A WSJ interview with Jose Socrates, the prime minister of Portugal. Socrates says he supports more European integration in economic matters. The context for this is the meeting of 26 leaders of European nations in Brussels on February 4, 2011. Germany is pushing for major changes in the way the European Union works so that economic integration is coupled with the political integration process. This is now thought to be the only way to make the EU work, and both Germany and France are pushing for this. This is also the price of German financial support to countries like Ireland, Greece, Portugal and Spain. In an earlier interview with WSJ, Spain's finance minister, Elena Salgado, offered her support to the German plan. Aspects of the economic coordination Socrates supports are pushing up the standard retirement age to 65, which Portugal has done. He is less supportive of de-linking wages to inflation. There he pointed to the 5% public sector pay cut to go into effect this year. Socrates says the challenge for Portugal is "not to be more competitive with lower salaries." He also provided statistics that show that " this is a modern country." Statistics on electronic government tenders, the ratio of computers to children, the percentage of energy from renewable sources. Well run states can then run it better than by one agency setting rules and responsibility lying in the states anyway, but creating a perception of diffused responsibility so that no one can be held accountable for the woeful state of American education. Math and reading comprehension skills for students 8-15 years at different grade levels from 4th grade are dismal. US ranks low across developed countries in math and reading comprehension skills. 5. It is about sending education back to the states and parents where it belongs. Once states compete there will be an effort to  copy the initiatives of states delivering better results in math and reading comprehension. 6. Johnson & Johnson begins a 60,000 person clinical trial on 3 continents in the final stage of testing. It could learn vital results in early next year which if positive would lead to government authorization for emergency use soon after. J&J will test whether a single dose of vaccine will work. It is also doing work separately with the UK government for a separate phase three study to test whether a 2 dose vaccine will work.

Other companies in final stage of testing are Moderna and Pfizer with studies results expected in October and Astra Zeneca working with Oxford expecting results by the end of 2020.

With a divided Congress the US will not be able to implement the minimum tax negotiated by the Biden administration with other countries. Now the global minimum tax is moving ahead. The OECD spelled out how the minimum tax implemented in the European Union, UK and South Korea will interact with the US tax system. Under the minimum tax system negotiated by Janet Yellen of the US nations agreed to adopt the 15% tax on their home country companies. France for example would require a French company to pay at least 15% on its operations in the UK, US, or anywhere else.

A tariff of 24% on Japanese car imports are increased by DJT to 25% in frustration over slow talks about an agreement. Japanese prime minister Ishiba is unlikely to remain in office more than a few months after losing majority in parliament. Schools, shops, restaurants, cafes and offices are reopening and people are getting back to work and outdoors. What are the ways to reduce chances of getting the coronavirus and what is the latest advice from public health experts.  More attention is now being given by CDC and other experts to the aerosols, the smaller particles that are airborne that can spread the virus to people unawares in breathing, talking and singing activities. larger droplets come down to the ground, smaller droplets can be airborne for hours. This makes masks wearing very important, call it essential protection. Air filtration and proper ventilation is also important. What about social distancing? Experts now say 6 feet is good, 10 feet is better. This is from Joseph Allen director of the Healthy Buildings program at Harvard School of Public Health. No magic number but 6-10 feet or more is good for safety. Can one start expanding one's social circle? The fewer contacts the better says Dr. Allen. You can he says expand the circle but this depends a lot on how serious the other family is in taking precautions. Are elevators risky? If one can one should take stairs but do not board a crowded elevator unless the lobby is more crowded. Do not touch buttons, if you do use elbow or use sanitizer from your shirt pocket after pressing. This is where mask is essential. Here a tip is useful. Talking does not help as talking emits 10 times the particles than when you are quiet and this is true for small spaces such as elevators. Continual talk is not a good idea such as a long time spent talking, here watch that habit of getting into long conversations face to face.  Is it good to take a summer vacation. Here the answer is yes, as no one really knows how the winter will be. And remember outdoors is good for renewal of health, and one can look for places that are not crowded where the 10-12 feet or more can be easily done. One tip here is to take your own food and supplies from home so there is no need to go to crowded restaurants. Swimming in a lake or ocean is fine. Camping outdoors is fine and actually a good idea if you are with your own family. Try to use an empty restroom and one that is clean and wear the mask. While camping keep the 6-10 foot rule with people outside your immediate family, do not share food and drinks and try not to touch each other's supplies, and sanitize your hands or wash if you do. When hiking keep the mask in your pocket so you can wear it when you see others passing on trails. In hotels skip the cleaning service, in a rented property ask the owner to keep the windows open before you arrive, and put a day or two between your coming and the last person who rented the place. Renting a car is tricky allow a couple of hours to elapse between you and the last rental, open windows. Public restrooms. Always wear a mask many are poorly ventilated. Open the door without use of hands if possible,or use a paper towel to open and discard. Do not use air dryers. Is it safe for your house cleaning person to return. Keep the windows open to let in fresh air. Make sure your cleaner wears gloves. And all should wear masks. How to visit grandparents? Experts advise keeping visits outside and wearing masks when not 6-10 feet apart. Anyone not feeling healthy should avoid the visit. And bathrooms should be sanitized after people leave even wait a day if there is another bathroom. Experts advise against sharing food and buffet type meals. Ten feet distance is better than six feet. Can one use a gym? Here the advice is to exercize outdoors or at home if one can. It says be cautious unless your gym is limiting the number of people or spacing the equipment adequately. Ask about open windows, air filtration systems, ventilation.  This is excellent advice from experts with the latest information. Over the last few months from March to May most of the information was during lockdown, and a lot can be forgotten or seen as not necessary as things return to normal, as shops schools and cafes, office reopen, and cases remain steady and under control. Being vigilant is good for safely navigating this period through the summer and into winter till a vaccine is found. It is also about being a good civic minded person aware of one's own responsibilities, as when all take safety seriously and practice it everyday, it builds another layer of protection for everybody- because it creates a safer environment for all.     ...

