Following the election of the National Assembly Macron had an opportunity he missed of cohabitation with the Socialists Party bloc and letting its leader Melenchon or someone else in the Socialist Bloc, a more acceptable face to the Macronists form a new government. Instead he has weakened France and it's economy by taking a rigid approach. This is a reversal of his posture during his entry into politics which depended on the Socialists leader president Hollande accepting Macron into his government as Minister for the economy. Macron formed his own party with deft moves to retire the Gaullist and Socialist parties that have ruled France since 1945. Winning the presidency once and barely winning the second time after protests by Yellow Vests on the cost of living and an imperial presidency, the very same problem that Nicholas Sarkozy had of not being close to the people and their concerns about migrants, cost of living and the deindustrialized parts of France, neglect of farmers and rural areas also seen in the US. With this France is in a bit of drift with younger voters looking elsewhere for the future. ...

European economies are likely to weather the winter better than expected with sufficient energy supplies on hand after the Russian cutoff of oil and gas. This means says this WSJ column that the central bank for Europe, the ECB, can continue to raise interest rates to fight inflation. As Fed chairman Jay Powell pointed out at the Brookings Institution recently out of control inflation poses a major risk for upward mobility in American society. This is a risk that exists in both the US and Europe. In this sense 2023 is a critical year for the Fed and the ECB, for Lagarde and for Jay Powell, to bring it back under control.

Mexico's Nobel Laureate novelist, Carlos Fuentes's first novel, "Where the Air is Clear," was published in 1958, when he was 29. He helped popularize other writers like the Columbian novelist Gabriel Garcia Marquez, as part of the renaissance in letters in Latin America called the "Boom." This includes another Mexican Nobel Laureate, the poet Octavio Paz. Paz published "Piedra del Sol" (Sunstone) in 1957. Like Paz Fuentes worked for the Mexican Foreign Ministry as a diplomat and could see things from the outside- the Mexican experience of indigenous and Spanish culture, the ideals of change and the dashed hopes in the last two hundred years as Mexico gained independence and struggled to establish democracy and social progress. Paz published the magazine Plural, which was a supplement to the newspaper Excelsior, and later after 1976, the magazine Vuelta. Both writers, were social critics.

Southern Indian state of Madras in 1952 and the administration of Rajagopalachari (Rajaji) in 1952 following elections. The first governor general of India Rajaji was brought in to run the state after the Nehru Congress party failed to win an outright majority and the Communist Party and opposition made major gains. Rajaji's administration led to the successful administration of Congress leader Kamaraj still known for its school lunch programs and advancement of education and healthcare in Tamilnadu. Today Tamilnadu faces anew challenge as the upset win by the TVK party under Vijay seeks to take the state in a new direction after mismanagement of the economy  and lack of state-federal coordination under the previous administration of the DMK party. The messy period in India from the 1950's is similar to the messy period in China in the 1950's to the 1970's with the upheavals under Mao. Still China found its way by 1990 as India does today with a commitment to rapid industrialization and modernization,  federal-state coordination on industrial and infrastructure projects at scale and speed. ...

A constitutional review by Gordon Brown, a former Labor prime minister, would abolish the House of Lords and replace it with a upper chamber of parliament that has responsibilities for protecting the constitution. It would be changed into an assembly of regions and nations, and be able to refer the government to the supreme court. Janet Yellen Fed chairwoman, says many obstacles still exist for women in the workforce. Bringing more women into the workforce will increase the productive capacity of the American economy. The increasing participation of women in the workforce was factor in the growth and prosperity of America by the middle of the 20th century. In a speech sharing her personal narrative at Brown University, her alma mater, she described how other nations had passed the U.S. in women's participation in the workforce, and how it remains stalled at 75% for women either working or looking for work. Her speech was at a conference "125 Years of Women at Brown." The U.S. is now 17th among 22 developed nations in participation of women in workforce, mostly because of government and business policies that relate to paid maternity leave, affordable child care, and flexible work schedules.

Manjoo of the NYT describes Apple's new product HomePod which is similar to the Amazon Echo, a smart speaker that has inside it a Amazon virtual assistant. The price tag of $349 is twice that of the Echo.

Manjoo says the surround sound is better and can be customized to the room you are in, though from a distance Echo works better. Apple is now building its capabilities in the cloud services and artificial intelligence field to do better than Amazon in the home assistant product segment. This will help Apple make its personal assistant Siri handle requests better, in many languages. This is a part of the transformation at Apple as it shifts from focus on hardware to focus on "deep learning," and " machine learning.," fields that are now considered transformative.

The structure of the deal that is coming up for a vote in Congress on August 1st, a day before the August 2 deadline. A deal put together mainly by Senate minority leader Mitch McConnell and Vice President Biden after other deals failed. It gives the government $400 billion immediately and another $500 billion in the fall for raising the debt ceiling. Another 1.2 trillion will be added in 2012. The entire burden for raising it falls on Obama. Obama will be able to get the debt ceiling raised without another long struggle before 2012 elections. On spending cuts- agency spending will be cut by $900 billion over the next 10 years. A new legislative committe will be set up to come up with $1.2 trillion in additional savings by the end of 2012. The mechanism that would force the committe to act or make sure spending cuts were taken if the committee failed, was set up as one in which the trigger is to force automatic across the board cuts. The automatic across the board cuts would be for $1.2 trillion to agency budgets for the next 10 years, and split this half and half between domestic programs and defence. Programs aiding the poor including Medicaid and Social Security would be exempted, but Medicare payments to providers could be touched. No new taxes are part of this deal....
