Chevrolet and GMC finish in the top 5 in the J.D. Powers Initial Quality Survey for 2013. Owners reported 97 problems per 100 vehicles in the first 90 days of ownership for Chevrolet, and GMC owners reported 90 problems. The survey incudes problems with new technology such as navigation systems. Ford had 131 problems per 100 vehicles largely because of problems owners have with the new touch screen multimedia systems called MyFord Touch. GMC and Chevrolet use butons and knobs for the MyLink entertainment and navigation systems. By not doing extensive redesign GM moved up in the rankings. Because mechanical quality is about even for Toyota, Honda, Nissan, Ford, GM and VW, the rankings now include new tech systems performance for automobile owners.

China Investment Corp., China's sovereign wealth fund, and its investment strategies. Efforts to separate investments in China's state banks from CIC. Changes made in 2011 resulted in the formation of CIC International, separate from the Central Huijin unit which is focussed on investments inside China. CIC controls both. CIC was started in 2007 to get better returns on China's foreign exchange reserves which upto that point were mostly in U.S. Treasury securities. At the end of 2010 CIC had assets of $410 billion. China's foreign exchange reserves are about $3.2 trillion. CIC initial funding of $200 billion was allocated with half going to investments overseas, and the rest in China's state banks. A new $30 billion in funding for CIC from the People's Bank of China will go to overseas investment.

Of this 20% was to be spent addressing learning loss for children. The pandemic period taking 50 million children out of schools is now seen as the biggest disruption in history of American education. President Obama ordered the surge in 2010 for 30,000 additional troops in Afghanistan. There are now 150,000 NATO troops in Afghanistan. Of these two thirds are Americans. The goal of the surge was set by President Obama as " disrupting, dismantling, and defeating al Quaeda and its extremist allies" in Afghanistan. Yet the fact remains that official estimates on the coallition side are for only about 100 or so al Quaeda militants operating in Afghanistan. The war in Afghanistan is being fought with Taliban insurgents in Afghanistan who also live in the mountainous region that comprises Pakistan and Afghanistan, and has some form of clandestine support from sections of the Pakistani military and intelligence services- the Pakistani military having played a critical role in the formation of the Taliban from its inception to act as Pakistan's proxy in that region. With the democracy protests in the Arab world in 2011, al Quaeda does not fit into the existing mood in the Middle East and the Muslim world. Considering these facts- and the mood favoring American disengagement on the part of America's allies in the Afghan government and Pakistan's military, and the American public mood favoring disengagement, the Taliban seeing their conflict as purely domestic and little to do with al Quaeda- the situation is likely to move in the direction of phased American withdrawal. ...

The state of India's fight against Tuberculosis is shown here by AID's Atul Gawande in NYT. He visits a homeless shelter in New Delhi and asks what can be done to prevent the number one infectious disease in India and globally. The disease affects 1 in 38000 in the US and 1 in 500 in India a huge contrast as poverty and poor health conditions increase spread of TB. It grows with depleted immune systems and poor food intake. This alone shows how important it was and continues to be that prime minister Modi put forward no cost (free) allocation of foodgrains, lentils and vegetables during the pandemic to hundreds of millions of needy households. This and Clean India campaign Swacch Bharat + Har Ghar Jal Clean Water Every Household  play a critical role in providing the basic environment for health in India at the ground level for nutrition+ clean water, and sanitation. India has allocated $1.7 billion for TB prevention and treatment. 4-5 TB vaccines are in test stages.  Nearly 90 percent of estimated TB cases are now being diagnosed with treatment success rates high, says Gawande. Simon Nixon points to two large capital gaps Spain's government faces for Bankia. Spain was not prepared for the events of the last month as it took control of Bankia. The agreement to convert 4.5 billion of preference shares into equity gives it 100% of Bankia parent, Banco Financiero y de Ahorros, and 45% of Bankia. The capital gaps Spain faces for Bankia comes from expected loan losses which it has been slow to deal with. BFA-Bankia's real estate loan losses are estimated at 52 billion euros. Capital provisions for this are only 11%. J.P. Morgan estimates another 4.9 billion euros will be needed under new government rules. But these rules do not reflect all the losses if real estate loans are written off and and other loans are correctly shown as nonperforming, and other corporate loan provisions are increased. When this is done total losses would in reality be about 12% of the 190 billion euro loans at BFA-Bankia or 22.8 billion euros, according to experts. To correctly deal with this would require $15 billion euros, in addition to the 4.9 billion euros, for a total of 19.9 billion euros. The other capital gap comes from BFA's capital carried on books at 12 billion euros, the pre-IPO value. This has been shrinking rapidly to 5.5 billion euros at 2011 end, and is now down to 2.8 billion euros. This could mean another capital gap of 5 billion euros, depending on to whether shareholders are wiped out. Bankia has 350,000 private shareholders and it will be important to maintain depositor confidence. The total is close to 25 billion euros in capital gap for BFA-Bankia that the Spanish government must face up to quickly. It does not stop there because there are other cajas savings banks and other banks that will have to be taken into account- too large a loss would mean losing market confidence and poorer access to financial markets. ...

