Canadian steel and lumber industries get government aid, as talks to end US tariffs are halted over an ad on Reagan misrepresenting him on tariffs by Ontario state.  Canada's steel and lumber industries will get the aid in the form of railway costs cut in half with rail subsidies, and tariffs on US steel imports into Canada to reduce domestic steel costs for other industries. Stellantis shifts car production for a new Jeep from suburban Toronto to Illinois, GM cut a shift at a pickup plant and closed a electric van plant in Ontario. Not all imports to the US from Canada face tariffs. Other products enter the US from Canada under a free trade agreement USMCA that went into effect July 1 2020. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon. Even Biden had shown flexibility on the economy to support cost of living measures that are in conflict with climate change action. In DJT's second term climate change action has taken a back seat to cost of living concerns when a large majority of people are living paycheck to paycheck. ...

This Analysis in The Times of London points out that it was during a phone call that president Trump made to president Erdogan of Turkey that the decision to withdraw from Turkey was made. The call was meant to caution Erdogan in attacking Kurdish forces in Syria. When Erdogan confronted Trump that he had said he would leave when ISIS was defeated, now that ISIS was defeated 99% why was he not withdrawing. At that point Trump asked his advisor Bolton if this was true and when he was told ISIS had been defeated Trump simply made up his own mind to withdraw to the shock of Pompeo, Mattis and Bolton, key persons in the defense and state departments. 

In an earlier meeting Trump had told them they had 6 months time and the president now felt he was going to make his own decision.

The Syrian war started with Arab Spring in 2011 and a popular uprising against the rule by a Alawite minority that came to power in a coup staged by the elder Assad in 1970, says this report on the civil war in Syria. The war dragged out over a decade with the northwest in the control of Kurds, and groups backed by Turkey. Groups backed by Turkey which want to restore Syria to its national origins before the current regime took Homs, Aleppo and Damascus in a week as Iran and Russia withdrew from the country following the war in Ukraine and the Israel conflict with Iran. The US has only a small presence in the country to protect against terrorist groups. One of the effects of the conflict is the flow of migrants to Europe through Hungary into Austria and into Germany during the Merkel years. The opposition to migration that led to the CDU's decline in popularity and to Brexit in Britain started with this flow of migration from North Africa and the Middle East conflicts emerging out of the Arab Spring. In Britain the migration was also from Poland and countries in Eastern Europe.  This led to Reform UK and the Brexit referendum. In the US it led to the Border becoming a major issue in 2016 with migrant surge from Mexico in the last years of Obama's second term.  The collapse of the Venezuelan economy, economic troubles in central America led to another surge in migration in 2021-2023 from these countries making the Border a major issue in the US in 2024, and giving DJT a second term in office in 2025.   ...

The problems that hit the UK economy with the announcement of unfunded tax cuts were worsened by very poor communications, the cavalier attitude of the new Truss government and finance minister Kwarteng, and a lack of experience, says this report in the WSJ.The toxic mix of inflation, higher interest rates particularly in the US, and the conflicting messages from the Conservative party with critics within the Conservatives calling the step misguided, had a strong impact on financial markets. Yields on British government bonds jumped beyond that of Greece and Italy, and the British pound fell with large drops in its value falling to 1.03 to the US dollar. Only the intervention by the Bank of England helped recover the pound to $1.11 and yields that went up from 3.6% to over 5% to drop back down to 3.8%. Many other countries face the same high inflation and rising interest rates in the US, so that poorly managed political situations such as the leadership race in the Conservatives party in the UK can have damaging economic consequences. This is a point of caution for other countries economies and governments says the WSJ. Italy's new government coalition has managed to keep expectations of major changes to policy to the Draghi government to the minimum in anticipation of economic problems that could emerge with differences with the European Union, and to avoid poorly managed communications. This is true of all countries in the world and a reminder of the importance of correct messaging in financial markets, and taking a prudent role of funding extra spending programs. This was also done in the $360 billion Inflation Reduction Act and Climate bill of 2022 by the Biden administration. where the dollar spending was adequately accounted for with policies considered prudent to tackle climate change, support badly impacted segments of society, and new infrastructure. A new review of defense policy undertaken by the British government is outlined in paper, "Global Britain in a Competitive Age." The 100 page report points out that Britain faces a different world situation today and redefines the situation in which nuclear weapons would be used to include biological or chemical weapons attack. It sees the need for Britain to be able to respond to threats of chemical and biological weapons attacks coupled with cyber attacks from countries without nuclear weapons. The report also says other countries "are increasing and diversifying their nuclear arsenals." It identifies a "developing range of technological and doctrinal threats." In response Britain will increase its Trident nuclear warheads to 260 from 180. The report says China presents the "biggest state based threat" to Britain's economic security, and a "systematic challenge" to its prosperity and values. It says China's military modernization and increasing assertiveness in the Pacific region poses "an increasing risk to UK interests." Britain will make more secure its critical infrastructure, including hospitals, power plants and water systems, so that it can confidently trade with China. ...

