As the U.S., EU, and NATO, come closer to Ukraine, during a period of tense relations with Russia, the quality of Ukrainian governance is an important issue for formerly Communist Eastern European countries and for the rest of Europe. The US economy expected to grow 1.5% in 2008 down 0.3% from estimate in October 2007 World Economic Outlook after taking into account a recent update in the model that lowered all forecasts 2005-2008 by half a point. Of this about 0.2 or 0.3% may be the impact of the stimulus package which is included in the estimate. Is this a bit on the high side? Its expectation of growth suggests it does not expect a recession or that it will periodically revise its estimate downward based on new information and the extent of consumption, housing and investment deterioration it sees unfolding in the months ahead. For the European economy it has taken its earlier estimate of 2.1% down to 1.6%. This suggests that it sees the US crisis having an impact in Europe. China's rate of growth will be 10% down 1.4% from 2008 and the Middle East growth about 6% unchanged from 2007, Latin American growth 4.3% down from 5.4% in 2007. This suggests global growth outside USA will remain healthy. However its not clear what would happen if the idea of a recession in the US becomes likely with new information in coming months, and if this is introduced into the model how much would growth in China and the Middle East and India come down in that event. This is the kind of scenario that should also be available from the IMF to know the downside and whether the global growth would sustain till the US recovers from the housing and credit crises in years beyond 2009, given that it would take some time for the excesses there to correct themselves....

Pakistan has always suffered from tax collection that is some of the poorest in the world. This leaves little money for badly needed infrastructure and roads. At a time when countries such as Indonesia and India are rapidly building roads and infrastructure, Pakistan depends on projects and financing almost entirely from China.  This means dependence on foreign debt financing such as that of the $2 billion Orange Line, Pakistan's first Metro line in Lahore. This is one of the first projects one of $16 billion in projects started from a planned $62 billion under China's Belt and Road Initiative. The problem is that taking on so much debt leaves Pakistan dependent on Chinese financing, with increased debt payments leading to a debt crisis. External debt will double to over $100 billion from a little over $50 billion in 2013, according to the IMF, reaching 30% of GDP. External financing needs have doubled from 4% of GDP or about $10 billion in 2013-2015 period doubling to over $20 billion and 8% of GDP. A steep increase in debt in a space of only 3 years. Pakistan faces problems similar to that faced by other countries including Ceylon, Burma. Pakistan has fallen behind on debt payments for electricity projects, because of problems getting Pakistanis to pay electric bills. Other problems are that the projects use Chinese workers and Chinese contractors so that they do not generate jobs the way projects would normally generate domestic jobs and growth including pushing domestic firms up the experience and knowledge curve in construction and technology. The opaqueness of the deals lead to a lack of required transparency. The projects also lack the almost zero interest financing from Japan of projects such as the first bullet train in India on Mumbai-Ahmedabad corridor because of the lack of negotiating leverage and other problems.  By early fall 2018 Pakistan is expected to seek IMF financing, which would lead to conditions set by the IMF on how much it can borrow and spend under the Belt and Road Initiative, known as the China-Pakistan Economic Corridor or CPEC. This means effectively that the Wst will bail out a country after investments under the Belt and Road Initiative. ...

Of the $19 billion in aid to farmers for the coronavirus, $16 billion of the Coronavirus Food Assistance Program, goes in direct payments to farmers and rancher with checks going out end of May. Another $3 billion goes to mass purchases of dairy, meat and produce that will be distributed through food banks. Faced with loss of sales with restaurants and schools closed, and disruptions in deliveries to grocery stores, farmers in the U.S. have stopped or slowed production. As a result huge quantities of food that can't be sold are being destroyed. Plowing under thousands of acres of vegetables, dumping millions of gallons of milk, and destroying eggs. In addition to this aid Agriculture Secretary Perdue says the department is using funds set aside under the larger coronavirus relief aid package of $2 trillion for the U.S., and funds from the Commodity Credit Corporation. Mr. Perdue is himself a farmer from Georgia, who was governor for eight years. These funds are separate from the $28 billion to farmers being distributed by USDA to offset losses from loss of sales to China. USDA plans to make monthly purchases of $100 million each of fresh produce, dairy products and meat, and work with the nation's food distributors to assemble a pre-approved box of food to be given out at food banks and other outlets. ...

