Juleanna Glover points to the need for financing of the Kurdistan regional government in Iraq as the central government in Baghdad has failed to make payments to the KRG for its share of national oil income. The KRG would receive 17% of Iraq's national oil income under negotiated agreements, but only $2 billion of $12 billion owed to KRG has been transferred in 2015. The Kurds also have to support 1.8 million refugees from Syria and Iraq with the ongoing civil war. The World Bank predicts a shortfall in funding for KRG of $1.5 billion in 2015, and it needs a $2.4 billion bridge loan. Peshmarga forces it is reported have not been paid for 3 months even as the Kurds have borne a disproportionate share of the burden in the war.

This NYT editorial says that before he was elected Mexico's president Nieto, with his book "Mexico- The Great Hope," (Mexico- La Gran Esperanza)presented himself as a candidate who would transform Mexico. Yet says NYT three years into his administration it has turned out to be very different, with no effort to clear up the questions about the murder of 43 students in Guerrero state. Economic growth has not matched the hopes generated after the Pacto de Mexico was approved and new legislation limiting monopolies passed. The slump in oil prices has led to limited results following the opening up of the oil industry to foreign investment. The result is an administration increasingly unpopular in Mexico and failing to deliver on the hope generated in the early months of Pena Nieto's administration. Many of the tasks for transition of Mexico to a modern economy- free of monopolies, crime, a better education system, economic growth in all parts of the country, remain unrealized. During his term as governor of the state of Mexico 2011-2015, Pena Nieto's main achievement was the 608 Compromisos or promises which were placed on the internet website tracking progress on the health, infrastructure, highway and other projects. During the current administration the early results were achieved in the first year through agreement with the rival PAN party for the Pacto de Mexico, to reduce monopolies and open up the oil industry which had falled behind technologically with lack of investment. Since then the progress has been slow, the one bright spot being the auto industry with increased foreign investment. Regional disparities persist with the Bajio region, and the areas around Queretaro, Aguascalientes, near Mexico City growing fastest. Pena Nieto won the 2012 election with 38% of the vote mostly from this region, the incumbent PAN party at 25%, and the left front Of Lopez Obrador 32% drawing support from less developed areas in the south and the rest of the country. Just as the earlier Atenco protests and police action to clear protesters blocking land acesses by the state for expansion of Mexico City's airport, and the Soy 132 student protest movement during Pena Nieto's term as Governor of State of Mexico 2011-2015 affected perception of his administration, the murder of students at Guerrero affects perception of this administration. Nieto comes from the upper sections of the PRI as the nephew of two former governors of the state of Mexico, has a law degree from the Ibero-American University, and a masters degree in business administration from ITAM....

This report by David Sanger in the NYT cites insiders in the Obama administration suggesting that the Saudis never really considered the peace talks in the region organized by Secretary of State Kerry as a serious effort with the escalation in the bombing by Russia, and other events including Iran's two ballistic missile tests. Turkey was drawn into the conflict with Russian bombing of ethnic Turkish groups at the border with Syria. By ignoring these events affecting Turkey, Saudi Arabia and other countries, the Obama administration appeared to be calling for a peace effort that seemed to have little prospect of succeeding. As Trofimov suggests in a separate report in the WSJ the Saudis were more focussed on winning domestic support from conservative Sunnis, seeing the Obama administration as ineffective on the issue of refugees from Syria and the conditions for the civilian population.

The German parliament votes 439 to 119 on July 16, 2015, approving a 86 billion euro aid and loan package to Greece under an aid for reforms plan. 60 members of chancellor Merkel's CDU group voted against compared to 29 voting against the bailout extension of Feb. 2015. This included approval of 7.16 billion euros in short term funding for July 20, to meet a 4.2 billion euro payment to the ECB. This was conducted as a special session of parliament. Chancellor Merkel said: "we would be acting with crude intelligence and irresponsibility if we didn't at least try this path." Finance Minister Schauble told parliament- "We believe that there is a chance that we can bring these negotiations to a successful conclusion," yet he cautioned that after the negotiations of coming weeks "we will have to discuss whether the negotiations have shown a way that works."

