By 2016 voters turned to a Republican, Mr. Trump, to help working class voters with a USA first policy, after decades of presidents from both parties Republican and Democrat failed to protect American interests in manufacturing, jobs and incomes.  US president Biden is continuing Trump's policies to protect working class Americans. And bringing new conviction that government not only has a positive role, but has an essential and vital role to play in protecting workers and households struggling to make ends meet. President Reagan had introduced such a deep skepticism of government, that it took so long for people to remember FDR and the role of government before the second world war and afterwards under the Truman administration.  What changed? The health care crisis exposed the weak areas in the governance and policy mindset in America. China had advanced mainly through strong government role of the Communist Party  in steering the economy and business to gain competitive advantage. The health crisis from the pandemic further devastated America's lower middle and working class following the banking and financial sector mismanagement by 2009. The pharmaceutical and health care sector similar to other sectors had shipped manufacturing overseas. In 2021 there is a deep sense that theories don't work, one has to act based on the needs and the situation the country is facing. The way competitor nations such as China are building new infrastructure, gaining manufacturing advantage, dominating key sectors and industries, and creating jobs, requires America to respond. In this situation posing the threat America faces as well as the social dislocation of decades of misguided policies, the US government is the only one capable and having the resources and capacity to respond.  ...

Dr Chris Williams, joint chair of the Royal College of General Practitioners Scotland, says: “Generally preventable conditions such as these are indicative of Scotland having the lowest life expectancy in the UK, while other environmental factors such as a colder climate may contribute to these outcomes, as well.

“As a society, more needs to be done to protect individuals on low incomes from products that have low nutritional value or that are likely to lead to malnutrition if relied upon instead of healthier alternatives.”

Similar problems exist in parts of the US and other parts of Europe with a general decline in health, and rising cases of malnutrition or poor nutrition, bad choices, use of packaged food, in the population.

With it goes "Laufen Learnen" which means you have to walk before you can run. "Lugen Haben Kurze Beine" means "Lies have short legs." It suggests walking or running. It says you won't get far with lying, you won't get ahead with it, somebody will see through you. "Auf dem Ruder laufen" means to lose control of an oar while rowing a boat to stay on course. It also means hang tight and things will right themselves eventually. Saudis are now prepared to increase oil production after weeks of US diplomacy in exchange for security guarantees against attacks by Yemeni rebels and Iran. Russian oil output has declined by about 1 million barrels a day since the start of the war says WSJ. Drops in production lead to a rise in oil prices more than making up for the decline in revenues for Russia. This makes oil sanctions a weak deterrent for Russia in its invasion of Ukraine unless Saudis and UAE step in with increased oil production to make the EU embargo on Russian oil work effectively to cut Russian oil revenues financing the Ukraine invasion. Europe has stepped up with its embargo on about 90% of Russian oil- all except pipeline supplies to Hungary and Czech Republic, Slovakia as an exception. This will reduce oil production in Russia as EU is the biggest importer of Russian oil, bigger after previous German chancellor Merkel's failure to see the risks in such dependence and increased imports. For the oil embargo to lead to sharp reduction in Russian oil revenues that reduces financing of the Ukraine invasion, and for the EU oil embargo to bring results the missing piece is Saudi action to increase production. This may now be in place as Mr. Biden visits Riyadh next month. Crown Prince Salman of Saudi Arabia has pushed Saudi Arabia to make changes to modernize the country's culture providing the US with a partner that is now different than the Saudi Arabia steeped in tradition and inward looking under previous rulers. Under president Obama Democrats favored Iran and reduced security guarantees that were set up since president Franklin Delano Roosevelt met the Saudi King in 1944 aboard an American ship during the war. The turn of events with Russian invasion of Ukraine with Chinese support have created risks of a China invasion of Taiwan with aggressive action of China. President Biden has made this clear and stated straightforwardly the American position on Ukraine- Russia winning by invading a neighboring country sets the precedent for a Chinese invasion of Taiwan. This is why the US remains resolute with its European partners in seeing to it that Ukraine remains as Biden said in the NYT  "independent, sovereign and able to deter invasion and defend itself." For Europe it is about defending its neighborhood from the Baltic Sea to Bulgaria in the Balkans with American support. For the US it is about keeping its leadership presence in Asia in an alliance with Japan, India, Australia and most of South East Asia including Indonesia, Bangladesh with a population of close to 3 billion people. China which was supported by the US throughout the period of colonial dominance since the 18th century preventing its breakup and foreign rule as happened in India, and a major recipient of American aid and investment in the 20th century is now where Japan stood in the two decade period 1925 -1945 with its aggressive expansion under Japanese imperialist rule. In this sense the world is moving back to the days of the Free World's struggle in the days after the Iron Curtain fell over Europe with Soviet expansion in Eastern Europe. Saudis, UAE, and Turkey as part of NATO, are also moving back to the positions they had over a long period for centuries from 1800. Saudi Arabia and UAE came into prominence after discovery of oil and were backwaters to Egypt and Turkey which were supported by Britain to keep Russia from advancing in Asia and Europe during that period. India under the British Empire is now in the Indo-Pacific Framework with Japan which was inward looking and under European influence for most of the last 200 years.  ...

