After test driving a Tesla Roadster in California in April 2010, Akio Toyoda, Toyota CEO, asked a senior executive Ihara to test-drive Tesla's Model S prototype car. This has led to a deal between the two companies, Tesla Motors and Toyota. Under this deal Tesla will use the NUMMI manufacturing facilities in Fremont, California, to build the Model S electric car. Model S is Tesla version of an electric car that would fit high end customer's budget for an electric car. The Model S price is starts at $50,000. Before this Tesla build 1000 Roadster electric cars which cost $100,000 each. Tesla was given $465 million by the US governmet to make a car that would be closer to what car buyers pay for premium cars. As part of this deal Toyota will buy $50 million of Tesla stock after its IPO. Toyota will cooperate with Tesla in the development of electric car parts and production systems and engineering. Separately Toyota plans to bring its own electric car to the market by 2012.

French president Macron reversed a tax on the wealthy with real estate valued at above 1.3 million euros when he took office in 2017. This  tax on the wealthy was put in place 3 decades before under Francois Mitterand and helped fund welfare. It was seen as a measure of solidarity of the wealthy with the poor. This is now likely to be reversed as it is a key demand in the current yellow vest protests in France protesting the increase in the fuel tax. In carrying out a pro-business agenda Macron is now stuck with the label of favoring the rich, especially in the plan to strip job protections in state owned companies such as the national railways. The Biden team eventually accepted the need for use of oil and natural gas in the transition to clean energy. Only in her last years was she persuaded by her vice chancellor Scholz of the SDP of the need to invest heavily in Germany and the European Union to fight the coronavirus pandemic with aid to the people of Germany and European Union. As she leaves she ponders the lessons both of the GDR in the east and the Federal Republic in the west, both had their flaws and their potential and both could learn from what was missing in the other. It is to Scholz and the Greens that is left the task of making the Federal Republic what it could be, to reaching as much of its potential for the good of Germany and the good of the European Union. US president Biden's $2 trillion Families and Workers plan, for early childhood education, paid leave, healthcare and climate change investment, is coming up for a vote in Congress. Paid leave that also includes maternity leave and leave that would help women return to the workforce, has been added back to the bill. Community college aid was earlier removed from the package with resistance from private colleges that expect to lose tuition paying students, even though male students are falling dangerously behind in attending college without government support. The Biden administration is facing resistance from just a couple of Democratic Congressmen- about five led by a Congressman from New Jersey, and 2 Senators from Arizona and West Virginia- on community college government aid that helps young American men and women from the working class and on paid leave that helps women. Many Republicans have supported taking this action for renewal of America on serious issues that face the country, making it likely that these issues will only become more pressing in the next three years. Sometimes as is happening today some isolated or eccentric situations can block major legislation for the good of the country such as the makeup of a Congressional seat in New Jersey with large pockets of conservative Republicans who oppose spending, and conservative instincts of two Democratic senators from Arizona and West Virginia. This WSJ report looks at Biden's position that deterrence when filing tax returns will generate close to $400 billion and not $150 billion that the Congressional Budget Office says is its estimate. To accomplish this Biden plans to spend $80 billon in large investments to increase the resources of America's tax collecting agency. Much of this was never done and policies geared to where large corporations never paid their fair share of taxes. The first step was to prevent outshoring of headquarters to reduce taxes- and this was achieved in the first year of the Biden Administration with over 100 countries agreeing on a corporate minimium tax. In the same way president Biden now seeks to correct other flaws in the tax system so that much needed investments can be made by generating new revenue not just in infrastructure, but for renewal of America through renewal of support for women, children, and America's working classes. Much of that was badly neglected by different  administrations over the last three decades.     ...

