It seems like good common sense -surely studies come later that masks can cut coronavirus cases by 40%- as Texas is learning the hard way. As coronavirus cases jump in Texas the governor makes wearing face coverings or masks mandatory in the state. Texas recorded over 8000 cases in a single day on July 3, 2020. "wearing a face covering will help us to keep Texas open for business." As a grim warning to Texans he said "we are now at a point where the virus is spreading so fast there is little margin for error." As the virus cases surged Mr. Abbott, the governor of Texas, ordered all bars shut and cut restaurant capacity by 75% last week and reversed step taken to open the economy. Another lesson learned the hard way when it seems like common sense- consider that on June 20 as reported in the WSJ a staggering 500,000 people went to bars in Los Angeles county the day after bars reopened. It is this type of activity that makes Dr. Fauci, say cases could reach 100,000 a day in the U.S. Infection rates are now increasing in 40 of 50 states with the southern states, western states doing badly.  A lot of it was plain common sense. A German study shows a 40% reduction of coronavirus cases when masks or face coverings are worn. For those arguing for the reopening so that economic hurt is mitigated there is even more reason to wear masks as it makes it possible to get back to work by following strict social distancing and mask guidelines. Everything in life is about adapting and making small changes for the larger good. Younger people have badly failed to show fellow feeling with lack of following social distancing guidelines on beaches and gatherings leading to the numbers now showing that people 18-34 are now equally at risk. ...

German attitudes of caution towards the coronavirus. This caution extends to facial coverings and social distancing guidelines. About 89% say they wash hands more often. 88% say they keep a clear distance from others. And 72% say they meet friends and relatives only to a limited extent. Survey is by Infratest dimap conducted for ARD the public broadcaster. That caution has helped Germany, and is being followed in Italy and France. It is in sharp contrast to parts of the U.S. and in places such as Texas where masks became mandatory in public  spaces only on July 3, 2020.

People in California did not feel the early blows of the coronavirus like New York. This is now turning into a disadvantage as people in California have now failed to follow the guidelines for social distancing and masks as carefully as they should be. The state reopening  took place as the case numbers were increasing as the economy and unemployment became an issue.  State hospitalizations are up 40% on July 1 from 2 weeks ago. Percentage of tests coming positive are close to 6% but in some counties much higher- in Riverside county has rate positive in tests at 11.7% and bars are only recommended to close. In Los Angeles county it is 8.2%. On June 20 the day after the bars were allowed to open 500,000 people visited bars in Los Angeles County. A big problem is that for lockdown the whole state was asked to lockdown by the governor. For reopening it is done by county and each county is doing this differently. Pressure to reopen has led to counties with increasing and poor metrics for cases still reopening. Some counties felt pressured to open when other counties had reopened. Even when a county such as Riverside or Los Angeles county is doing poorly the governor waits 14 days for it to be on a watch list before acting. This is too long for the extremely contagious virus giving it time to spread quickly. Governor Newson is now facing serious problems tackling the coronavirus. ...

Britain will offer a pathway to citizenship to 3 million Chinese in Hong Kong, British Foreign Secretary, Dominic Raab confirmed an earlier statement. This applies to British National Overseas status (BNO) and their dependents upto 3 million. He stated that the new security law to control protests in Hong Kong were a "flagrant" violation of the agreement made with China 23 years ago.  He called it a "clear and serious breach of the joint declaration" of the two countries in 1997. The new arrivals from Hong Kong and their dependents will be given 5 years limited leave to stay and work in the country, at that point they can apply for settled status and after 1 year of settled status they can apply for British citizenship. The Foreign Office expressed alarm at one provision article 38 of the security law that seeks jurisdiction over anyone who criticizes China wherever they are in the world, putting them at risk if they travel to Hong Kong or China. ...

How distressed debt investors are being fended off by mutual funds and loan funds so that companies such as Cirque de Soleil, Serta in mattresses, and Revlon are not taken over by distressed debt investors. This is being done with additional loans and loans converted into stock, and other protection for the companies in this unusual period of coronavirus related losses. Loan funds are bigger today owning 70% of the 1.2 trillion dollar leveraged loan market. A new strategy is to band together and act quickly to keep out the distressed debt investors efforts to gain control of companies. This marks the end of a period like the nineteen twenties and early thirties of the excesses of capitalism and the culture that drives it and investors. That loan funds to companies are voicing the idea after the coronavirus that there are companies in debt situations for no fault of their own, and much less way less than banks who overleveraged with debt to make large profits and got away with it during the 2009 financial crisis, is itself a sign of the changes taking place. This is also the same argument made by the U.S. president for protecting Boeing and the airlines. ...

The coronavirus surge in southern states in the U.S. is different from the surge earlier in the northeast including New York and New Jersey. More young people are getting the virus. About half of those testing positive are now 18-35 years of age in Texas and Florida. Social distancing and masks is not mandatory with young people not practicing these safety guidelines. Many took the reopening to mean they could go back to the usual summer routines. Not taking it seriously is leading to more infections of young people. Cultural issues with practicing the guidelines and a tendency to not take it seriously has been a problem in the U.S. and parts of Europe since the beginning of the crisis leading to larger number of cases.

Wirecard has filed for insolvency.The $2 billion missing in a bank account for Wirecard is more than all the profits it has made over 10 years. It got off the ground in 2016 after Credit Suisse and Softbank took interest in investing. This report in the WSJ shows the hazy history of the company and the details about the missing money in the bank account in the Philippines. Ernst and Young says it was deceived, and the money did not exist in the accounts, as reported in this video by the WSJ. The billions of dollars invested in companies like Wirecard, WeWork and other companies, could easily have funded the PPE equipment, facial masks, and other healthcare equipment held as a reserve for emergencies such as this pandemic, in any large region such as North America or the European Union.   For every Wirecard there are 10 others in every region of the world. The U.S. and India see a surge in coronavirus cases. Per day cases surged to 40,000 on June 25 in U.S. and 17,000 in India. Alabama, Idaho, Nevada, Arizona, California, Florida are seeing a surge in new cases. Texas, California and Florida all recorded more than 5000 cases each. In California cases for hospitalization surged 32% with more than 4200 in hospitals.
