This WSJ report shows how the debt ceiling negotiation were conducted and the process that made it possible to reach an agreement since the State of the Union address by president Biden on February 7, 2023. It started with Biden getting unanimity right on the floor of Congress during his speech about protecting Medicare and Social Security. The Republican strategy was to pass the legislation on spending that did not specify where cuts were to be made yet used 2022 spending levels with a 1% increase. The deal was to be for three years and passed the spending bill with an increase inthe debt ceiling. Till that time the Democrats decided to not enter negotiations.  Biden and McCarthy then had to choose who would represent their side in the long negotiation process that lay ahead till June 5. Progressive Democrats called for invoking the 14th Amendment that allows the government to continue functioning and pay its bills. Biden chose not to take that route. Respect for the other side, a prepared script are an important point in negotiations. To get results something even more important is essential flexibility and a plan, Plan B. Trust began to develop between McCarthy and Biden. Biden and McCarthy did not any time engage in acrimonious description of the other side. At one point when Biden was in Hiroshima for the G7 meetings Ricchetti on the Biden side and Graves on the Republican side began to feel the frustration. Biden decided to fly home early from Hiroshima. He was constantly in touch with his negotiators Steve Ricchetti, a trusted aide, and a cabinet official the Budget Director Shalanda Young. Graves a long time trusted adviser of McCarthy headed the negotiations for McCarthy.  Shalanda Young and Garrett Graves are both from Louisiana and Graves says he used to work out with Young's dad in the same area. This had a positive effect. It also reduced the tensions in the negotiations so that it could be said this was the calmest negotiation from either side that has been seen in the US  for a long time and bodes well for America's future and for its people, far beyond any concessions made by either party.  Biden made clear at the outset what he could accept without leaving it hidden- he would agree to some work requirements, he would not agree to work requirements for Medicaid. Others in the Democratic party conveyed how distraught they were with efforts to impose stringent requirements for federal food aid during a cost of living crisis when the Republican positions ruled out any new taxes on the wealthiest Americans. In the end Republicans agreed to keep spending limits for 2023 for two more years into 2025 when they would be increased by 1%. Democrats offered to cut (Income Tax) Internal Revenue Service (IRS) spending to increase IRS staffing from $80 billion to $70 billion. Biden said "nobody got everything they wanted." It would have to be passed in Congress with the support of moderate Democrats and moderate Republicans, with members holding extreme positions among Republicans and Democrats opposing. The two parties coming together after a long time to meet the real challenges ahead for the American people. ...

China's premier Wen is critical of China's large state owned banks for blocking reforms. In recent months there is growing sentiment against the large state owned banks because of the large profits made and the low interest on customer deposits for savers. The guaranteed spread between deposit and lending rates is about 3 percentage points giving the banks easy profits. China's largest banks, including Industrial and Commercial Bank of China, Bank of China, Agricultural Bank of China and China Construction Bank, show combined profits of $99 billion. These four banks and the Bank of Communications, China Development Bank, Postal Savings Bank, combined control 55% of all outstanding loans in China, and lend mostly to large state owned enterprises.

BUSH AND E85- ITS UPTO MARKET ECONOMICS, NO DIRECT ACTION AS IN BRAZIL. U.S. oil companies are skeptical about E85 and are not investing in pumps and filling stations. Only 800 of 17,000 gasoline filling stations in the U.S. have ethanol. Unless required to do so station owners are not likely to invest thousands of dollars in ethanol pumps. In Brazil the government took direct action to promote ethanol use, giving sugar cane companies cut rate loans and guaranteed prices for the product, and it required state run Petrobras to make ethanol available at filling stations. The cost auto companies say in this article is only about $100 extra per vehicle for extra anticorrosive materials and computer sensors for ethanol capable cars. With market economics and no direct government action the picture is fuzzy how the whole E85 project is going to come out.

