Some features of the U.S. health care law are likely to be retained even if the Supreme Court overturns the health care law- the feature that lets parents carry a teenager on their polcy till age 26, and the feature that private insurers cover preventive services without copays. These are very popular and preventive services make sense for the insurance companies to reduce higher costs later on. Other features such as the discount pharmaceutical companies must give to seniors falling under the Medicare gap, and annual physicals without copays may not be retained. 3.6 million Medicare benificiaries saved $2.1 billion on prescription drugs, $604 per person, from the Medicare gap discount. And 32.5 million Americans took advantage of the annual physical without co-pays in 2011. About 50,000 Americans insured temporarily for people with a pre-existing condition also may lose their coverage. Another provision which prevents states from tightening eligibility rules for Medicaid before 2014, may be questioned also as states feel burdened by these rules during a period of budget cutting in areas such as education....

Independent contractors rule reinstated by DJT administration following employee status push by Biden and unions. This affects 11.9 million workers in the US. Independent contractors cannot unionize and lack some of the protections of labor law. The independent contractors get to choose where they work for remote work days and get to choose the projects they want to take up, set their own hours which can help for childcare or care for parents. It includes workers in real estate, construction, arts, design, and personal care, where most of these independent contractors work. Only a small part is in Uber drivers or DoorDash delivery gig workers. This Editorial Board opinion in Wash. post cites Bureau of Labor Statistics that says from a 2023 survey that 80% of this worker group prefers independent contractor work to full time traditional employment which has less flexibility.

The needs of AI where the energy to power a city the size of Manhattan is needed leaves America short of meeting such supply with renewable solar, wind and natural gas. Nuclear had become dormant as the cost of natural gas and solar produced energy declined. With increasing need for clean energy the Biden administration considered reviving nuclear energy and included funds for this in its legislation.  In the last year Constellation which owns the Three Mile Plant in decommissioning status changed its plans under CEO Dominguez after attending AI meetings realizing that this was an opportunity. Dominguez had research done to match energy projects in the US with the demand including AI data centers to be convinced it made sense to invest, and meetings with Governor Shapiro. It is moving forward with $1.6 billion investment after a deal with Microsoft for energy from Three Mile Nuclear plant, delivery in 2028, at $115 per megawatt hour. It costs $142 per megawatt hour for new nuclear energy construction.  State and federal regulatory approvals are needed, and the risk of underestimating the cost of restoring nuclear at decommissioned plants are high. ...

European Union president Ursula van der Leyen says Africa could be facing a massive surge in coronavirus in a couple of weeks similar to what is happening in Europe. She said only a globally coordinated response would win the war against the coronavirus. "It is in our interests to ensure that the fight is successful worldwide." To help African economies and health systems the European Union will provide aid and grants of 15 billion euros or about 16.3 billion dollars.

In this exceptional piece Krugman says Greece has won flexibility in the negotiations with the EU in April 2015, contrary to the media coverage. He says under the Samaras government negotiated agreement with the EU the primary surplus, the difference between the revenue and expenditures not including interest on debt, would have to be triple what it would be now for the next few years. This is the only figure that matters, says Krugman, as it is the amount that is transferred to the creditors. The Syriza government plans to run only a small primary surplus, which itself involves large sacrifices in Greece with the drop in revenues from the decline in the economy. Language about future surpluses is left obscure, and Greece continues to get financing for the next few months. In other areas Syriza agreed to structural reforms in the labor market regulations, and to take strong action against tax evasion, which he describes as constructive steps on the path to economic recovery.

Biomass carbon removal at $100 per ton is being developed by Graphyte. The price for direct carbon removal from the air using huge fan like devices is $675 per ton. The price has to come down to about $100 per ton for it to become widely used. Graphyte is doing its first project near two timber milling and one rice milling operation in Pine Bluffs, Arkansas. American Airlines is purchasing credits from Graphyte. Graphyte can produce 150 pallets of blocks of biomass a day by July 2024 for carbon reduction of 50,000 tons per day. American Airlines is producing 35 million metric tons of direct emissions a year.

