Janet Yellen preceded Mr. Powell as Fed chairman, to head the U.S. central bank. Mr. Powell has warned that it took 8 or 9 years for the Fed policies to work to get tighter labor markets where minorities and other less advantaged groups could find employment. A better solution has to be found. Crises should be anticipated and prevented such as the mortgage crisis of 2009- banks, business, regulators in government, bank policy and political leaders all have a responsibility to ensure this. A mediocre leadership in each field alone could have led to the crisis of this magnitude in 2009. The pandemic is a second blow to these same groups in society struggling to make a living and has added many more. Two large whole sections of society were hurt in the rescue from that banking debacle with shoddy mortgages. The rescue involved low interest rates and the offshoot effect of this was to reduce the return on savings of people in retirement or close to retirement who in the past could depend on interest rates of somewhere between 5 to 8% annually to increase their savings over a decade. The high costs of medical care as a result of artificially inflated medical costs and poor managing of this cost are a burden for this section of society- with diminished savings from both low interest rates and loss of employment from the financial crisis. The young people with high tuition burdens were the other section of society hit hard. Tuition costs are also out of control similar to medical costs, putting great burdens on whole sections of society in an unconscionable way for a society that claims to be "for the people." Mr. Mnuchin, Mr. Trump's Treasury Secretary, did not have a close understanding with Mr. Powell. As Mr. Powell enters the last year of his term as Fed chairman, his close relationship with Ms. Yellen at Treasury is seen in a positive way by the WSJ. Powell worked at Treasury in the 1990's. After 2012 to 2018 both Powell and Yellen were at the Federal Reserve, working closely and having adjacent offices. Will this duo make a difference? ...

Jim Badhorn was a Chrysler engineer for 21 years before he took the buyout. He designed the rear doors of the Chrysler 300 sedan. Badhorn put much of the $75,000 into acollege fund for his 2 daughters. He hits the gym everyday. He is arenter so his home in Birminghan isn't like the other owners who have lost 40% of their home value. A shocking statistic. Of the 12 metropolitan areas in the US with over 15% unemployment, 10 are in California, and this is because the construction industry has taken a severe hit. It lost 74,000 jobs in the 12 months ending in June 2010. From June 2006 to June 2010, this industry in California lost 43% or about 402,000 jobs. And the construction industry is still shrinking there. One reason why the unemployment rate in California is 12.3%. The overbuilding during the boom makes it that much harder to rebuild. The construction industry has been hard hit in Los Angeles and Riverside metro areas and in Napa and Solano counties.

The Wisconsin Republican primary turns out to be the turning point for the Cruz campaign. Following his landslide win in Utah, Cruz wins in Wisconsin by about 14 percentage points, and begins the long journey to close a signficant part of the gap with Donald Trump. Cruz's organization, and the anti-Trump groups efforts, ad spending, helped Cruz in his win. Trump was handicapped by a series of gaffes including one on abortion- saying he would penalize women having abortions- alienating women. Cruz's margin for voters making up their mind on the day of voting, excluding early voting, was higher at about 17 percentage points. Closer media scrutiny of statements by Trump and policy implications, including foreign affairs, European policy, the nuclear issues, happened in the week before the Wisconsin primary. This happens late in the campaign. The weak media vetting of the main candidates Trump and Cruz being lost in the coverage of Trump's sensational statements and twitter comments about wives, for which the media has come under criticsim. ...

As Biden launches his bid for reelection in 2024 a look at Pew Research analysis of the 2020 election shows that he significantly narrowed the margins Mr. Trump had in his favor in 2016 among married men and among veterans. As NYT's assessment of the Pew Research shows it was the support gained among moderate to conservative voting groups that won the election for Biden, not the traditional Democratic constituencies among minorities where Mr. Trump had in fact gained some ground in 2020. With married men and with veteran households Trump could manage only a ten percentage lead in each, 54% Trump to 44% for Biden in 2020, a huge difference from the big gaps in 2016 of 30 points. This probably decided the 2020 election for Biden. Some of this goes back to 1913 election of a professor at Princeton, New Jersey, Woodrow Wilson. Theodore Roosevelt had split the Republican party in the previous election by supporting his nominee Taft and fighting the election against Taft in 1913 after differences emerged with Taft. Wilson was the Democratic candidate with a strong agenda for workers rights during a period of income inequality as there is today. A similar situation is also seen in the 1948 election with Democrat Harry Truman defeating Republican Dewey after putting forward a Fair Deal in a program to protect workers and families following war and economic depression. ...