There is also the conversation that we are not aware of that is taking place between McCarthy/McConnell and Biden about G7 leaders asking Biden on the debt talks. McCarthy will not want to affect the Ukraine counter offensive with all the talk about a debt default impacting the credibility of the US. McCarthy also could pass an agreement through the House with Democrats support with a small faction of Republicans not supporting him if push comes to shove and matters reach a critical point. By negotiating in good faith Biden is surely doing the right thing. The important thing is to let moderate Republicans have an opportunity to support him in the task of Renewal of America. The bigger task is 2024 which Biden has his eyes on, because this is how America will be made or unmade with the right choices and the right priorities. And Biden needs independents and Republicans who might consider supporting him to get things done for America's Renewal. House Speaker McCarthy's Republicans now support keeping spending at $1.65 trillion the 2023 levels. The Biden administration would consider a program of small cuts- no deep cuts. And only for 2 years. On work requirements for government aid to the poor and vulnerable Biden says he supported work requirements when he was a Senator in the US Congress. He outright excludes any work requirements for health benefits. Biden understands that in an economy with jobs going unfilled in construction and hospitality industries, and in child care and teaching, nursing, with higher minimum wages, people looking for work could find work to make a decent or tolerable living.   ...

European Union plans are for cutting by two thirds current imports of oil and gas from Russia in 2022. The EU's plan is to take down the imports of Russian natural gas from 155 billion cubic meters which represent 40% dependence on natural gas from Russia, the import figure for 2021, down to 100 billion cubic meters. James Henderson, chairman of the gas program and the energy transition research initiative at Oxford Insititute for Energy Studies, looks at how the EU will get this done.  The European Commission's plan is to get 50 billion cubic meters of liquefied natural gas. New projects for LNG and return to market for supplies that were disrupted earlier would generate 40 billion cubic meters of LNG. Of this 30 billion cubic meters could go to Europe. Another 10 billion cubic meters is expected from Norway, Algeria and Azerbaijan. Some of this by delaying maintenance. Conservation and reduced consumption could deliver savings of 38 billion cubic meters of gas. Of this 20 billion cubic meters would come from new solar and wind energy. Roof top solar and installing new wind energy can save about 4 billion cubic meters of natural gas. This does not include energy saving from industry, particularly Germany, which makes up a significant part of the use of oil and gas. Increased temporary use of coal may be considered and nuclear energy is an option in some countries. These are first step, additional action will be needed to reduce dependence on Russia from the current EU plan of one third reduction in 2022 to two third reduction by the end of the year to demonstrate the EU's resolve in the war in Ukraine. ...

Spain's Socialist Party emerged as the largest party in parliament with 123 seats in the Spain's 2019 general election. The Socialists increased their share of the vote from 23% in the 2016 elections to 29%. With the help of the centre left Podemos Party led by Pablo Iglesias it has 165 seats in the 350 member parliament, 11 short of a majority. Its leader Pedro Sanchez who called the snap election after a no confidence vote in 2018 brought the Socialist Party to power, said after the win that he would work to reduce inequality, promote co-existence and women's rights. Spain's Popular Party (Partido Popular) which has alternately governed Spain with the Socialist Party since the shift from the Franco era, and which governed Spain till March 2018, won just 66 seats down from 137 in the last parliament.  It lost support to the far right nationalist Vox Party which opposes secessionist sentiment in Catalonia. Vox won 10% of the vote and won 24 seats in parliament. The right parties in Spain are now fragmented with the Ciudadanois party a centre right party winning 57 seats.  A coalition with Ciudadanos is unlikely, and the Socialist party with its ally Podemos party looks for support from other parties. It will try to stay away from secessionist parties from Catalonia because of the general sentiment in Spain opposing the separation of Catalonia from Spain. Turnout was 76% up by 9% from the last election. The Secesionist ERC party in Catalonia has 15 seats.  The right wing parties Popular Party, Ciudadanos and Vox Party fought the campaign saying the Socialist Party supported Catalan separatism. ...

