The US sends aircraft carrier group of the US 7th fleet with the aircraft carrier USS Reagan and destroyers on a freedom of navigation mission through the South China Sea. What is a freedom of navigation mission and what is the US goal? "Our presence in the Pacific is to demonstrate our commitment to a free and open Indo-Pacific," says commanding officer of the aircraft carrier USS Ronald Reagan, Captain Fred Goldhammer. Seen on a map the Paracel Islands are far from China's coast. They lie on the waters further south in the South China Sea closer to the coast of Vietnam and between Vietnam and the Philippines. Till 1974 the Paracel Islands were part of Vietnam. In that year China took control of these islands after a war with Vietnam. The name Paracel is of Portuguese origin on maps in the 16th century. There are 130 islands or reefs with total area of about 3 square miles spread out over about 6000 square miles of ocean in the middle of the South China Sea near the coast of Vietnam. The French had  weather station there in 1932. After independence South Vietnam controlled the islands. In 1974 the islands were taken over by China from Vietnam. The result is that by taking over the islands China put itself in the position it is in Tibet. In Tibet it has put itself right across the Himalayas in a position that interferes with security on the border with India in the Himalayas that for centuries almost going back to Buddhist times 2500 years ago had very little and most of the time no Chinese presence. The passes in the Tibetan region are at heights over 15,000 feet that were mostly inaccessible except by yaks and other animals for transport for most of the 2500 year period. This is true also of the Paracel and other islands in the South China Sea as they are right in the middle of the seas of open navigation used by traders before the coming of the Europeans and for ocean going trade since 1500. Britain and the US have enjoyed free and open navigation in these oceans which connect past the Philippines into the Pacific to the Japanese islands and on to Hawaii and the US Pacific coast. What the US and European allies are saying is that the free and open navigation of the seas has always been the case for the last thousand years in the Pacific. The taking of the islands in 1974 by China from Vietnam now put it up against the US and European allies, and their Asian allies, as it interferes with navigation in the open seas essential for trade and travel between Asia and the Pacific. This is how the Chinese invasion of Tibet and the taking over of the Paracel Islands have put China into the position of interfering in the normally open and free areas in the Himalayas and the Pacific. This is where the Quad group shares a common interest in preserving what always existed in history-  a free and open Pacific and a free and open Himalayas. It brings together the US, Japan, India and Australia which stretch all the way from the Himalayas and the Indian Ocean uninterrupted all the way through Indonesia to Australia and Japan and the US. From the Mediterranean through Egypt into the Indian Ocean all the way to the Pacific and the US keeping free and open seas for trade and navigation. Or across the Cape of Good Hope into the Indian Ocean and the Pacific to the US. ...

Katrin Bennhold provides this exceptional report of how Erfurt is coping with new refugees from talking to town officials and observing the process of resettlement. Erfurt has a population of 208,000 with only about 500 Muslims, and few people from Africa. The town's mayor sees it as the biggest challenge since World War II, larger than reunification with the east, as 300 migrants arrive every week and 4000 have to be resettled by Christmas 2015. Under Germany's quota system the state of Thuringia gets 2.5% of refugees, and Erfurt gets 10% of this. When the Soviet bloc expelled 14 million Germans from the eastern territories in the bloc, 670,000 passed through camps in Erfurt. The difference now is the language barrier, and the anxiety among some Germans of how this could change their lives, which is visible from the questions asked at a town hall meeting in Erfurt. Because of the suddenness with which Germany was confronted with the refugee problem it will take time to get organized- in September 2015 there is a shortage of housing space, cots, temporary shelters, translators, social workers, and some of the infrastructure has to be put in on an improvised basis. Rarely has a people come under the spotlight of world attention in modern communications media, in the way small cities and towns throughout Germany are now facing, and providing a glimpse into the hearts and souls of so many....

The SUNY public university system is giving each student $2000 in aid to reduce college dropout. It is using simple approaches that include transportation money, and other aid to keep students from dropping out. It is called Accelerated Study in Associate Programs that has doubled graduation rates at the City University of New York since 2007. it provides textbook fees, transportation stipends, academic advisement, free tutoring, tution funds. In return the students commit to full time study and meet with their advisors regularly.