Education Department to delay forced collection on student loans starting Jan 2026. Tax refunds would not be used towards repayment of student loans. German management consultancy Roland Berger says in astudy that the cash for clunkers plan in Germany is likely to backfire by pulling in sales from 2010. It says car sales in Germany may fall by 20% in 2010, about 90,0000 jobs may be lost, and one in 2 car dealerships could be threatened with failure. GDP in Germany it says could take ahit. Roland Berger's partner Ralf Landmann says the German car market is good for 3.0 to 3.3 ,million cars per year. With sales in 2009 expected to be at 3.7 million, the forecast for 2010 are at 2.7 million to 2.8 million. Economist Carsten Dreger of DIW research institute in Berlin goes further. He says the cash for clunkers program was cannibalizing sales of other consumer products, in addition to taking sales from 2010.

Sheila Barr is brining her innovative ideas to help homeowners at IndyMac Bank which is being run by the FDIC. It could be a blueprint for the entire industry and is formulated upon a simple idea that a homeowners mortgage payment should not exceed 38% of his or her income. FDIC says those taking part in the fastrack loan modification have seen their monthly loan payments lowered by $430 on average. It is a blueprint for solving the mortgage foreclosure crisis that economists from Martin Feldstein to Hubbard and Alan Blinder think is at the root of the problem in the worldwide financial crisis. Bovenzi, the senior FDIC executive who is serving as CEO of IndyMac is overseeing the effort. He is an FDIC veteran who worked at the agency durng the savings and loan crisis of the early 1980's and 1990's. And one the key lessons from that period Bovenzi and Sheila Barr believe is that debt workouts help lenders and borrowers. A key statistic Bair pointed out in a Sept 17 speech to Congress is that the FDIC's recovery rate on nonperforming loans or loans in foreclosure averages just 32% of a loan's value. If the loan is kept current by making payments affordable and preventing foreclosure the agency has recovered 87%. And Sheila Barr's efforts are the one or two bright spots in an otherwise bleak picture for troubled homeowners, in which the Republicans have ignored two of their last 3 Presidents' key economic advisers, head of the Council of Economic Advisers under Presidents Reagan and Bush senior, Marty Feldstein and Hubbard, and not supported efforts for loan modification to help homeowners avoid foreclosure. Shortsightedness, lack of foresight, or simply not able to grasp the true nature of the crisis....

Thailand's prime minister, Yingluck Shinawatra's intervew with foreign journalists on Dec. 11, 2013. She says no one listens to people in the northeast and northern region of Thailand around Chinag Mai where most of her support lies. She was only 18 when her mother died and her older brother, a former prime minister, is seen by her as more of a senior figure. Protesters in Bangkok see her brother Thaksin Shinawatra, a Thai businessman in London as the one who runs the government's policies. The country is badly split between urban Bangkok and the rural regions in the north. The military ousted Thaksin in 2006 and protesters where shot in 2010 in a crackdown. The latest episode of confrontation between the two parties reflecting the two regions is a followup to this, as an amnesty bill was introduced by Yingluck which would let her brother return to Thailand. The interview was setup at an airbase outside Bangkok, as the country remains deeply divided and protesters occupy most of Bangkok....

This report in The Times take a look at the work Liz Truss has done as International Trade Secretary and now Foreign Secretary. Truss does not want Britain to become economically dependent on China. More than Johnson Truss is a UK Atlanticist who wants the UK to work with the US and the EU to build a western world that is entirely independent of China. Looking at her work and experience it would appear that Truss is the most underestimated of the candidates for prime minister, much more so than Sunak. She can be strident and aggressive but she has gone through a process of thinking and studying before that with a willingness to try new ideas. She come from an intellectual  family and one that was active in left wing activism. She studied at a comprehensive school in Leeds before going to Merton College Oxford  to study philosophy, economics and politics, and was willing to change her thinking when persuaded about a different course of action to get better results. She also gained the knowledge she needs to do her own thinking with experience first hand as Chief Secretary at Treasury, Secretary of International Trade, and as Foreign Secretary, getting trade deals with Australia and negotiating with other countries. Cameron, May, Johnson lacked this kind of knowledge and experience. And Sunak also falls way short of this kind of knowledge acquired and experience handling international assignments key to Britain's advancement after Brexit. ...