Arizona, Utah and South Carolina are 3 states that are cited by the US Labor Department for not adopting any portion of the Occupational and Health Safety Emergency Standard for health care workers. The Labor Department says that by not adopting these standards for social distancing, mask use and paid time off for vaccination, these states are risking the health and safety of health care workers. OSHA sent letters to these states revoking the states abilities to run their own occupational health safety programs.

Texas is one of the states where governors are opposing the Biden vaccine mandate. Airlines based in Texas, both Southwest Airlines and American Airlines, say they will follow the Biden vaccine mandate for federal contractors, as they are required by law to abide by the president's order.

Robert Habeck Economy Minister proposed a plan for putting a cap on domestic heating and a gas incentivizing scheme for industry. Under the scheme industrial customers who reduce gas consumption get paid by the government. The Mumbai High Court dismisses petitions to stop work on the Mumbai Metro in Aarey colony. The court calls the petitions frivolous and fines the petitioners Rs. 50000. Ashwini Bhide head of the Mumbai Metro project has explained that the trees cut for the project are a small fraction of existing trees and will be replaced with new trees. She has emphasized that millions of Mumbai residents for decades have put up with long and difficult commutes because infrastructure projects were delayed repeatedly. One of the favorable factors for Iraq in recent years was the surge in oil production, adding 1 million barrels a day to reach 3.3 million barrels a day. It surged to an average of 3.7 million barrels a day in December 2014 after a deal with the Kurdish region in northern Iraq for an additional 550,000 barrels a day in exchange for Kurds getting a 17% share of federal revenues. This helped Iraq overcome other problems. The drop in oil prices has led to a 40% drop in revenues and the invasion by Islamic State in a loss of some production.The federal budget of $101 billion planned revenues is based on an oil price of $56 and exports of 3.3 million barrels a day, resulting in a $20 billion deficit. It assumes $10 billion in new tax revenues which may be hard to achieve with a lack of strong central government. Experts on Iraq's oil industry say large investments are needed to offset declining oil production from older oil fields in southern Iraq. Oil exports were 2.5 million barrels a day in 2014, and experts say even this will be hard to achieve for 2015. Investments could come from western oil companies, but Iraq and the Kurdistan region are behind in payments to oil companies. Iraq is considering issuing bonds for $10-$15 billion....

China's exports were able to show year over year growth of 7.6% in the first quarter of 2012, a sharp decline from 20.3% in 2011. As a result IMF estimates of China's long term current account surplus which were about 7% of GDP in the World Economic Outlook in Sept. 2011 may now be lowered to about 5%. This would reduce the strength of arguments that the yen is undervalued. The IMF is now engaged in making estimates for current account balances till 2017. China's current account surplus peaked at 10.1% of GDP in 2007 and the IMF forecasts in 2008 were for this to remain at 10% for the long term. The situation is rapidly changing because the most recent estimates from China's State Administration for Foreign Exchange show the actual current account surplus for 2011 at 2.8% of GDP. Since the 2010 Group of 20 nations summit meeting when China was pressured to reduce its trade surplus and let the yuan appreciate, the yuan has appreciated by 8.3%.

All were concerned that there should be no repeat of the mess that happened for the G-7 communique when at the last minute president Trump refused to sign on, leading to derisive comments about Canada's Justin Trudeau. It was seen as critical to preserve the sense of unity in the U.S. alliance with Europe. This time there was no disruption even though Mr. Trump acted unpredictably in Brussels. ...