Summer tourism is helping support a second wave of the pandemic. This report says Croatia is a case study on how the opening of tourism can trigger a second wave. Because Croatia depends on tourism and Croatia had controlled coronavirus cases in May, the government decided to open its coastline areas to tourists from Europe. These tourists returned home with the infection and spread the virus. Clubs and bars were allowed to reopen for the summer season after the lockdown in April along the Adriatic coast attracting visitors. With 500 miles of coastline and Mediterranean climate, ancient towns and affordable stay, Croatia is crowded with tourists. In 2019 21 million visitors came here according to the Croatia Tourist Board. On Italian visitor from Parma cited here says she found crowded parties and bustling bars and restaurants where hardly anybody kept social distancing and wore masks. People in shops and bars she says told people they did not need to wear masks. The governments in Europe were keen on making up for the economic costs of the pandemic and opened the internal borders of the European Union in June. The opening of resorts in the sunbelt of Europe in Spain and Portugal has led to the spike in cases in Madrid and other cities in Spain. The same is happening in France. But vigilance dropped especially in Croatia where little or no restrictions were visible. Not only were bars allowed to open but the social distancing rules and mask rules were never practiced. Some Croatians call it incomprehensible. It has led to the spike in Germany, Czech Republic and Austria. The Koch Institute says 12% of all new German cases are traceable to Croatia. It is now a fact that international travel is a way the coronavirus accelerates. Governments in France, Germany, and the UK which are not especially dependent on tourism have the option to encourage people to stay in their home countries and remove this cause of acceleration while keeping shops and offices open so that business and jobs are preserved. For people hurt by lack of employment in the hospitality industry and others with lost wages from being in an occupation that acts to accelerate the virus it is a better option to offer financial assistance than to end up closing offices and shops in another partial lockdown. Opening bars helped accelerate the pandemic in California after the lockdown with steeply rising numbers of new cases. Educating the public to the extent that it should be about the dangers is also missing.    ...

Germany realizes that it had some advantages in exporting automobiles and machinery to the US, and the EU understands advantages it has in pharmaceuticals exports from Ireland and other countries. EU officials rarely mention this lack of an even playing field with the US. In this report by DW.com German and Austrian research groups say it is best that the EU nor respond to tariffs placed on the EU by the US. Under the 90 day pause to allow time to start negotiations the EU tariff is at 10%, with separate tariff on steel and aluminium, and on car exports. It shows the EU makes loud protests about the US Tariffs, yet knows the need for an even playing field in 2025. The EU and Germany are likely to join other nations Japan, South Koreea, Taiwan, Italy, Britain and seek negotiations with the US for fairness in trade.

Kenneth Rogoff of Harvard University, expert on debt crises, and author of "This Time is Different," says China is one of the best examples of the idea that this time is different, with the idea created that somehow China was impervious to the massive build up of debt. The debt is now over 250% of GDP, and this was possible for so long because of the high savings rate of 30% of disposable income and the millions of young migrants moving to cities to work in manufacturing. The growth of shadow banking, opaqueness in decisionmaking, unreliable data, use of local government financing vehicles, the bubble in housing with a large portion of loans tied to the real estate market, all combine to create serious problems that will take a long time to sort out. Rogoff says the crisis in Tianjin with the deadly explosions in the port area, and the government's inability to provide answers to questions from a alarmed public, only added to the uncertainty and loss of credibility. Rogoff says he hopes the trillions of dollars in reserves will provide China with the tools adequate to tackle the debt problems before they spread to other countries....

