The fighting between Mr. Kiir and Mr. Machar dates back to 1991, yet a peace deal was signed in 2005 between the two, and South Sudan became independent in 2011. The size of the stimulus package announced at 4 trillion yuan ($586 billion) involves only 1 trillion yuan in new spending according to analysts, the larger number was announced to bolster consumer and company sentiment. Export order are falling quickly from 27% increase in 2007 over 2006, to 21% increase in Sept 2008, to 19% increase in October 2008. over same month prior year. But imports are falling more quickly which is not good news for European exporters like Germany and for American exporters except for infrastructure exporters, and for commodities exporters like Brazil, Australia and Canada. In October imports slowed from 21% in September to 15% in October, which actually increased China's trade surplus from $29 billion in September to $35 billion in October. Exports of iron ore from Australia and Brazil are down and machinery from Germany. For China's urban middle class and rural poor the one relief is in inflation for fuel and food, the consumer price index rose 4% in October compared to 4.6% in September and down from a peak of 8.7% in February 2008. The spending will come in infrastructure including railways. Railways construction spending will be increased from 300 billion yuan in 2008 to 350 billion yuan and double to 600 billion yuan in 2009. This is expected to create 80,000 new jobs to replace jobs lost in the toys and furniture export sectors and other job losses. ...

U.S. president Trump's 2017 budget is an effort to reshape spending priorities by the Republican party. Apart from Medicare and Social Security all other entitlement programs from the days of Lyndon Johnson's Great Society are subject to cuts. Deep cuts to Medicaid and food stamps, including introducing work requirements. The philosophy behind it is that compassion will now be measured not by how large these programs are but by how much the government can get people "off these programs and back in charge of their lives,"  according to Budget Director Mulvaney.  The cuts are $616 billion to Medicaid and Children's Health programs, $193 billion in cuts to Food Stamps, $143 billion in student loans, $72 billion in disability programs. The overhaul of the Affordable Health Care Act is part of this change. The reallocation would put more money into infrastructure for $200 billion, and in tax cuts, $19 billion in a parental leave program and $29 billion for veterans programs, plus added spending on the military. William Hoagland of the Bipartisan Policy Center, a Republican who worked on budget issues says it will be politically difficult as the cuts to lower income groups come with tax cuts for small businesses and higher income individuals.  Beyond the policy priorities there is an area where both Republicans and Democrats are skeptical of the budget. This is how it impacts the U.S. debt. Under Congressional Budget Office estimates the U.S. debt as a percentage of GDP which rose to about 75% after the Great Recession starting in 2008, is projected to grow to about 85%. In sharp contrast the Trump administration estimates of the Office of Management and Budget are for it to drop to 65% based on rosier estimates of 2% inflation, 3% growth for the decade ahead. Experts say this is unlikely once the Fed raises interest rates and the unemployment rate currently at 4.4% leads to rising inflation, undercutting growth which has remained below 2% for a long period. These concerns are also voiced by Hilsenrath in the WSJ based on the experience of other countries such a Britain that cut corporate taxes without seeing an uptick in economic growth. ...

Carnegie Mellon working with North Carolina State University did the modeling on the energy and emissions implications of data center buildup in the US in their Open Outlook Initiative. A 8% annual increase in electricity prices is expected on average and as high as 25% in Virginia by 2030.  Total of about 40% increase over 5 years. Between 2014 and 2024 10 year period average cost for a home electricity use went up 25% from $114 a month to $142. This would now go up by 40% to about $200 by 2030 in just 5 years significantly impacting cost of living in the US. In which states will it strain electricity grids? In 2023 data centers consumed 26% of the total electricity supply in Virginia. In North Dakota 15%, Nebraska 12%, Iowa 11%, Oregon 11% according to Electric Power Research Institute. There is also the fatigue with the virus for healthcare workers and the people, and loss of income for workers leading to income and food insecurity. In this situation a second stimulus to help people and businesses is a urgent priority for Congress. A group of bipartisan senators have put together  $908 billion stimulus plan to get through the Congress by December 11. This is a compromise between the two parties. Supporting the bill are Cassidy, Romney, and Collins for Republicans and Manchin, Warner, Cassidy for Democrats. It would provide- 1. $300 a week in federal unemployment benefits for 4 months. 2. $160 billion for state and local governments. 3. Temporary moratorium on coronavirus related lawsutis. 4. Additional funding for small business, schools, health care, transit, student loans. There is growing agitation among influential senators against the leadership in both parties of McConnell and Schumer, with the sense that the leadership has failed to recognize how critical the issue of emergency relief is for tens of millions of Americans. This is its only hope for passage with the bickering of the leadership on both sides. ...

India and China were at about the same place in 1990 as both countries opened up- can India close the gap. Can Indians stretch the imagination to set stretch goals like China has done. Most of the Indians who fail to stretch the imagination fail to remember that Beijing was mostly filled with bicycles for transport during 1990. China remained undaunted in 1990, she persevered against all the odds. So must India. In the US and European Union competition with China it looks to India for restructuring the supply chain. Is Uttar Pradesh a good place for domestic and foreign investment? Water and electricity goals are being achieved in Uttar Pradesh. Fundamental to development is the rule of law, as this sets the basis for development. Adequate infrastructure, a clean India, is what creates a good climate for investment from outside the state and from other countries such as Japan, the US and Germany. Boeing is searching for a new CEO and this time what is sought for is a worker centric mentality from the heart and inborn that identifies with what workers go through on the manufacturing factory floor. A picture emerges about the cost of missing quality culture at Boeing, and the cost of a culture of pushing planes as fast off the manufacturing floor as possible. The Guardian reports that Boeing said it would use $4-$4.5 billion due to crisis costs after a Jan 5 accident of a nearly new Max 735 aircraft and other accidents. This includes costs related to regulatory scrutiny and costs related to lower aircraft production and lower deliveries and is almost the entire gross profit of Boeing in 2019 pre pandemic year. What this shows that quality culture is basic to manufacturing and it starts with respect for dignity of workers shown through training, education, wages and benefits and a worker centric culture replacing a culture of managers addressing purely financial aspects of the business. Instead of saying lets take care of the financial aspects of the business, saying lets take care of the process of manufacturing  so that a good process centred on workers on their own motivation taking responsibility on the factory floor that will produce good financial results for the company as a whole.   ...