Xi Jinping visited Hong Kong in 2017 and again this year. Jinping wanted to see Hong Kong integrated with mainland China after years of British rule and a transition period in which control remained with Beijing. This has happened after protests that sought to maintain Hong Kong's special status collapsed with huge differences on both sides. Jinping says "no country on earth would allow unpatriotic and even treasonous or traitorous people to take power." He stated his view on this trip that "political power must be in the hands of patriots." 2022 marks 25 years since the handover to China of Hong Kong by Britain in 1997. The period of transition set was 50 years. It could be said that the speed of China's integration with the economies of the US and Germany allowed by Clinton, Bush, Obama, Schroeder  and Merkel may have unwittingly determined the duration of the transition to integration with China from 50 to 25 years. In 1997 China was just beginning the transition to a market economy- 50 year seemed a long distance away.  The Clinton, Bush, Obama and Merkel years accelerated China's integration into the ports of Los Angeles and Hamburg for manufactured imports at a breathtaking pace eventually leading to the collapse of the relationship as American and European workers were ignored and communities depending on factories in parts of US and Europe were thrown out of work. With it collapsed the arrangements of Hong Kong as China by 2022 was economically already where it thought it would be in 2047. Shenzen region's economy's size exceeded the Hong Kong economy. China no longer needed Hong Kong as a entry point for foreign technology and capital. Hong Kong had lost relevance as a city state from the British period with British values for sons of the veterans of the Communist revolution of the nineteen thirties and forties, one of whom was Xi Jinping. ...

The Ifo Institute's Hans-Werner Sinn presents the German view on bailouts for Greece, Ireland, Portugal, Spain and Italy. He says that socializing of debt was proved to be a bad idea even in the U.S. experience when eight states and territories were allowed to go bankrupt in the 1830's and 1840's, and even though California is close to being bankrupt no one suggests socializing the debt. The European Economic Advisory Group has favored short term assistance and liquidity assistance but not aid for insolvency. Bundesbank assistance for international shift of refinancing credit, also called Target credit, is estimated at $874 billion, since 2007. Greece and Portugal current account deficits were financed using this. ECB purchase of government bonds $250 billion, and $500 billion in rescue programs from the IMF, and additional help from the European rescue funds such as EFSF. Sinn says Germany would lose $1.35 trillion if the euro fails. If Greece, Ireland, Italy, Portugal and Spain go bankrupt and repay nothing, and the euro survived, Germany would have lost $899 billion by his estimates. He responds to critics by saying that the Marshall Plan gave Germany 0.5% of GDP for 4 years, or 2% in total, or about $5 billion today if taken as 2% of Greek GDP....

