This is what our energy wars, our climate change wars are about in summary. Europe has moved faster than the US, India and China in cutting fossil fuels use over 20 years 2005 to 2025. Europe going from 1525 trillion watt hours to 792- cutting use by half. The US from 2900 to  2553 trillion watt hours just 12%. And China...China tripled its use. This has come at a price as the costs of renewables push up electricity prices beyond what homes and industry can support. UK electricity prices 80% higher than US and half of UK energy users plan to ration its use 2025. Half of electricity costs in UK come from cost and delivery, other half of costs from subsidies of renewables and other. In Germany high electricity costs are hobbling industry and reducing economic growth. Lower electricity prices make the US more attractive than Germany as a place to invest. Another way to look at it- US and Europe cut fossil fuel use by about 1100 trillion watt hours and China increased its use by 4200 trillion watt hours or 4 times what the US and Europe cut in 2024 over 2005. Adding India, Brazil this would be 5-6 times what the US and Europe saved in 2024 over 2005. The "And "strategy of combining reduction in fossil with building renewable capacity is working out compared to dumping fossil in one shove and going all out renewable. There is also the question of equity. China and India argue equity means we should be allowed to use some fossil with renewable for 2.5 billion people's needs. The other side of equity is the US saying the same as "no fossil period" strategy puts the needs of the large part of the population for lower costs of energy  pushed aside as wealthy classes say it is OK. Even when the savings through cuts and sacrifices in US and EU are cut down, cut down by 5-6 fold increase in China, India, Brazil alone. In this kind of climate change war it makes sense not to go with labels such as climate change denial DJT vs China climate change affirming, when China is diluting US-EU climate change entire twenty year savings of 2005-2024 by a factor of 4, 1100 trillion watt hours wiped out by China's 4200 trillion watt hours added. And India, Brazil taking this to a factor of 6. This is why a lot of the discussion with self-righteous indignation becomes less purposeful. What is clear is that every action to cut cost of living in US and EU for large parts of the people is an effort in the right direction as it frees up resources for the fight against climate change, the sense that we are all in the same boat and in the same struggle. President Trump on a three day visit to the UK promised a free trade deal with Britain if it made a decisive break with the European Union. Such a free trade deal could take years, offer small benefits compared to the loss of the much larger trading relationship with the European Union. It would face hurdles in passage through Congress because Democrats controlling the House of Representatives see a decisive break with the European Union including the customs union arrangement as affecting the open border in Ireland risking the hard won peace in Northern Ireland.  Prime Minister Theresa May proposed a withdrawal arrangement that would keep the customs union arrangement but has failed to secure the support of a faction within her Conservative party that favors a decisive break from the EU. Such a break that Mr. Trump and Boris Johnson the leader of this faction -and a favored candidate to succeed prime minister May after her resignation- would reduce Britain's GDP over the next 15 years at the higher end of the range of 0.1% to 9% a year. A decisive break called a no deal Brexit with no arrangements or agreement for withdrawal with the EU, would lead to a loss closer to the 9% estimate. British experts to the EU are about $275 billion or 44% of its total exports compared to about $44 billion to the U.S., according to HMS Customs source, showing how important it is for Britain to maintain a close trading relationship with the European Union. British farmers would also face competition through agricultural imports from the U.S. in a free trade deal. During his visit Mr. Trump also stated the National Health Service, everything would be on the table in a free trade deal with the U.S.  Theresa May responded by saying that the NHS would not be open for negotiation to American corporate involvement. Public sensitivity is high on any change to the National Health Service. The trip of president Trump to London in which he supported Boris Johnson as candidate to succeed Theresa May, with discussions between Trump and Johnson for 20 minutes, and a visit by Nigel Farage to the U.S. embassy, and no meeting with Labour party leader Corbyn, only shows the widening of differences on the issue of British withdrawal from the EU making any deal for withdrawal even less likely. Labour party leader Jeremy Corbyn now favors a second referendum on whether Britain should leave the EU.  ...

