The Big Beautiful Tax and Spending Bill in the US Congress faces close votes in the US Senate with Senators Rand Paul of Kentucky, and Thom Tillis of North Carolina, both Republicans against it.  The Senate version has additional cuts to Medicaid funding. Tillis expressed concern about these cuts. Senator Rand Paul is opposed to increasing the deficit for enlarged spending and tax cuts. Republicans Murkowski of Alaska and Curtis of Utah want to change the early phaseouts of tax credits to the renewable energy industry in the Senate bill, and the excise tax after 2027 to avoid buying from China and develop American manufacturing in renewables. Senator Collins of Maine has an amendment to add $25 billion for rural healthcare and rural hospitals to offset the effects of large Medicaid cuts. Collins plan also lets taxes revert to 39.6% from 37% for married couples incomes over $50 million.  The bill then heads back to the House for changes by Wednesday, July 2, for a goal to have it on the president's desk by July 4th, Friday. ...

Steve Bannon, president Trump's former strategist in the first 6 months of his presidency and during the election campaign makes a rupture with Trump after astonishing revelations in a new book. Michael Wolff in his new book, "FIre and Fury: Inside the Trump White House," attributes statements to Mr. Bannon that say the president's son Donald Trump Jr., Jared Kushner, his son-in-law, and Paul Manafort, the campaign chairman at the time, had acted in a "treasonous" way by meeting with Russians during a June 2016 meeting at Trump Tower. According to Mr. Wolff's account in the book Bannon also predicted that the special counsel Mueller investigation would eventually focus on money laundering. This account of the Wolff book is from the New York Times, which released excerpts from the book after the Guardian first put out this story. It quotes from an email from an unnamed White House aide, describing the Trump operations in the White House as the worst possible- that the president refused to read much, not even one page memos, getting up often because he is bored through meetings. And using words that reflected it says Mr. Gary Cohn's view that much of the operation was "stupid," "dumb," or even idiotic. Wolff is a columnist and author not particularly known for meticulous reporting says the New York Times.    ...

Efforts by president Macron to setup a meeting between Rouhani of Iran and president Trump in New York to reduce tensions of miscalculation and disproportionate response after the attacks on Saudi oil facilities by drones and missiles. Macron says the "maximum pressure" sanctions placed by the U.S. are resulting in Iran placing "maximum pressure" on its neighbors. The Yemen civil war is fought by proxy.  One outcome appears to be the Houthi rebels backed by Iran in Yemen announcing a unilateral ceasefire. And the Saudis announcing a ceasefire of their own. This gives the European Union, the U.S., Saudis, Iran, China and Japan, time to consider the implications of the counterproductive approaches of the different sides to give enough room for new talks. Iran nuclear deal, U.S. relations with Iran, and any new talks on these issues are now seen in a different way. The nuclear deal is now linked with other issues in the region, including building peace in the region. Countries that depend on oil flowing through the Straits of Hormuz such as Japan, China, South Korea, and India are now also involved as silent partners pushing for peace in the region.  ...

Most of it is because of Donald Jr. and his affinity for Vance, a bonding that developed once the former president left office. Donald Jr. championed Vance choice over Burghum and Rubio. For the former president the choice was natural because his style fitted that of Vance of saying directly with candor what he thought. Vance's criticism that a second Trump administration focused on tax cuts and not investing in the American economy would not lead to economic growth still rings true as shown in the adjoining article on the US dollar, on inflation moving up with tariffs and job growth affected by lack of the government investing in the economy and American manufacturing. It would lead to another lost decade for the American economy and people, and put America just where the Tories have left Britain today so that Keir Starmer's Labour cannot bring immediate relief to the British people struggling with cost of living in 2025, with the mess the Tories have left behind.  ...