Coorodination, forbearance and multilateralism are three ways to keep economic nationalism from disrupting a global trading system that has benefitted all countries. Even the small moves to help home countries like the the move for US steel in the American stimulus projects, and the demonstrations supporting "British jobs for British workers", and other steps that quietly find their way into individual countries efforts to protect their home industries and jobs, can over time build up into something that would exaggerate the size and extent of this economic downturn. Forbearance and leadership from the US government on this issue and by leading developed countries is vital. So is the effort to develop a coordinated effort through close consultation and joint monitoring of progress. And equally important is multilateralism which works to help emerging countries hit hardest, and help prevent millions from sinking back into poverty, thereby destroying the hope and aspirations that had propelled the global progress in improving living standards....

From the beginning, the infrastructure building component of the $787 Stimulus Bill, was never really what it was described in the rhetoric of the Obama administration. Even using the broadest definintion of infrastructure spending, the money allocated was never more than $150 billion, by one estimate. And only 8% of the total or $64 billion, went to roads, public transport, rail, bridges, aviation, and waste-water systems. The money allocated to high speed rail was about $8 billion, too small for high speed rail network for the US, and this has proved to be a debacle. Work moved slowly, so that by October 2009 work under the highway and transit programmes had seen work start on $14.3 billion of projects. The new $50 billion infrastructure plan from the Obama administration, includes ideas for a National Infrastructure Bank. But by now the public mood has turned against spending, and political support for a gas tax to pay for it is lacking. The ultimate irony of this situation is that the public thinks the stimulus bill has taken care of infrastructure. So many false expectations were created, and vigorously built up by the Obama administration, such as describing the stimulus investment as "the largest new investment in infrastructure since Eisenhower built an interstate highway system in the 1950's." The irony is that the public perception is that the stimulus has already taken care of the US's infrastructure needs, says the transport director of the Chamber of Commerce....

In 1962 a constitutional amendment led to direct popular election of the president. De Gaulle was elected in 1965. A change was made to make the president's term 5 years and have the election of the National Assembly after the presidential election. Under this change Macron was able to get a majority in the Assembly after his election as president in 2017. In the event the opposition parties get a majority in the National Assembly cohabitation happens and the prime minister is from the opposition ranks as is likely in 2024. This transfer authority on domestic policy to the majority in the Assembly with foreign policy run by the president. It happened twice under presidetn Mitterand and once under president Chirac. ...

