The first spread event for Omicron outside of South Africa is now known to be in Norwegian capital of Oslo. Some workers of renewable energy company Scatec SA returning from South Africa where the company has a solar panel project attended an annual holiday party. The party was at Louise an upscale Oslo restaurant, with 120 people all vaccinated, and tested the day before. More than half have tested positive for covid 19, with at least 13 having the new variant Omicron. Oslo municipal health department says it expects more Omicron cases among the 64 coronavirus cases as remaining workers get tested. The results so far are anecdotal and thin to be sure, yet they show none of the infected employees were seriously ill, says this report in WSJ, citing a company spokesman. The spokesman says people had different sysmptoms but none were severe. Tine Ravlo, assistant superintendent of the Oslo municipal government says- all of them are under isolation at home. And  for now they have what they describe as mild symptoms such as headache, cough, sore throat, and flulike symptoms.  Norway has 80% of population of 5.4 million people fully vaccinated. Mask mandates are in place again in Norway, private indoor gatherings limited to fewer than 100 people. ...

Italy faces tighter restrictions and a national lockdown at Easter for the coronavirus, Italians who were the first to go into lockdown on March 10, 2020, now think they will be the last to exit lockdowns. The mood in Europe is of frustration with the slow vaccination drive and the failure to procure enough vaccine supplies and to approve vaccines in time. The US and Britain have vaccination drives that are moving rapidly leading to a reduction in cases and deaths. In Europe new cases are rising since mid February 2021, and there is the spread of the new variant first detected in the UK.  The variants make up 70% of new cases in France says Health Minister Olivier Veran. ICU's in France are 80% full. Elections in France in 2022 and in Germany in September 2021 are leading to government reluctance to impose tighter restrictions. The government strategy is now being questioned. Only 30% of Germans now have confidence in chancellor Merkel's ability to make competent decisions. The CDU's partner in the government, the SDU socialists have even less trust with SDU getting less than 10%. There are signs of a third wave of coronavirus in Germany resulting from variants of the virus, slow vaccinations, and reopenings. ...

The U.S. faces a critical gap in its coronavirus effort - the lack of one centralized source of reliable quality data. What we have today says this report in WSJ, are many disparate sources of information, without any uniform set of rules, different chronologies, and lacking consistency, all feeding into national or global databases run by individuals or private organizations that lack the resources needed. Not  the centralized government source for quality data that is being used in other countries. This is the second of articles in the WSJ on this problem. The first was on the John Hopkins database run by students and a professor lacking the funding or the resources for such a critical task, dependent on disparate and multiple sources of information without any set of rules. Other sources at the University of Washington or run by private institutions face similar problems. The data coming out of these databases is only as good as the data going in, say experts. As a substitute for quality data from a centralized U.S. government source these sources cannot give the decision makers in states the confidence they need, and the federal public health decision makers the confidence they need in their decisions for reopening in stages, says this report in the WSJ. ...

Any idea that herd immunity is the way out is dispelled by a simple look at these pictures from the NYT showing what the level of infections are today and what they would have to be for "herd immunity." No Asian nation has even mentioned the word. Most Asian nations have the most experience with virus of all sorts. The only government that supported the idea without saying so openly is Sweden as indicated in a report in FR24 on the amplification of coronavirus in Sweden compared to neighboring Denmark, Norway, Finland. Imagine with a threshhold of 60% of people having antibodies provided by experts for herd immunity, the current New York level of about 20% would have to triple, and Sweden's 7% would have to grow seven fold. It is hard to imagine New York going through something of these proportions. Looking at what works now that other countries handling it have set examples of what works provides a better way- low tech contract tracing the German way, and one used in Asian countries, and the cluster isolation through testing and contact tracing adopted in many Asian countries as well as Germany. Strengthening public health systems, and working one's way out of the crisis where there are no easy answers offers real and realistic hope. ...