The MIT Economics Department helped shape the thinking of influential central bank governors, Mervyn King of the Bank of England, Ben Bernanke of the U.S. Federal Reserve, and Mario Draghi of the European Central Bank. Bernanke (1979) and Draghi (1977) received their Ph.D.s in economics from MIT in the late 1970's, with Prof. Stanley Fischer (1973-94) as their advisor. Charles Bean, deputy governor of the Bank of England followed them a few years later. Mervyn King was a visiting professor at MIT (1983-84). King and Bernanke shared an office as professors at MIT. The MIT school came up with a pragmatic and activist approach which argued there was a role for government when markets and the economy stumbled. This followed a period when economists from the universities at Chicago, Minnesota and Rochester were influential, making the case for efficient markets and businesses holding rational future expectations which were ahead of government planners; saying government should play a minimal role. The MIT trained central bankers have made shaping public and market expectations an important part of policy actions. Draghi's July 23, 2012 remark- "Believe me this will be enough," was an effort to shape expectations after the European Central Bank's July 2012 bond buying actions in the eurozone. Germany has a competing version based in Bonn. Germany's former Bundesbank president, Axel Weber, was the tutor at Bonn University for current Bundesbank president, Jens Weidmann. Both Weber and Weidmann supported austerity measures, inflation fighting efforts of former ECB head Claude Trichet, and opposed Draghi's monetary easing and bond buying efforts to reduce excessive yields of Italy and Spain....

It points out that China has no first use nuclear doctrine and Russia being dependent on China's support in the Ukraine conflict as a deterrent. It also sees the inner circle of a Russian and American president internally in conflict over nuclear weapons use in any situation.

The occasion of the discussion in the US and Europe on this issue and internally in other countries including China and India this week show the need for a complete rethinking of where we are and how we have come here. Much of the world- billions of people in Asia and Latin America, Africa, North America has little to do with the conflict in one small part of the world- which makes such talk irresponsible and reckless behaviour.

As 22 million Americans go on unemployment benefits some Americans protest in states such as Michigan and North Carolina, Virginia. Even though Michigan was hard hit the western part of the state is quite different from the south east and Detroit which were hit hard. As the situation is different in each state and also by county president Trump has made it clear that it is the governors of the states who will decide and also the reopening could be varied by county. President Trump is also looking at other countries which are reopening in phases such as Germany where April 20, May 4, are dates for phases of reopening starting April 20 with small shops less than 800 square meters in space. European Union is similar to the U.S. in size. Germany went in front, but France like New York is coming in the back of this. France hit hard, has extended the lockdown till May 11.

Labour's Keir Starmer wants to make Britain the first nation to have a zero emissions power system. His plan put forward in September 2022 would double onshore wind, triple solar energy, and quadruple offshore energy production by 2030. It would create half a million jobs, reindustrialize Britain and cut electricity bills by hundreds of pounds, says this report in The Guardian.This is Labour's answer to the Tories faltering energy plans. The Breakthrough report on achieving COP26 goals of the IEA and IRENA, international renewable energy agencies, shows the opportunity to create 85 million additional jobs by 2030, compared to 2019. Many world leaders including president Biden and Starmer, Germany's Habeck, and India's Modi are setting aggressive goals for renewable energy.

House Majority Leader Eric Cantor talks with Joseph Rago of the Wall Street Journal. There is a fundamentally different world view between Obama and Cantor. Cantor does not hesitate to present his view and says President Obama did not like to be challenged on policy grounds in debt negotiations, leading to the famous "I'll call your bluff Eric" remark by Obama. Cantor sees no chance of reaching an agreement with Obama that would go towards solving the fiscal crisis and feels it would be best to focus on incremental wins. He says of the Obama-Boehner deal that it did not address the problems with Social Security and Medicare. Without the transformational changes that are needed in those programs he did not think it was worth the cost. Cantor is mainly responsible for the Republicans not agreeing to include revenue increases in the negotiations or the final deal. Cantor says the super-committee part of the deal which has to come up with savings, will only lead to incremental progress- considering the huge divide that separates their world view and that of President Obama. The real fight says Cantor is to prevent President Obama from getting re-elected....

Conditions that a Netanyahu government would accept for the creation of a new Palestinian state are a military presence on the Jordan river, and sovereignty over Jerusalem and the settlement blocs. He would be willing to negotiate the giving up of the rest of the West Bank. Another condition is that the Palestinian government cannot include Hamas. This was outlined in a speech he made to Parliament on May 16, 2011. In a speech outlining his government's policy in the Middle East President Obama called for a return to pre-1967 borders for Israel.