Italian immigrants like Mr. Bonato on his 4200 acre farm in Brazil's central savannah are trying to change the way Brazil looks at wheat. Once a wheat importer from Argentina, Brazil is trying to change this by growing tropical wheat. Italian immigrants in the cooler southern states such as Rio Grande do Sul were wheat producers. Now Brazil's agricultural agencies are getting these farmers to produce wheat in the more tropical central region of Brazil. Higher wheat prices are changing the way farmers look at wheat. Rotating wheat and beans is a good agricultural practice and the Brazilian agricultural agency is encouraging this. Brazil's agricultural agency Embrapa launched the wheat variety BRS 264 as a highly successful one for tropical wheat growing. In 2021 Brazil imported 40% of 12 million tons consumed mostly from Argentina. The idea is that with central Brazil meeting Brazil's wheat needs this would free up wheat from the cooler southern part of Brazil to replace the lost production from Eastern Europe. Mr. Bonato says his work is helping feed more people, and his interest in his work comes from holding wheat growing on the ground as a child on the family farm. Now that the trigger mechanism in the August 2, 2011 Debt Ceiling and Deficit bill is in place- with the trigger calling for 50% of the cuts of $1.2 billion to come from defense spending- thoughts are turning to how and what to trim, and what the overarching framework should be. Former Assistant Secretary of Defense, Joseph Nye, says there is a right way to trim Defense spending. The winding down of the two Bush wars could be used to cut ground forces to 1990 levels, trim the purchases of F-35 Joint Strike Fighters, make better use of drones and less costly technologies, and cutting health care costs in defense. This would not affect U.S. national security. What is needed now is also a framework of what the U.S. wants to see happen in its role in the world. Here Nye reminds readers that President Eisenhower decided not to get involved in Vietnam on the side of the French in 1954, saying it was more important to strengthen the U.S. economy. Its important to remember that this decision came only a couple of years after the end of the Korean War. The idea being the U.S. could not police different countries or engage without considering the big picture. In today's context this also means not engaging in nation-building in remote places and in environments that make it not worthwhile to engage precious resources. The U.S. says Nye should consider itself more in Reagan's terms of "a beacon on the hill." Another factor he alludes to is that 70% of the world's military expenditures are now made by the U.S. and its allies. This means there is great potential for burden sharing. Just as the U.K and France essentially combined their resources for achieving overall defense goals of the two countries to accomplish the same things that they did before, the U.S. can do much in combination with its allies. This helps frame policy and solutions for defense. Russian lands nationalism is an idea that comes from the beginnings of the Russian version of Christianity that had its origins in Kviv Ukraine in the 10th century. Patriarch Krill has had a varied role questioning some some state policies and then backing off and supporting the state says WSJ. In 2011 patriarch Krill stood up for protesters critical of manipulation in parliamentary elections that year. Patriarch Krill grew up in the years of Soviet rule and was 24 in 1970 when he began his work in the church. He was rector of a seminary in Leningrad by 1984 and after being critical of the Soviets and war in Afghanistan was sent to Smolensk says this report in WSJ. After he returned he worked with the Soviet state, and after voicing concerns in 2011 about parliamentary elections described as manipulated he has supported the Russian state as it becomes assertive about Russian lands nationalism. To understand the Orthodox Church in Russia one has to know its presence in the post Soviet period. About 63% of Russians belong to the Orthodox Church. It also includes Ukrainians. After Crimean invasion by Russia the Ukrainian Orthodox Church that makes up one third of the Russian Orthodox parishes was recognized as a separate church by Patriarch Bartholomev of Constantinople. Patriarch Bartholomev and Pope Francis the two leaders of the eastern and western churches in Constantinople and Rome have been critical of Patriarch Krill and his support for the war and the idea of Russian lands nationalism. Since the war some parishes in Russia have signed a letter opposing the killing of brothers in Christ and one parish leader was fined $500 for his statements. There is now intense debate among Russians about what this war means in bringing conflict on brotherly peoples about their preferences in 2022 for aligning with Europeans in the western part of Europe. For most of Europe in the 21st century there is a big change, in the countries near the Baltic sea in Northern Europe, in countries in the middle of Europe, in Eastern Europe, the 21st century is seen as a time when states and peoples are making their own choices about freedom and what their preferences are particularly the young people. They no longer understand or conform to ideas of the earlier period or centuries. And this is what has made Ukrainian young people oblivious about what Russian lands nationalism means and its relevance today. Buddhism is today not prevalent in South Korea a democratic state and in China a Communist state in the way it existed for centuries. For it to be relevant people need to begin to believe in it as in Japan or Sri Lanka or Thailand. In the 21st century young people are making different choices and this may well be where the Ukraine war shows that people's choices count particularly in the 21st century, and it has little to do with the west or the US or NATO or even Russia. ...

The medical officer of Orange County an affluent community near Los Angeles even resigned after mandating the use of masks in public after protests. International arrivals to the US that were still down by about 35% in June last year over the pre pandemic levels of 2019, are going to be only about 20% below prepandemic 2019 levels this summer 2023. The cost of gasoline for people in the US is about $3.57 a gallon compared to $4.60 last summer. Justin Lahart in WSJ says Americans with steady checks and low unemployment are willing to spend on trips this summer. Among Americans about 40% still avoided travel by airplane, train or subway in 2022. This is now down to 18% or less in 2023.

Traditional vacations are up as old style remote work vacations are receding. Marriott, Hilton and other hotels, and airlines report strong demand. Older people who spend more are also joining the trend this summer leading to higher spending. This may even help the US avoid a recession, says Lahart.
