Basically the bill Democrats passed in the Senate gets split up into 3 parts for that $95 billion in aid bill to be voted on individually for each part separately for Ukraine, for Israel, for Taiwan. A fourth bill would be for Ukraine aid as a loan, and a measure leading to national ban on TikTok.

Without hydropower and the clean energy from dams estimates are for 10% more use of burning fossil fuels. China and Brazil have added 12.5 gigawatts of power from hydropower, 50% of this in the world for 2017. Africa added 1.9 gigawatts in this period and 6 countries depend on hydro for 90% of electricity production.  The entry of private capital and the financing from the government in the case of China and India is replacing the role of the World Bank. 

The effect of lack of electricity in India and Africa is underestimated in how it affects people's lives in these regions with lack of water supplies, and lack of electricity severely hurting people in large numbers who are marginalized or forgotten because they never had access to lighting at night before.

President Biden is moving forward a plan to setup a maritime corridor from Cyprus to Gaza and a pier where commercial ships can drop off humnitarian aid and food. The trip would take 28 hours from Cyprus and would be able to get in 200 trucks of aid supplies each day. The Qataris and UAE will also help with this plan and Israelis will cooperate. On the diplomatic front both the European nations, Britain and the US are working together to get Israeli cooperation. British Foreign Secretary Cameron met Benny Gantz. Earlier Gantz met with Kamala Harris in Washington D.C. Gantz is part of the wartime cabinet in Israel. The US and EU, Britain all now have serious differences with Mr. Netanyahu on putting the humanitarian situation first and foremost considering the situation in Gaza.

India achieves an initial vaccination target of 3 million vaccinations in a single day on March 14, 2021. Much of recent increase is from people over 60 getting vaccinated. For healthcare workers the first priority group about 50% still need to be vaccinated. This sets the stage for taking the vaccination drive to the next level in India. Increasing number of people are now getting their second dose.

Health experts see not vaccinating the vulnerable population fast and wide enough as a missed opportunity. The need has never been greater to vaccinate with better organization, vaccinating staff, and supply of vaccines at locations, so that this beats any second surge.

Compared to the situation in 2008-2009 during the global financial crisis with the excess supply of labor, China in 2012 faces an excess in demand for labor. In 2009 about 20% of migrant workers were unemployed when the crisis hit, and wages dropped 10% for migrant workers, according to the Chinese Academy of Sciences and Stanford University. The situation three years later is one of tight labor markets and higer wages. A large stimulus in not only not needed today in the way it was in 2008-2009 as a way to maintain social stability, it would reduce the benefits of the anti-inflationary steps taken in 2011-2012, by putting more pressure on wages and prices. Manufacturing sector wages increased by 20.1% in 2011, according to China's statistics bureau. This may be why the Chinese government is taking measured steps to avoid creating more bad loans through indiscriminate lending, and being more selective in accelerating development projects in the pipeline. According to Hong Kong's new Chief Executive Officer China plans to have about 7% growth. This shift in approach would help China refocus on growth strategies recommended in the recent Development Reform Commission and World Bank Report on China....

The arithmetic doesn't seem right. I tried 2 gallons a day for a user who commutes to work, for 20 days a month. Thats 480 gallons tack on 1.5 times that for leisure driving and out of town trips and yoy have 720 gallons. If the mpg is up from 25 to 50 then you save the cost of 360 gallons. At $4.00 a gallon this is $1440 for savings per year. At this date June 2007 the price of gasoline at the pumps is $3.75, so $4 is not unreasonable. And improving mpg from 25 to 50 is not unrealistic if you include improvements that should occur if car companies continue to develop this technology. At $1440 you would recover the cost in over 2 years. And its a smart bet for car drivers and car companies, and a smart bet for the US and the global economy to keep gasoline prices in check as China, India, Brazi,l and Russia, and the rest of Asia and the world increase their oil consumption.