Chancellor Merkel tells the newspaper "Sachsische Zeitung," that she sees a follow through on policies on refugees after reestablishing control over EU borders as one of the lessons learned from last years refugee crisis. This has reduced the flow of refugees and Merkel says the process of deportation of non-German nationals who had no residency permit had to be done rigorously and speeded up.  Having said this Merkel defended her policy on refugees as "coherent," and was clear about it- "I do not see a change of course, but coherent work over many, many months." Responding to Pegida and anti-immigrant sentiment in Dresden, Merkel said it is important to remember the lessons of history, that "we are the people" slogan used by the far-right is misplaced, that in a free society "we all are the people."

By increasing electric vehicles it is a fight for climate change prevention. The supplies of natural gas are making a huge improvement in 2023 over 2022 when the war with Ukraine led to the European Union scrambling to replace Russian supplies with LNG imports. The higher temperatures this past winter in the US and Europe have left ample supplies in storage with the unused natural gas adding to supply. A quick look at the graph in this Times Report shows the carbon dioxide CO2 emissions for the US, European Union, China and the Rest of the World in 2020. For the EU it is about 3.0 billion tons of CO2 emissions, for US it is 5 billon tons, for China 10 billion tons and the Rest of the World 16.0 billion tons. What this tells us is that a lot will depend on not just China, but India and other countries such as Brazil, Mexico, Indonesia in the developing world for how much CO2 emissions can be reduced to tackle climate change and other environmental problems.  For that 16 billion tons in the rest of the world reduction will depend on renewable supply and technologies to do it, rapid growth of economies in India and other countries to generate the resources and technology initiatives to get a shift from coal. Meanwhile it is a choice between having electricity for homes in rural areas in India or not. This is where bright spots such as solar technology in India that are giving quantum leaps for renewable solar energy with new technology cutting cost in successive waves of development can play a part.  ...

Mediators Pakistan, Turkey sought to separate Iranian nuclear issue to a second stage with a vague Iranian commitment to discuss the issue and future dragging of feet by Iran. The US DJT administration has made this the only issue that must be settled first before a settlement can be reached, and not by a repeat of the half hearted effort by the Obama administration that led to reconstituting Iran's nuclear effort a second time with US financial assistance. For a day on Saturday it appeared that mediators Pakistan and Turkey had accomplished for Iran just that, to the alarm of Republicans in general and in particular senior Senator Graham. Many sections of the media including the WSJ and the business community, see this as a repetition of the mistakes made by Obama and his administration. Not only did Obama not act to work with Republicans on a border policy- simply protecting himself from Republican attack by deportation policies. Obama continued the war in Afghanistan/Iraq for the same reason to protect his chances for reelection. He also used immigration policy to get the Hispanic vote in the closing months of the reelection year. Obama's other foreign policy failure was in believing Iran had been persuaded to give up nuclear weapons, and gave Iran the financial backing that could easily be shifted from economic to military uses and rebuild the nuclear program,  which he has handed to a future Republican adminstration. Obama also ignored how this would affect the economic wellbeing of the Iranian people with the kind of protests and suppression that has happened in 2026. Democrats and the media, some Republicans, are simply ignoring these errors and have never really faced up to the problems in the Middle East and asked the question why there are 5 decades of wars in the Middle East, and coups, strife, wars for the entire period since 1950. In this situation the US, China, India, EU, Brazil and other nations can learn from this experience and act to secure alternative sources of energy, speed up renewable energy transition, and rapidly end all dependence/intervention on a perpetually strife ridden Middle East, which much of the US and international media in a baffling way ignores or does not say outright. ...

Mr. Trump told the Economic Club of New York that if no deal is reached in phase one then the U.S. will "substantially raise those tariffs, they are going to be raised very substantially." Because China is seen as not willing to provide written commitments with enforcement provisions the U.S. strategy has shifted to making the tariff removal an enforcement mechanism. President Trump has committed on the campaign trail to correct misalignment in trade with China. He makes the final decision in negotiations and use his negotiating style.  China sees making commitments on stopping all subsidies as affecting its sovereignty and its industrial model of state sponsored capitalism since opening in the 1990's to trade with the world. Both sides are looking for ways to gain the maximum concessions in Phase 1 of the trade deal as it is very uncertain whether any further progress can be made given the positions on each side, say experts. ...
