Prof. Barry Naughton at the University of California, San Diego, looks at how China has approached tech regulation in a way that has not yet happened in the US and Europe. It says tech regulation expands the role of the government, yet is one that has "a reasonable regulatory rationale," and can be easily supported on an individual basis. It says the US and Europe have recognized the issues that need to be tackled as tech companies were left with no checks or regulation after growing in insidious ways in the last ten years, but have so far failed to act on this knowledge. Some of the goals pursued in China made sense for China it says- technology self-reliance after delinking with the US, data security, de-risking the housing market, getting on a path to carbon neutrality. Other goals such as de-licensing tutoring companies and reregistering as non profit companies-  this was because of president Xi's concern that excessive costs and stress were discouraging Chinese families from having more children as China's population ages rapidly. This means the government plays a bigger role yet Naughton says when it coms to the goal of reducing inequality China has still to come up with ways to use tax policy and other ways to mitigate an extremely unequal distribution of wealth in China. Today this is limited to donations and giving by companies. In the US and Europe social democratic governments from Biden, Scholz and others are taking serious steps and have plans to address these problems of common prosperity with plans to help families and workers. ...

Helen Gao provides this exceptional story of how 544,000 Chinese students studying abroad far from being success stories are facing stress, anxiety, depression to an unusual degree. About 329,000 of them are in the U.S. where the $50,000 to $60,000 college tuition cost is ten times the disposable income of a Chinese family. For working class families study abroad means using up savings. Researchers at Yale in a 2013 survey found 45 percent of Chinese students on campus had symptoms of depression, 29% had anxiety. This is similar to other universities in the U.S., Australia and Britain with large Chinese student populations. Language barriers and cultural barriers pose a problem particularly in student interactions with advisers and professors. Liberal arts studies emphasize critical thinking and other skills that are not found in a results oriented, memorization from note cards oriented system in China, creating academic stress. Worse what awaits students who return is not enough recognition for years spent studying in a different environment- about 80% of Chinese students from abroad earn a mere $1500 a month, according to a Beijing think tank Center for China and Globalization report done with a recruitment agency Zhilian Zhaopin. As she talks about the experience of other students from China, Gao describes her own anxiety attacks during 8 years of study in the U.S. Her father sent pictures after his first visit to the U.S. in 1995 says Gao, with words about how he wanted his daughter to see the U.S. with her own eyes, the beauty of the country and its spirit. Years later Helen Gao of Beijing sees a different America as she walks from one Harvard campus building to another in 2015 during her last year of graduate study, one that brings anxiety, financial insecurity, and uncertainty about the future.   ...

The debate was with Steve Cooley, a popular Republican District Attorney elected in 2000. Cooley was looking into outlandish salaries for public officials in the City of Bell. The issue of double dipping had been raised in the primary by Cooley's opponent Eastman. Jack Leonard on of three panelists said he would ask the question about double dipping to Cooley, about Cooley taking his taxpayer paid pension to add to his salary as AG of $150,000, that would get him to make $400,000. "Do you plan to double-dip by taking both a pension and your salary as attorney general?” Mr. Leonard asked. “Yes, I do,” Mr. Cooley said outright Leonard glanced at Ms. Harris. She said nothing.    “I earned it.” But Mr. Cooley was not yet done. “I definitely earned whatever pension rights I have, and I will certainly rely upon that to supplement the very low, incredibly low salary that’s paid to the attorney general,” said Cooley. Everyone felt a moment of silence and amazement. And then Harris said "Go for it Steve. You earned it." Harris campaign was about broke with only $750,000 left, just enough to run one ad spot for only 1  week. And Kamala Harris had the courage to do just that. China sees a principal peacemaker role for Ukraine peace settlement with its economic benefits in US/EU trade as foreign policy. NYT's David Sanger reports from the G-7 meetings in Italy in June 2024. He says the G7 sentiment is changing about China in the last few months of 2024 compared to 2023. In 2023 China was seen as a nation that had more in common with the US than Russia considering historical differences between the two nations. As the US veered round to the view China's indirect economic support and its technology was helping Russia in escalating attacks on Kharkiv and the border regions of Ukraine, Europeans were skeptical. No longer, the Europeans now see China's relationship with Russia in the same way. Another change observed is that China is not pursuing a peace settlement participation to end the war by not joining a Swiss effort. Instead says Sanger China is seen as wanting to wait so that at some future date it would be the principal actor in bringing all parties to a peace settlement for Ukraine. With Ukraine facing escalating attacks in the Kharkiv region the mood has changed and China is now seen differently from just a year back. This as shown in the adjoining article in NYT on student exchange for US and China and China's view that racism exists towards Chinese students in the US is affecting the effort for closer understanding between the people's of the two nations sought by the two nations since 1972, and in the interwar period with Gen. BBC looks at the Indus Waters Treaty of 1960 that allocates waters of 6 rivers. Waters of three rivers in the east going to India, and 80% of waters of three western rivers including the Indus river going to Pakistan. Both countries are required to share waters data to manage agriculture. India is upstream for these rivers.  In the same way China is upstream of the river Brahmaputra in India and is building dams in Tibet to control flow of water downstream to India. There is no treaty for the Brahmaputra between India and China as China has occupied Tibet since 1950's and acquired Aksai Chin in the Kashmir region from Pakistan. Before 1950 for ten centuries Tibet region was a distant land mostly unreachable from China and China was never in control of Tibet. Kashmir region for 15 out of 18 centuries since 100 BC was a land of Vedic, Buddhist Shiva cultures. For China the occupation of Tibet on the borders of India creates a situation that is not sustainable for long and stretches resources at a time when India is rapidly building the same level of infrastructure on its side of the border. Chinese people in the provinces bordering Tibet have shown little interest in moving to the vastly different high country of Tibet. At some point in history not too distant by 2050, China (and Japan) will revert to its Buddhist religion and culture and with respect for Buddhist culture see Sarnath, Kushinagar, and Bodh Gaya more as sacred pilgrimage places in India, a common heritage with India to be treasured and revered. Something the Europeans and Americans cannot comprehend, the depth and breath of Vedic Buddhist and Shiv culture in Asia. ...