A brief history of Xinjiang which translates as New Frontier in Chinese. Its the western frontier of China and a vast area that comprises the desert region of the Tarim basin. It has 13 sizeable ethnic minority groups and borders eight countries. Because of the lack of irrigation technologies these arid expanses were settled very late in history, says Victor Mair, a Professor of Chinese language and literature at the University of Pennsylvania. Even the Uighurs were tribes from the Mongolian steppes who settled Xinjiang in the 10th century. For China it was mostly aplace for havin border military garrisons. Around the 10th century and the Tang dynasty in China, trade on the Silk Road- with places like Kashgar oasis towns on the fringes of the desert as hubs- was at its height. It was not until 1760 under the Quing dynasty of ethnic Manchus, that this area was annexed by CHina and serious effort made to settle it with demobilized troops. A civil and military administration encouraged immigration, say scholars Millward and Perdue in a 2004 book of essays by 16 scholars, "Xinjiang: China's Muslim Borderland." About 50,000 demobilized troops were offered benefits, seeds and land if they stayed. A similiar situation seems to have been repeated after Mao annexed Xinjiang in 1949. In the early 1950's the Chinese government established the Xinjiang Province Production and COnstruction Corps, which was setup to manage large farms and construction projects called bingtuan and provide jobs for demobilized troops. The bingtuan are profitable enterprises and an estimated one of every six people in Xinjiang are employed in bingtuan, or 1.3 million people. THe HAn who were 6% of the population in 1949, now comprise 40% of the 20 million population of Xinjiang. Another source of employment is in the oil and gas industry, with the Communist party secretary of Xinjiang for the last 15 years being aprotege of President Hu Jintao, from his days in the Communist Youth League, coming from the oil industry province of of Shandong. These jobs are mostly all reserved for Chinese which causes resentment among the local Uighurs. Wong quotes a Uighur university student as saying, who is the foreigner here and whose culture, language and way of life should be protected. This may be the crux of the grievances of the Uighurs, as their use of the language and religious practice is restricted, and they feel they are second class citizens in their own land. Other articles in the NYT and Economist go to point out that the links with international terrrism are not a source of the problem, and the unrest among the Uighurs is more about a feeling of loss of culture, language, religion and identity, and jobs. And the idea that the best way to work with minorities, or regions with different language, religion and culture, just as the British did in South Asia and India is doing now is through tolerance. A Flash Eurobarometer poll before French elections in 2017 show 56% of Europeans in the EU saying the euro is a good thing, only 36% saying its not, those saying its good at 64% in Germany, and being 57% in Spain, and 53% in France. Walker of the WSJ says the euro has survived the crises of the last few years, with some but not all the steps taken to avoid a repeat of the problems, and public opinion still favoring the eurozone as it looks forward to economic growth in coming years. The middle class is not attracted to risking its savings in euro denominated assets, costs of the turmoil that might be caused by leaving the euro act as a signal for caution, and in Southern Europe countries remember the days before the euro with devaluations and high inflation. With gradual economic recovery it appears that the euro is still the best option there is. Surveys show three fourths of the French oppose leaving the euro, and experts say the euro is not to blame for France's slow economic recovery- more confidence and political stability with economic renewal are seen as the ways to get France going again. This may be why the national elections in France will likely bring a president who is pro-EU. ...