India's External Affairs Minister S Jaishankar, who has decades of experience in foreign affairs and relations with China, says in his personal observation the border stand-off with China has "significantly impacted" public sentiment in India. Recalling the tense period after 1962 from memories as a child and a young person, he sees some of these memories coming back. This is a real danger for China says Jaishankar, as it will dissipate the carefully developed goodwill in India. Jaishankar was not only the longest serving Indian ambassador to China but also one who set up cultural contacts in 30 cities for Indian culture in China during the period 2010- 2013. Earlier during 1996-2000 he was Deputy Chief of Mission in Tokyo, Japan, and is married to Kyoko who is from Japan. His relationship with East Asian countries is a rare asset in India's foreign service. In Jaishankar's words- "We are being tested. I have every confidence that we will rise to the occasion and meet the national security challenge." This comes from experience tackling India China border disputes during his period as ambassador. One such situation can be mentioned. In 2013 the PLA encamped in India's Ladakh region in the Depsang Plains. A scheduled trip of premier Li Keqiang to India in 2013 was about to be cancelled before the PLA withdrew.  ...

Lamar Alexander, Republican Senator from Tennessee, and one of the longest serving Senators, votes against calling for witnesses in the Senate trial of U.S. president Trump. The vote against is 51 to 49, with 2 Republican senators, Collins of Maine and Romney of Utah voting for calling witnesses. Within hours of Mr. Alexander expressing his intention to vote against Republican Lisa Murkowski of Alaska decided she would vote against.  This vote was crucial in concluding the impeachment trial because of Mr. Alexander's reputation for fairness and his service as governor, university president, secretary of education, during a time when traditions of bipartisanship were honored. Mr Alexander stated his reason for his vote even though he believed Mr. Trump acted inappropriately. Was an improper decision on Ukraine by Mr. Trump at the level of treason or high crimes and misdemeanors? Mr. Alexander said it was not. Mr. Alexander shared his view saying what was on the mind of most Republican Senators including Sasse and Graham but expressed clearly- "For the Senate to tear up the ballots in this election and say Mr. Trump could'nt be on it, the country probably wouldn't accept it. Li Keqiang, China's new premier, is a member of the "Class of 77," who gained entry to Peking University when university entrance exams were reinstated after Mao's death. This is a period of great curiosity in China about the outside world. Li described it this way in 2008: "In this period knowledge was expanding with the speed of an explosion. I came here not just for knowledge, but to mold a kind of temperament, to master a kind of academic discipline." This he did by working extremely hard trying to master the English language and Western legal theory. He is now the only leader in China who can speak fluent English and is familiar with western concepts of law. For this he owes much to one of his professors, Gong Xiangrui, who studied at the London School of Economics in the 1930's and supported a multiparty system for China. Li was selected as one of the students to translate "The Due Process of Law" by Lord Denning, a British jurist. He spent the next 15 years in the Communist party's Youth League and moved up through the ranks. Many of the "Class of 77' " are still close friends and in academic positions in Singapore, Hong Kong and other universities. He understands the weaknesses in China's legal system because many of his close friends are lawyers, judges and law professors. Evidence of his intellectual openness, is his return to Peking University for a masters degree in economics years later, his thesis on urbanization, and his sponsorship through the Development Reform Commission think tank and the World Bank's Zoellick, of the report published in 2012, "China 2030." That report called for China to change course and reverse the role of state owned firms in the economy, giving consumers a bigger role. Like many of China's leaders this openness also meant during the period of turmoil of the Mao period and the decades following this, of a reticence to talk about political change that came over the entire country, in the words of the 2012 Chinese Nobel Prize Laureate's name, Mo Yan, a kind of "Don't Speak." Taking any kind of political position was simply too risky. The presence of 4 older Politburo members in their mid-60's who are close allies of former president Jiang Zemin and likely to preserve the status quo, also suggests a cautious approach in making changes. One key difference between Jinping- Keqiang from the Jintao-Wen Biao leadership is that Jinping has experience in provincial leadership positions in Hebei, and Keqiang was provincial leader in Henan, China's most populous province, as well as leader in industrial Liaoning province. By odd contrast Hu Jintao was a leader in the remote Tibet region and Wen Biao was a geologist in the northeast for many years. This gives the new leadership team a first hand knowledge of conditions in populous provinces, and the connections with the World Bank's Zoellick a kind of window to the outside that no other leader has had. Jiang Zemin, a former mayor of Shanghai, China' most westernized city in the 1930's and today, was himself a experimenter in his own right when he initiated the changes tht gave China entry into the World Trade Organization. His support of Xi Jinping gives Xi the needed backing for making change happen when the time comes....

