The big issue is the unwilingness of different interests to accept serious changes. THe NYT says the long run solution to the problem of rising costs is to move away from the fee-for-service system that pays hospitals and doctors for each additional service they provide and into anew system that is organized around ways that encourage low-cost and high quality healthcare. The difficulty is that the long run may be too far, considering the seriousness of the crisis. Elmendor also suggests taxing employer provided health benefits, as this will discourage the excessive use of medical care. As the NYT says this is politically risky, even though it believes this may be a way to the new system which has to discourage the use of health care in the manner it is conducted now, with too many tests being conducted. A new system requires an enlightened approach on the part of each interest group in the face of a crisis, and the failure to do that may only end up retaining some of the worst aspects of the old system just mentioned that drive up costs and make universal health care unaffordable....

The Third Biennial Update Report at COP26 Glasgow shows where India stands on renewable energy, solar, forest cover enhancement, and improving carbon intensity in its climate change efforts so far.  For instance a 17 times increase in solar in the last 7 years to 45 gigawatts, with target of 450 gigawatts by 2030. In carbon intensity 24% improvement between 2005-2014. Scientist Bhatt presented the report for India's Environment Ministry saying India represented 17% of the world's population and historically 4% of world carbon emissions, today 5%. Improvements of carbon intensity per unit of GDP planned under Mod's plan for 2030 require 45% reduction in carbon intensity by 2030. This suggests the trajectory of China will be avoided where highly polluting parts of industries such as steel and cement were left unregulated and lacking strict supervision leading to rampant pollution in 2000-2021. Mr. Birol, head of the Renewables Energy Agency said on BBC's "Hard Talk" program recently that if you combine all of China's steel and cement factory carbon emissions, that alone would equal the total sum of carbon emissions of the whole European Union today. A quick look at a graph of global carbon emissions trajectories shows three fold increase of China's carbon emissions from about 4 billion tons to 12 billion tons between 2000-2021, the period and the explosion of carbon that is the one activity that singlehandedly created the crisis of climate change today. By comparison US remains at about 6 billion tons of emissions, and EU, US, Britain Japan show flat trajectories. Business, globalization interests, US and European financial interests, and local governments in China that financed this explosion in steel and cement ignored the implications of so much pollution in so short a time through unregulated activities- writing a chapter of failure with most of the world's people left to bear the results of such a failure.  It is this that India plans to correct with a 45% improvement in carbon intensity per unit of GDP by 2030, and nothing could be more important in the government's plan than this. New technologies will be key for this. Modi and India realize how vulnerable India is to floods, drought stricken areas, shortages of water, and climate extremes, and see these plans as critical for healthy growth that benefits all of India's people and regions, It is a long term vision like no other today and sets a new direction for all developing regions of Asia, Latin America and Africa. As India leads the way in new technologies and ambitious programs such as one solar, one world, one grid, these technologies will also break open new paths for the regions of the world that need this most from Brazil to Indonesia.  China too suffers from the impact of so much pollution. Even as early as 2010 reports showed the higher pollution had lowered life expectancy in northern region of China compared to its southern region. Yet the most polluting factories were not removed and only recently is the activity being conducted seriously leading to the shortages of fuel from so much overexpansion in the boom years, and making adjustments done abruptly today more difficult.   ...

The U.S. government sold its last remaining shares in auto company GM booking a loss of $10.5 billion- a recovery of $39 billion dollars of the $49.5 billon dollars given to GM. The Center for Automotive Research in Ann Arbor, Mich., points out that the cost of bailing out GM and Chrysler was about $13.7 billion. The benefits were 1.2 million jobs protected in 2009 during the depths of the financial crisis. It also preserved $39.4 billion in personal and social insurance tax collections in 2009 and 2010. The Treasury Department estimate of the cost is about $15 billon, including money invested in GM's former finance arm Ally Financial Inc. President Obama says the effort helped create 372,000 new jobs in five years. Treasury Secretary Lew summed it up by saying "it helped stabilize the auto industry and prevent another Great Depression." Other intangible but larger benefits in the long run were building up the companies anew with new pay structures the auto companies could support in a globalized economy, bringing in new management and discarding of old mindsets and culture, new relationships with unions and customers, committment to achieving fuel efficiency targets with new technologies in cooperation with the U.S. government guidelines, and renewed confidence of millions of employees in the U.S. auto sector. It is also the one area in which the Obama administration scores a clear win, and in which president Obama took the greatest interest as senator. That the public did not fully appreciate the significance of the step is more a reflecion of public frustration with how the companies were run by the old management, and a continual reminder of the importance of good management for the U.S. industry and economy....

Most covid restrictions, quarantines, testing is being lifted in China and efforts are being made to stabilize the economy hurt by frequent lockdowns, and a new path is being taken that responds to the Covid lockdown fatigue of the people.  This will lower Chinese growth below the central bank forecast of 3.3% for 2023, yet it also offers a learning curve for the Chinese leadership and new government that was put in place after the CCP party congress in 2022. This may be experimental in the short run but offer benefits for China and the world in the long term. For the first time it means China's trade tensions with the US are turning the corner in a way no number of tariffs and rhetoric could do between the two countries. The evidence- China's exports to the US have declined by 25% already in the last few months. Exports to the EU have declined as well by 11%. China's trade surplus in November 2022 showed a drop to $70 billion from $85 billion in October. ...