Worse drug trafficking to the European Union constitutes something the Europeans should be worried about because of its growing scale and damage to Europe. ...

Sargent offers an assessment of Hillary Clinton's years in office as U.S. Senator and Secretary of State following her role as First Lady. Less polarizing, respected by 4 of 10 Republicans, and respected for her tenacity and effort. He cites Hillary's remarks in 2008 that the glass ceiling has about 18 million cracks in it- that Hillary who grew up during the feminist revolution helped take it further even if the achievements were incomplete. In retrospect the Clintons served the country with passion and dedication right upto to the end, and strove hard to put behind them any blemishes to their record. The Obama administration was itself built upon the public servants who gained experience in the Clinton administration, more so than previous aministrations, because of Obama's relative obscurity as a community activist in Chicago. Names like Panetta, Lew, Napolitano, show how much of the old is in the new, and the humility to work with them as colleagues and fill the lack of experience of the new president, may be the best example of public service the Clintons could offer....

Policy on China in the second year of the DJT Administration- shift from adversary positions to cooperation. A shift in policy after the meetings with Chinese leaders Xi and Wang Yi at Busan, South Korea in 2025. WSJ Analysis looks at what happened in the first term of DJT, the Biden Administration that followed and in 2025 in US-China relations and how the posture changed, how Xi and his team built rapport with DJT and his team over the tumultuous period in 2025. US turned to Xi in getting Iran to the table for negotiations in Islamabad meetings after the month long effort to take out Iran's nuclear and ballistic missile program infrastructure. This was arranged in the early hours of Tuesday April 7th 2026. Throughout the US air campaign in Iran China pursued the policy it had set at Busan of not letting it affect US- China relations and the DJT visit to Beijing believing it sets the basis for the future course of US- China that affects the whole world beyond regions such as the Middle East where little headway has been made in bringing about peace. China US, EU, India, Brazil, Latin America, Africa, Indonesia, make up most of the world's population and China remains focused on ensuring the US and China can through their cooperation maintain peace in the world overall. This is reflected in this statement of China's Foreign Ministry on Busan meeting as the beginning of something new and big for the world- "Over the past seven decades and more, we have been working from generation to generation on the same blueprint to make it a reality. We have no intention to challenge or supplant anyone. Our focus has always been on managing China’s own affairs well, improving ourselves, and sharing development opportunities with all countries across the world. And that is an important secret to our success. China will further deepen reform across the board, expand opening up, and promote higher-quality economic growth while achieving an appropriate increase in economic output, and advance well-rounded human development and common prosperity for all. This will also expand the space for cooperation between China and the United States." This relates to China's worst fear, worst nightmare - that before it can become a fully developed economy for 1.4 billion people it would find itself in the situation that faces Japan of an aging society and weak growth something Japan faces as a fully developed economy much smaller of 120 million people. Japan per capita GDP is at $36,000 2.5 times China's at $14,000 and about a fifth of Germany's at $64,000, about a seventh of the USA at $92,000. So that if China does not continue along the path of development it has followed since 1990 working with the US and EU it faces the prospect of losing forever the prospect of joining Japan and fall into lower than middle income status when large parts of the interior of China a third of its economy that is rural are still living in poor economy status with per capita GDP of $3500, which is 8% of the GDP per capita of the poorest state heavily rural state of Mississippi in the US. Even Shanghai and Beijing with about $32,000 per capita GDP are only about 58% of the per capita GDP of Louisiana in the bottom one third of US states. Xi Wang Yi, Lifeng are doing what China must do to compete with advanced US and European economies and Japan- continue to work with the US on the development model that has worked the best for China since 1990. It is not about supplanting anyone China is serious when it says here- "Over the past seven decades and more, we have been working from generation to generation on the same blueprint to make it a reality. Preserving forest areas is a key part of the climate change prevention plan. DW.com gives these video images of a vast forest area in South America- the Gran Chaco that is spread over Argentina and Brazil that faces destruction over time. Deforestation is taking place in the Argentine Chaco at an estimated 250,000 acres per year for 2001 to 2007 according to one estimate. The Gran Chaco that runs into the Brazilian state of Mato Grosso de Sul state is one of the last frontiers of forested areas in the world. If the Climate Change resolution passed at the recent conference on preserving forests is taken seriously this area needs to be preserved.