Homeland Security and ICE needs new resources- $175 billion from Congress is part of the plan from Republican Senators to boost support for action in immigration. To deliver on plans to control illegal migration there is a need for funding the agencies involved. Senate Budget Committee Chair Lindsey Graham (R-South Carolina) says in this report that Homan was “begging” for funding from Congress. Much of the migrant action is hard to undertake with current resource levels. Graham’s committee adopted a budget blueprint for legislation to boost border security and immigration enforcement by $175 billion. Republicans say it is intended for three parts in funding: personnel, facilities and infrastructure, support for state and local officials. The U.S. Supercommittee in Congress fails to reach an agreement to come up with $1.2 trillion in savings to reduce the deficit by the Nov. 23, 2011 deadline. This shifts the focus to the sequester or triggering automatic cuts in Jan. 2013, as mandated in the Congressional deficit reduction deal of August 2, 2011. These automatic cuts would reduce defense spending by 10%, cut social programs without touching Medicaid and Social Security, by 7.8%, and reduce Medicare payments by 2%.

Automakers in the U.S. may be getting more than they expected from the Trump administration's effort to  loosen pollution control laws for automobiles. The Trump administration's effort to change automobile fuel efficiency and pollution laws will run into challenges from the state of California which is allowed to set its own rules under the Clean Air Act.

This would create two different markets inside the U.S. one following California type stricter rules for fuel efficiency and mileage, and for pollution, and a different market with looser laws for the rest of the country. This is something the automakers face as unintended consequences of their actions to loosen the fuel efficiency legislation.

One of the quirks of the unemployment rate released by the Labor Department is that it is declining- declined to 8.1% from 8.2%, from March to April 2012- even though the number of unemployed may be increasing. When adjusted for the discouraged workers who would be working today in a more normal environment the unemployment rate today would be around 11%. Crucial in grasping unemployment numbers is the labor force participation rate- showing the number of working age Americans with jobs or looking for jobs- which is affected by the number of baby boomers retiring and leaving the work force, and by the number of workers who are too discouraged to look for work. The long term unemployed currently form about 40% of people unemployed in the U.S., which is quite high and cause for concern for Fed chairman Bernanke. Many of these long term unemployed it is feared will permanently drop out of the workforce, causing a drop in the productive potential of the economy and lowering economic growth. Already many have dropped out of the workforce, causing the labor force participation rate to decline faster than the gradual decline seen in the last decade as baby boomers retire. Between 2009 and 2012, a three year period, the labor force participation rate dropped about 2% to 63.6%, compared to the normal drop of 1.3% over a seven year period from 2000 to 2007. Combining the impact of the two trends, one demographic and the other a result of the 2008 global financial crisis and excessive risks in the U.S. banking system, leads analysts to to lower the longer term economic growth forecast for the U.S. to 2%, compared to the U.S. Fed's forecast for 2.3-2.6% growth....

India's central bank chief, Raghuram Rajan, points to the risks for developing economies from changes in monetary policy of the U.S. Federal Reserve. The Indian rupee lost about a fourth of its value in 2013 as the U.S. Fed announced plans to withdraw from its quantitative easing policies. Large depreciations in other developing economies, Indonesia, Turkey and Brazil, happened at the same time. Rajan and India's Reserve Bank increased the interest rate by half a percentage point in 2013 to deal with the impact on inflation as a result of the large depreciation of the rupee. The volatility of capital flows and sudden reversal in inflows of capital to developing economies leaves these countries exposed to sharp declines in economic growth. India's growth has slowed to 5%, larger than expected from the slower growth in the global economy in 2013, largely as a result of decreases in direct foreign investment and capital outflows.

Andrew Lownie's book provides glimpses into the lives of the Mountbattens, Edwina and Dickie. Mountbatten was the head of the British government in India in 1946 as negotiations were started with Nehru, Gandhi and Jinnah for independent India. The Cabinet Mission (including Cripps) plan of 1946 was  to setup a federation in India with provinces in A, B, and C categories. A being the Central Provinces, United Provinces, Bombay, Madras and other parts of what is now India, B being the Punjab, Sind and what is now Pakistan, and C being the region of Bengal, what is now Bangladesh and West Bengal.This was rejected by Nehru, Sardar Patel, and the Indian National Congress, leading to  Jinnah's call for action, a civil war, and the partition of India 9 months before the plan date of June 1948, in chaotic circumstances, in a hurried manner. The legacy of that two year period is with us today in the upheavals in Afghanistan, Pakistan and Bangladesh, drawing the U.S. and western nations also into endless wars. The period 1939-1941 is covered when Edwina's rather aimless life upto that point changed completely with service to war wounded and for the Red Cross. She also visited the U.S. in 1941 when Mountbatten was given command of an aircraft carrier at Norfolk, Virginia, visiting 28 states. Edwina made up for he aimless years by relentlessly pushing herself to be an equal to her husband in the war effort. This has given the couple their fascinating character. It was also a period of great change as the Labour party under Clement Atlee winning a post war election made the decision to end the British Empire in India. The war had depleted British wealth and Britain lacked the resources to continue the Empire in India. The job of managing the transition went to Mountbatten, a naval officer in the Royal Navy, coming in the tumultuous years of 1946-48 with the quick partition of India under Mountbatten in 1947. Mountbatten stayed after independence in August 1947 as the first Governor General of India.  Edwina and Dickie Mountbatten struck a friendship with Jawaharlal Nehru, and this review in The Hindu shows Jawaharlal, Edwina, Dickie and their daughter Pamela having tea at the residence in Shimla, 1946. Nehru's rejection of the Cabinet Mission plan leading to the appointment of Mountbatten as Viceroy was partly based on his idea that priorities for India post independence was modernizing the economy and reducing poverty. Seven decades later the priorities are still the same, following the experience of Japan, South Korea and China at modernizing the economies in east Asia requiring a greatly accelerated effort.    ...