Here are 11 big infrastructure projects that are planned across the country. They are part of the $2.2 trillion of projects to build or repair infrastructure, that is estimated by the American Society of Civil Engineers as needed by America today. But there is only $100 billion for infrastructure spending in the Stimulus Plan, and much of this will go to keeping existing infrastructure, a dilapidated bridge here or road there in repair. Only $50 billion is available for transportation projects. The rapid transit planned for California with trains twice as fast as Acela for a 800 mile track is estimated at $45 billion, but there is only $11 billion in the Stimulus for mass transit aand cities like Washington DC for Dulles airport with its need for a airport train, and other mass transit projects around the country wil compete for the same money. As a result most will go unfunded. The Second Avenue Subway in New York at $4.35 billion, Miami Port Tunnel at $1 billion, Bridge to Canada from Detroit for $1.8 billion, Hudson Rail Tunnel for New York at $8.75 billion, Seattle Highway Tunnel at $4.24 billion, Gulf ports at New Orleans and Gulfport, Mississippi at $2.04 billion, tens of billions for new California aqueduct bypassing the delta around Sacramento to bring water from north to arid Southern part of California, NestGen Air Traffic Control for $15 billion to $22 billion, are the other projects on this list. Many of these are badly needed and have been waiting for years to get the necessary investment. This is only a partial list, and suggests that there are a lot of projects that can productively use government investment, so that wasteful spending does not occur. It appears that the projects are there because these areas were neglected for a long period, more like the situation faced during the post Thatcher period in the UK, where infrastructure and services had been neglected for so long that Labor governments could productively channel new investment in these areas to avoid wasteful spending. And it appears that the situation is very different from Japan where the Liberal Democratic Party had a vested interest in keeping its farm and rural base happy with new projects, like a bridge to nowhere, that led to wasteful spending for a decade or more, leading to rising deficits and investments that did not create productive returns in terms of economic growth. By contrast these projects have potential to generate productive returns for years into the future and also are large enough to create jobs and be spread out over a number of years. This could end up being a real bright spot in the current situation. Felix Rohatyn, who helped New York rebuild its finances afte a crisis, has a new book "Bold Endeavors: How our Government Built America, and Why It Must Rebuild Now", using examples like the rebuilding of the Erie Canal, the transcontinental railroad, and the Interstate Highway System, and says the US needs to build for the future with more ambitious, better planned projects today. He says, that infrastructure is not an expense, it has to be seen as a vitally needed and productive investment. People like Rohatyn and others see the Stimlulus plan as a missed opportunity because a lot of these projects mentioned here and the numerous others not shown here will simply not see much money from the government to support them and get them off the ground. The idea that this is wasteful government spending that is spreading, may be a danger to this vision and opportunity. At the same time the reality is that if all this was happening during the time of the Erie Canal or the postwar period of the Interstate Highway System it would have been much easier to support. The banking crisis fix is taking away so many of the dollars that could have gone here, that this may be the missed opportunity, the lack of room for visionary investments because of the danger of pushing the government deficit to 60% of GDP with the current spending plans. ...

US naval blockade of Iran in Arabian Sea starts April 13 2026. US destroyed Iran's larger ships 158 of them, yet Iran also has a fleet of smaller attack boats which it plans to use in Hormuz. These are harder to detect and can be hidden in coves along the Iranian coast and used against ships. The US with its naval blockade is now prepared to do what it has done also in Venezuela, stop and interdict fast drug boats on the Venezuelan side in the Atlantic ocean. By blockading Venezuela in the ocean US is using its strengths, and stopping drug boats its ability to pinpoint traffic on the ocean. Similar capabilities are well suited to Arabian Sea and Red Sea on the open oceans and away from narrow Hormuz playing to US strengths and capabilities. Aircraft carriers and destroyers and the US Air Force is in a position to do what it does best control open seas like the British did in their heyday of the Royal Navy for most of 1750-1920. This avoids options of Hormuz itself with its narrow 15 mile gap of water between Oman and Iran too close to mountainous terrain on either side, and of the Kharg Island option which would require special forces to be backed up with more ground forces. This is the most viable option and the interlude of couple of weeks has given the president an opportunity to make a better choice for positioning the US forces where the US has its strongest points. What is lacking is the individual powers of Britain and France whose leaders Starmer and Macron have popularity below 20%. Yet the US is better off making good choices and not having these nations alongside. The posturing by European nations is limited to France and UK, as Germany and Italy are in sync with the US position. Much of the media operates as if the goal of preventing the spread of nuclear weapons to the Middle East is not important for long term peace for nations such as China and India with about 3 billion people and the billions of people of Asia, Latin America and Africa. For the first time in 400 years since 1600 as Asian civilizations began a long decline China and India have emerged in 2000-2030 into the kind of modern economies and societies that exist in Europe and the US. The last thing they need is the risk of destroying the Modern World with nuclear proliferation when it took centuries to get to the right opportunity after 1950 to modernize China and India. Xi's and Modi's generation are the first to experience modernization in Asia after Japan's experience. ...