When American literacy levels for civics and history are hitting new lows news channels are instead of building a well informed mindset in people doing just the opposite for profit.  Discovery Communications merged with Warner Media in April 2022 to form a new company that controls CNN. That led to appointing Mr. Licht to run CNN news channel. With the end of the Trump period and the pandemic news ratings had declined for both Fox and CNN. Licht's decision to hold a town hall as Mr. Trump starts his bid for the Republican nomination in 2024 can be seen as a way to improve its television ratings and revenues. At a time when only 20% of eighth graders can pass a national education test in history or civics, it should be seen with dismay that television channels are not only not increasing literacy and better understanding of history and civics- instead they are reducing the level of literacy with the kind of news programming offered by Fox News and CNN. This is also true for Google and its algorithm based news as shown in Movement for Global Literacy in Lyrarc.com. This is deeply troubling for American democracy, and for what Biden call the "struggle for America's soul." ...

With the 15% mandated cuts to energy use in the European Union countries and the shutoff of Russian gas supplies, three remaining German nuclear plants can be run for an extended period to take off some of the strain on the German economy. Sentiment for nuclear power is changing in Germany. A Spiegel opinion poll is cited in this WSJ editorial that shows 78% of Germans favor keeping the three remaining nuclear plants operating till summer 2023, and 67% say it is a good idea to keep them running for 5 years.  The issues of nuclear vs solar, or coal and gas vs solar is not a yes or no proposition anymore as shown in the negotiated measures to allow some coal and gas operations in the US in the Biden Climate Change bill that passed the US Senate on August 7, 2022. This is not merely a concession to a fossil fuel dependent state (West Virginia) and Senator Manchin, this is a realization that the transition can be better managed economically and the same results for renewable energy and climate change emissions goals can be met with a carefully planned  strategy that allows for LNG exports to Europe, and fossil fuel production flexibility in the face of the embargo on Russian fossil fuel supplies. ...

Exxon is looking for a big oil dealer in the shale patch in the US. It is considering the acquisition of shale company Pioneer Natural Resources with a market cap of $49 billion. Exxon wants to make use of its windfall profits of the last year to good use. An acquisition of Dallas based Pioneer would give Exxon a dominant position in the West Permian basin of Texas and New Mexico. Exxon made windfall profits of $56 billion in 2022 after the jump in oil prices following the Russian invasion of Ukraine. Based in Irving, Texas, it is heavily invested in fossil fuel assets and its thinking is that fossil fuels are here for a long time as it has not made a significant shift to renewable energy. During the cutoff of Russian oil supplies Europe has depended on LNG supplies from the US and Qatar, and on Norway for increased oil and gas supplies. President Biden included drilling concessions in some of the legislation passed in Congress and Conoco plans to drill in Alaska. The transitional period has gained support in places like the US and Norway following the need to support the European Union and Germany in the crisis. The Biden administration has announced a 100 day review of strategic vulnerabilities in America's supply chain. President Biden has said he supports funding of incentives for production in the US, to become independent of China and Taiwan. From 1990 onwards chip production in the US went from 37% to about 12% today. It will now go back up. Biden's National Security Adviser noted in an article in Foreign Policy that advancing industrial policy like Japan and France once considered out of tune is now essential, "something close to obvious."  At one point in the post war period America's most advanced jet engines were made in West Berlin, surrounded by the army of Russia and its ally the GDR. There is new realization that dependence on Taiwan which makes 22% of semiconductors worldwide and 50% of advanced designs cannot go on the way it is exposing a critical vulnerability for American industry. A 40% tax credit for the cost of new semiconductor fabrication plants and other incentives are now supported in the Biden administration. The whole idea is to turn this around quickly where US no longer depends on uncertain supplies from overseas. He has seen the infrastructure project project from its inception in 2005, past the planned opening date of 2018, till today, through all the ups and downs for a project of this size and complexity. It is the largest infrastructure project in Europe. Most of the tunneling was actually done on time says Edwards, but signaling from stations, and software ran into problems along the way. There were some deaths inside the tunnels and some outside over ground with vehicle accidents. Edwards provides glimpses into the most advanced infrastructure project attempted in Britain for decades. Queen Elizabeth opened the Elizabeth Line at Paddington Station. Geetanjali Shree win the International Booker prize for the best fiction novel translated from other languages into English. Her book Reti Samadhi is about an older woman coping with the effects of the 1947 partition of India and has what Geetanjali Shree calls the meandering mind of women spanning 725 pages in Hindi. "Woman are stories in themselves, full of stirrings and whisperings that float in the wind, that bend with each blade of grass," says Shree in the opening pages of the novel. Shree writes about a teenager who goes through the traumatic experience of partition as a teenager and experiencing depression at an older age decides to confront the experience by going to the place where it happened a second time. Shree is from Mainpuri, Uttar Pradesh (UP).  UP a Hindi speaking state is getting into the international field as the experiences of the region are being shared in other languages. It is now at the forefront of rapid development in India under the Modi administration and a state administration that sees India's largest state in an international context. Bringing Hindi, its tone and rhythm, and the style and exuberance of the author to a English reader, is a challenge that was handled well by Daisy Rockwell of the US. ...

