A coordinated release of petroleum reserves from the International Energy Agency and 30 participating countries is planned in the event something like the attack on Saudi oil facilities happens. About 5% of the worlds oil supplies were put out in the attack. If 7% are lost then the IEA would step in to call for release of petroleum reserves of individual countries. As of July 2019 1.5 billion barrels of oil are in storage in emergency reserves. U.S. SPR reserves are estimated at 644 million barrels and the figures are 100 million barrels for each of Germany, Japan and France, and China at 344 million barrels. These man made caverns are as long as 2000 feet.

The last time this release happened was in 2011 after the Libyan war disruptions.

The Labour Party manifesto written at the Labour Conference will include integrating all private schools into the state sector "to end hierarchy, elitism and selection in education." Labour's Annual Conference is endorsing this idea. In its first budget Labour would withdraw charitable status, as well as subsidies and tax privileges from private schools, forcing "the endowments, investments and properties held by private schools" to be "distributed democratically and fairly across the country's educational institutions." University quotas for private school students would be capped at 7%. Currently at elite institutions this is between 30 to 40%. Her routine is to run 10 miles a day on average for 7 days a week with long runs on the weekend. She lives in Ohio and runs in the winter in Florida. The way she does it- take a day off before the race, keep several pairs of sneakers and change them every 3 months. She doesn't crosstrain much, preferring golf. She eats a lot of carbs, rice even white rice, pasta. She starts with a pre-run snack of a small banana and half tablespoon of natural peanut butter, coffee. Post run it is a bagel with avocado. Lunch is green salad with avocado. Dinner may be rice with shrimp and vegetables. Experts say training programs are highly individualistic. A fit person takes about 3 months to be ready for marathon running. Long runs are crucial. A 12-18 hour rest period after a marathon is suggested to allow tissue healing. Andrew Lownie's book provides glimpses into the lives of the Mountbattens, Edwina and Dickie. Mountbatten was the head of the British government in India in 1946 as negotiations were started with Nehru, Gandhi and Jinnah for independent India. The Cabinet Mission (including Cripps) plan of 1946 was  to setup a federation in India with provinces in A, B, and C categories. A being the Central Provinces, United Provinces, Bombay, Madras and other parts of what is now India, B being the Punjab, Sind and what is now Pakistan, and C being the region of Bengal, what is now Bangladesh and West Bengal.This was rejected by Nehru, Sardar Patel, and the Indian National Congress, leading to  Jinnah's call for action, a civil war, and the partition of India 9 months before the plan date of June 1948, in chaotic circumstances, in a hurried manner. The legacy of that two year period is with us today in the upheavals in Afghanistan, Pakistan and Bangladesh, drawing the U.S. and western nations also into endless wars. The period 1939-1941 is covered when Edwina's rather aimless life upto that point changed completely with service to war wounded and for the Red Cross. She also visited the U.S. in 1941 when Mountbatten was given command of an aircraft carrier at Norfolk, Virginia, visiting 28 states. Edwina made up for he aimless years by relentlessly pushing herself to be an equal to her husband in the war effort. This has given the couple their fascinating character. It was also a period of great change as the Labour party under Clement Atlee winning a post war election made the decision to end the British Empire in India. The war had depleted British wealth and Britain lacked the resources to continue the Empire in India. The job of managing the transition went to Mountbatten, a naval officer in the Royal Navy, coming in the tumultuous years of 1946-48 with the quick partition of India under Mountbatten in 1947. Mountbatten stayed after independence in August 1947 as the first Governor General of India.  Edwina and Dickie Mountbatten struck a friendship with Jawaharlal Nehru, and this review in The Hindu shows Jawaharlal, Edwina, Dickie and their daughter Pamela having tea at the residence in Shimla, 1946. Nehru's rejection of the Cabinet Mission plan leading to the appointment of Mountbatten as Viceroy was partly based on his idea that priorities for India post independence was modernizing the economy and reducing poverty. Seven decades later the priorities are still the same, following the experience of Japan, South Korea and China at modernizing the economies in east Asia requiring a greatly accelerated effort.    ...

For the first time a senior figure in Beijing tells why China rejected a U.S. offer for a deal in May 2019. Mr. Trump said at the time that China withdrew its agreement on the deal after initially agreeing to it, creating a lack of trust. 

Senior economic official Li Deshiu says "it was a wholly unfair treaty that seeks to colonize China's economy. If this is accepted it is giving up China's development path, giving up China's rights for development, and making China a vassal of the U.S."

