Scientist Kim Mishra at the Swiss Federal Institute of Technology has come up with a method to make chocolate not just from the cocoa seeds discarding the pulp, husk and juice as is done today. This is wasteful. The new method uses the cocoa pulp, the husk and the juice as a way to make chocolate without sugar and use the whole fruit. This will reduce the impact on the climate with more chocolate production and less deforestation for new cocoa planted in South American countries as an addition to production in African countries like Ghana. It will also benefit cocoa farmers in Africa and Guatemala by increasing their income. This report looks at the colonial past of chocolate production by companies such as Lindt as Swiss producers worked with French and British colonies to expand production in the late 19th century.

From now on the vaccination program in India will be run nationally by the federal government. This will ensure fair access to vaccines to all parts of the Indian population. Earlier vaccine costs were bid up as states and private hospitals bid up prices. Under the new national program 75% of vaccines will be given out by the federal government and 25%  by private hospitals and other private health institutions. The government in New Delhi under prime minister Modi will offer adults free vaccinations. Modi said "We will increase the speed of procuring vaccines and also increase the pace of the vaccination program." Even in private hospitals the cost of vaccine will be kept at Rupees 150 or $2.06. Experts say this is the right policy and the government has learned from errors in letting states and other private institutions run vaccine policy, which made it too fragmented and subject to too many variables, resulting in inequity, and slowing vaccination drives. The Supreme Court stepped in asking for clarity, leading to the clear policy from the federal government announced today.  Advantage of the new policy is that the responsibility lies in one place, and the federal government also has the clout to make things happen, to negotiate with companies and other parties involved effectively. India has vaccinated 222 million people but because of the population being so large at 1.2 billion this comes out to be a small fraction of the population. This puts the task of getting vaccine supplies and getting the vaccination drives to work in the only place that has the determination and the resources to deliver results by vaccinating 1.2 billion people by December 2021. It has never been done before in history says Mr. Modi, and it is a challenge that India is now taking up for itself and for the global community. It also lays the ground for India to help its neighbors in Asia and in Africa, Latin America in 2022.   ...

Svenja Schulze brings new hope and dynamism to Germany's Development Ministry. As head of the Development Ministry she brings international experience in fighting climate change as SPD minister in the last government heading the climate change related Environment ministry. There she launched the climate protection package measures aimed at making Germany climate neutral by 2045. She now heads a ministry with a budget of $13.5 billion (12 billion euros). She wants to cooperate better with the Global South with an effort to tackle poverty and help developing nations. After the shocks of the pandemic this is an essential and important task. Her predecessor as Development minister Heidemarie Wiezcorek-Zeul, SPD minister 1998-2009 says the ministry needs clout in decisionmaking and for this it is important that the Development ministry is separate and an independent entity not lumped in with the Foreign Office as in Britain. That would be quite disastrous she says.  Climate change issues are also seen as development issues and about poverty reduction. This is a useful point that Mr. Modi was trying to make as he addressed the COP26 Summit- that climate change has to be done in the overall context of mitigation, that climate change control is part of poverty reduction and brings in new opportunities when done this way. Examples are zero budget farming, and solar energy as low cost energy for rural areas in India. Here Schulze talks to employees at the Ministry and tell them "We must all strive to make a good life possible for everyone in the world, That may sound overly emotional, but it is our aspiration."  Martina Schaub, chairwoman for VENRO whivh represents 140 private and church development organizations in Germany sees Schulze as a sign of optimism. Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...

A long transport strike and street protests have not affected the pension overhaul of president Macron in France. The French parliament will review the changes to the pension system that consolidate 42 different pension plans into one universal pension plan that seeks to be fair, reflect current conditions including longer life expectancy, and to make the plan financially viable. Other benefits are that it would be more transparent and enable workers to change jobs or careers, says Health Minister Ms. Buzyn.

Macron's new system for pensions calculates pension payments based on the entire salary history of an employee. Previously pension payments were calculated based on 25 highest paying years for private sector employees, and for civil servants on the last 6 months of salary before retirement.

Parliament will debate the new rules in February and the plan is likely to be passed by this summer because Macron has a large majority.

China plans to merge te Baosteel Group Corp. with Wuhan Iron and Steel Group Co. or Wisco. The new company will be close to the size of ArcelorMittal SA. The head of Wisco, Ma Guoqiang, says megamergers are not the best way to achieve true restructuring. He says cutting capacity is needed. In the past this was planned but not implemented as steel prices rose. New plans call for cutting capacity by 45 million metric tons in 2016 and 150 million metric tons in next 5 years. Problems are that U.S., Japan and South Korea's steel mills are increasing return on assets and productivity. Nucor in the U.S. for instance has 4.7% return on assets, by comparison at a Wisco subsidiary this was -3.5% in 2015. One of the problems is that local governments continue to keep even highly polluting steel mills in operation to preserve jobs after shutting them down for a while.

The Interior Minister of Lower Saxony, Boris Pistorius, takes over from Christine Lambrecht as the new Defense Minister of Germany. His first priority will be to resolve the issue of German tanks for Ukraine. Chancellor Scholz is under pressure to approve the sending of German tanks after the British decision to do so. Lambrecht was one of three female defense ministers in Germany, after Von der Leyen and Karrenbrauer in the Merkel years. She came under much criticism for not making the decisions for reinforcing German armed forces in response to the Russian invasion of Ukraine.