Joe Biden's efforts to rebuild the American economy are getting so little mention in either the NYT or WSJ or elsewhere that Biden writes this article in the WSJ to share what he has done for the American economy, workers and families in the US since 2020. Only one third of American children in 8th grade can pass NAEP test reading comprehension yet much of $346 billion going into ventures in 2021 is being wasted as America's capital allocation system and capital markets fail to serve the American people is shown in today's WSJ pages. The scale of what can be done with the right amount of capital going into the right places and not the wrong places and with determination to rebuild can only be imagined- Mr. Biden says here that additional $2.5 trillion can be reduced in the deficit by "cutting the wasteful spending on special interests and ensuring the wealthiest Americans and corporations pay their fair share of taxes." It also means vital investments can then be made in education, in infrastructure, science and technologies, and other areas where it is missing today through planned misallocation. ...

Roger Cohen in the NYT says Macron has missed the public mood in France, the cost of living crisis and the social and economic problems left by the pandemic. FR24 says about two thirds of the French people think this is the wrong time to tackle the pensions issue. The change in the pensions is not an immediate solution as it will be phased in over a period of time stretching to 2030. Many solutions could have been put in place to tackle age discrimination and other problems to make it possible to work productively for longer. Macron needed to address these problems and come up with ways to lessen the burden of the cost of living crisis first before tackling longer term issues. This is a major misstep by Macron, and comes from his lack of experience as one of the youngest persons to become president of France at the age of 39. A sign of the growing people to people relationship of the US and India is the number of Indians in US graduate schools which went up from 68,000 to 102,000 in the 2021-2022 academic year, up 48%. There almost as many Indians taking the GRE exam for entry into US graduate schools in 2023 as Americans taking GRE in the US. Another sign of the expanding people to people relationship is the decision of the Biden administration to give 1 million visitor visas to Indians in the coming year. In India physical sciences and humanities for GRE exceed engineering by a wide margin, showing the shift in subjects. Under India's new education policy NEP the shift is to a more multidisciplinary approach and allowing students to mix science subjects, math with humanities. This approach is seen as best for India to produce a new generation that can think for itself better than the purely engineering science or medical track graduates of the past who had limited knowledge of the humanities. This overly engineering focus has prevailed in the educational approaches of Japan and China during their rapid growth period. India under the Modi administration is betting on a wider knowedge of different and contrasting subjects and disciplines for its future. ...

Prime minister Modi's plans for Jal Jeevan, cooking gas, to ease the burden on hundreds of millions of Indian women, for farmers with small land holdings in agriculture to improve output and use less chemicals, and for investments in infrastructure projects, housing, are also coming from similar concerns for growth and fairness. ...

