This report in The Times shows that from April to October the Tory red wall seats in the north of England have been hit hard by the coronavirus, much harder than the south of England. The infection rates in October are about three or four times in the north of England. The second lockdown came earlier in the north, in Liverpool Greater Manchester and Yorkshire. The result is that instead of levelling up the great disparities in wealth and income that are seen between the south, London and the north of England the gap is widening under the impact of coronavirus. Deindustrialization in the north after their prominent role in Britain's industrial revolution was followed by the same type of decline seen in parts of the American midwestern states. Imports from China and globalization, hit these areas in a sort of second wave, just as America was hit first by the wave of Japanese imports, followed by an even bigger wave of imports from China and complete loss of manufacturing. With it the loss of well paying jobs for workers in manufacturing and the decline of industrial cities. Influx of cheap labor from other parts of the European Union also affected the north. The result is that the popularity of Boris Johnson and the Conservatives with 58% approval rating in April in the north of England is replaced by a rating of about 31% in October 2020. The 40 Tory MP's in the Northern Research Group expressed their serious concern to the prime minister. ...

This report from Brazil is of major relevance to India in its growth efforts, and for aging societies such as China. In many ways showing the price countries and the people pay when growth is mismanaged. A major crisis is hitting countries such as Brazil as fewer young people and young workers support an aging population of retirees. This is to be seen in the money allocated in Brazil's budget- only 3% goes to infrastructure, 3% to education, health gets 7%, and retirement system takes up as much as 43% of the budget. Increasing retirement obligations are nearly bankrupting the Rio de Janeiro state government.  At the core of this crisis is a steadily aging population that is happening now faster than in the developed world. Also part of this is the fact that fertility rates have dropped rapidly in Brazil, the rest of Latin America, and in China. It took just 27 years in Brazil and 11 years in China for fertility rates to drop from 6 to below 3, creating a situation where there are fewer young people to join the workforce as retirees live longer and the retired population increases. This report shows that it took 82 years for the fertility rates to drop from 6 to 2 in the U.S. so that the U.S. had a longer period in which to build up infrastructure.  Only 50% of Brazil's sewage is treated, and sanitation systems need investment. The average adult has about 8 years of schooling. An unfunded and unfundable social security system means infrastructure, health and public services such as transportation will remain unfunded for years to come. China's policymakers have done far better by building infrastructure rapidly yet face the same squeeze of aging population lower fertility rates as China's modernization continues. India needs to learn from such failures and successes in framing its own policies. Unrealistic giveaways or promises such as Brazil's retirement age of 55 and poor priorities of soccer stadiums in the northeast over sanitation, health, education, have a steep price. Good intentions are not enough as the Workers Party in Brazil granted pensions to farmers and informal workers without generating the sustained growth needed for funding the pension system, with $3 billion paid in and $36 going out for this added benefit.    ...

Paul Ryan, speaker of the U.S. House of Representatives, wins the Republican primary in his house seat of Janesville, Wisconsin, defeating his challenger Nehlen, by 84% to 16%. The Republican nominee Donald Trump earlier had refused to endorse Ryan, and only reluctantly endorsed Ryan following the vice presidential nominee Mike Spence's endorsement of Ryan. Senator Susan Collins, senior Republican senator from Maine, joined other leading Republicans saying she would not support Trump. Paul Ryan has split with Trump on trade, immigration, Mexico, and other issues. He has insisted on decency and fairness in politics, and has won his seat in a working class town that had a closed GM plant in 2008 after Ryan voted to support rescue of the auto industry and worked hard to keep it open. Even though some of his policies have not directly helped working class families, he has won increasing support from his district as the economy recovered with unemployment down to 4.4% in Janesville, according to BLS for May 2016. Much of that support since 1998 has been based on Ryan's decency, faith and family. He made it a condition that he would go back on weekends to Wisconsin to stay in touch with people, when he accepted the position of Speaker of the House, and he listens to local concerns. Ryan said about the national discourse- "It's simple to prey on people's fears. That stuff sells, but it doesn't stick. It doesn't last. Most of all, it doesn't work." His job in today's deteriorated national discourse is as vital as ever, both for Wisconsin as representing the best in the national spirit, and for the country.   ...

