Gretchen Morgenson cites two views on the newly approved Volcker Rule in December 2013. Prof. Richard Sylla of New York University sees the rule as going part way in the direction of the Glass-Steagall Act, which gave the financial markets five or six decades of financial stability. Just the fact that the rule is on the books should give the bank officers pause before engaging in questionable financial activities, is his view. Prof. David Skeel of the University of Pennsylvania Law School, believes only aggressive enforcement can make the law work because of the way it is written. He says regulators have fallen short in enforcement in the past and have not been held accountable. Only by making regulators accountable, including penalties for regulators failing to do their job, would this work says Skeel. By not imposing penalties for regulatory failures in the last crisis there is more likelihood for this sort of behaviour to continue. Instead the same regulators are now given greater powers after an earlier failure. Considering the Skeel view, the importance of the attestation- that is now required from bank senior executives that the Volcker Rule's provisions are being followed- take on an important role in ensuring enforcement. This also coincides with Mr. Volcker's view that the bank officers should have to take on the responsibility for making sure that they are doing it the right way....

The revival of Britain's automobile industry under foreign automakers BMW, Tata Motors and Honda. BMW and Tata Motors Land Rover operate plants at nearly full capacity in early 2014. The "working time account" model at BMW borrows from the German practice of "kurzarbeit" with extra hours put in by workers at times of high demand to be applied to wages when demand slows down. This and lower payroll wages have helped keep British costs down per hour in 2011 for carmakers to 25 euros. It compares with higher costs in France of 45 euros per hour, and 28 euros in Italy, 46 euros in Germany, according to joint research by KPMG and Germany's Association of the Automotive Industry, VDA.

The Paulson Plan for helping homeowners facing higher rates will help only about 250,000 homeowners with 800,000 foreclosures already ocurred and 3.5 million defaults expected from now till 2010, too litttle too late in the view of the New York Times editorial. Lenders who agree to better terms for homeowners face potential lawsuits from investors and Congress should protect the lenders from lawsuits with legislation. Only then can really effective terms be worked out for homeowners facing defaults and foreclosures. Another legislative measure for Congress is to allow homeowners to restructure their mortgages under bankruptcy protection.

This report in the Washington Post says the cancellation of the Trump meeting with Kim Jong-un of North Korea was the result of a lack of detailed planning and lower level meetings before a top level meeting. The more that Trump mentioned "Libya" the more North Korea turned hostile leading to the cancellation by president Trump. North Korea has long seen the Libyan route where Moammar Khaddafi of Libya closed all nuclear facilities as leading to the fall of the dictator and his government.  Experts say the Trump unconventional way of diplomacy is not entirely disproven, yet this shows it has its limits in what can be accomplished. It is also one of highs and lows, moving in one direction and then in the opposite direction in a short period.

The US president calls Brazilian president Lula Inacio Da Silva, "a good person actually," after meetings at the UN in September 2025. Tariffs imposed on Brazil for cocoa, coffee, meat and fruits have been lifted. Lula asserted Brazil's independent institutions and Brazil as a sovereign country. The tariffs were never popular in Brazil and Lula's popularity in Brazil is now up to to 33% after an earlier decline. He is more energized and at 80 is expected to run again for office. COP30 just completed in Belem, Brazil, and Lula has received favorable response in trying to salvage the climate agenda following the shift away from costly climate change decisions to the cost of living crisis.