The NYT editorial says sharks circle in Congress to kill the Obama plan for a new consumer protection agency with the necessary powers to protect consumers. Campaign contributions to members of Congress by the banking industry is having anegative effect. But says the NYT the federal regulators who put the interests of banks first are also having the negative effect. It cites the example of a Fed governor, Elizabeth Duke, who says the Fed has all the powers to protect consumers, in a Congressional hearing. Says NYT the Fed was given sweeping powers to prevent predatory lending in 1994, but did not issue new rules till July 2008, till the damage had alredy been done. And not just to consumers, but to the American and global economy. It goes on to say that consumer protection is the unwanted stepchild in the regulatory community as protecting consumer s is spread across 20 statutes and seven different agencies. Considering the damage to the economy that has already been done its amazing that the same tired old arguments can be repeated without severely straining credibility. The close relations between Geithner, Rahm Emmanuel Obama's chief of staff, and others in the administration with the banking industry do not bode well for coming up with the strong legislation to protect consumers. India's demographics show one startling fact. By 2020, the average age of Indians will be 29. This is happening just as the rest of the world is aging very fast. In the next 15 years India will have 130 million more people in the 20 to 49 age group. This compares with a shrinking in population of 100 million in that age group in developed countries and China, according to the U.N. Population Division. The problem facing India is malnutrition that runs as high as 43% for children with half the mothers anemic, weak educational system at the primary and secondary school levels especially in the government run schools, lack of good governance in the most populated states such as Uttar Pradesh in the Ganges plains which has 200 million people, the consequent overburdening of cities which have no plans to manage the migration of the rural poor to the cities. India has to find ways to fill the huge gaps in getting better nutrition, education, dignity and sense of opportunity, and work for the growing numbers....

Now it is cloud computing (big data), smart manufacturing and wireless. Ottino is Dean of the McCormick School of Engineering and Applied Sciences at Northwestern University, Illinois. He describes the changes that smart manufacturing and new metal alloys can bring in manufacturing. Robert Kagan makes the case for continued leadership of the U.S as a champion of liberal democracy and free trade, as the view that it will just happen in a multipolar world of China, India, the U.S. and Europe, is not credible. The existing democracies- India, Brazil, Turkey, S. Africa, Australia -are weak and lack the experience to provide this leadership. India and China could easily end up in rivalry in a multipolar world. This has implications for today. The U.S. cannot provide this leadership as a services economy- it needs a strong manufacturing base to do this. Lessening inequality was a hallmark of the progress made in the 20th century, and especially the six decades since World War II when the U.S. clearly exercized this leadership. The progress to European unity was another hallmark of these six decades. A healthy Japan was also part of this.

The Biblioteca Alexandrina, as a symbol of the new Egypt. This library dates back to classical antiquity. Youths formed a human cordon to protect the new library during the weeks of protests in Alexandria. The library's director, Ismail Serageldin, says the people love the library and protect it. He says the library is revising its work program to operate from now on as the focal point for the promotion of reform and civil liberties. In 2002, the library opened with a soaring structure designed by the Norwegian architectural firm Snohetta. It was funded by Unesco, the Egyptian government and other Arab countries, Mr Serageldin says the library is spreading the values of democracy, pluralism, freedom of expression, tolerance, diversity, which he is hoping is taking root in the younger generation. The library had 1.5 million visitors and 700 events in 2010. It has 4 museums, a planetarium, a children's science center, a library for the blind and 8 research institutes. It holds 1.6 million books, including a gift of 500,000 books from the Bibliotheque Nationale de France. The library has access to 50,000 electronic journals, and houses an archive of every page on the internet. We taught a lot of the kids who are demonstrating and protesting how to use the internet and how to use social media, and he is glad it has been put to good use, says the chief librarian, Sohair Wastawy. Wastawy is now dean of libraries at Illinois State University. Debate at the library has been open and and annual confernece is held by its Arab Reform Forum to promote human rights and civil society. A website is run to facilitate communication between Arab NGO's. Vartan Gregorian, a trustee of the library, who formerly headed the New York Public Library, says Serageldin has been a marvelous defendor of freedom and scientific thought....

Clive Crook points to the dangers of complacency in 2010. He reminds readers that the critical thing is as Charles Goodhart mentioned in the Financial Times, that capital and liquidity requirements must be time varying and strongly anti-cyclical. He points out that in good times when lending is expanding quickly and financial institutions are least concerned about capital, liquidity requiremets must tighten, something that is not happening under current rules. Repairs in areas of "too big to fail", separating investment banking and commercial banking, and others, will not succeed unless this principle is adopted. And this he says will be opposed by financial institutions because it reduces their growth. But this fight has to be won. It goes back to William McChesney Martin's idea of taking away the punch bowl before the party gets going.