The UK based magazine The Economist will maintain its independence after a sale of 50% shares is completed to Exor or some other company. This is because the shares sold are "B" shares. "A" shares and trustee shares will be retained so that the independence of the magazine is not affected. The Economist has increased its circulation to 1.6 million in 2015 from about 1 million in 2006. It reaches a highly educated and upper class audience. The magazine has a unique culture in which journalists debate editorial direction and writers also do editing, with no writer's names mentioned for its short Time magazine type coverage of international topics. The two contrasts between Eintracht Frankfurt a soccer club with a local presence and modern management with Germany's 50+1 rule, and Barcelona with Catalan support but an international club in which the president runs the club independent of members, could not be larger. 30,000 Eintracht Frankfurt fans make their way to a game with Barcelona at Camp Nou in the Catalan city. Barcelona did not make it to the final stages of the Champions League and struggled to pay the large amount of money owed to Messi during the pandemic. Because of its old ownership structure Barcelona is not able to raise financing by selling shares and in capital markets in the way Frankfurt can. Under the 50+1 rule, a German Football League regulation, club members retain majority voting rights in an outsourced company that runs its football team. This gives it a genuine local presence and is why German clubs have opposed the Super League of just a few star teams playing each other. This DW.com report shows messages on Twitter by Eintracht Frankfurt saying that the whole Super League idea "is completely absurd." And that "every decent club must distance itself from it." When it comes to essential policy Republicans and Democrats in the US Congress can and will work together. A roughly $1 trillion infrastructure bill passed in the US Senate. Kentucky Republican Mitch McConnell says there are issues that are popular with both Democrats and Republicans.  He said in an interview with the WSJ - "The American people, divided, sent us a 50-50 Senate, and a narrowly divided House. I don't think the message of that was, 'Do absolutely nothing.' And if you are going to find an area of potential agreement, I can't think of a better one than infrastructure, which is desperately needed." The infrastructure bill passed this week 69-30 in the US Senate. McConnell thanked president Biden for getting the Democrats ready to compromise to pass the bill. Biden's long experience in the US Congress compares with another US president, when getting Congressional action from both parties was needed. Lyndon Johnson had this type of long experience in the US Congress which enabled him to reach compromise with Republicans to achieve goals in civil rights legislation and in passage of Social Security during the 1960's. In this sense Biden is right for the 2020's when national rebuilding is the task before America. ...

The Chief Correspondent of BBC News points out the dangers facing May and the British economy as the deadline of March approaches for invoking Article 50 to leave the EU and start negotiations. The possibilities of a "disorderly break" cannot be discounted, he says. There are many hurdles. The negotiations could get bogged down on the issue of settling outstanding obligations for which Britain owes 50-60 billion euros. Consumers will feel the effects of higher prices on their budgets as prices creep up. Already tech goods prices are reflecting the drop in value of the British pound. There is little solace to be found in the 6 months of steady economy following the Brexit vote as inflation has not hit consumers hard so far. Chancellor Merkel of Germany has said that there will be "no cherry picking" allowed in the negotiations. And the French right and former Gaullists have never concealed their views about Britain being on again and off again on the idea of Europe. The City of London, British business, and large parts of the Conservative Party do not favor Brexit, even the civil servants expected to implement it are skeptical, creating an additional layer of complexity and uncertainty and difficulty.Under a "disorderly break" Britain would revert back to the tariffs set under World Trade Organization arrangements. ...

Weiner calls Franklin the "Least Dead" of the Founding Fathers of America. "Least Dead" for whom? Of pop cultures, TikTok, Facebook, social media and the rest? Benjamin Franklin is one of the founding fathers who was most revered, and who with his diplomatic activity secured French support for George Washington, Thomas Jefferson and the American cause in 1776. It was the French cannon, and the French Navy that made it possible for Washington to move his armies north and surround the British at Yorktown, Virginia ending the War of Independence. Weiner writes that Franklin is the most approachable one of the founding fathers, one you can talk with, one you would most likely want to have a beer with. Franklin is also the most interesting. Franklin's experiments with electricity are the earliest pioneering efforts of the scientific revolution of the 19th century that set Europe apart from Asia, and the scientific revolution of the 20th century that set America apart from the rest of the world. Franklin is not just a founding father, he is the founder of the US Post Office which was the radio and internet of its period making communication possible over long distances. Franklin was the first Postmaster General in 1775 and set up the US postal system. Franklin set up the first circulating library in 1731 and the University of Pennsylvania- the first fire department in Philadelphia. He was president of the state of Pennsylvania after Independence. There is a great deal of ignorance about the founding fathers no less in places like the entrance to the Smithsonian institution in Washington DC of all places, where no mention is made of Franklin as an Abolitionist, quite the reverse- Franklin's scientific mind and his modern thinking had no place for the European institution of slavery in the 1500-1800 period. Franklin was the president of the Pennsylvania Society for the Abolition of Slavery. Eric Weiner, is author of  "Ben and Me- In Search of a Founder's Formula for a Long and Useful Life." This is the second article in a series by NYT on America's 250th Anniversary for the Declaration of Independence. Weiner travels from Boston to London, and from Philadelphia to Paris along the sea route taken by Franklin to the Brittany coast in December 1776 with his 2 grandchildren, one of 7 voyages crossing the Atlantic. By 1781 Franklin had his first meeting with French King Louis XVI at Versailles. The US Mission and Franklin's home was located in the hillside village of Passy a few hours from Paris, where the clean country air and water helped revive him. He crosses the Atlantic again in 1783 when the Peace Treaty is signed by Franklin. Weiner is 70 in 2026 and writes that Franklin grew more serene with age even with some ailments, was loved in France, and returned to America for his final voyage home with his 2 grand children in 1785. A life well lived something for all Americans to aspire and emulate, and loved by his country. ...

