Hundreds of community based groups have also sprung up across Britain, with additional tens of thousands of volunteers seeking to help, says this report in NYT by Mark Landler. It is a massive and spirited display of national solidarity at a time of national crisis. As Queen Elizabeth II said in her television address: "Our pride in who we are is not in the past, it defines both our present and our future."

It also shows how in an affluent society one can now see the people who really matter when it comes down to this, the everyday effort to get through a day or a week at a time, says Landler. Everyone from garbage collection, grocery clerks, delivery service, and pharmacy workers, get us through each day, each week.

The U.S. Federal Reserve, America's central bank, is staying away from riskier investments, junk bonds, leveraged loans, non government backed mortgage bonds, as it intervenes to support U.S. capital markets. On March 23 the Fed said it would launch facilities to buy not just Treasurys but also corporate bonds carrying investment grade ratings. Companies from Nike to Pfizer were able to issue $177 billion of invesrment grade bonds, according to Dealogic. As a result the corporate bond market is stabilizing. The Fed is not supposed to take credit risk, and just as the government intervention with aid to business has focused on keeping down unemployment, the Fed focus is on helping the parts of the market that are not leveraged, to help companies that were doing fine before the pandemic hit. As the president says repeatedly this pandemic was not their fault.

Japanese prime minister Shinzo Abe issued an order for a month long state of emergency covering Tokyo, Osaka and five other prefectures.

Philippine president Duterte extended the quarantine for Luzon island to April 30.

The lockdown was placed on Wuhan, China, epicenter of the pandemic on January 23. On March 25 about 2 months later some travel restrictions were lifted. On April 6 trains were allowed to leave for several cities in China. 

Countries in Europe that stepped in early with restrictions such as Denmark and Czech Republic moved to ease them a bit. Czech Republic and Austria will require people to wear masks outside.

Health experts say the busy Detroit international airport connecting the Detroit hub to other auto hubs in northern Italy and China- both virus hotspots- may have contributed to the virus hitting Detroit early. This country to country transmission along some route is how the virus has traveled to over 150 countries. For instance German reports show Bavaria as the source of the early cases in Italy's Lombardy region. It could be that German auto companies located in Bavaria with large operations in China resulted in inadvertent transmission of the virus from China through airport in Munich from flights between Germany and China. A Shenyang municipal bureau report provides information on German  investment in Shenyang, Liaoning province. Munich based BMW makes 1.3 million cars here. There is also the newly built Chinese German Tiexi industrial park in Shenyang with 50 German companies BASF, Siemens, located there.  Once the virus arrives in one location its spread depends on the environment with densely packed areas and the health conditions prevailing in a particular area playing their part. Both in New York and Detroit metro area this helped its faster spread in lower income densely packed areas.   ...

The contentious idea of herd immunity or population immunity was accepted by the Dutch government says this report in DW.com. Very few countries have done this and it is a high risk strategy. Early on in the pandemic some in the UK brought up this idea, but the UK changed course once it was realized how costly this could be in human lives. There is a realization that this Dutch approach may just be an aspiration rather than actual intelligence in what the Dutch call an "intelligent lockdown." Neighboring Belgium, Germany and France have a strict lockdown. The Dutch attitude towards souther European countries such as Italy and Spain in the crisis has also come under criticism. The Dutch government shifted course on assistance to southern European countries supporting an Emergency Fund and admitted its initial attitude lacked empathy and was not consistent with how most European countries have acted. ...

The usage of long distance and short distance passenger trains in Germany has dropped to 15%. Yet Deutsche Bahn is keeping the trains running on schedule with 65% of short distance and 75% of long distance trains running on schedule so that the service is available for essential workers who need it. This is similar to weekend schedule. Deutsch Bahn says it is "stability" that is its motto, and that "whoever works in systematically relevant professions, and is dependent on rail travel should be able to do so without drawbacks." The government is the owner of Deutsche Bahn and is likely to provide financial support for Deutsche Bahn to keep the trains running.  Passenger trains are being used to transport whatever needs to be transported including groceries such as pastry wares, flour, and toilet paper. Mike Bird in the WSJ points out that there is very little foundation for the idea that there is a tradeoff between the economy returning to normal and lockdown measures. Singapore and Japan without strict lockdown measures have also shown very sharp economic decline. The U.S. Federal Reserve and MIT economists published a paper at the end of March that shows during the 1918 flu epidemic cities with stricter lockdowns actually had better economic outcomes. In the 1918 pandemic Philadelphia did not impose a strict lockdown till later, St Louis acted immediately with a lockdown. St Louis emerged out of the 1918 pandemic returning to economic normalcy much earlier than Philadelphia. It is critical say the authors to understand that pandemic economics is not normal economics. There are both a supply side and demand side effects. China today is still suffering from significant loss of world demand as it struggles even though its manufacturing and its retail stores are gradually returning to normal. It will continue to struggle as long as demand remains very low in the rest of the world. And even though the services sector is larger today in U.S. and Europe than in 1918, with a smaller manufacturing sector, the pandemic effects and economics provide a useful comparison.  Japan provides an example of how the services sector less exposed to overseas demand and with Japan operating without lockdown sees its service sector absolutely hammered.  This WSJ report says it recorded a sharper slowdown than even the 2011 earthquake and tsunami. The authors of the study including from the MIT Sloan School of Management say they found no evidence that the cities that acted more aggressively in public health terms did worse in economic terms. If anything says MIT Sloan Asst, Prof. Vermer the cities that acted aggressively did better. The authors are specific, the cities that performed 50 days more of social distancing performed better in manufacturing employment by 6.5% after the pandemic ended through 1923. Earlier social distancing by 10 days translated into a 5% increase in manufacturing employment. ...

The new coronavirus test for antibody detects antibodies Immunoglobulin G and M. It is designed for people with symptoms and is a quick test used in China, and to be deployed in Britain. The FDA approved the first antibody test for coronavirus developed by Cellex. Immunoglobulin M is made a few days after infection. Immunoglobulin G is made later and is designed by nature in the human body to neutralize the invading virus. The test gives a positive or negative answer whether these antibodies are present to overcome the virus. Unlike the swab test for the nose this test takes only a pin prick and is quick with quick results. For asymptomatic people the swab test is needed as it detects the material in the nose which carries the virus itself.

Italy is paying a heavy price for the delay in implementing a complete lockdown and other measures. The first delay was on Day 6 and Day 12 after the first coronavirus infection on Feb. 20, when the regional authorites in Milan region kept bars and cafes open and reopened Milan Cathedral to tourists as reported here in the NYT. This was happening even as the pandemic was surging in a case of ample denial. Then again on the 18th day after the detection of the first case on March 8, the lockdown announced was leaked leading to people leaving Milan and other towns for the south and other parts of Italy. This lockdown of March 8 was not specific enough and lacked details so that it was not properly implemented immediately. The final lockdown of the entire country came as the situation worsened on March 10. As a result the virus continued to spread leaving hospitals and health personnel overburdened and the country in severe crisis. The Veneto region fared better than the Lombardy region because of strict quarantines, higher rate of testing and contact tracing to enforce isolation of clusters. In towns such as Vo in Veneto the virus is under control as reported in the WSJ. ...
