Yet Deutsche Bahn is keeping the trains running on schedule with 65% of short distance and 75% of long distance trains running on schedule so that the service is available for essential workers who need it. This is similar to weekend schedule. Deutsch Bahn says it is "stability" that is its motto, and that "whoever works in systematically relevant professions, and is dependent on rail travel should be able to do so without drawbacks." Mike Bird in the WSJ points out that there is very little foundation for the idea that there is a tradeoff between the economy returning to normal and lockdown measures. Singapore and Japan without strict lockdown measures have also shown very sharp economic decline. The U.S. Federal Reserve and MIT economists published a paper at the end of March that shows during the 1918 flu epidemic cities with stricter lockdowns actually had better economic outcomes. In the 1918 pandemic Philadelphia did not impose a strict lockdown till later, St Louis acted immediately with a lockdown. St Louis emerged out of the 1918 pandemic returning to economic normalcy much earlier than Philadelphia. It is critical say the authors to understand that pandemic economics is not normal economics. There are both a supply side and demand side effects. China today is still suffering from significant loss of world demand as it struggles even though its manufacturing and its retail stores are gradually returning to normal. It will continue to struggle as long as demand remains very low in the rest of the world. And even though the services sector is larger today in U.S. and Europe than in 1918, with a smaller manufacturing sector, the pandemic effects and economics provide a useful comparison.  Japan provides an example of how the services sector less exposed to overseas demand and with Japan operating without lockdown sees its service sector absolutely hammered.  This WSJ report says it recorded a sharper slowdown than even the 2011 earthquake and tsunami. The authors of the study including from the MIT Sloan School of Management say they found no evidence that the cities that acted more aggressively in public health terms did worse in economic terms. If anything says MIT Sloan Asst, Prof. Vermer the cities that acted aggressively did better. The authors are specific, the cities that performed 50 days more of social distancing performed better in manufacturing employment by 6.5% after the pandemic ended through 1923. Earlier social distancing by 10 days translated into a 5% increase in manufacturing employment. ...

The new coronavirus test for antibody detects antibodies Immunoglobulin G and M. It is designed for people with symptoms and is a quick test used in China, and to be deployed in Britain. The FDA approved the first antibody test for coronavirus developed by Cellex. Immunoglobulin M is made a few days after infection. Immunoglobulin G is made later and is designed by nature in the human body to neutralize the invading virus. The test gives a positive or negative answer whether these antibodies are present to overcome the virus. Unlike the swab test for the nose this test takes only a pin prick and is quick with quick results. For asymptomatic people the swab test is needed as it detects the material in the nose which carries the virus itself.

Italy is paying a heavy price for the delay in implementing a complete lockdown and other measures. The first delay was on Day 6 and Day 12 after the first coronavirus infection on Feb. 20, when the regional authorites in Milan region kept bars and cafes open and reopened Milan Cathedral to tourists as reported here in the NYT. This was happening even as the pandemic was surging in a case of ample denial. Then again on the 18th day after the detection of the first case on March 8, the lockdown announced was leaked leading to people leaving Milan and other towns for the south and other parts of Italy. This lockdown of March 8 was not specific enough and lacked details so that it was not properly implemented immediately. The final lockdown of the entire country came as the situation worsened on March 10. As a result the virus continued to spread leaving hospitals and health personnel overburdened and the country in severe crisis. The Veneto region fared better than the Lombardy region because of strict quarantines, higher rate of testing and contact tracing to enforce isolation of clusters. At a critical juncture in the global fight against the pandemic eight in ten U.S. counties are in lockdown. About 29% of the U.S. economy is offline on April 5, 2020, according to Moody's Analytics. U.S. daily output has fallen by 29% compared to March 2019. Moody's Analytics predicts a 30% annualized decline in the second quarter GDP as businesses gradually reopen in the summer. Higher unemployment and loss of household wealth are likely to cause demand side drops making the recovery very gradual in this scenario. It all depends on how long this lasts and how effective the fight against the pandemic is including the steps taken to cut the spread of the virus, the action taken for rapid testing and isolating of clusters as happened in South Korea and Taiwan, which remain models for effective action.

This WSJ report on critical analysis of coronavirus data has a very useful chart of Estimated Range of Symptomatic Cases Reported by Country. Complete coronavirus data for all symptomatic persons who have the coronavirus infection is lacking in most countries. Many people in large populations have symptoms and are positive but are not reflected in the official data collection. This is a big problem as the total number of cases are understated by a magnitude of twice to five times the numbers reported in official tally.   South Korea has done a good job of getting more of the symptomatic people with the infection in its data, as about 53% to 90% of such persons are reflected in official data. Next comes Germany at a range of 38% to 55%.  China comes third and has about 28% to about 38% of such persons reflected in its data, the U.S. currently on April 4 at about 14% to 19%, according to this chart in the WSJ. The source for this is Mathematical Modeling Center at the London School of Hygiene and Tropical Medicine. What this means is that the US. number of cases at 278,000  reported infected people with symptoms (April 4) is only 14% to 19% of the true number. Another way to say this is that the actual infected persons with symptoms is about 5 times what is reported, or over 1 million not the 278,000 reported.  As happens for China data collection agencies may never get the true number. To be comparable to the Chinese numbers, as the U.S. is a large country, the figure closer to the true numbers would be twice the 278,000 reported or over half a million symptomatic infections of coronavirus in the U.S. Why is this data important. With widespread testing as in South Korea one gets data that tells one how many people are infected (the size of the problem) and therefore the resources needed and the point of greatest impact. Also it tells one the typical transmission rate per person, and it helps hospitals in each area know what to expect and what resources are needed to prepare- not find people suddenly turn up in the E.R. in unpredictable numbers. The lack of widespread testing and better reporting in the data to get a grip on the pandemic is shown in this chart for countries hardest hit, less than 5-6% for Italy and Spain. Her approval ratings are the highest of any coalition government in the last 23 years. The government says this report in DW.com has appeared level headed in its actions, and Merkel has paid careful attention to advice from Germany's Robert Koch Institute, the German public health agency. Merkel also shared important facts for tackling coronavirus in an effective television address. By listening to the expertise of RKI public health agency the government has maintained calm and better handled the crisis. In the U.S. a similar process is taking place with the heads of the public health agencies, Dr. Fauci and Dr Birx playing a similar role, and president Trump paying careful attention to health experts. DW.com says doctors, nurses, police officers, and people working at supermarkets and pharmacies, are being applauded by the public, with people taking to the balconies to applaud. This is also happening in Spain. The hope expressed by DW.com is that going forward these professions will be better paid and public health become a top priority. ...

Coronavirus infections peak in Spain by April 4 and the number of deaths at 809 in one day is a drop from earlier in the week. Madrid is hit hard. The number of infections in one day dropped from 7472 to 7026 on Saturday April 4. Officials are looking for ways to get masks for all citizens as a way to prepare for an eventually ease restrictions. It is virtually impossible to get masks in Spain. Lockdown has been extended to April 25. 

Masks are mandatory in Austria, Czech Republic, Israel and Turkey.