A look at countries in Europe shows different strategies for tackling coronavirus Delta variant as schools reopen in September 2021. Italy requires all teachers to carry a covid digital certificate that shows vaccination or PCR test results. France, Germany and Spain do not require vaccination for teachers to go to schools, and rely mostly on social distancing and mask requirements in schools. Britain not only does not require vaccination digital certificate, but also has not made masks and social distancing mandatory. Health experts say there are serious risks in this approach with mass return to schools and offices after August 2021, and the fall weather with more time indoors. This could lead to a surge in coronavirus as in the US where the reopening of schools and Delta variant has led to surge particularly in states such as Texas, Florida, California. In UK 65% of total population is now fully vaccinated, in Italy 62%. Teachers in Italy fully support the new rules. In Lombardy region with Milan as the capital, only 300 out of 300,000 workers returned to schools without the green pass, according to regional officials. Oxford University Wellbeing Research Center has developed Happiness score using Gallup surveys. US score No.10 ranking among 143 countries for older adults over 60 years. Yet it drops off steeply for young people to 62nd of 143 countries. The situation is the same in Canada and to a lesser extent in the European Union. Overall the US dropped out of the top 20 countries  falling from 15th to 23rd. The report is based on Gallup World poll surveys from 2021 to 2023. Young females recording even lower. Normally it starts with youth doing better and higher then in a U curve dropping all the way down during a midlife crisis in 30's and 40's age before rising again for older adults wi have experienced the vicissitudes of life. The US data contradicts this. Why? Jan De Neve of Oxford Wellbeing Center says it could be from social media use and growing health and income disparities. The pandemic also played a role- beginning college or a career in a pandemic was just not the way to start. Housing prices, cost of living, loneliness epidemic, misinformation and social media negative effects add to this. At the same time there is an increase in benevolence among younger people aware of the situation they face and looking for ways to mitigate this. ...

The increasing use of millet grains to substitute for wheat and rice is good for India as it copes with climate change. Millet grains are more resilient in the current heat waves that will continue for some time. Millet grains are also better from a nutritional perspective. The entire chain, planting season timing, irrigation and fertilization of crops, need to be researched and the research used to prepare for climate change with new agricultural practices, say experts. Nutri cereals such as jowar, raagi, bajra, have the physiology to be resilient and have lower water demands, higher tolerance for coarse soils and heat, says a professor of ecology at Columbia University. The UN has declared 2023 as the Year of Millets and PM Modi has also launched a campaign for greater use of Millet grains. Millet grains have a high level of iron, fiber and certain vitamins.  With obesity increasing in all countries  after the world moved away from these Millet grains and other ancient grains the time has come for a return to the more nutritious grains of the past. Only one or two generations ago in our families history these Millet grains and ancient grains were used widely resulting in better health and fewer of todays medical conditions. ...

LNG prices have declined in 2024 to a fraction of what they were from $70 per mmBTU in 2022 with the Ukraine war to about $10 in Jan 2024. India's state owned Petronet signed a 7.5 million ton LNG deal for 20 years with Qatar at the reduced prices. For the world it is a good thing as India moves to natural gas from coal when about 60% of the increased pollution in 2013-2021 is coming from India by some estimates. This translates into climate change. The goal is to go from 6% for natural gas in energy mix in 2013 to 15% by 2030. Few people realize what this means outside India- that every additional dollar that was added to the nation's energy bill was a dollar not going to essential building of modern rail and transport infrastructure, into new colleges, into new health infrastructure hospitals, into logistics for manufacturing hubs, into digital and modernizing the economy. This during the pandemic has meant free rations of food for hundreds of millions in the rural areas which have been continued into 2024. Italy is paying a heavy price for the delay in implementing a complete lockdown and other measures. The first delay was on Day 6 and Day 12 after the first coronavirus infection on Feb. 20, when the regional authorites in Milan region kept bars and cafes open and reopened Milan Cathedral to tourists as reported here in the NYT. This was happening even as the pandemic was surging in a case of ample denial. Then again on the 18th day after the detection of the first case on March 8, the lockdown announced was leaked leading to people leaving Milan and other towns for the south and other parts of Italy. This lockdown of March 8 was not specific enough and lacked details so that it was not properly implemented immediately. The final lockdown of the entire country came as the situation worsened on March 10. As a result the virus continued to spread leaving hospitals and health personnel overburdened and the country in severe crisis. The Veneto region fared better than the Lombardy region because of strict quarantines, higher rate of testing and contact tracing to enforce isolation of clusters. In towns such as Vo in Veneto the virus is under control as reported in the WSJ. ...