Plans for the Quad countries to launch a new effort in the last quarter of 2021 to produce 1 billion vaccines in 2022 for adding to supplies in the Indo-Pacific region that includes Indonesia, Malaysia Thailand and Vietnam. Japan would provide the financing for the manufacture of vaccines in India using American technology and raw material supplies. Australia would help with delivery in the Indo-Pacific region. A new test for Prostate Cancer, a test with high accuracy being developed in Britain- in it are proteins shed by prostate tumors in urine are tested.  This test is planned with testing of 200,000 people in Britain with funding of 42 million pounds. It has 0.92 accuracy compared to 0.62-0.75 for the conventional PSA Test. This test tests a different set of proteins. PSA Test is known to have false positives and is not accurate. This will revolutionize the testing for prostate cancer, one of the main cancers affecting men.

Sindhi sentiment in Pakistan. Behind the calls for democracy and elections sentiment is gathering in the Sindh that supports looking after Sindhi interests. Because the Punjabi majority in Pakistan has dominated the bureaucracy and the military and looked after the interests of the Punjab. The nature of the Pakistani state not providing safeguards and devolution of power to the provinces, there is some basic underlying tension even without the problems that have been piled on it by the migration of Pashtuns and Punjabis into Hyderabad and Karanchi, and the killings of 2 popular Sindhi politicians in the Bhutto clan, and the army's suppression of a Sindhi revolt in 1983 with harsh treatment of Sindhis. Now the aftermath of the new Bhutto killing is taking a new turn with calls for Sindh and its 38 million people to go its own way. The Bhuttos have not supported it but the sentiment is now appearing to take a life of its own, disregarding Zardari and Bilwal, spouse and son of Benazir, who are said to be of Baluchi descent. The large dam on the upper reaches of the Indus river benefits military officers who own land there but shrinks water supply to the Sindh which is on the lower reaches of the Indus river. This further aggravates tensions. The province is now run by Punjabi associates of Musharraf and this does not help matters as Sindhi interests may have been ignored. If there is sentiment for a separate state, the state of Pakistan that was built in 1947 and how it has shaped itself with Punjabi military running things is not designed to handle that kind of upheaval very well. It lacks the checks and balances, devolution of powers to provinces enough to keep local representation strong, and the avenues of expressing sentiment being kept open for local ethnic communities. The Pakistan military is strong and there are nuclear weapons, but how effective is that if the goodwill and sentiment of the Sindhis is lost. In the long term the only hope may be for an economic union much like that of the EU in South Asia in which the Punjab, Baluchistan, and the Sindh could coexist with India and among themselves in whatever form the political aspect of states takes shape, making the politcal shape of states less relevant, and like the EU putting the years of internecine strife behind them. Looking towards a better economic future, open trade, investment, communication and infrastructure links in Southern Asia and parts of Central Asia and Iran. ...

This report shows the level of coronavirus testing as of March 27, 2020 in different states in the U.S. The U.S. testing program and supplies of tests are being ramped up quickly. About 65,000 tests are being done on Americans each day. The need is for 150,000 tests a day say public health officials. Testing is slow in California compared to aggressive testing in New York which has 60% of all coronavirus cases. California with twice the population of New York has done 77,000 tests compared to 122,000 in New York. Texas has done only 21,000 states by comparison. Every week new testing technology is being developed in different labs, medical companies, and universities. Including tests that can be conducted quickly and not requiring health workers or health workers with protective gear. Speed of processing test, least point of testing contact, and the protocol for quarantine, are all part of the testing and isolating of clusters mechanism to tackle the virus. This is critical in the coronavirus action plan being developed by Dr Brx of the U.S. White House team. ...

Lohr talks with Dr. David Brailer, and Dr. David Blumenthal, who headed the program for health IT in the Bush and Obama administrations, and with Richard Alvarez of Canada Health Infoway, which is the nonprofit corporation setup for conversion to electronic health records in Canada. Dr Brailer says the program in the UK was forced top down on doctors and nurses, and seen as a procurement program, ignoring the human aspects related to doctor preferences. Dr. Blumenthal empasized the need for collaborative effort all the way with doctors and nurses in a program of this kind. The confrontation that resulted from the lack of participation by health care professionals led to failure. Britain's new Cameron government ended the program.

Efforts by president Macron to setup a meeting between Rouhani of Iran and president Trump in New York to reduce tensions of miscalculation and disproportionate response after the attacks on Saudi oil facilities by drones and missiles. Macron says the "maximum pressure" sanctions placed by the U.S. are resulting in Iran placing "maximum pressure" on its neighbors. President Biden launches the US Asian Economic Framework during his visit to Tokyo. Biden's main achievement on his Asian trip is to lay the foundations for the economic framework of the free world democratic countries drawing in India, Indonesia, Vietnam, countries from ASEAN, in addition to the core of Japan and South Korea. Automakers will have to ensure that 40 to 45% of a car's content is made by workers in the U.S. earning at least $16 per hour. If this is not met automakers pay a 2.5% tariff for cars brought in from Mexico. Mexico makes 2.3 million cars and Canada 1.8 million. Automakers invested tens of billions of dollars in Mexico turning it into a lower cost export hub. This has led to job loss in the U.S. Mr. Trump's efforts in the new trade deal with Mexico are designed to increase investment in the U.S. auto industry.

Food security for India comes with the achievements of agricultural scientist MS Swaminathan. Coming from Kumbakonam Tamilnadu, the eminent scientist's father was inspired by the movement of Gandhi for independence. Swaminathan took up the cause of farmers who were the vast part of the population of India in the 1920's when urbanization was just beginning. He studied at agricultural colleges in Coimbatore and New Delhi, and at Cambridge and U of Wisconsin, before heading the Agricultural Research Institute. By the late 1960's he was a leader in India's Green Revolution supported by the Kennedy and Johnson administrations in the US.