David Brooks of the NYT comments on the Hillary Clinton interview by Goldberg in the Atlantic magazine, where she criticized U.S. president Obama for a weak foreign policy and failure to act in Syria. Brooks says Obama's failure to act in the robust manner Clinton is advocating only leads Obama into situations where he is forced to act later as the situation deteriorates with more serious consequences for the U.S. By not acting in a timely manner the U.S. may be forced into greater involvement later, which makes Obama's "don't do stupid stuff" less of a sound idea than it appears. U.S. Defense Secretary, Leon Panetta, held three way talks with Egypt's president, Mohamed Morsi and the head of the military, Hussein Tantawi. Panetta said of Morsi- " I was convinced that President Morsi is his own man." Panetta said Morsi is committed to democratic reforms and representing all Egyptians. President Morsi sent a letter to Israeli president Shimon Peres expressing deep thanks for a Ramadan greeting and expressing hope for new peace talks with the Palestinians. The U.S. preparations for a potential conflict with Iran and the civil war in Syria to oust the Assad regime have given new urgency to reduce tensions in Egypt between the different factions including the military.

Gone are the days when Pat Brown was able to put his son Jerry Brown in the race for governor, there are 9 persons running for governor of California in 2026. The current governor Gavin Newsom is said to be promoting his book in Nashville, Tennessee, where many Californians are moving with the inflated cost of housing in the state. Gavin Newsom's grand father gave a $5000 check to Pat Brown in 1943 to run for District Attorney, this report says citing the book. From that time Pat Brown became Attorney General and then governor of California in 1958, defeating Richard Nixon in 1962. In 1962 Pat Brown seemed vulnerable as his signature accomplishment setting up the UC system of college campuses and the water reservoir, tax increases to pay for this, were in their beginning stages and their lasting value not recognized at the time. Nixon from Whittier, California, was a former Vice President and was seen as likely winner. This toughly fought election created the Pat Brown myth and so called machine that helped his son Jerry Brown to two terms as governor 1975 to 1983, and again after serving as Mayor of Oakland and Attorney General to come back to governors race again in 2011 (because term limits came after 2011) and be governor again 2011-2018. Another way of looking at it is that in his last two terms it was also Jerry Brown's careful balancing of the budget and finances of the state, his environmental support, that made him a reliable figure for the public interest not just the political machine backing him.  California to be sure has had popular governors on both sides Reagan won in 1966 as governor of California to succeed Pat Brown. The Kennedys and Pat Brown are matched by the Reagan supporters in the state. In today's situation where China's dominance in industry and manufacturing has affected all parts of deindustrialized America, California is no exception, where much of the middle class has seen their savings eroded, the issues are different and the challenges are different. ...

The intelligence community in the U.S. and the defense department supported strong action on the Russia spy issue, overcoming president Trump's early reluctance to take action. Three options were presented to the president and he chose the middle option, which offered flexibility yet also sent a strong message. The action taken expelled 60 Russian spies and closed the Russian consulate in Seattle. Russia responded by closing the U.S. consulate in St Petersburg. This is the first time that the U.S. and its allies Germay and Britain, France have acted decisively and in coordination in response to Russian moves. Germany is also moving towards stronger action.

High oil prices have increased profits for oil companies when households in the US and Britain are suffering the effects of inflation. President Biden has said the higher profits are "the windfall of war" when average American households are suffering the effects of higher energy prices. The Guardian has shown the increase in demand for food banks in Britain even from people working as nurses and teachers which has never happened in this way before with higher prices for energy and food following the war in Ukraine.

There is much criticism of a $900 billion stimulus bill that only provides $600 direct payment checks to families suffering lost income during the pandemic. About $200 billion goes to business in the Paycheck Protection Program of which $120 billion goes to the most affluent 1% of Americans.

President Trump was critical and called for $2000 in direct checks saying it was scandalous that families would only get $600 in direct payment while lobbying interests and other interests were getting significant sums of money. Part of the Democratic Party has also favored a decent check to families.

The impeachment trial of president Trump now goes forward to a vote almost certain to acquit Mr. Trump of all charges of abuse of power and obstruction of justice. U.S. gasoline demand is at about 8.6-9.2 million barrels a day down from the 9.6 -10 million barrels a day before mid March. It fell to 5 million barrels a day in April when prices were briefly at zero before recovering with the oil deal negotiated by president Trump. French plans to cut energy use by 10% from 2019 levels in 2 year are announced by prime minister Elisabeth Borne. The target is 40% reduction in energy use by 2050. The key is to make energy use more efficient says president Macron. The efforts include turning down thermostats in buildings to 66 degrees Fahrenheit. Households are asked to start heating 2 weeks later than usual and end heating 2 weeks earlier than usual this winter. Civil servants will get about 3 euros a day for working from home. Remote work for some days a week is encouraged and carpooling is expected.