WSJ Editorial talks about so called "spending blowouts" of the Democrats in 2024. Are Republicans saying let the roads, bridges, airports, built in the 1940-1960's heyday of American industrialization as China and India's is now, let them crumble? What do the educated minds of the WSJ Board say about coal in China and India and their effects on their massive use multiple times that of US and EU in history, is it not damaging to the environment? And why the Chinese realized the health in North China with coal winter use was worse than in South China cut their coal use. Are they saying lets burn fossil fuels and ignore, and if investment has to be made in solar who is going to do it? Is it OK for Republicans that we just import from China all our solar panels indefinitely into the future? "Green New Deal" is just a perjorative term, policy has to be made thoughtfully and without prejudice or bias of any sort for the best that we can do for the American people, ignoring so called "right" or "left." California Governor Schwarznegger points out that about 80 cents on every government dollar in California goes to public employees compensation and benefits. He says spending on state employees went up three times as fast as state revenues during the last decade. The result is crowding out of other programs such as higher education, parks and recreation. Because of large unfunded pension and retirement health-care benefit committments, California faces $550 billion of retirement debt. Costs of servicing that debt have grown at the rate of 15% for the last decade. The result is that California will spend more on retirement benefits than on higher education in 2010. Schwarznegger points to the fact that most employees in the private sector do not have $1 million in savings, but are in effect guaranteeing a retirement account of $1 million to state employees who retire at 55 years age- with a $3000 inflation protected check for the rest of their lives- as evidence that politicians in the State Assembly have made committments for the future that they cannot keep. And if they are kept they will leave little money for essential programs in education and public services....

China's leaders including president Xi Jinping, and China's financial regulators have frowned on the lack of regulation of the financial businesses of Alibaba. They see the state banks which are highly regulated with capital requirements as supplying the capital on which Alibaba makes a profit on transactions, yet having to take on the risks if something was to fail. Alibaba itself has avoided the financial regulation needed for stability in its rush for growth. At one point says the WSJ, Xi and other leaders were infuriated and decided to halt the Ant initial public offering that would provide accumulation of wealth and a pay day while increasing risks in the financial system for China.

The two front runners among Democrats in the campaign for President in the U.S. are building their lead on the basis of programs to reduce inequality and build the social fabric. Bernie Sanders and Elizabeth Warren support a program of Medicare For All. This program is a single payer program run by the government so that medical costs can be cut by the government directly negotiating cuts, which would reduce some of the cost.The WSJ looks at the ways this can be financed at a cost of between $11 trillion over a decade. Programs of less extensive coverage  in Medicare for All excluding undocumented workers and having individuals share some costs would cost this much, according to some experts.The gap would be financed by taxes such as that on Medicare currently. Sanders additional tax premium would be 7.5% paid by employers and 4% by employees. About $1 trillion is generated by each percentage point of taxes over a decade says CBO, so that a combined 11.5%  tax would cover Medicare for All. Alternatives or some combination would include this with taxes on the wealthy. Tax hikes on wealth, income and financial transactions would generate $11 trillion over a decade, according to the Committee for a Responsible Budget. Currently a majority favors a Medicare for All plan, and this support could grow as people understand that it would be progressive and reduce the burden on the middle class by shifting some of the burden to the wealthier in society in today's economy, where much of the increase in wealth over the last 3 decades has gone to upper income people. Much more so in the U.S. than in Europe creating a tear in the social fabric and disaffection with Democrats, who in earlier administrations from Clinton to Obama failed to maintain the gains made under FDR, Truman and Kennedy. This has led to a Republican administration under president Trump that won over disaffected Democrats but hope to merley to maintain the status quo. Warren is trying to change this with bold social programs that fit today's needs and circumstances. ...