The first undersea rail tunnel of this kind under Thane Creek for 21 kilometres on the Mumbai side. The 508 kilometer distance cuts travel time between two major commercial cities in western India from 7 to 2 hours. It will then be replicated after completion in 2027 and 2029 (final), across other Indian cities north to south east to west. PM Modi has emphasized this in vist to Surat last week talking to engineering personnel that the important aspect is what can be learnt from this section of bullet train engineering that can be replicated or improved across many Indian cities, over a land mass almost the size of European Union (3.3 million square kms India to 4.3 million EU). Technology: India uses the Japanese Shinkansen E10 Series. In comparison Kawasaki Steel technology of an earlier generation used for China's earlier bullet trains and redeveloped for the newest CR450. Germany uses ICE 3 neo of Siemens, France 5th generation TGV M Avelia Horizon of Alstom. Stations- Mumbai (Bandra-Kurla), Thane, Virar, Boisar on Maharashtra side and on Gujarat side Vapi, Bilimora, Bharuch, Surat, Vadodara, Anand, Ahmedabad and Sabarmati Cost: $17 billion through a loan from JICA Japan International Cooperation Agency. A key achievement stemming from close relationship of PM Shinzo Abe 2012-2020 and Modi of India starting when Modi was CM of Gujarat. Significance:  Just as it did for China this will dispel the notion that Indians could not borrow technologies and capital and with its own engineering capabilities build high speed rail infrastructure across a terrain the size of EU. The naysayers are both in India as they were with China in 2000 period and in US/Europe. It requires a special determination, persistence, vision and leadership as happened in Japan in 1960's, in China in 2000's, and India by 2030, to show what can be done to their people oppressed by the sense that failures of the past could not be overcome. Note that it was Japan that stepped up its help to setup the bullet train system in China by 2004. Japan's Hideo Shima and Shinji Sogo were the chief engineers for Japan's first bullet train in 1964, invented by Japan as first in the world to do this.  Next bullet trains and travel time cut to: Ahmedabad to New Delhi through Jaipur Mumbai- Pune will be a mountain tunneling exercize as much of it goes through mountainous terrain. Cut travel to 45 minutes. A number of critical issues need to be resolved for nuclear energy to play a critical role in energy supply. One is how to dispose of the waste product and storage facilities for the waste product, the other is fuel reprocessing tfor reuse and the separation of plutonium which can then be subject to possible theft for use in nuclear bombs. The other is the rising cost of concrete, steel and other products as well as the labor to build new nuclear plants. So a plant may now cost $7 billion rather than $3 billion for a 1500 megawatt nuclear reactor. Government incentives thus become a necessary part of this to reduce risk to companies. NRG Energy Dominion and Duke Energy have filed applications to build plants based on the incentives put in pklace by Congress. The subsidies include a 1.8 cent tax credit for each kilowatt hour produced which could be worth $140 million per reactor per year, a $500 million payout for each of the first 2 plants built, and $250 million each for the next four. if there are delays for reasons outside the company's control, and a total of $18.5 billion in loan guarantees. The loan guarantees are crucial to get banks to loan the money. Tho other issues are the shortage of skilled workers and contractors with nuclear certification, lack of potential sites for new reactors, and only 2 companies Japan Steel Works and France's Creusot Forge, a unit of Areva, have the technology for building key reactor parts such as massive pressure vessels. Another issue is whether other alternatives can supplement nuclear energy such as solar and the incentives that can be provided to solar energy. So nuclear energy which provides 20% of the US energy needs wil go much higher it will be supplemented by other energy moves and nuclear plants will be built but not to the extent that McCanin would like to see of 45 plants by 2030. ...