LNG prices have declined in 2024 to a fraction of what they were from $70 per mmBTU in 2022 with the Ukraine war to about $10 in Jan 2024. India's state owned Petronet signed a 7.5 million ton LNG deal for 20 years with Qatar at the reduced prices. For the world it is a good thing as India moves to natural gas from coal when about 60% of the increased pollution in 2013-2021 is coming from India by some estimates. This translates into climate change. The goal is to go from 6% for natural gas in energy mix in 2013 to 15% by 2030. Few people realize what this means outside India- that every additional dollar that was added to the nation's energy bill was a dollar not going to essential building of modern rail and transport infrastructure, into new colleges, into new health infrastructure hospitals, into logistics for manufacturing hubs, into digital and modernizing the economy. This during the pandemic has meant free rations of food for hundreds of millions in the rural areas which have been continued into 2024. There almost as many Indians taking the GRE exam for entry into US graduate schools in 2023 as Americans taking GRE in the US. Another sign of the expanding people to people relationship is the decision of the Biden administration to give 1 million visitor visas to Indians in the coming year. In India physical sciences and humanities for GRE exceed engineering by a wide margin, showing the shift in subjects. Under India's new education policy NEP the shift is to a more multidisciplinary approach and allowing students to mix science subjects, math with humanities. This approach is seen as best for India to produce a new generation that can think for itself better than the purely engineering science or medical track graduates of the past who had limited knowledge of the humanities. This overly engineering focus has prevailed in the educational approaches of Japan and China during their rapid growth period. India under the Modi administration is betting on a wider knowedge of different and contrasting subjects and disciplines for its future. ...

Mark Frazier, a professor at the New School, is the author of the book "Socialist Insecurity: Pensions and Politics of Uneven Development in China." Here he describes the situation in China for the elderly and pensions. There is no Social Security Administration in China like the one in the U.S. Pensions are the responsibility of local authorites. Urban pensions were established in 1951. Pensions for rural areas and farmers came only in 2009. The situation in China for pensions is much like that in the U.S. before FDR's New Deal, being run by a patchwork of local programs- about 2500 county and city governments running pension funds. The problems of pension programs being run for the benefit of well connected groups and making risky investments exists in such local programs. Local governments taking on large levels of debt is a serious problem. The pension program in Shanghai came under scrutiny because of risky investments. A report in Dec 2012 cited by Frazer cites empty accounts at 2.2 trillion yuan or $353 billion. The National Social Security Fund has only $140 billion. Overall pensions account for about 3% of GDP in China compared to 4.9% in the U.S....

Human rights and democracy are now part of the reorienting of business in a new direction. The war in Ukraine is also having an impact. Reducing CO2 emissions is also a major part of the reexamination. Chancellor Scholz told the Hanover Fair at the opening ceremony -"We need to bring along with us emerging and developing countries, whose demographics and economic dynamics are turning them into new centers of power." Brodtmann says the solution is "to become independent and to have a completely different value chain." The head of the German Associaltion of Electrical and Electronics Industry Wolfgang Weber says "I'm quite sure that German companies are ready to invest in any of these countries in Asia, Latin America, and Africa to diversify their supply chains." However such new markets are not very well represented at the Hanover Fair, so that policymakers and German business have a lot of work to do to open up new markets across the world in Asia, Latin America and Africa. India, Indonesia and Vietnam are considered to offer good prospects for diversifying Germany's supply chain and a lot of work needs to be done. ...

Debate in Germany over whether there should be exception to the minimum wage agreement of 8.50 euros per hour. The head of the federal employment agency, Heinrich Alt, says a universal minimum wage would reduce incentives for young people to join vocational training. The new labor minister, Social Democrat Andrea Nahles, says "there will be no exceptions, notwithstanding all the escape fantasies." The Social Democrats insisted on the minimum wage to win support from rank and file working class members after losing support in its own base with the increase in the low wage sector in Germany. Unemployment in Germany is less than 5%, but this comes with an increase in lower wage workers as part of the reforms under the Social Democrat Schroeder administration when unemployment was close to 10%. Economists say the increase in wages would increase weak consumer spending in Germany and increase imports from other eurozone countries. In 2011 the share of the German population making less than the new minimum wage of 8.50 euros an hour, according to the German Institute for Economic Research, is- for former East Germany 27%, for former West Germany 15%, for ages under 24 years 44%, for ages 25 to 60 years 15%. This does not affect the manufacturing sector in East Germany as wages in the sector are above 8.50 euros. The other problem is that wages appear to be declining in Germany, with wages decreasing by 0.3% in October 2013, according to the Federal Statistical Office. ...

Stranded assets is likely to become a major issue for automobile companies switching to electric vehicles, power companies switching away from coal, and oil and gas companies that are moving to renewables. Close to $20 trillion such assets now face writedowns, as shown in this report in the WSJ. These are assets that are retired early or assets that can no longer be used because of high carbon emissions and the switch to new technologies. A recent US Congressional session with oil company executives showed the heads of BP, Shell, Exxon, and Chevron, answering questions on how quickly they were preparing for the switch to renewable energy. The COP26 Glasgow conference has created new urgency at companies such as BP and Shell in Europe.

This WSJ editorial points out that the biggest thing in Mr Renzi's favor is the desire for change in Italy, and the public frustration that favors "haste and boldness." Renzi's changes to the tax code are needed as many middle class Italians take less than half of their pay after taxes. Business will get relief from high payroll taxes to boost employment and create new jobs. The current payroll taxes of between 28% to 30% for employers and another 9% for employees are too high.The lower taxes should also reduce the part of the economy that is underground and increase tax revenues. One opinion survey show 48% of Italians favor leaving Italy because of the economic stagnation, another reason to move with speed on the changes.
