French plans to cut energy use by 10% from 2019 levels in 2 year are announced by prime minister Elisabeth Borne. The target is 40% reduction in energy use by 2050. The key is to make energy use more efficient says president Macron. The efforts include turning down thermostats in buildings to 66 degrees Fahrenheit. Households are asked to start heating 2 weeks later than usual and end heating 2 weeks earlier than usual this winter. Civil servants will get about 3 euros a day for working from home. Remote work for some days a week is encouraged and carpooling is expected.

As president Biden signs the biggest Climate Bill in history Jim Tankersley says there is still more to be done. In addition to the work remaining for children, women and families, he mentions the Civilian Climate Corps with financing for $10 billion that is patterned on the Civilian Conservation Corps set up during the Depression by FDR, which is still to be passed. This would form "the next generation of conservation and resilience workers," says Biden. Much like the 3 million people who helped build parks, cut trails and planted trees around the US in the 1930's and 1940's under FDR.

In 2023 there are 4.3 million electric vehicles on American roads and 150,000 public charging ports. President Biden's goal is for 50% of cars to be EV's by 2030 with 500,000 public charging ports. The National Renewable Energy Laboratory affiliated with DOE forecasts need for 1 million charging ports. Ohio and Pennsylvania are leading the way in a slow start with other states joining in. A single public charging port can cost about $150,000. It will cost $31 billion to $55 billion to build the public portion of a national charging network. About $24 billion is planned investment.

She actively participated in Jimmy Carter's political campaigns first for governor of Georgia, then for the US presidency as a Democrat in 1976. The resut is that the economy shrinks by 3.5% in 2024, only to grow rapidly by 5% in 2025 restoring a more stable pattern of growth and moderate inflation. Throughout it's history Argentina has faced high inflation and economic crises.A similar pattern in Brazil was broken in 1998 after two decades of inflation. The intelligence community in the U.S. and the defense department supported strong action on the Russia spy issue, overcoming president Trump's early reluctance to take action. Three options were presented to the president and he chose the middle option, which offered flexibility yet also sent a strong message. The action taken expelled 60 Russian spies and closed the Russian consulate in Seattle. Russia responded by closing the U.S. consulate in St Petersburg. This is the first time that the U.S. and its allies Germay and Britain, France have acted decisively and in coordination in response to Russian moves. Germany is also moving towards stronger action.

New legislation introduced in the U.S. Congress by Senators Orrin Hatch and Ron Wyden giving fast track and trade promotion authority to president Obama faces intense opposition from Democratic Party members of Congress. Labor groups and auto, other manufacturing companies, oppose the legislation because of the impact on manufacturing, West Coast groups in IT industries favor the legislation. Projections made by Petri, Plummer and Zhao at the Peterson Institute of International Economics, show the impact of Trans Pacific Pact (TPP) free trade pact would be $109 billion in added manufacturing imports to the U.S. to 2025 and $ 53 billion in exports, a net U.S. unfavorable of $56 billion. For IT and services sector the added U.S. exports to 2025 are projected at $42 billion and imports at $8 billion, for net $34 billion. U.S. favorable. Because of the dominant position of the U.S. in IT how much of this $42 billion might still happen without TPP. Other societal impacts also figure in the discussion, such as which sector needs the largest help and impacts the largest number of Americans for a sustained economic recovery in the future. ...

House Majority Leader Eric Cantor rejects the McConnell plan for raising the debt ceiling. Senate Minority Leader McConnell says on a conservative talk show- "all of a sudden we have co-ownership of a bad economy. That is very bad positioning going into an election." McConnell's plan is to shift the responsibility for raising the debt ceiling to President Obama, by separating debt reduction talks from debt ceiling talks. Cantor believes its best to push on with cutting back spending. Obama's response was to offer $1.7 trillion in spending cuts, at which point he expected Republicans to support tax increases, telling Cantor in negotiations "enough is enough." The McConnell plan is supported by Senate Majority Leader Harry Reid and Republicans in the Senate. The details of the plan are being are being worked out, with one strategy being to add to it the $1.5 trillion in spending cuts identified in bipartisan talks with Vice President Biden. Both sides are looking at this jockeying for advantage for the 2012 election. At one point in the talks with Cantor, Mr Obama is reported to have told him- "Eric, don't call my bluff. You know I'm going to take this to the American people." Cantor for his part, wants to limit the duration of the debt ceiling increase so that it would be a short term extension and would come up for a vote before the 2012 presidential election....

France's Socialist party presidential candidate, Francois Hollande, says taxpayers earning more than 1 million euros will be placed in a 75% tax bracket if he is elected. He said the corporate executive pay in France now exceeds 2 millon euros. A 2009 French Senate study shows the richest 0.01% of French taxpayers earn an average of 1.22 million euros. There are 3,523 such households, and the extra tax revenue from the 75% tax will be small. The French Senate study showed these taxpayers paying an effective tax rate of 17.5%. President Sarkozy had imposed a 3% temporary increase in taxes for those earning more than 500,000 euros a year. Hollande also plans to tax those earning more than 150,000 euros a year at a marginal tax rate of 45% instead of the current 41%, and a the same time cut taxes for small and midsized companies.

The question relates to what the World Bank's mission should be in a world where develping countries such as China and India have made signficant progress. The fragile and conflict ridden states in Africa and in parts of Asia and Latin America will be critical parts of this mission. Yet a lot remains to be done in China and India, and the World Bank sees its role as facilitating the development of needed infrastructure in India and efforts to control pollution in China, better manage the growth of cities in both countries, and also work in the poorer parts of Europe such as Greece. World Bank president Kim sees the World Bank working with the private sector to ensure that infrastructure projects have "a transformational outcome" to help improve incomes of people struggling to join the middle class.