The knowledge that the virus  caused human to human transmission and that it spreads to wide parts of the population very quickly were critical pieces of information that remained with Chinese epidemiologists, doctors and medical researchers, and were suppressed by local authorites in Wuhan.  Yet China's version of the U.S. CDC, China's Centre of Disease Control and Prevention, modeled on the U.S. control efforts worked effectively to identify the problem. Virologist Gao Fu, heads China's CDC. This report in Germany's Der Spiegel says Mr. Fu made it a habit to scan China's internet before bedtime for any signs of possible disease outbreaks. On the night of December 30 he came across rumors of an internal memo from the Wuhan Health Commission of an outbreak of a vaguely worded lung disease. When he called the Wuhan health authority he found their answers to be evasive which alarmed him. The next morning December 31 Mr. Fu sent the first of three teams to Wuhan which is how China was able to identify the problem, in the sense that Chinese authorites in Beijing were to rely on Dr Gao Fu to overcome the problem of Wuhan provincial authorites. He informed the World Health Organization Beijing office on that day. The Der Spiegel report says "shortly afterward," the Seattle Times in its report says this was about New Years Day 2020- Mr Fu made a call to Dr. Redfield, head of the U.S. Centre for Disease Control, who was on vacation. Redfield is deeply disturbed on hearing this from Fu and they have conversations over the next few days to the point that Dr. Gao Fu is in tears about what has happened. On January 1 Taiwanese public health authorites shared the information with WHO that the cornonavirus was a human to human transmission, would the Taiwanese authorites not have shared it with the U.S. the same week during calls from the U.S. CDC or other public health authorites alarmed about the situation. (The WHO was proving useless by Jan 14 when it contradicted Taiwan's more reliable assessment  on Jan 14 going by the letter from president Trump to WHO). On January 6 a few days later Dr Redfield and Dr. Azar head of Health and Human Services ask China for permission to send a team of CDC U.S. experts to China. This is cited in the U.S. letter to the World Health organization- the lack of human to human transmission information being given to the U.S. officially early by China. A risk that could have been a topic of conversation between the U.S. and China heads of CDC. That letter from president Trump also points out that the team of experts the U.S. planned to send was not accepted by China till Feb 16, one and half months after that series of conversations between Dr. Gao Fu of China CDC and Dr. Redfield of U.S. CDC in an alert message.  In effect removing one of the key defences for the U.S. and Europe in making their own defensive actions and plans, laying the basis of the worldwide coronavirus pandemic affecting millions of people. Dr Redfield is a AIDS researcher at the University of Maryland who spent most of his life trying to control spread of HIV and was appointed by president Trump to head CDC agency in 2018. He set a goal of eliminating AIDS by 2030 and is more comfortable with aids patients and research than the bureaucratic nature of agencies- CDC has about 11,000 employees. Once it was clear that a team of U.S. experts was not given permission to make its own assessment in Wuhan in the few days after January 6 offer to sent the team to China by Redfield of U.S. CDC and Dr. Azar, would it have alerted the U.S. that something was seriously heading the wrong way for a epidemic risk. That letter of president Trump cites how the head of WHO during the first SARS crisis in 2003, Dr. Harlem Brundtland acted when she faced China's lack of cooperation during that crisis by saying openly that this was a danger to world public health and millions. Could CDC in the U.S. and the other connected health authorites have taken the responsibility and filled Dr Brundtland's role in this crisis, that the WHO failed to perform?    ...

Queen Elizabeth says at the opening ceremony- "she will in the years and decades ahead represent the country's resolve on the global stage."  The Queen has a special connection with the Royal Navy- "As the daughter, wife, and mother of naval officers I recognize the unique demands our nation asks of you. I will always value my special link with HMS Queen Elizabeth, her ship's company, and her families."

Jill Biden pushes the long neglected US agenda on education. She has talked to teachers and union members in about 21 states. Dr. Biden told teachers in Salt Lake City that president Biden was committed to increased federal funding for schools and to pay teachers competitive salaries. In his speech to the joint sessions of Congress president Biden said " she (Jill Biden) has long said any country that out-educates us will out-compete us- and she'll be leading this effort." One part of this is 2 years of free community college education. This is a problem that won't go away and will require serious solutions for green to mean something entirely positive.