US House Republicans are pursuing cuts in spending of as much as 50% in many programs that are considered essential, such as a 50% cut in foreign aid at a time of global food insecurity, deep cuts in the FBI's counter intelligence budget, deep cuts in healthcare services and housing to low income Americans following the pandemic and high inflation, and other cuts to services benefiting workers and families. Compared to 1971 Bangladesh has come a long, long way, on its 50th anniversary. From 80% of the population struggling with extreme poverty in 1971, Bangladesh now produces enough food for its 167 million population. The economy is only 13% agriculture with most of GDP coming from industrial production and services. Girls education is remarkable. 98% of children have attended primary school and there are more girls in secondary schools than boys. Norwegians and other European observers who visited Bangladesh in 1970's compare the situation with today and are astonished says this report in DW.com. By 2030 the GDP of $409 billion is expected to double, bringing the country close to 1 trillion dollar economy. The garment industry is the second largest after China, with $35 billion a year in exports. It has changed life of women in Bangladesh, employing 4 million people. Remittances from overseas bring in $24.7 billion for 2021. Overall target for exports is $51 billion for 2022. Problems include the rural urban divide with development concentrated in Dhaka and Chittagong, and increased urban poverty. Not mentioned was the freedom of expression in 15 Indian languages including freedom to write about the government at local, state and federal levels in the country with a wider spread of language and regional dialects than Europe for 75 years since independence. Not mentioned was the struggle within this democracy to give the younger generation of people under 30 who make up the biggest part of the population an opportunity for the first time in about one thousand years to take charge of their own future. All this one can see with open eyes and open mind. This report in WSJ shows a generational problem that is creating a shortage of workers in Vietnam and China, that will require factory owners to increase wages significantly. US and European government policy supports these higher wages so that some of the manufacturing can be returned to bring jobs back home.   Younger workers do not want to spend much of their lives behind factory walls, and prefer less strenuous jobs shorter working hours in the services sector. They are having fewer children and at later ages than parents, resulting in less pressure to work in their 20's for a steady income. Factories in Vietnam are offering glass walls, yoga classes, improving cafeteria food, and offering kindergarden for worker children to attract workers.  In China there is 21% urban youth unemployment at a time of factory shortages. South Asian countries such as Bangladesh have infrastructure problems, and in India factories are finding it difficult to sign up workers. In the next 2 years this will result in costlier goods in US and EU, over 3-5 years this will bring many jobs back to the home countries. ...

Krugman says in NYT that inflation is receding and its causes lie mainly in pandemic related supply chain issues not fiscal efforts to fix dilapidated infrastructure, invest in fighting climate change, or help for needy workers and families.  He looks at Fed chair Jerome Powell’s discussion on inflation and this he says shows that fiscal policy or government spending to fight the pandemic and US needs for infrastructure and science/chips played at most a distinctly secondary role. What Krugman does not say is that this does not mean that inflation is not an issue for many families living from paycheck to paycheck. Harris clearly spelled out a Plan for housing costs and cost of food and this is the kind of effort needed to tackle this issue secondary or not in astatistical sense. Also not given recognition is that the government spending is changing the very nature of the US economy by creating more potential for it to grow till 2030 in a way that would not be possible if this investment by president Biden was not wisely made. One has only to look at Germany to see its crumbling rail system and failing infrastructure to see that what Biden did right and Merkel did wrong. ...

African continent debt reached $1.1 trillion in 2024. About 900 million people live in African countries where interest payments on debt exceed money spent on healthcare and education. In Nigeria external debt is $40 billion, in Kenya $35 billion and Uganda $12 billion.  Take Nigeria with 220 million people. 40% of the revenue collected goes to meet interest payments on debt. For many African countries there is zero per capita income growth for a decade. During the 2010 crisis as interest rates reached new lows US and European Reagan era intellectuals including Democrats encouraged African countries to borrow at low rates and banks loosened restrictions putting more African countries into debt buildup borrowings. As interest rates went up the cost of paying the debt accumulated required more loans at higher interest rates. Nigeria paid a premium over that of 10% for a loan of $2 billion just for interest payments. The debt crisis means African currencies depreciate reducing purchasing power.  With war in Ukraine and Covid prices of food and energy rose. Only the strong and disciplined leadership and rapid industrialization provided breathing room as with Modi in India, Jinping in China, the African continent and Latin America lacked this and are feeling the pain. ...

Cancer rate for women keeps increasing as men cancer rate drops. Men took up smoking in large numbers and the decline in smoking had a bigger impact for men's cancer rate. The overall cancer rate has dropped by 34% since 1991 largely because of the decline in smoking. Men's cancer is now almost even with women in 2021 compared to men having 1.6 times the rate of women in 1992. For women increase in breast feeding and having children at a younger age reduced some kinds of breast cancers, as women had children later, and higher use of alcohol, physical inactivity, obesity added to increase in cancer rates. ...