This report in The Times shows the need to counter misinformation in parts of the media about vaccines. Inadvertently or through a poor comprehension of the data, German media reports in Handelsblatt and the Bild have stated that vaccine effectiveness for older people is 8%. Here in The Times of London, Oxford University and Astra Zeneca point out that the 8% figure is for the number of people in the trials who were given the vaccine in the age group 56-70 years. This does not refer to how effective the vaccines were in older people.  The first dose increases monoclonal antibodies for people of all ages, say Astra Zeneca and Oxford. We are now beyond trials in a sense today as Israel has vaccinated large parts of the population and the UK, India are vaccinating millions of British and Indian citizens. Israeli reports from one of the major medical centres show that the second dose increases monoclonal antibodies by multiple times and provides effective protection. As British data is available from medical research institutions from the vaccination drive in Britain, and from India, the effectiveness of the vaccines used in Britain and India will be shown more clearly. India today has used a package with near 100% compliance to tackle the virus relatively effectively by combining safety protocols (masks+ social distancing+ hygiene) with nutritional, medicinal protocols, restricted overseas flights. Cases are down to 13,000 for 1.2 billion people, with positivity rate in testing down to 1.66%. One readers comment in The Times says a lot- She says her 79 year old Irish mother was given the vaccine today in Coventry, England. She was given the Astra Zeneca Oxford vaccine jab by a British Asian doctor who took the time to talk to her, and listened to her and thanked her for her service as a midwife for 40 years. That these few minutes were the happiest time in 10 months for her mother. It also showed she says the very best of this country.   ...

As part of Gandhi 150th the Hindustan Times gives pictures from archives of the independence struggle and Gandhi's efforts to get the British to quit India. After a period of 21 years in South Africa as a lawyer for rights of indentured laborers (coolies the British term) and of Indians in South Africa, Gandhi returned to India in 1914. He followed the program of personal responsibility starting with himself, that he had written in "Hind Swaraj" on a steamship from Britain to South Africa in 1910, for the next 20 years. He did not blame the British, and asked Indians to take responsibility for what had happened, and write a new chapter.   A period of home rule in the provinces with Congress party administrations in the 1930's ended by 1938. Gandhi launched the Quit India movement in 1942 with leaders Sardar Patel, Rajendra Prasad, and Jawaharlal Nehru. The end of the war and the rejection of Churchill in Britain's post war election in 1945 led to a Labour government led by Clement Atlee that sent Lord Mountbatten to negotiate British withdrawal from India. Gandhi saw clearly that in a country largely of rural labor in subsistence agriculture, getting people to learn about their own dignity was a first and indispensable step.  Once this was done, home rule administrations could pick up the experience of local government  (Hind Swaraj). His idea was that a few tens of thousands of Britishers focussed on trade as the British were a nation of shopkeepers, in the midst of hundreds of millions of people with a new found  sense of dignity and participation in political life, would make the British realize there was little advantage in staying. By the end of the war in 1945 experts looking into the archives show John Keynes advising the British government to withdraw because the cost was too great for Britain to remain, particularly after the war had drained a lot of Britain's wealth. ...

Fox News leads in total viewers in 2015 with an average of 1.8 million viewers in prime time. It also leads in the 25-54 year demographic. By comparison CNN had average of 490,000 viewers, MSNBC had average of 352,000 viewers. A major problem for cable news channels is an aging demographic. The median age for most channels is over 60 years, for CNN 61, for MSNBC 63 and Fox News even older at 67 years of age. In the the crucial 25-54 year old demographic FOx News does poorly with 207,000 total day viewers, CNN does badly with 149,000 and MSNBC at 89,000, posing some serious questions for all the cable news channels in the U.S. Among news shows "O'Reilly Factor" with 2.8 million viewers was first, followed by "The Kelly File" by Megyn Kelly. News stories about Pope Francis, terrorism in France and in the U.S., provided added momentum to news channels in 2015.

Delta Airlines is considering buying the 49% stake of Singapore Airlines in Virgin Atlantic. Delta is keen on getting the 304 takeoffs and landings a week Virgin makes as No. 3 carrier at London's Heathrow Airport. Singapore Airlines bought this stake for 600 millon British pounds in 2000. The 2017 Budget presented by the Trump administration has a serious problem in that it assumes 3% growth, and 2% inflation, low interest rates, to generate $2.1 trillion in additional tax revenues over 10 years. Hilsenrath in the WSJ has questioned whether 3% growth is a safe assumption. Then the Trump 2017 budget resorts to double counting which analysts called egregious and wrong by using the unsupported $2.1 trillion in extra revenues to fill holes in the deficit. By doing this it comes up with debt to GDP ratio dropping from about 75% to 65%, whereas the Congressional Budget Office does the math and says it would jump from 75% to about 85%. Such a mistake is called the "most egregious accounting error" by Lawrence Summers, a former Treasury Secretary, from what he has seen over 40 years. The irony is that the budget is called "The New Foundation for American Greatness," because of the lack of a firm foundation in the numbers. Deep cuts in social programs makes the math riskier politically and socially.   ...