Bret Stephens of NYT shows a lack of knowledge of European history and remains oblivious of the disastrous consequences of Reagan's policies that he lauds. He cites Reagan as saying to his own audience - "My idea of policy towards the Soviet Union is simple, some would say simplistic. It is "We win, you lose."  The US did not win through Reagan policies, it began three decades of US involvement in wars in Iraq, Afghanistan, the Middle East, with Iran, that have wasted trillions of dollars and many lives, a period in which it created space for the emergence of China as a world power with newer infrastructure built in a period in which China could quietly rebuild and modernize while the US frittered away its vital resources to the point that funding was missing for vital infrastructure rebuilding and education was not financed by the government as it had done in the early postwar years. The classic European History book by Cambridge historian Brendan Simms, "Europe- The Struggle for Supremacy 1453 to the Present" shows that every time any country became too powerful, the others regardless of religion, old ties or other affiliation joined together to counterbalance and restore the balance- Britain, France, Russia, Austria-Hungary were never allowed to become too dominant. The idea that the Soviet Union collapsed because of Reagan's policies is incorrect- it would have collapsed a decade later without Reagan as by the 1980's the people running the government and the ordinary people had realized the system was not meeting the aspirations of Russians. By buying into this myth Americans were embroiled in useless wars and in so doing probably destroyed more wealth in a short time than any period in world history- the trillions of dollars of oil wealth transferred not to countries such as China or India that had to pull themselves by the bootstraps but to Arab desert regions that were itself not benefitted because they went to fight wars and destruction. ...

Years of failure of politicians in Congress in Brazil, and poor decisions in running the government by the Worker's Party by overspending leaving little money for services, sanitation, health and other priorities, leads to Brazil turning to a former army officer in the 2018 elections. Corruption charges with collusion of politicians and the state owned oil company on contracts known as the Car Wash scandal further damaged the reputation of politicians in the Worker's Party. Jair Bolsonaro was elected to Brazil's Congress in 1990 after a short period in the military at a time when democratic institutions were being restored in Brazil following decades of military dictatorship. By 2014 after two terms in office the Worker's Party led by a former automobile plant worker Da Silva had lost popular support with overspending, failure to upgrade public services and neglect of basic infrastructure such as sanitation, leading to widespread protests. In the 2014 congressional elections Bolsonaro won by nearly 500,000 votes, leading to his bid to run for president from a small party which had the support of Brazil's military. The military played a role in supporting the Getulio Vargas administration from 1930-1945, which pushed industrialization in Brazil and set minimum wage, workers rights. Democracy was restored by 1945 after Brazil sided with the U.S. in the war. In 1964 the administration of Joao Goulart was overthrown in a military coup after popular discontent and protests. Democracy was restored in 1985 with centrist parties playing apart till the election of the Worker's Party under Ignacio Lula in 2008. Six years into his administration by 2014 issues of overspending and poor management of public services led to loss of popular support for the Workers Party as the public looked for alternatives to combat crime, improve public services and address problems of lack of spending on sanitation, public services, health care. The collapse of the commodities pricing boom led to higher unemployment and a shrinking economy leading to unrest and public protests.  ...

About 10% of the $100 billion in remittances each year from Indians overseas come to the state of Kerala. Life span is about 75 years in Kerala exceeding the national life span of 69 years. However this is looking at it backwards as India remains a vibrantly young country even with the advances in longevity where much of India is close to age 70 years in longevity and advances in medical care and health are taking place at a rapid pace. Efforts to control out of control oil production by the Saudis and Russia as oil prices fall to $22. President Trump says he is considering tariffs in this situation to raise the oil price. He is also talking to president Putin and Prince Salman in an effort to moderate the decline in oil prices. The U.S. seeks to protect its oil industry which needs a higher price to operate profitably. One way for the U.S. to do this is to use its own oil to help the U.S. oil industry and not to take in any foreign oil. Another way is for president Trump to get the Saudis and Russia to make cuts in oil production and reach an agreement on supply of oil into world markets. During the early weeks of the coronavirus health crisis the impact on the world economy and demand was underestimated by both Russia and the Saudis. Russia depends on oil exports for one third of its budget and the Saudis have to cut 30% of their budget for ministries because of low oil prices, imposing hardships in both countries. ...