Gen. Christopher Neve of 82nd Airborne and Eighth Army to be new US Army chief of staff in May 2026. He is known for restoring traditional army discipline to the 82nd Airborne Division. This has brought him to the attention of Defense Secretary Hegseth and the US president. This is similar to Eisenhower who after West Point gained from his relationship with Gen. Pershing in 1920's and later by 1940 with General Marshall who appointed him to Commander in the North African and European campaigns in WWII. One difference is that Neve came up through the Army's Reserve Officer Training Corps program at Arizona University. Lt. Gen. Keith Kellogg says this about Neve- "What he did which I admired, he brought the 82nd—it had drifted away a bit—back to traditional training and traditional values.”  Kellogg a former 82nd Airborne Division commander himself. He was brought to Hegseth's attention for a future appointment by Kellogg. He was then appointed to assistant to the Defense Secretary. Eisenhower was assistant to Pershing who mentored him in the interwar years in the 20's for the Battlefield Monuments Commission and for Pershing's Memoirs on WWI. The 82nd Airborne is a paratrooper unit that saw action in closing days of WW1 and in WWII in Normandy Sicily, throughout the war. Based in Fort Liberty, North Carolina. The other unit is the 101st Airborne at Fort Campbell, Kentucky. ...

China is slowing infrastructure projects after loaning $30 billion to Venezuela. As Venezuela's economy declined under Maduro Venezuela is paying this off with oil exports in what is called a creditor trap. Both Russia and China are intent on trade with the US, Russia to open up business and trade and China to preserve it's trading and business relationship for its exports at a difficult time for it's economy. This tacitly preserves the idea of US direction in a beneficial way for the western hemisphere that was part of the message in 1823 by president Monroe to Congress. In the Mexican War, through Manifest Destiny during the administration of James Polk in 1843 this was still the accepted idea when Ulysses Grant a future president and civil war general on the side of Lincoln fought in that war. This brought slavery free, Spanish feudalism free, democratic processes and modernized economies to California, New Mexico, Utah and Colorado, much of the West and the Pacific shoreline. Russia hopes to get the US to accept it's aspirations to be a modern Northern power in Europe. The US DJT Republican administration has shown it's respect for Russia in its zone of influence, with it's main objection to Russia in Ukraine being the massive invasion of a neighboring country. When compared to Mexico it was the US replacing the Spanish who had invaded the Aztec tribes in Mexico setting up feudal regimes, not the US invading a neighboring country. The European Union and Germany now bear the burden of defending Western Europe as a European power. The situation is similar in Asia where China has it's area of influence and India, Japan, Australia as Asian powers sharing zones of influence in Asia with China, so that the US can maintain good relations with China including fair trade that brings back it's manufacturing. The US would continue to support Taiwan as an independent country. This balance can ensure peace in the Americas, Europe and Asia as nations modernize and choose better governance under governments that relate to their history and geography, as opposed to Communist and anti-communist or democratic or anti-democratic, when they meet the aspirations of their people.   ...

Clemens Wergin of Germany's Die Welt newspaper offers an alternative German view on the disengagement policies adopted by Germany as the Middle East unravelled, and points to the costs of following the policies of doing little followed by U.S. president Obama. He says Europe faces a security crisis in its neigboring region of North Africa, similar to how it faced a crisis in the Balkans, which has resulted in the refugee crisis; and that it needs to work with its partners Britain and France to develop its own policies if the U.S. continues to pursue policies of disengagement from the Middle East, North Africa and other regions.

