Industrial profits are down, but lending by banks is up dramatically for the stimulus. China's banks made $757 billion in new loans in just 4 months of 2009, more than in all of 2008. With corporate profits decliningthere will be more bad loans in the future. After the recapitalization of banks with about $475 billion at the time between 1998-2006, according to the Bank of International Settlements, Chinese banks are in better shape. Nonperforming loans account for about 2% of the loans. ANd China's deputy central bank governor Yi Gang says- " in a situation of financial crisis, rapid growth in leding does more good than harm. We should also consider the sustainability of the rapid growth of credit and the possible adverse impact." Banks for their part say they are not loosening their standards for lending.

Orlando Patterson, a Professor of Sociology at Harvard, says Mr Obama is seen by inner city blacks as too remote from them and their lives to be a role model. And that he is more likely to influence the racial attitudes of middleclass blacks and younger white Americans. With Democrats controlling 51 votes and 11 Republican votes needed in the Senate to reach the 60 votes for passing aid to automakers legislation, the whole issue remains clouded for now. Politicians of both parties made statements but the reality is that there is not enough support in Congress for aid to automakers. And if the $25 billion that has been already approved for retooling plants for higher fuel efficiency is now released for salaries and operations by congressional vote to change this it still has to pass a poosible veto by President Bush. And Republican opposition is hardening as they call for real changes in how these companies are being run and at the same time some Democrats may also support this position.

In Spain it is not the big banks like Banco Santander or BBVA that funneled a lot of the mortgage lending. Its the Cajas or non profit lending instituions that do more than half of all the loans. The Cajas had $330 billion in loans to developers in Sept. 2009, up from $50 billion in 2000. As home prices plunge the 45 Cajas are suffering losses, amounting to estimated $3.4 billion in 2010.

Results at Midland Memorial Hospital in Texas, show that a low cost conversion to electronic medical records by using the VA system's open software and having computer software companies adapt it to Midland's needs. This cost Midland $7 million and has resulted in many benefits. Senator Rockefeller is introducing legislation to promote the use of this open software for conversion to electronic medical records. Medsphere chairman Kenneth Kizer, former undersecretary ohealth care at the VA oversaw the development of VIstA software. He says its enhanced version called Open Vist A, "can be installed in one third the timeand for about one thrid the cost of the big-name proprietary systems." There is alot to be said for open software as this would enable hospitals and clinics acoross the country talk to each other and pull up records and sen them electronically, wich is hard to do when different systems of differnt commerical vendors interact. If Midland Memorial is any guide there are huge savings in the conversion. By enabling access instantly of patient records, lab results and Xray images, there are a huge array of benefits. It helped Midland catch up with a$16.7 million coding and billing backlog for 4,500 patient records in 4 weeks instead of 5-6 months. In the 18 months since the system was made hospital wideinfection rates dropped 88%, because of guidelines in the record system that prompted nurses to follow infection control procedures, such as changing dressing or following procedures when inserting a new IV. That is huge. Bed sores were reduced from electronic prompting to nurses to turn patients.And Midland increased by 77%in staff compliancewith guidelinesfor care for patientson ventilators, which if not followed could lead to pheumonia....

China's president Xi Jinping visiting a trade fair in Shanghai, says China will shift to larger imports as it responds to calls from the U.S. and Europe to further open its markets, and buy more rather than focus on selling to the world. The Irish far economy is vulnerable and the Irish farmer at risk following Brexit. Rivals to prime minister Varadkar in the coming election say he has the M50 mentality, referring to the beltway around Dublin, not thinking enough of the Irish farm economy. A hard Brexit would have cut the Irish growth to 0.7% under Theresa May and now to 3.7% under Boris Johnson from the 6% for 2019.  This is happening as the Irish farmer depends on Britain for exports as he has for seven centuries.  Britain is the biggest importer of agricultural products from Ireland. Sinn Fein is gaining ground in this urban-rural divide with 25%, and so is Centre right Fiana Fail at 24%, with 20% for the current prime minister's party, in recent polls. Irish economy also depends on imports from Britain for machinery and trade agreement with Britain is crucial for Ireland now that Brexit has happened. Simon Johnson and Peter Boone say not taking forceful action with the large banks- taking them through bankruptcy and restructuring procedures as advocated by senior Federal Reserve officials like Peter Hoenig- will only lead to irreversible damage. The current Geithner-Summers policy being followed by the Obama administration is simply to hope that by fiscal stimulus and economic recovery the banks may be brought to sustained profits and be able to muddle through their financial problems. This Johnson argues is not likely to happen and the cost will be higher debt levels for America, irreversible damage as America faces low debt and financially stronger countries in Asia and sees its position in the world weaken. The muddle through policies for banks of the Obama administration have little prospects in the face of an IMF estimated $275 billion shortfall in capital on balance sheets at large banks (from the IMF Global Financial stability Report).