The takeaway from Calgary to go big and go bold applies to American cities. Calgary's downtown like many downtowns in large cities in the US had about 30% vacant office space. The 2014 oil price crash had already hit the city before the pandemic hit. Calgary responded with a plan to convert 6 million square feet of vacant office space into apartments. Developers were to be given $75 per square foot as an incentive out of a $200 million fund setup by the city. Calgary is now a fourth of the way through this transformation after getting broad community buy-in and support. Permitting process is less than 2 months.

With profits of $11-12 billion at GM and Ford Motor in 2022 and $11 billion at Stellantis for the first half of the year there is sentiment among union workers that workers wages should be raised. Ford Motor says profits go into huge investments in the electric car industry transformation. Wages suffered from the collapse of the auto industry in the 2009 period and have only gradually recovered since, falling to $16 per hour as an entry point wage going up to $32 an hour. Unions are looking for wage increases of up to 40%. A 25% wage increase was negotiated recently for an electric car plant run by GM and its partner.

As Citigroup shares dropped to $3.77 a share last week abruptly losing 50% of their value in a week, the Federal Reserve, Treasury and the FDIC were in negotiations over the weekend with Citigroup. Mr Paulson had several discussions with Robert Rubin, influential executive and director of Citicorp. And Citicorp CEO Vikram Pandit spoke with regulators and lawmakers. The deal that was worked out is as follows. Under the deal about $306 billion of largely residential and commercial real estate loans and certain other assets, which will remain on the balance sheet, will be backed up by Citigroup and the government. Any losses will be shared in the following manner. The first $29 billion in losses on that portfolio will be Citigroup's responsibility. Any losses over the $29 billion will be shared 10% by Citigroup and 90% by the government. Of the government's losses Treasury will use $5 billion from the bailout fund, FDIC bear the next $10 billion in losses, and the Federal Reserve will guarantee any additional losses above this $15 billion. What will the government get in exchange? Citigroup will issue $7 billion of preferred stock to government regulators. In addition the government is buying $20 billion in preferred stock in Citigroup with all preferred shares paying a 8% dividend. The other aspects of the deal are that all dividend payments by Citigroup will be halted for 3 years, certain executive compensation restrictions, and Citigroup will put in place the FDIC's loan modification plan which is similiar to the plan it recently announced....

US-China relations shift from adversarial to peaceful cooperation after the Busan meeting in South Korea in October 2025 between Chinese leaders Xi and Wang Yi. This is how the Ministry of Foreign Affairs of PRC presented the meeting- a turning point in relations. In April 2026, 6 months later it appears that this is certainly the case as shown in the WSJ Analysis in the adjoining article. Both leaders have decided that they will avoid any actions that disrupt peaceful cooperation and maintain friendly relations in anticipation of the May 14-15 visit to Beijing of DJT which will be followed by a trip by Xi and Wang Yi, He Lifeng to the US. The spirit of cooperation is reflected in this statement- "China will host APEC 2026, and the U.S. the G20 summit next year. The two sides can support each other in making both summits productive to promote world economic growth and improve global economic governance. President Trump said that it is a great honor to meet President Xi. China is a great country. President Xi is a well respected great leader, and has been my good friend for many years. We have always got along well. The United States and China have always had a fantastic relationship, and it will be even better. We will make both China and the U.S. even better. China is the biggest partner of the U.S. Together, our two countries can get many great things done for the world and have many years of success. China will host APEC 2026, and the U.S. will host the G20 summit next year. We expect both to be successful." ...
