Prime minister Johnson of Britain is calling for a general election on December 12. This will be debated in parliament on October 28, and is expected to be rejected a third time. Mr. Johnson faces opposition from the Labour Party which wants to delay the election till it is certain that there is no Brexit without an acceptable deal with the European Union. Mr. Johnson heads a minority government that depends on the support of the Democratic Unionist party, the DUP, of Ireland. He also dismissed 23 Conservative rebel MP's from the Conservative Party headed by Mr. Hammond, a former finance minister under Theresa May who are leery of Mr. Johnson's willingness to go with a no-deal Brexit, if parliament does not back him. This puts Mr. Johnson 45 votes short of a majority in parliament. The new deal Mr. Johnson negotiated with the EU was done with concessions on Ireland and an open border, which was rejected by the Unionist party of Ireland. This deal passed in parliament but was rejected on its short timetable of less than a week giving MP's little time to look at the details.  The Labour party is also divided on going into an election before it is ready because it is behind by 10 points in the polls.  The reason the Johnson deal was initially passed in parliament was because 18 Labour MP's decided to support it pursuing a strategy of getting it rejected by passing amendments during final passage.    ...

This report in WSJ shows how the situation in Syria changed since 2011. The Kurds are spread out over several states formed as the British and French empires in the Middle East collapsed, leaving an ethnic group of 30 million people spread out over Iran, Iraq, Syria and Turkey.

A Kurdish zone was set up in northern Syria after the collapse of ISIS in operations by the U.S. and the Kurds in 2016-2018. A border area was taken by Turkey in the recent push by Turkish forces into border areas bordering Turkey, with the withdrawal of U.S. forces and Mr. Trump placing sanctions on Turkey. The incursion ended in a week after Russia agreed to broker a deal and the Kurdish forces left the border with Turkey. Turkey has Kurdish people in the southeast of the country who participate in elections and are Turkish citizens, and Iraq has an autonomous region run by the Kurds.

The legacy of extremely low interest rates near zero left by Italian banker Mario Draghi has he leaves the European Central Bank to be succeeded by French head of the IMF Christine Lagarde. There is considerable division in the ECB as Draghi launches yet one more program of bond buying called QE for quantitative easing- in effect reducing the interest rate of the ECB to minus 0.5%. All this is being done to address problems of economic growth in the eurozone which originate from other causes such as poor banking practices, overborrowing by member states and lack of transparency in countries such as Greece, the lack of investment in infrastructure, increase in part time workers in economic uncertainty generated from poor banking, essentially a lost decade. The ECB's monetary policy committee staff oppose the move and so do 7 of 25 members in the governing council.  Instead of tackling root causes this had the adverse effect of hurting savers in Europe and the U.S. leading to higher inequality and wearing out of social safety nets.   ...

The auto sector has an outsized effect on economic growth that is not easily grasped. The IMF sees a fifth of slowdown in growth of global gross domestic product and a third of world trade coming just from low demand for autos. The auto sector feeds into demand for steel, aluminium, copper, plastic and electronics, so it feeds into other sectors. Aging populations, stagnant incomes, ride sharing, and economic headwinds on trade for China, slower demand with lower economic activity in India from bad loans and low credit in the finance sector, all have cut into growth. Tariffs from president Trump and tit for tat tariffs increase costs and cut into profits. In Europe there is added factor of mandated drop in carbon dioxide emissions by 20% by 2021. The new technology will increase costs of autos by 800 to 5000 euros and add 5-11% to the selling price, reducing sales by about 5%.  A fast growing market is India but companies such as Ford and GM have moved out as it slows down. Higher emissions standards in India for 2020 are likely to increase prices in a very price sensitive market. Lower availability of credit in China and India have led to drop in sales of about 15% in both major markets for autos since mid 2018.   ...

This report in The Times shows how Africa is tackling malaria by using modern methods such as drones. Drones are used in Ghana to send medicine to remote parts of the country. The rollout of the world's first malaria vaccine is taking place in Malawi, Ghana and Kenya. The Glaxo developed vaccine requires 4 doses over 18 months. Gavi is a partnership that brings UNICEF and WHO in partnership with private companies to  buy vaccines in bulk and distribute them where it is not affordable. Gavi supported 66 million vaccines in 2018 for children, yet about 20 million children in Nigeria, Congo and other parts of Africa lacked routine immunizations in 2018. UPS and health service workers are joining in the effort for administering this vaccine correctly.  Software that tracks the taking of the vaccines by children is essential for success and this is being implemented with Ghanian authorites. The Spanish Supreme Court verdict giving jail sentences to 11 Catalan leaders for the part they played in pushing for independence of the Catalan region in 2017, has resulted in clashes of protesters with police. The socialist government of Pedro Sanchez faces elections on November 10, 2019.  The government faces the option of activating Article 155 of the Constitution suspending the state government for central rule from Madrid.  One of the problems Spain now faces is that there is no clear majority for independence with the region divided between people who prefer to remain in a united Spain and people who prefer Catalan independence. In a recent BBC Hardtalk this was brought up in questions put to the Catalan independent movement spokesperson. The support for independence has actually declined in recent years. The Guardian cites a Catalan government poll in July showing 48% of Catalans oppose independence and 44% support it. Independence is not supported by the EU and it is not clear whether Catalan economy would do better outside Spain, as some of the causes of the economic problems stem from the banking and housing crisis in Spain and overborrowing. Mr Sanchez on the Madrid side and the Republican Left on the Catalan side favor negotiations on economic issues raised by Catalan people. As a result there may be less support than previously for outright independence, particularly when it is realized that the economic issues come from mismanagement and corruption and that the new Spanish constitution was designed to give regions special rights after the Franco years.  ...

In 2019 alone the costs of the Opioid epidemic in the U.S. was $188 billion including healthcare, child and family assistance programs, criminal activities, and lost wages, according to the Society of Actuaries. Now 3 large pharmaceutical distributors and some pharmaceutical manufacturers are hoping to settle the lawsuits by paying $50 billion. The costs to the nation are enormous in human toll and in lost economic activity.

A copy of the letter Mr. Trump sent to Mr. Erdogan of Turkey telling him " don't be a tough guy... don't be a fool," to invade the Kurdish zone in Syria. He says history will judge him, that he should "not let the world down." 

Turkey sent forces into the Kurdish zone even after the letter from Mr. Trump. Mr. Trump said that it was a bad idea getting involved in the Middle East that trillions of dollars had been wasted. He made exceptions for keeping the Straits of Hormuz open and flow of oil from a commercial standpoint in providing assistance to Saudi Arabia and Aramco, something the U.S. has done since FDR administration.

It also says Mr. Trump has worked hard to help Turkey. And admonishes Erdogan saying "I don't want to be responsible for destroying the Turkish economy- and I will."