When it comes to essential policy Republicans and Democrats in the US Congress can and will work together. A roughly $1 trillion infrastructure bill passed in the US Senate. Kentucky Republican Mitch McConnell says there are issues that are popular with both Democrats and Republicans.  He said in an interview with the WSJ - "The American people, divided, sent us a 50-50 Senate, and a narrowly divided House. I don't think the message of that was, 'Do absolutely nothing.' And if you are going to find an area of potential agreement, I can't think of a better one than infrastructure, which is desperately needed." The infrastructure bill passed this week 69-30 in the US Senate. McConnell thanked president Biden for getting the Democrats ready to compromise to pass the bill. Biden's long experience in the US Congress compares with another US president, when getting Congressional action from both parties was needed. Lyndon Johnson had this type of long experience in the US Congress which enabled him to reach compromise with Republicans to achieve goals in civil rights legislation and in passage of Social Security during the 1960's. In this sense Biden is right for the 2020's when national rebuilding is the task before America. ...

The Chief Correspondent of BBC News points out the dangers facing May and the British economy as the deadline of March approaches for invoking Article 50 to leave the EU and start negotiations. The possibilities of a "disorderly break" cannot be discounted, he says. There are many hurdles. The negotiations could get bogged down on the issue of settling outstanding obligations for which Britain owes 50-60 billion euros. Consumers will feel the effects of higher prices on their budgets as prices creep up. Already tech goods prices are reflecting the drop in value of the British pound. There is little solace to be found in the 6 months of steady economy following the Brexit vote as inflation has not hit consumers hard so far. Chancellor Merkel of Germany has said that there will be "no cherry picking" allowed in the negotiations. And the French right and former Gaullists have never concealed their views about Britain being on again and off again on the idea of Europe. The City of London, British business, and large parts of the Conservative Party do not favor Brexit, even the civil servants expected to implement it are skeptical, creating an additional layer of complexity and uncertainty and difficulty.Under a "disorderly break" Britain would revert back to the tariffs set under World Trade Organization arrangements. ...

India agrees to an immediate ceasefire after a call from Pakistan's head of military operations for a ceasefire. The conflict started with attack on tourism that was reviving the Kashmir economy after three decades through a terrorist attack killing 26 tourists in Phalgam, Kashmir on  April 22, 2025 in the mountains near the Pir Panjal range. 24 million tourists visited Kashmir in 2024. Indian response was swift on May 7 early morning hours attacking 18 terrorist camps inside Pakistan occupied Kashmir and inside Pakistan. India called it a act of self-defense to Pakistan sponsored state terrorism going back to 1947. What is different in this brief 4 day war is that India made it economic with efforts at IMF to make terrorism an issue for loans to Pakistan, and ending the Indus Waters Treaty on water sharing. Pakistan economy is struggling with no debt relief from China, making it turn to the IMF, a politically split population with Opposition leader Imran Khan in jail, and continued domination by the military over civilian govenrment. On May 9 drone attacks were launched from Pakistan using Turkish made drones in large numbers on cities and towns in Gujarat, Rajasthan, Punjab. Blackouts were placed in India by May 8 in all cities in the north and in Pakistan. India responded with its own drones and missile attacks on three military airbases as the war broadened to military targets on May 10. US mediated a ceasefire through Saudis and Turkey. Earlier Saudis and Iran were in New Delhi with whom India has good relations to get a ceasefire. Mr. Trump's efforts behind the scenes secured an agreement. VP Vance had cut short an Indian trip in Jaipur on April 22. India and the US are allies in the Indo-Pacific, and India and Russia have decades of friendly relations. China now uses Pakistan as a proxy state, but does not provide the economic aid it needs, for which it has turned to the IMF.    ...

Across Africa the situation is worsening for food security following the pandemic. More people are likely to die from food insecurity than from the pandemic. A succession of crises including drought, a locust swarm moving over vast parts east Africa into South Asia, and tons of crops rotting in the field after the lockdowns, are making the situation worse. With the lockdowns many informal economy workers are not able to earn a living, with no safety net this means they are going without food and slipping deeper into poverty. Remittances from overseas supported many people in the developing countries of Asia, Africa and Latin America, and this has dropped by about 20-30%. As a result the World Food Program estimated in April that 265 million people, double that in 2019 will face world hunger- 3 in every 100 in the world. About 821 million will face food insecurity. The world food system is fragile with just none plant species accounting for two thirds the global crop, with threats of soil erosion, rising temperatures, extreme weather and disease. Wars, high inflation, political struggles, and conflicts make things worse. The hope comes from the fact that this time the largest countries China and India are emerging in 2020 very different from what they faced for most of the nineteenth century, with recurring famines and lack of access to food supplies. India now even allows farmers to export food to buyers in other countries directly. Getting money into the hands of farmers and people in food insecurity areas is one way for them to access existing food supplies all over the world. ...