BBC Analysis shows the president going on the offense to take up the issue of illegal migrants, cost of living, and business investment to get the economy to grow. DJT compared the $1 trillion in business investment under Biden over 4 years with the $18 trillion that he had secured in his first year. He said the tariffs were here to stay whatever the Supreme Court decision stated because all the agreements with EU, UK, China, India, South Korea, Taiwan, Japan, other countries will remain in place as all countries want it that way. The president stated that through tariffs he had secured benefits for getting manufacturing back to the US to create jobs and raise incomes. The Big Beautiful Bill also added to business investment through its writeoff in one time for equipment and plant. The oil price per gallon had gone down to $1.85 a gallon at the pump lowering the cost of living and inflation. He pointed out that the economy was strong with low inflation lower than 3%, unemployment at 4% and ecponomic growth in 2025 close to 3% with some quarters exceeding 4-5%. The US ice hockey team attended the event and the Congressional medal of honor was given to soldiers in the Venezuelan helicopter dangerous mission, and to a World War II pilot who was 100 years old. Transgender was shown as an issue with parents shown with their daughter who had suffered from transgender laws that he asked Congress to change. Calling some of this crazy as parents and families were suffering as a result. ...

This exceptional report on Hillary Clinton shows how difficult it has become to know Hillary Clinton through media accounts because it has been so distorted. Part of the distortion is from bits and pieces of her life being known, not the complete person. This comes from election campaigns dating back to Bill Clinton's second campaign for governor against Gay White, in which the fact that she had not changed her name and did not mix well with Arkansas's conservative society and manners, made this aspiring Northerner not looked at positively. Bill Clinton lost that election and came back to win in the next election for Governor. For that to happen Hillary had to change her name and the way she dressed to fit into Arkansas culture. Continually throughout Bill's career including the presidential campaigns Hillary Clinton had to change or adapt her persona as "Hillary" the person in politics as a candidate's wife, to fit in with what the public wanted to see.  Another facet of Hillary is her strong sense of privacy, not to reveal too much of herself, partly from her mother's ordeal as a child, partly from her Methodist upbringing not to speak too much about oneself. Her bookish nature as a person who studied policy, made this more evident. Political campaigns use some details about how a candidate or his wife is perceived, and Hillary herself said in 1995, telling the Washington Post that "I don't think you can know anybody else," because of what she called the crude mechanisms that only take bits and pieces of a person's life, not the whole person. Her own campaign for president suffered from this distortion as Mark Penn, her campaign strategist, pushed for her experience and hard work to be the basis of her campaign against Obama. Obama had his own focus groups in New Hampshire and Iowa show him that he could could do well as a story teller for change and a movement. It was not till the second presidential run in 2016 that the idea of a woman's movement was what Hillary was clearly put forward as. Throughout all this and all the years the woman Hillary Clinton has been essentially the same, adaption does not mean that you are less of what you are, however great the belittling in the media's version of life and events. And this is the Hillary Clinton, not the "Hillary," America is facing in October 2016, as the country ponders its on future, following some of the most denigration of women in any presidential campaign of the last two hundred years. ...