It may come as a surprise that changing retirement age in France faced huge opposition yet was enacted into law for moving it from 62 years to 64  years in 2023,  but was never acted upon in China where it is 60 years. China raises its retirement age for men to 63 years from 60, to be done incrementally a few months at a time till 2040. For women it goes from 50 to 58 years, 55 years for blue collar workers. Why the hesitation. It appears that there is much age related discrimination in China so that many workers feared they would be laid off in their fifties and not get pensions till 60-64 years. This could have created much unrest as it did even in France where there is more discrimination for age than other parts of the EU.  When countries have aging populations do they have an alternative? How could they support pensions at 60 or 62 years as in France and in China? In China the social safety net is weak which leads to more resistance and caution by the government fearing unrest. Yet it is not the best time to tackle this problem as the economy slows, resources are constrained, and there is higher unemployment. ...

It was built in 7 years from 1818 to 1825 for $7 million and opened up the vast hinterland of New York State- Rochester, Buffalo on Lake Erie, Schenectady- and connected it by navigable waterway with locks to the Hudson river at Albany and on to New York City and the Atlantic. On May 13, 1954 Republican president Eisenhower signed the Seaway Act and authorized construction of the St Lawrence Seaway with Canada at cost of $C135 million with 22,000 workers.The US Army Corps of engineers began construction of the US section in 1957 and completed it by 1959 for oceangoing ships to navigate the St. Lawrence River from Duluth in Minnesota and Milwaukee to Quebec and on to Montreal and the Atlantic. These are the projects that built the Midwest and Northeastern states, and Quebec.  ...

In addition 75% of the people see the country headed not in the right direction, and on this issue of change Harris does better. Then there are he states such as Pennsylvania, Wisconsin, Michigan, North Carolina and Georgia, where things are being sorted out with the hurricanes adding to the picture. In the west there is also Arizona and Nevada. Also of interest is that in states like Texas there is only a 6% lead for Republicans. Lyndon Johnson was Democrat from Texas JFK's running mate and set up Social Security and Medicare as we know it today. It suggests a realignment from the old rural urban divide and college educated vs not college educated ideas separating the two parties. A new state university educated, small college educated, or community college educated is also emerging that like Harris's running mate from the State University of Minnesota in Mankato, sees things differently, and is spread across all parts rural, urban, white, minority, and from lower income families. These people are looking for who they can trust personally to improve their lives and make up 60-70% of American households.  ...

Vance told Pope Leo XIV -“I’m not sure that Vladimir Putin himself has a strategy for how to unwind the war.” This is the view also from an expert at the Free University of Berlin, as rapidly demobilizing a large army poses its own problems. Russia could export the arms from new arms factories and keep people employed. This option is difficult as many African countries buy on credit and Asian other buyers may seek the latest technologies, others face financial difficulties or like India are diversifying and shifting to local manufacturing. ...

The Justice Department senior staff, Mr. West and Mr. Cole decided to focus on this incriminating evidence for JP Morgan Chase, Bank of America and Citigroup. Most of 2013 was used for preparation of the cases against the bank which were prosecuted using the Financial Institutions Recovery, Reform and Enforcement Act of 1989. Firrea has provisions not contained in other legislation, to get huge settlements as penalties, with extended time period for enforcement, when damage was done to financial institutions. The resulting effort led by Attorney General Holder led to the largest part of the total $128 billion paid in settlements by U.S. banks for cases related to the 2008 financial crisis....

Peggy Noonan calls the Bernie movement and Hillary Clinton adopting his efforts to improve incomes and condition of working class people, a major development. The most electrifying line in her view is the one made by the father of a U.S. Army Captain who died in Iraq, Khizr Khan, himself an immigrant, who said about Trump at the convention- "You have sacrificed nothing." She cites Bloomberg, a successful businessman in media and former Mayor of New York, who said about Trump: "I'm a New Yorker, and I know a con when I see one."  Bloomberg traced the history of the Trump business through repeated bankruptcies, lawsuits and missteps, and added "Trump says he wants to run the nation like he's run his business. God help us." And Noonan cites Hillary's speech as getting better as it progressed, not her best, but doing the work, especially with the line- "Don't believe anyone who says "I alone can fix it."  Biden and Kaine hit on this point repeatedly, and that "he doesn't have a clue," with the crowd chanting "Not a Clue."  ...