The WSJ's Iliff and Luhnow's interview with Emilio Lozoya, CEO of Petroleos Mexicanos (PEMEX). Lozoya says about the new oil law that allows foreign companies to compete with Pemex, as something that should have happened decades ago. President Calderon of the PAN party pushed hard for this, but failed to get the support of the PRI during his term in office 2006-2012. It made sense for Mexico because President Cardozo (1997-2002) of Brazil already set a successful example by doing this for Brazil's state oil company, Petrobras. The main point is that competition is good for Pemex, and good for Mexico and Mexicans, and Lozoya emphasizes this. Under the law Pemex can keep oil fields it already has and have the first pick in future fields. Pemex is expected to partner in oil field exploration in deep waters of the Gulf of Mexico where it needs the technologies of foreign oil companies. Under the new rules Pemex will have 2 years in which to make the transition to a well managed business enterprise. A new tax code works to increase nonoil tax revenues, so that Mexico does not depend on Pemex profits for one third of its budget. It also gives Pemex autonomy and control over its budget, and lowers its tax burden to international levels. This frees up badly needed resources for investment opportunties to increase Mexico's growth rate. Lozoya says the investment budget could be increased from $25 billion to about $30-$35 billion as a result. He gives a list of badly needed projects not taken up by Pemex for lack of funds- developing natural gas from Mexico's large reserves where Mexico imports its natural gas from Texas increasing the cost of manufacturing, building pipelines where Mexico transports fuel by truck which is 15 times more costly, making its own fertilizer and petrochemicals instead of importing it in a country where 60% of farmland is not fertilized. There is so much to be done that Lozoya realizes his main challenge will be execution. Enormous responsibility rests on Lozoya's shoulders to get the execution right. Pemex has 160,000 employees and crude oil sales of $130 billion in 2012. He has a Masters degree in economic development from Harvard and managed investment funds in New York before this position. Cardozo also picked an investment banking professional for the job of recharting the course of Petrobras and attracting foreign investment....

The comments attributed to Chief Executive Leung during the election in 2012 about supporting the use of riot police against protestors opposing an anti subversion law in 2003, and his use of tear gas against demonstrators, have infuriated people in Hong Kong. Toeing the Beijing line without consideration of Hong Kong people is making life diificult for Leung. Particularly because of revelations made in the 2012 election campaign that he could not have at the age of 31 been appointed to the committee on the drafting of the Basic Law unless he was a member of the Communist Party. Because of his huge unpopularity Wong says it may be easier for Chinese president Jinping to dismiss Leung and placate Hong Kong people, as a first step. This could be followed by more discussion on the issue of universal suffrage and free elections without prescreening of candiates by the Communist Party.

"Kurzarbeit" job preservation programs incorporate an idea that workers make up for less pay when a company is doing well by being paid and on the job when a company is doing poorly, leading to job preservation benefitting the employee and skills preservation benefitting the company. In 2013 in the throes of the eurozone crisis France passed a labor reform law and committed to improving competitiveness by adopting some ideas from its close neighbor and partner in the eurozone experiment, Germany. But experts say little has changed. France's unemployment is at a high of 10.4% in the third quarter 2014, according to the French statistics office Insee, with little prospect of economic growth in 2015. What happened? A report commissioned by the French and German governments from economists Jean Pisani-Ferry and Henrik Enderlein, says job preservation agreements in France are too strict and ineffective. Half a million more people are without jobs in Dec. 2014 compared to May 2012 when president Hollande took office. Insolvencies in France are 35% higher in 2014 than the average between 2003-2007, for Germany 31% lower, according to credit insurer Euler Hermes. Just in the 12 months to Sept 30, 63,000 companies in France were declared insolvent. Job preservation agreements have failed because other changes in the legal system are needed. Currently a company must prove to an employee council why it is reducing wages in a downturn. A small group of employees can still reject the agreement and ask for severance packages, leading to layoffs. The reforms were done in piecemeal fashion, say economists Jean Pisani-Ferry and Henrik Enderlein....