Informed sources say Portugal will require 90 billion euros ($129 billion) in a bailout package from the European Union and the International Monetary Fund. Of this 10 billion euros will be needed in June 2011. Germany's finance minister Schauble, said the austerity program that is part of the bailout will be put together in the next 2-3 weeks with the help of the European Commission, the European Central Bank, and the IMF. The bailout will probably be structured in several phases coming before and after June 5 elections in Portugal. The current Socrates administration and a new administration will share responsibility in negotiations for the deal. The opposition Social Democrats who are front runners supported by 39% of the voters and the CDS party with 7%, both support the current government's bailout request. A Social Democrats-CDS coalition is likely after the June elections. The leader of the Social Democrats, Pedro Coelho, is involved in the negotiations. The crisis came to this point after Portuguese banks-which were among the principal buyers of government debt- decided to stop buying additional governmet debt. This meant the government with low cash reserves had little chance of meeting the 4.9 billion euros in debt repayments in June, after a 4.2 billion euro debt repayment in April. The Portuguese government had preferred a bridge loan from the EU but the EU declined this request, insisting on austerity measures. A recent effort by the Socrates government to get an austerity package was defeated in Parliament, leading to Socrates' resignation. ...

The US supports F-16 training for Ukrainian pilots. Initial training showed Ukrainian pilots able to learn flying the planes in just 4 months. President Biden made this decision and informed G7 leaders in Hiroshima. Biden also agreed to NATO allies transferring F16s to Ukraine. The changes are coming as Ukraine launches a counter offensive against Russian occupation of parts of the country in the east and south. This report says the idea behind it is that it would bring Russia to the negotiating table to arrange an armistice even though it does not settle the key issues behind the war. It would bring an end to the war through a cessation of hostilities. Tighter controls are also put on economic sanctions to limit Russian ability to finance the war without also seeing its effects.

U.S. president Trump announces withdrawal from the Paris climate change accords, saying the U.S. will consider re-entering the agreement  or coming up with a new deal. He said "I was elected to represent Pittsburgh, not Paris." Trump said he was concerned about the environment, and avoided saying climate change scientific evidence was not correct. He based his concerns on the idea that China and India were getting an unfair financial advantage over the U.S. The U.S. had pledged under the Paris accords to reduce greenhouse gas emissions by 28% from 2005 levels by 2025. The WSJ's Stokols and Ballhaus point out that president Trump had the option because of the nonbinding agreements committing nations to a broader goal of reducing emissions to combat temperature change of of 3.6 degrees F, to have modified emissions targets and still remained in the Paris accords. The new government of prime minister Enrico Letta takes office in Italy in April 2013 following the reelection of president Giorgio Napolitano. Letta is 46 years old and represents a new generation in Italian politics. He is a former Christian Democrat and member of the European parliament. Letta studied at the University of Pisa, and did graduate work in international affairs. In the 1990's he was president of the European Young Christian Democrats. He was associated with Beniamino Andreatta, a Christian Democrat economist and founder of research group Arel. Letta was his chief of staff when he became foreign minister in 1993. In 1998 Letta was minister for European Affairs, and the following year Industry minister. In 2009 Letta became deputy secretary of the Democratic party. As polls show Macron with over 60% of the vote, cartoonists reflected on the situation of a new president with little experience and his "en marche" movement only one year old, looking at it with skepticism. Cartoonist Antoine Chereau shows a common person reflecting on the situation, with the title Macron leads in the first round, the person says that after being deceived by the right and the left, the French are now choosing to try out deception from the centrist. A survey by Japan's Yomiuri Shimbun newspaper in Feb. 2013 shows 71% support for the Abe government. The effort to reduce the overvalued yen's currency value using monetary policy of the Bank of Japan, fighting deflation by setting a 2% goal for inflation, moral suasion with business leaders to increase wages, are all part of an effort to get the Japanese economy moving again. The Nikkei Stock Average is up nearly one third to 11,000. Unlike previous prime ministers, Abe is prime minister for the second time, and is likely to have a better plan for building public supprt for his economic moves which are described in Japan as "Abenomics." Recent meeings of the EU leaders have taken Japan's currency moves as steps related to fighing deflation and not efforts to manipulate its currency. The Swiss who are major exporting nation like Japan have also taken strong steps to keep their currency at competitive levels, giving Japan a precedent from Europe. With sharply slower growth in emerging markets, in China and India, the revival of growth in Japan would be seen as an encouraging sign in the global economy in 2013-2014....

The Vikram lander and the Pragyan rover will separate from the main propulsion craft of Chandrayan 3 to go into circular orbit of the moon and begin a separate journey. to land on the moon August 23, 2023. This will put Vikram rover within 30 kilometres of the moon at the shortest distance and 100 kilometres at the longest distance. The final landing will be attempted by manoeuvres from this orbit by deboosting the craft. The trick will be to get the velocity down at 30 kilometres away to a safe speed for a landing below. Changing the orientation of the craft from horizontal to vertical is part of the manoeuvring planned by ISRO, the Indian Space organization.