As the pandemic continues to spread and numbers grow with reopening of the economy the question remains -what can we learn from other countries positive experience in controlling spread? Here the Times provides the example of German contact tracing- chancellor Merkel has emphasized that a lot depends on "total" contact tracing, and contact tracing "above all else." Germany's experience is that even if you don't get everything right, you make an honest effort with everything you've got and do it early it makes a real difference. Some of the offices across Germany are stretched and short of staff but they have been working since the beginning of March, sometimes in the early days 7 days a week. Only 33% or one third of the offices throughout Germany for contact tracing have the required 5 person team for every 20,000 people, and 35% are overstretched or at their limit, according to one survey. No apps, just a low tech effort with people from the state administrations who were not working during lockdown trying doing something else, or volunteers. Mainly using the phone, talking to people and tracing the contact chain of people testing positive. Putting this information on the computer with a central database.  The Berlin office has 115 workers and has tracked down every one of 666 virus cases it was given. Because of privacy concerns at the Munich office sometimes even the patient's name is not given and office staff have to locate the name and the person. It requires dedication, flexibility and above all resilience, says Harold Rau, the deputy Mayor of the Cologne office, cited in this Times report. The doctor alerts the local office with a test result. The office calls the person and finds out who he has been in contact with for the last 14 days. Then the people who were in contact with are grouped based on the directness of contact, face to face, so on. These people are asked to quarantine for 14 days, sometimes with the rest of their household. They get daily call to find out how their doing for symptoms. The effort goes back to Robert Koch in the 1892 cholera epidemic in Hamburg. Robert Koch, microbe hunter in Germany, was called in after the epidemic spread from Moscow. It devastated Moscow and Tokyo, but Hamburg suffered far less about 8605 deaths as a result of the contact tracing and strict closing off quarantining of affected chains after isolating them, closing off affected parts of the city. Bit by bit the cholera epidemics sparks were put out before turning into flames, says Koch. In the current pandemic Germany has suffered 8241 deaths and 178,000 confirmed cases. So far this is in line with the cholera epidemic in Hamburg 1892, and this for all of Germany. And it is not just affluent nations that can do this. where there is a will there is a way. In Kerala state in southwestern India, similar efforts have worked to limit spread  with even better results than Germany. ...

The contrarians not just then, but still today, as many economists shrug off facts about the new savings rate and predict a bounce back in 2009. Jeremy Grantham, co-founder of Boston money mangement shop GMO LLC, got the date right, predicting real risk to the financial system in October 2008. He pointed out for years since 2000 that the Fed's moves and the government's fiscal actions (including 2 costly wars) after the 2001 terrorist attacks, had simply postponed "a sensational bust". Its useful to see how these three, Peter Schiff, President of EuroPacific Capital, Bob Rodriguez of the FPA New Income Fund, and Jeremy Grantham agree and where even they disagree, and where the common thread of logic runs. Currency valuations including the US dollar, are the hardest to predict, and the predictions in this regard are also hardest to state for their timing. When separated from the rest of the picture, they give a better sense of what this common thread of logic in most of the crisis picture is. Grantham saw this crisis coming, but its not clear that he sees this running for a long period of a decade. He agrees with Rodriguez and Schiff about another 30% fall in the S&P 500 stock index, but at the same time he predicts over the next 7 years returns in the US stock markets will be 7.5% annually. Rodriguez sees this going on far beyond periods 1 and 2 to periods 3 to 10. And he sees government efforts to jump start the economy leading to some progress and then sputtering out because consumers are turning frugal. The savings rate will grow eventually going up to 10% by 2010. What this means is that as 70% of the US economy depends on consumption spending, and consumption spending has been too deeply damaged to recover in a few years, the downturn will only deepen in 2009 and 2010. This is his central point, and the analysis free of clutter and controversy. Basically he says the policy makers do not fully grasp that the US consumer has turned into a saver, and while the Obama administration puts one foot on the accelerator to stimulate spending, consumers will be pushing on the brakes. Schiff sees difficulties in financing the debt leading to higher interest rates and a serious drop in the value of the dollar. The views on the dollar face a lot of uncertainty as to timing, the relative strength of currencies in countries in Europe which have weak economies (UK, Ireland and Spain), and the rapidly weakening Chinese economy. But the common thread of logic runs through Rodriguez's argument about the savings rate and consumption spending, with debt and the overstretched consumer in the US running through every discussion about a weakening economy. Something much like what is happening to the auto industry because of its extraordinary degree of oversupply (with capacity reaching 94 million vehicles worldwide and demand inflated by the boom years and easy money now deflating) playing out in a few quarters, is likely to happen across the whole economy. In a gradual pattern playing out over a few years, as consumers postpone purchases of retail goods. Already this is showing up in the inventories of electronic goods that is building up. See links.