A series of actions by Ford to cut prices, Toyota to have no price increases, and Hyundai to invest $21 billion to Make in USA and similar actions by GM, mean that except for about 300,000 imported German VW cars the car market in the US will have no price increases for average Americans. Foreign media and media in the US that is misleading say there will be price increases in the US for cars after US tariffs on imports from Japan of 24% and on EU of 20%, South Korea 25%.  NHK Japan reports that Toyota will not increase prices in the US despite DJT Liberation Day announcement of 24% tariff on Japanese imports including auto imports. Toyota will continue to make the 3.12 million cars it makes in Japan as well as the employment, of which 586,000 are exported. Toyota says it needs to cross the threshold of 3 million domestic car production to keep its technological capabilities.  Toyota will also look at ways to increase US production.  Hyundai is planning investments of $21 billion in the US from 2025 to 2028. Hyundai is likely to follow Toyota and make no price increases till it ramps up American production to Make in the USA. Ford is cutting prices of cars under its From America For America sales program. Ford has 568,000 cars in inventory. It has 60% capacity and can ramp up to make up for VW cars that are priced higher to give American buyers of German cars a cost effective option.  ...

In an essay published on March 16, 2012, in Seeking Truth, the Communist party's main ideological publication, Xi Jinping cited the importance of consensus decisionmaking in the Chinese leadership now and in the future. "All decisions on major undertakings must adhere to the Party's principle of democratic centralism... They can't be decided by an individual or a small group of people... but should be decided according to collective wisdom and strict procedure." The efforts of Bo Xilai, the Communist leader in Chongqing, were seen as "playing to the crowd." By reviving Mao theory and advocating policies which would mean more participation by the state in the economy, Xilai was moving in the opposite direction of a World Bank-DRC Report on the Chinese economy- supported by the next premier Li Keqiang- that calls for less dominantt role of the state owned companies in the economy. Bo Xilai recently resigned as party head in that province. The essay is based on a speech on March 1 by Xi Jinping at the Central Party School, the Communist party's leading think tank. Xi said "if you crave to be ostentatious, to play to the crowd, and seek personal gains and high office, and if you don't aim for higher goals, it is not only difficult to push forward the work of the Party and the people, but also damages the Party's image, lets people down, and makes them lose faith in us." This sets the tone for consensus leadership in China, based on collective wisdom and careful thinking, into the next generation....