The president basically sidestepped the impeachment for Ukraine policy and implementation, and focussed on the optimism from reversing American decline in trade, jobs, and manufacturing under past Republican and Democratic administrations.   ...

The WSJ study reported by Carrick Mollenkamp and Mark Whitehouse in the Journal on May 29, 2008, set off the investigation into the lowballing of the London Interbank Offered Rate or LIBOR by the 16 bank panel reporting the rate daily to the British Bankers Association. The rate is critical in setting the interest rate on trillions of dollars in transactions worldwide for securities, home and auto loans, derivatives and swaps. The apparent motive being to prevent negative perceptions of a bank's health if one bank was borrowing at a higher rate than its peers during the financial crisis of 2008-2009. banks doing the most lowballing for the LIBOR rate such as Citigroup, HBOS, were already perceived in financial markets to have higher risk during the financial crisis, divergence in LIBOR rates would reinforce these perceptions. Investigations later showed other banks such as UBS manipulated the rate they reported and influenced other banks to do so to increase trading profits. UBS settled charges for $1.5 billion and Barlays for $450 million. UBS was seen as an egregious offender as the practice was in the words of the Financial Services Authority, the UK regulator, quite "routine and widespread" at UBS....

Robert Doll, equity strategist for Black Rock, the world's largest money manager, says the growing population of the U.S. will drive economic growth in the next decade compared to Japan and Europe. He says that over the next two decades the U.S. work force will grow by 11%, Europe's will decline by 5%, and Japan's will decline by 17%. China's population growth will be only slightly more than that of the U.S. during that period and Doll expects China's growth to slow. He sees America as the best bet in a bad neighborhood. Higher immigration in the U.S. is a huge positive, as he points out economic growth is simply the product of the change in the size of the work force multiplied by its productivity. And America's productivity is good enough compared to other nations, is how Doll sees it. In 1995 the U.S. produced 25% of the world's goods and services, it was still 25% in 2010 says Doll. Other economists have pointed to this and observed a similiar pattern for most of the twentieth century. Doll sees this pattern continuing. India's population will show signficant growth and he sees greater opportunity there for long term investing. Doll sees a decoupling between U.S. stock markets and high unemployment. Most of the large U.S. companies generate a large portion of their sales and profits overseas. He estimates 40% of the business of these companies is overseas. Doll's estimate is for 70% of the incremental earnings growth of the S&P 500 companies coming from overseas markets. He also expects higher inflation with the Fed keeping it from getting out of control, and deficit cutting efforts to cut some trillions over the years. He sees favorable prospects for equities based on the money growth being strong and credit markets being good....

An OpinionWay poll shows Macron more convincing at 24 percent and Le Pen at 19 percent. Polls show Le Pen winning 27 percent of the vote in the first round with candidate Fillon on the right and Melenchon, Hamon on the left splitting the vote. In the second round with two candidates the vote shift of other right and left candidates determines the outcome. Britain's David Cameron leads the successful effort to hold down spending in the European Union's next 7 year budget plan, supported by Germany and the Netherlands. The new 2014-2020 EU budget plan holds down government contributions to the budget to 959.99 billion euros. There is a 35 billion decrease from the last budget plan after adjusting for inflation, and less than the 1.03 trillion euros proposed by the European Commission, the EU's executive body. Actual spending is set at 908 billion euros compared to 943 billion euros for 2007-2013. Cuts were made in some areas- direct subsidies to farmers went down to 277 billion euros from 337 billion euros. EU funding to tackle high youth unemployment and build transnational infrastructure increased 37% to 126 billion euros. Funds allocated for investment projects in poorer regions slightly declined to 325 billion euros. Special rebates to the UK and the Netherlands remain- the Netherlands rebate is 1 billion euros. The mood of European leaders was summarized in the words of Britain's prime minister Cameron: "Frankly, the European Union should not be immune from the sorts of pressures that we have to reduce spending, find efficiencies and make sure that we spend money wisely that we are all having to do right across Europe."...