The WSJ's Juan Montes, in an exceptional report from Mexico City, tells the story behind a landmark achievement for Mexico- Pacto Por Mexico of Dec. 2, 2012. The major political parties of the right, centre and left forge an agreement for the way forward for Mexico- beyond monopolistic pricing and industry structures in Mexico that hurt consumers, to increase foreign investment and new technlogies to modernize the national oil company Pemex operations, change labor laws, and create a climate for higher growth. The pact is broad ranging, shows a grasp of the problems facing modern Mexico, and ranges from anti-monopoly laws to getting junk food out of schools considering Mexico's high obesity and diabetes rate. It covers 95 goals. It is hard to overstate the significance of this achievement for modern Mexico. Montes describes the initiative of the PRD leader Zambrones in rebranding his PRD party as a moderate left wing party open to new ideas. This happened after the departure of Lopez Obrador from the PRD to form his own party in September. Zambrano and PRD moderates brought up the idea based on what happened in a landmark deal in Spain in 1977, that helped transform Spain after decades of stagnation under the Franco dictatorship. Around July after the presidential election, PRD president Zambrano, and the PRD's Jesus Ortega, held meetings in Mexico City with Jose Murat, a senior PRI politician, and PRI president elect Nieto's top advisor, economist Luis Videgaray. The decision was made by president Nieto and economist Luis Videgaray to pursue the discussions for joint agreement on vital issues facing Mexico. The PAN party was brought into the discussions. By mid-September nine people from the PRD, PRI and PAN started work on a draft agreement at Murat's home. The ground rules were set for discussions to be private, to have agreement on all points or assume nothing had been agreed, and not let current events disturb the talks. The nine participants set up the broad principles, and then a group of three, one from each party was given the task of coming up with the right language for the pact. By the end of November a 34 page draft was put together. A night of intense work to 2 a.m. followed the inauguaration of president Nieto on Dec. 1, with the Pact ready for announcement on Dec. 2, 2012. The Pact is a landmark achievement in its potential for changing Mexico and creating decades of economic progress similiar to that envisioned by the Spanish parties for Spain in 1977. ...

BMW will launch a i8 in 2014. The i8 is a super sports car with high fuel economy. A electric motor drives the front wheels and a 3 cylinder gasoline engine drives rear wheels. BMW's CEO Reithofer has increased spending on R&D so that it can meet the 30% of automobiles that have to be hybrids or electric vehicles by 2025 for BMW to meet higher European auto emissions standards. R&D spending was up 17% in 2012 to 9.2 billion euros, and capital spending up 42%.

Bond and derivative deals made between U.S. banks and Jefferson County in Alabama have resulted in steep losses and higher taxes to pay for the losses. Spencer Bachus represents Jefferson County in the U.S. Congress. He also received $7.1 million from financial companies, according to the Center for Responsive Politics. J.P. Morgan Chase which arranged the deal for Jefferson County, is also the largest contributor for the political campaign donations to Bachus.

A World Bank 2008 Report concluded that Brazil's current state of education would lead to its falling behind other developing economies, and act as a constraint on growth. Brazil's 15 year old chidren came in 49th out of 56 countries on the reading exam for the Program for International Student Assessment, with more than half scoring in the test's bottom reading level in 2006, with scores in math and science worse than that. Of the 25 million workers who could join the work force in 2010, about 22% are not considered qualified for the labor market, according to a government report. The World Bank Report says Brazil stands to miss out on the "demographic window," in which increasing numbers of younger workers make the economy more productive, unless it addresses problems in education.