Gail Collins of the NYT describes the Hillary she came to know during the period she was Senator, a liberating time for Hillary Clinton, when she could be more of a private citizen, free of the publicity and attention as an active First Lady.  She chose to take up her assignment as New York Senator by visiting constituents and getting to know New York state, coming from Illinois and settling in Arkansas with her husband Bill Clinton in the early years. As Hillary herself said that was the first time she had lived in New York, and it was a time in which nobody cared in a nation having gotten tired of hearing about the Clintons, a welcome moment for Hillary who chose in her inimitable style to get to knowing her constituents. Collins tells about the enthusiasm of middle aged women in those days when women used their husband's name just to get a credit card, and it was harder for women to get a job than men. Bill Clinton talks about the Hillary he knew at law school and the years in Arkansas at the Democratic National Convention in Philadelphia, and describes a real person that he came to know, not gregarious and easy with strangers as he was but with something deep inside caring for other people. One time he tells her that she could run for office, and she tells him in the courtship days that he was being silly that no one would vote for her. Americans must appear to Hillary as not caring much for First Lady or presidential spouses getting deeply involved in government, and American men not really passionate about women in key roles in government,  and as time passed and women in the thirties had grown accustomed to the newly won rights that Hillary and others had fought hard for to the point of looking for something new- throughout this Hillary was tested as never before. As the nominee of the Democratic Party for president she now had to prove that the old was also part of bringing in the new, that a passion for new encounters, experience and learning, combined with patience and perseverance, were also needed in the tasks of regenerating and renewal. If only she looked more carefully she would find that the first president having fought a long and difficult war for about ten years with men "half starved and often in rags", George Washington, also faced skepticism and doubts about him, which he alludes to frequently in his letters.      ...

Shown here and in the adjoining WSJ interview by Ben Cohen of Morris Chang, 1985 founder of Taiwan Semiconductor (TSMC), is the story of how as textile and other lower technology industries were shipped to China in the 1990's the advanced technology manufacturing industries that were to replace them for the American workers and their families were also taken away through the back door by companies such as TSMC- leading to the dislocation of the American worker and poorer manufacturing communities across the US. Hille and Sevastopulo in the Financial Times take an inside look at the situation of TSMC as an advanced chip manufacturer that has taken 92% of the world market for advanced chips by using Taiwan's manufacturing advantages in chip yield that was in 1985 about twice that in the US when Morris Chang founded the company. Morris Chang was an immigrant who came to the US after 1949 with the founding of the People's Republic of China. After gaining decades experience at Texas Instruments by age 52 in 1982 he felt he had reached the glass ceiling at the company. See the adjoining WSJ Ben Cohen interview with Chang on this part of his life. He was recruited  by Ki Li, a technology planner for Taiwan to  build Taiwan's first semiconductor company. Chang founded Taiwan Semiconductor Manufacturing Company in 1985 and based on his work in the US and seeing the cost advantage in engineering talent coming out of Taiwan and Chinese universities, and the willingness to work long hours in the zealous drive for modernization, he made the bet on Make in China (Taiwan + People's Republic of China.) It succeeded, and succeeded, and succeeded, just as it took advanced manufacturing away from the US, and deprived the US by replacing the cotton mills and textile factories, the less advanced industries that were being shipped to China by being replaced with modern more advanced manufacturing in new technology products, as it was how it was supposed to work. Economists and politicians and business failed to see this for two decades. It left America without both the old industrial manufacturing base and at the same time took away from the American worker the new manufacturing in advanced technology base that was supposed to give him new opportunities to replace the old. It has left America poorer in ways no economist, politician or business person could see when through the benevolent hand of friendship the US advanced a helping hand to China through WTO negotiation, WTO membership and foreign investment in China following the Great Proletarian Cultural Revolution of the 1970's that dislocated China's industry. ...

Labour party leader Corbyn reflects on his years as leader, the 2019 election, his effort to get Britain to spend more money to fix social wrongs made worse through austerity programs of the last decade. He tells BBC's Laura Kuenssberg, that he was denounced in the election for advocating spending more money  than Britain could afford. He sees himself and Labor vindicated in its proposals for spending vast sums, to invest in the state, as this is what the Tories are now doing under Johnson. He sees Britain as ill-prepared for the coronavirus pandemic after ten years of austerity. The result of the Labour party election will be announced on April 4, a contest between Sir Keir Starmer, Rebecca Long Bailey, and Lisa Nandy. Mr. Corbyn is resigning after Labour's defeat in the 2019 election. He says the divisions over Brexit which led to a vote at Labour's conference to negotiate a new deal with EU and put it to another referendum, clearly did not win the election. Reflecting he says he did his best with an expanded level of membership for Labour party, and shifting the party to an interventionist economic policy that was anti-austerity investment led economy. He made his share of mistakes says Corbyn, as he was just human. And urged new Labour party leaders to spend time listening to people in all parts of the country, and recognize the strengths and good in the people.  ...