WSJ looks at the changes in the way medicine should be practiced in the light of what we have learned from the pandemic.  Medicine practiced before the pandemic and still today relies mainly on a visit to the doctor or specialist who is short of time. There is a shortage of doctors. Patients have many illnesses as a result of decades of neglect of proper nutrition, and exercize habits. Obesity is at about 40% in the U.S. about 30% in the UK and 17% in France, and high also in other parts of the world. These high rates were unknown throughout history and result in many illnesses and increase by four times the vulnerability to the coronavirus. One authority in medicine calls obesity pouring gasoline on a fire for effects of the virus.  A doctor's appointment with doctors short of time with no coordination around a whole range of factors related to obesity, illnesses, health checkups, mental health, is now seen as a heavily handicapped way to practice medicine or for patient healthcare and wellbeing. The alternative is discussed here as the way forward. A  team will be responsible for a patient's care not just an individual doctor. The team would care for general health after a patient's checkup, cover individual illnesses, weight issues, mental health, exercize nutritional needs and other good healthcare habits. Instead of relying on doctors at a time of shortages of doctors the team would be led by nurse practitioners.  A nurse practitioner is someone with a bachelors degree and a masters degree or doctoral degree in nursing with 1000 hours of clinical training. Studies have shown that they are effective and even more effective than individual doctors. Today particularly with the problem of doctors with limited time compounded by the built up problems of decades of bad habits in nutrition and exercize and poor "cultural" habits getting entrenched, there has never been a greater need for a better way to practice real healthcare for a person's wellbeing. Particularly in rural areas with an even larger shortage of doctors the health practitioner led team will play a big role. Patients will under this setting receive more care virtually and get more followup care by phone and video messaging. The numbers tell the story- there are shortages of doctors in USA, Europe, Africa, Latin America and Asia. In the U.S. shortage of doctors is 55,000 projected to 2033 by Association of American Medical Colleges. There are 290,000 nurse practitioners licensed in the U.S. and 131,0000 physician assistants. The goal will be to get an adequate number of nurse practitioners licensed in this decade to take care of these teams. The pandemic has made virtual visits to doctors and nurse practitioners popular. Medicine reimbursement should and would be practiced on the basis of how well a patient is doing not on a fee for each micro service that is delivered. For this to happen the teams led by the nurse practitioner have to commit to patient education of the benefits from good practices and good habits for nutrition, exercize, caring for oneself. A doctor short of time is hardly the person to carry on this patient education which is where the major opportunities for a new system arise. The virtual care also provides a new medium for patient education and awareness of the risks of getting illnesses, preventive actions to be taken in advance. One approach being tested in California and Texas is for a monthly fee for patients more payments by health plans to doctors or healthcare teams if the patient is healthier. Additional health professionals are added to the team including health coaches, dietitians and medical assistants to increase its effectiveness in counseling and education and monitoring.  The nurse practitioner team approach is already being practiced in parts of the U.S. including the example of New Hampshire shown here, and is predicted to be the approach for primary care in the next decade. ...

Pollock's interview with Geroge Shultz, Reagan's senior economic advisor and Secretary of State, at his office in the Hoover Institution, Stanford University. He says the U.S. can find its way out of the current economic crisis the way it did during the early Reagan years. On the Fed's loose monetary policy he says the Bernanke Fed's contribution to the economic crisis was very easy money. Now that we have it we realize that its going to take something different from easy money to get the economy moving- not just more money. Three quarters of the debt issued by the U.S. in the last year was bought by the Fed, and the Fed is monetizing debt when it buys debt because at some time this ends up getting out into the economy. Shultz sees the tax rules as being about more than rates. Corporate tax rates should be lowered by cleaning up preferences. But what is most important is predictability and an environment where business feels there is less uncertainty when investing. Shultz says Romney should read his memo to Reagan before Reagan assumed office, excerpted in the WSJ, "Advice to a New President," May 26, 2012. Efforts to develop the next generation Ukrainian aircraft industry from its current moribund state by discarding the old Soviet model. Attracting new foreign investment alongside state investment, modern management, preserving intellectual property rights, and looking for contracts across Europe, is critical for future development. Ukraine has a history of technology development and design in the aircraft industry, which makes this industry a good candidate for export revenues. The first mass produced helicopter was made in the U.S. and used a Sikorsky design in 1936. Igor Sikorsky is from Kiev, Ukraine, and immigrated to the U.S. in 1919, as Soviets took control of Russia.