Pew Research Center analysis of Biden's 2020 victory shows which groups played the big part in Biden's win. First time voters in 2018, 6% of total voters, mostly younger voters gave Biden a 26% margin over Trump. Other parts of the electorate that shifted in 2020 are Independents and Moderates who shifted to Biden. Catholics also shifted to Biden. Substantial leads in these voting blocs made the difference for Biden. In Arizona with Latinos, and Pennsylvania with the black population Biden did better than in the overall US electorate. In 2024 these same blocs are likely to play a key part. President Biden's visit to Ireland was well planned, his appeal to Irish roots genuinely felt and the connection made. His appeal to manufacturing workers is now based on accomplished results in fighting for worker's rights from teachers to railroad workers. Biden launched his campaign in front of a union audience, saying he saw things from the perspective of Scranton, and the working people he grew up with. In 2016 third party candidates got 6% of the vote, in 2020 only 2%. Of these voters Biden gained a 25% margin over Trump. Biden split the men's vote with Trump in 2020, compared to Trump's 11 point lead in 2016. Biden also maintained the share of women's votes of 54%  in the 2020 election. This report in WSJ takes a detailed look at how the shift to digital payments, and digital badges for covid free designation on smartphones are affecting a part of the population of 60+ years that is notinternet or smartphone savy.  60+ years make up only 10% of the users of internet on age based graph, even though they are a large part of China's rapidly aging population, estimated to be closer to 20% of the population or about 250 million. Elderly people in China are having a hard time with scanning of health codes to access transport and other services. To tackle the covid pandemic China has health codes assigned to citizens which link user national ID and Covid status. These need to be scanned in for access to train and transport facilities and other services, color coded digital badges on smartphones that show one is covid free.  Most elderly cannot handle these smartphone tasks because they lack the skills of young people with smartphones or lack the digital payments having used cash all their life. Other problems are poor eyesight, health problems, but the most severe is a big skills handicap in downloading apps, in typing quickly, and in navigating the internet. The government is taking steps to provide relief for the elderly by prohibiting places of services from refusing to accept cash, and finding ways to make the health codes system work for seniors. ...

The UK Supreme Court rules that minority government prime minister Boris Johnson's suspension of parliament was unlawful. Judges led by Lady Hale said, "the effect on the fundamentals of democracy was extreme."  Lady Hale emphasized that the ruling in the case was "not about when and on what terms" the UK left the EU- it was about the decision to suspend parliament. She said it was unlawful because "it had the effect of frustrating or preventing the ability of parliament to carry out its constitutional functions without reasonable justification."  The decision of the court was unanimous for the 11 justices. The court also criticized the length of the suspension, saying there was no reason "let alone a good reason" for this. This makes the suspension of parliament null and void, and of no effect. Speaker Bercrow called immediately for parliament to meet today to meet without prime minister's questions to attend to important matters. Labour leader Jeremy Corbyn called for the prime minister to resign at the Labour party conference in Brighton. The call to resign comes from the governments in Scotland, Wales and Northern Ireland, and from Tory MP's including John Major, a former prime minister. Boris Johnson says he will respect the ruling but that Britain will still leave the EU by October 31st even though parliament has legislated for an extension beyond October 31st.  ...

PM Modi asks India's youth to help bring about an end to the leakage of public funds that end up illegally in private hands when these funds are desperately needed to build roads, bridges, housing, logistics centers for exports, airports and ports on a scale similar to the United States and EU nations. Only by doing this and focussing every penny for building infrastructure and international trade under Made in India can India meet the aspirations of 1.2 billion people and set the pace for the 0.5 billion people in other parts of south and south east Asia including neighboring Indonesia- 1.7 billion people. The US and European Union would be grateful that this happens as it secures the future also of the US and the EU nations through a new manufacturing supply chain. With this effort India would integrate efforts for renewable energy and combating climate change with the US, European Union, and the nations of Latin America and Africa on a new scale that is needed. Jobs come with infrastructure and Made in India manufacturing, it is the foundations that have to be put in just as for a house being built. DW.com sees "back paddling" in Trump's latest foreign policy speech, replacing bigotry against immigrants with the idea of a ban on Muslims entering the U.S. with "extreme vetting" of new immigrants, including an ideological screening test. Trump it says repeated his claim that he opposed the Iraq war from the beginning, which it says is false. Trump's statement that he would reduce the current nation building strategy pursued under president Bush, it says doesn't make sense because the current situation in the Middle East ( rise of ISIS and chaos in Syria) arises from American retrenchment reversing in the opposite direction the policies of president George W. Bush. It is also true that Bush started his presidency with no intention of nation building, it was only after 9/11 that he adopted this policy. The elder Bush, George W. Bush's father, is reported to have said that his son as president was ill served by bad advisors in the invasion of Iraq over weapons of mass destruction (WMD). Obama's retrenchment has also led to differences in policy, with Leon Panetta and Hillary Clinton believing the pendulum has swung too far in the opposite direction, as shown in LyrArc's coverage. The speech was read using a teleprompter to avoid the frequent gaffes in previous speeches. Clearly an effort to make immigration and terrorism issues to win voter support, after previous efforts resembling bigotry and intolerance. ...