15% or 1000 of 6800 Yale Students get free tution at $75,000 cutoff income level for free tution since 2020.  With $200,000 as the new cutoff for incomes getting free tution it would cost Yale $72 million more, $72,000 being the tution cost per year and additional 1000 students getting free tution at the new cutoff income level. This suggests it only costs Yale $72 million to look like it is doing something for the middle class that cannot afford Yale's high undergrad tution. But what is Yale doing about the high undergrad tution? Yale Tution goes up from 31,000 in 2005 to $48,000 in 2015, and up further to $72,000 per year for undergrads in 2025. In percentage terms the increase in last ten years is 50% and comparing 2025 to 2005 over 20 years it is up 232%, and comparing 2015 to 2005 it is up 55%. There is no slowdown in the increase in cost of tution at Yale for affordability. Middle class is being squeezed. Parents have to go into savings to send a child to these upper tier schools, as reported in WSJ, with incomes of $250,000 not enough to payoff huge tution fees of undergrads when there are 2 or 3 kids going to college. For Yale it is about business as usual as it can afford the additional $72 million for 1000 more students to be added at free tution- its endowment is at an hefty $44 billion which can easily handle that $72 million added cost to look good in front of the public while leaving things the same in terms of affordability and cost. All down the line at the second tier schools the situation is the same, only down the line when it comes to state universities do things change, but only a bit. It leaves Americans with the feeling that this system is also fundamentally flawed like the health care system and needs complete overhaul. ...

Behind the deal Apple made to buy 100 million chips from TSMC's $165 billion plant near Phoenix is, yes, DJT Tariff exemptions. Yes, it took tariffs to get Apple and TSMC to invest in the US after much if not all of chip manufacturing was sent by Apple to China and Taiwan's TSMC. Was the Biden administration successful in getting Apple to invest in the US on a the scale that was needed? The answer is no. Even when TSMC agreed to invest in plants in the US under Biden it's management described the US as a difficult place to attract talent and build plants as reported in the WSJ at that time. There is a real element of truth in saying that it took a real effort such as the DJT tariffs move to change a situation in which most manufacturing was shipped out by US business to China. The Taiwanese had a condescending attitude that the US could not build advanced technology plants as evidenced in statements by head of TSMC, who was himself educated in the US technology institutions in the 1960's and 1970's. The US business shipped out its industrial and technological knowhow to Asia in a mistaken theory only found in textbooks that this was not going to affect US leadership and US dominance in the world. And with it the dominance of the scientific and industrial revolution culture of Europe and the US that enabled its free institutions of government and ideas of liberty of man. It is an astounding story of our times that this has actually been allowed to happen under previous administrations, technology elites, by economists, and governing elites, with some still clinging on to these ideas found only in textbook economic theory, when something entirely different has happened to neighborhoods, communities and factories now abandoned in the US. ...

Joachim Gauck is the first of 11 presidents of the Federal Republic of Germany who is not from a political party. His work in the German citizens movement, as a pastor in the former East Germany, and his guidance in difficult times lends authenticity and a sense of restoring Germany's place in the world. He stood for values- engagement, a balanced wise approach, courage when freedom was under attack, candor. During the 10 years after reunification he headed the authority investigating former files of the Stasi, secret police network of East Germany. His role in recent years also remained relevant and his words worth listening to. Early on in the refugee crisis, when he visited a refugee camp at the Turkey-Syria border in June 2014, he cautioned for a wiser middle approach that took into account both the humanitarian crisis and what was politically possible, and the need for a wider European solution- "a honest, pragmatic, and sober debate." Germany would have been well served says DW.com if his words were taken into account. Gauck also told Germans to take a more active role in defense, and adopt a posture of confidence in foreign policy, which is happening today.   ...

Key aspects of the new tax plan of the Trump administration are a 35% top tax rate for individuals, instead of the current 39.6% top rate, and lower brackets at 10% and 25%. Standard deductions are to be doubled, other deductions except for mortgage interest and charitable giving, are to be eliminated. The deduction for state and local taxes will be eliminated, with this hurting residents of high local tax states such as New Jersey, New York, and California. Gary Cohn, head of the National Economic Council and Treasury Secretary, Steven Mnuchin,  have helped formulate the plan. Cohn sees a big opportunity here for a huge tax cut and simplifying the tax system. The corporate tax rate would drop from 35% to 15%, and future foreign profits would owe little or no taxes. Corporate tax rates are lower in the UK, Germany and Japan- closer to 20%, and France has a similar 35% corporate tax rate. The hope of the Trump administration is that this will generate 3% GDP growth rate and spur creation of jobs. Still to be decided at what level tax brackets for individuals will be set, and what level earlier foreign profits will be taxed, and the child care break. ...