Tokyo has the reputation for being the city with the longest working hours. Overwork leading to death has a term for it in Japan- "karoshi." But this is changing. Recent studies show Mumbai as the city with the longest working hours per worker per year at 3315 hours. The Japanese government had a law passed this year limiting legal overtime work to 45 hours a month, with an extension in busy periods to 100 hours for a maximum of 6 months. Yet the culture is taking time to change, even though long hours often leads to low productivity. It does not mean productivity is high in Mumbai or Tokyo. Dublin, Ireland has one of the highest productivity scores, workers in Dublin worked 1856 hours a year and still created $84 in GDP every hour- compared to this in Mexico City the third hardest working city had only $18 in GDP per hour. This is calculated by dividing GDP by the hours worked. Occupational health psychologists say working longer hours can be less productive because of the drain on performance, resulting in poor concentration, memory and compromised problem solving and creativity. The lack of rest means resources are not replenished with rest, and can deteriorate physical and mental health. Singapore a fairly liveable city has the highest percentage of people working more than 48 hours per week, in a Kisi study. Suggestion for work life balance include taking holidays and short breaks, and switching off from work mentally, using mindfulness and meditation. Practicing self-compassion and prioritizing self-care is needed. ...

Reited Gen Gantz appears to be the likely head of a new government after winning the most seats in parliament. Policy towards Iran is not likely to change. But a Gantz led government is likely to reduce the divisiveness in the country, and provide a more unifying effort in Israeli society. The role of religious groups in daily life would also be held back. Better relations with Jewish people in America would result and peace negotiations with Palestinians would be encouraged. The prime minister would concentrate less power in his hands. By temperament Gantz is a quiet leader who preferred not to engage in the back and forth attacks in the election campaign even when Mr. Netanyahu  did not hesitate to do so. As the head of the military from 2011 to 2015 he also has the confidence of people in Israel looking for a new start after a long period of Netanyahu rule. The current prime minister could be indicted soon after a hearing next month on charges of bribery and fraud. Mr. Trump has said that U.S. relationship is not with any leader but with the country Israel. Gantz makes it clear after Netanyahu's style of politics has rocked Israel for many years- "We will bring about a real change in priorities, and heal Israeli society in all its parts." Mr. Gantz has said that he think the Obama administration could have done more in securing a better nuclear deal with Iran. Yet at an event in 2015 when the deal was being set, Mr Gantz said he also saw "the half full part of the glass." That the deal would keep Iran 10 or 15 years from making a nuclear weapon "with the right price." At this juncture in world affairs this is important because Mr. Trump has shown flexibility in dealing with Iran following the firing of National Security Adviser Bolton. Trump held back on a response at several points during the attacks in the Straits of Hormuz and the taking of ships hostage by Iran and the UK. The attacks on Saudi oil facilities and the difficulty of protecting oil installations in the region, Iran's increasingly difficult position under tight U.S. sanctions and pressure on Asian buyers of Iranian oil to cut back purchases, the efforts of Japan and India dependent on Saudi and Iranian oil to reduce tensions, all point to a new policy in the region with a new Israeli government playing a useful role to keep policy control in the hands of Asian countries dependent on oil supplies for their economies, and in the hands of a U.S. president better informed about a policy course that is in U.S. interests of avoiding unnecessary engagements overseas when there are other pressing priorities. ...

Israel's Benny Gantz leader of the Blue and White party leading in seats in parliament with 33 seats to Likud's 31 seats, and his centre left coalition having 57 seats to Likud coalition's 55 seats, has rejected a call for a unity government with Likud bloc. Under such an arrangement Mr. Lieberman's party with 9 seats would also join the coalition. Mr. Lieberman pulled out of a coalition with Likud because of his opposition to ultra orthodox parties leading to this election in Israel in 2019. Mr. Netanyahu's rise in politics with Likud came with his close relationship with Lieberman. With this coming apart Israel is looking to the future with the emergence of new governing parties to replace the old politics and governance.

Such delays are accepted in the way privatization is organized in Britain because the rail lines make the same revenues whether they run late or on time. Rail lines look to be incentivized to operate on time, a strange proposition because operating on time is part of running an efficient rail system.The Labour Party plans to nationalize the railways. France and Germany have the largest rail network in Europe, which is operated by state owned SNCF in France and Deutsche Bahn in Germany. Public ownership of railways is not new for European countries even though it is presented as a radical idea in Britain. Rail has to be run efficiently which is possible under state ownership for a public service as it is in major European countries.