It has been done before, Muslim nations shifting their entire mindset to modernization. Under Kemal Ataturk this happened in the 1920's after the collapse of the Ottoman Empire and Ataturk seeing the colonial powers effort to dismember their region turned his effort to modernize Turkey with only one single objective that ensured freedom from colonial powers. Leslie Chang says in this WSJ report that Egyptian women are not joining the workforce in large numbers as they do in large numbers in China, India, Taiwan, South Korea, and Muslim nations such as Malaysia and Bangladesh. For every one woman working there are four at home and it is culturally frowned upon for women to work. There are a small number of highly educated women but this is deceptive says Chang as the overwhelming number are at home and they cannot make a contribution to the economy. Labour will introduce 40 bills in parliament to make changes in renewable energy, the environment, transport railways, and for cost of living action. Great Britain Railways and Great Britain Energy are two public companies to be set up to reach goals in public transport modernization and in getting a five fold increase in solar needed to meet 68% cut in emissions by 2030 (Paris Accords commitment). Great Britain Energy will be capitalized with 8.3 billon pounds. (Labour scaled down its 28 billion pounds Green Energy Plan because of Tory mismanagement of finances but will continue to invest in vital projects). The answer is to take a creative approach. More money will be released through the Crown estate bill that will have the crown estate use its auctions of offshore land for wind energy and make investments in green energy. National Wealth Fund will invest in low carbon projects.  Fro water Labour will hold the water bosses to account and put companies such as Thames Water in special measures. Renationalisation was considered but was considered costly at this time, other action is being taken.  Nine bills are part of the 40– the planning and infrastructure bill; the better buses bill; the three rail bills, which are the passenger railway services (public ownership) bill, rail reform bill and high speed rail (Crewe to Manchester) bill; the Great British Energy bill and crown estate bill; the sustainable aviation fuels bill; and the water (special measures bill) – that all focus on protecting the environment. ...

Claire Gatinois and Soleyn de Royer's interesting essay on the life and times of Emmanuel Macron who started as one who would bring new life to the Fifth Republic but over 7 years sees that he has made poor choices and comes across as brash and inexperienced. His Movement was formed very quickly during the waning days of the Hollande administration of the Socialist Party. By bringing in Macron Hollande did what Blair and Clinton had done for Labour and Democrats thinking they were somehow moving to the centre in tackling the budget, deficit and the economy. Clinton hired as Treasury Secretary Goldman Sach's Robert Rubin and Harvard's Lawrence Summers, Obama hired Timothy Geithner, who like Macron in the Hollande cabinet lacked all conviction for improving the life of workers and the middle class in the US. Clinton setup China's entry into the World Trading Organization without grasping or understanding the economic framework of American manufacturing and thinking of industry leaders who were in that time in the  mood for outshoring everything made in the US with the inflexibility of American labor. Geithner like Cameron's Osborne had little affinity with the working or middle class, and did little to correct the abuses of banking professionals behind the 2009 financial crisis, which in some ways is still with us today, the pandemic being the second hit to workers and the middle class, the migrant surge an addition of mental unease. ...

Venetians say their city is being invaded by hordes of tourists who live in hotels on Mestre and cross a causeway to come to Venice. Venice gets an estimated 2 million tourists. A new referendum seeks to separate the city administration of Venice from Mestre giving Venice the autonomy to protect the city against floods and overburdening by tourists. Mestre has 3 times the population of Venice and is on dry land so that decisions made in Mestre are not in the interests of Venice.  The referendum is intended to stop cruise ships from coming to Venice at a time when new hotels are coming up in Mestre. The mayor and city administration oppose the referendum creating a situation after the damage caused by floods on November 12 which show how chaotic it is. Seventy two submersible yellow flood gates designed to prevent the flood were tested and could have been made activated on November 12, but no action was taken, causing about $1 billion in damage. The city is offering $5000 as compensation for businesses, but a bakery that sustained close to $77,000 of damage like other businesses is looking to the referendum to change the way the place is governed.  ...
