases in Uganda, increase taking place in DRC, Namibia. About 30% increase in cases for all of Africa this week. The new Delta variant that is twice as contagious as the original virus is widespread in the UK and is an unacceptable risk in Africa and in Europe and the US.


 By comparison India has 1.2 billion people and 230 million people vaccinated with at least one dose.

US has 330 million people and has adminstered 300 million doses. UK and Brazil have each adminstered over 70 million doses.

The large majority of vaccine disinformation has been traced to just 12 persons, according to a report cited by the White House. This report is from the Center for Countering Digital Hate. They have a combined following of 59 million on social media with Facebook being the largest. Of 812,000 Facebook posts looked at by CCDH 65% came from these 12 persons.

On Facebook alone 73% of all anti-vaccine content comes from these 12 persons. These 12 include a religious zealot, a wellness blogger, some physicians who have taken on pseudoscience, and Robert F. Kennedy Jr. Only 3 have been removed from one platform of the 12 persons. US president Biden is critical of the role of social media in this pandemic.