States in America's Deep South have a much lower rate of people having taken one shot of vaccination, in the 30-40% range by May 2021. This report says states such as Alabama, Arkansas, Georgia, and others in the South are at risk of seeing a new wave of the coronavirus  because people will spend more time in airconditioned spaces in the summer. In contrast to the north with cold winters and indoor heated spaces people in the southern states can spend more time outdoors because of the warmer weather in winter. This may have protected southerners during the winter and spring months. This may reverse with more time spent in airconditioned indoor spaces in close proximity where the coronavirus infections can increase. This report comes as new reports show the Indian coronavirus variant becoming more prevalent in the UK and other countries. This variant spreads about 50% more rapidly than an earlier UK variant, say experts. Another analysis in The Times of London shows that the imperceptible rise phase of the new coronavirus variants is the most dangerous part of the coronavirus as it dulls the sense of danger in the population that makes it take notice and prepare countermeasures early enough. India is an example of how this can happen as the sudden rise actually started with a first imperceptible increase in March and early April 2021 that changed into a rapid escalation of the virus in the population by May 2021. Prime minister Johnson of Britain is calling for a general election on December 12. This will be debated in parliament on October 28, and is expected to be rejected a third time. Mr. Johnson faces opposition from the Labour Party which wants to delay the election till it is certain that there is no Brexit without an acceptable deal with the European Union. Mr. Johnson heads a minority government that depends on the support of the Democratic Unionist party, the DUP, of Ireland. He also dismissed 23 Conservative rebel MP's from the Conservative Party headed by Mr. Hammond, a former finance minister under Theresa May who are leery of Mr. Johnson's willingness to go with a no-deal Brexit, if parliament does not back him. This puts Mr. Johnson 45 votes short of a majority in parliament. The new deal Mr. Johnson negotiated with the EU was done with concessions on Ireland and an open border, which was rejected by the Unionist party of Ireland. This deal passed in parliament but was rejected on its short timetable of less than a week giving MP's little time to look at the details.  The Labour party is also divided on going into an election before it is ready because it is behind by 10 points in the polls.  The reason the Johnson deal was initially passed in parliament was because 18 Labour MP's decided to support it pursuing a strategy of getting it rejected by passing amendments during final passage.    ...

Alas, economists and intellectuals such as Gita Gopinath of the IMF, just don't get it when they say the EU can increase growth by half percent meeting labor shortages using immigrants. As WSJ reports 50-60% of asylum seekers in Netherlands since 1999 are less skilled /less educated immigrants, are unemployed or on benefits.The new view across all parties is lets stop the immigration surges, its too overwhelming for the people to deal with, so that we can focus on cost of living and low wages for workers. Across Starmer's Labour in Britain, across Biden/Harris Democrats lined up with Republican Lankford in the US pledging to sign the legislation to close the southern Border, and in France Macron's premier Michel Barnier wants to do the same.   Mette Frederiksen of Denmark was a pioneer in the EU in showing that immigration acts as a distraction that hurts the working class as it distracts people from the key issues facing workers of cost of living and low wages, poor benefits. She was elected as a Socialist party leader in Denmark in 2015 and as prime minister in 2019. Sahra Wagenknecht, follows Mette Frederiksen, herself a daughter of immigrant, has formed her own party out of Socialist Die Linke in Germany which is now getting about 15% German voter support, 25% in the east, along similar lines to pause and stop immigration because it hurts the working class. In other parts of EU- France's Macron coalition has a prime minister who has called for a pause on immigration. US president Harris and Candidate Harris have pledged to sign bipartisan legislation drafted by Republican Senator Lankford to close the southern Border. Some like the US and Germany with stronger economic base and industries can absorb the educated immigrants from middle class fleeing wars and strife, and less educated immigrants in construction and hospitality. Bush won 40% of the Hispanic vote with some passable Spanish and a friendly attitude on immigration, Romney managed only 29%. It says supporting immigration is a natural position for Republicans because most immigrants are culturally conservative and hard working. It call deportation in large numbers morally wrong and not workable. It also comes as immigration from Mexico is down significantly and many Hispanics are returning to Mexico. Hispanics suffered from the high unemployment in the U.S. following the 2008 crisis making it less attractive to come to the U.S. Growth is also increasing in Mexico with a large middle class and a falling birth rate.