Edward DeMarco is head of the Federal Housing Finance Agency (FHFA), which is the independent regulatory agency overseeing U.S. housing lenders Fannie Mae and Freddie Mac. The FHFA was formed in 2008 after merging two existing agencies. Later that year Fannie and Freddie were taken over by the government. FHFA head, DeMarco, is reluctant to help homeowners with underwater mortgages on their homes with reduced payments because this would mean losses to the taxpayer. He sees his mandate as protecting the taxpayer. Sheila Bair, former head of the FDIC, says she understands DeMarco's mandate is not to provide fiscal stimulus, and the Obama administration has been all over the place when it comes to providing homeowner assistance. The result is that there is little help by the U.S. government to homeowners with underwater mortgages since 2008, and this creates larger headwinds for the Federal Reserve Bank to provide momentum to the U.S. economy. Many experts see this as a serious problem and a well respected economist, Martin Feldstein, has made repeated proposals for structuring the help to homeowners since 2008. ...

About 75% of French women oppose the pension changes in France planned by president Macron. Women get 40% lower pension than men, yet they work longer and harder in roles taking care of children, and helping elderly, and face age discrimination at work. Women are structurally underpaid and their pensions are lower as a result. And they work long exhausting hours, says this report. It says women stand to lose the most from a reform in pensions. It also disproportionately affects lower skilled workers who start work early and women says FR24, who would be required to work for longer years.

Bank of America Corp settled a shareholder lawsuit that it misled investors about the acquisition of Merrill Lynch by agreeing to a payment of $2.43 billion. The five plaintiffs included the State Teachers Retirement System of Ohio and the Teacher Retirement System of Texas. The plaintiffs accused Bank of America under Ken Lewis of making false and misleading statements about losses relating to the acquisition and planned to seek $20 billion if the case went to trial on Oct. 22. The series of never ending lawsuits and settlements are hobbling the bank's effort to recover. Company figures show Bank of America setting aside $42 billion for litigation costs, payments and reserves.

Toyota introduces the Aqua hybrid model in Japan with advance orders of 60,000. This model will be introduced wordwide as the Prius c. Toyota plans to introduce 11 hybrid models in the two years till the end of 2012. The Aqua is the 6th hybrid of the 11 models. The Aqua has fuel efficiency of 35.4 kilometres per liter, higher than the 32.6 of the larger Prius model. Its starting price is 1.69 million yen or $22,000. A lot depends on the hybrid models, as Toyota has set an ambitious target of increasing sales by 20% in 2012, after a 6% drop in sales in 2011.

Nestle will create a new subsidiary called Nestle Health Science and a research organization Nestle Institute of Health Sciences, "to pioneer a new industry between health and pharma." Nestle sees disease prevention as a big part of healthcare in the future. The new company with an investment of 500 million euros over the next ten years will work to develop new nutritional products for diseases such as diabetes, obesity, cardiovascular and Alzheimer's. After sale of its stake in Alcon unit to Novartis for $28.3 billion, Nestle is almost debt free and can invest in developing new nutritional products without needing a return in the short term.

Residential property investments are showing a consistent return in Japan. In 2013 residential property investments had a total return of income plus capital gains of 8.0% vs. 9.7% in the U.S., according to Investment Property Databank Ltd. In 2009 the worst year, returns were -3.8% in Japan vs. -16.3% in the U.S. Income gains support returns for residential investments. Investment is increasing with real estate investment up to 3.5 trillion yen in year to date Sept 2014, up 13% over the same period prior year. Blackstone is buying General Electric's residential real estate properties (about 10,000 non-luxury rental units in major cities), as trends show more people moving to cities.

U.S. companies with international operations or exports are seeing lower profits in 2015 with the surge in the value of the dollar, as it approaches parity with the euro currency in a short period of time. At the same time the dollar has surged to 120 yen to the dollar. The currency shifts are part of a new global dynamic in which the eurozone and Japan increase competitiveness and exports to boost their economies, fend off deflation, and help return the global economy to a sustained growth phase. Heavy spending and lower tax revenues with high interest rates will increase the deficit to 3.7% in 2014 from 2.48% in 2012, according to central bank estimates. Inflation is about 5.98%. The U.S. plans to join the EU's WTO complaint over Russia's recycling fee for automobile imports which does not apply to domestically manufactured cars. EU officials say the levy has cut the imports of European automobiles into Russia by 7%. The levy was imposed for five years following Russia's admission into the WTO and is seen as unfairly discriminating against imported cars. Russian automobile sales reached 2,935,000 in 2012, increasing by 11% over 2011. Sales are estimated at 2.8 millon by the AEB trade group for 2013. All ten of the leading models by sales for 2012 were Russian domestically manufactured automobiles. The case goes before the WTO in July 2013.
