The president of the European Parliament and head of the socialist bloc in the parliament, Martin Schulz, is now headed for a comeback after losing the election to Merkel and the CDU. He will be the new Foreign Minister of Germany in a coalition agreement between the CDU of Merkel and the SPD party. After losing the election- even though polls showed him at 50% support in Feb. 2017- Schulz ruled out another coalition with Merkel's CDU which appeared to drain the SPD of energy and identity.  With the need to avoid fresh elections Schulz agreed to Merkel's overtures. He has a passion for football, and it played a part in his turning to alcoholism and missing out on graduating from high school. Yet he rebounded, running a bookstore with his sister- books were an elixir for Schulz- and becoming mayor of a small town Wurselen near Aachen in western Germany. With the rushed approach adopted by the Trump administration not enough consideration was given to winning support in the House from 25 conservatives in the Freedom Caucus. Without their support the bill cannot be passed in the House of Representatives. The fight also includes one over what are essential health benefits including whether  maternity care would be included. As a result some moderate Republicans are also expressing opposition on the grounds that less people will be covered and fewer benefits will be provided under the Republican House plan called AHCA. President Trump has not involved himself in the details, and the bill comes very early in the first 100 days, leading to the perception that health care has become a partisan conflict without really grappling with the problems of high cost of health care and creating a solution that all can support. Democrats are seen as having made the same error early in Obama administration's first term. President Trump sees this as a much needed win with a drop in his approval ratings, making this even less of an effort to come out with a good plan.  ...

Adam Nossiter of the NYT describes the clearly presidential nature of Macron's appearences during the first month in office. First at the Louvre during the night election results showed him winning easily, and later in appearances at the G 7 summit meeting and at Versailles with the Russian president. This is in sharp contrast to the chatty, "little jokes" and other efforts of president Hollande that left people with the impression that he was not decisive and strong. The French presidency from the time of Charles De Gaulle by its very nature compared to the prime minister's position of England, requires a strong presence and decisive personality. Macron shows every intention of fulfilling that role. Observers have traced this to Macron being a research assistant to French philosopher Paul Ricoeur. Macron acquired a training at the end of the 1990's from Ricoeur, which emphasized the need for and virtue of a middle ground- that sees even the events of the French revolution in a different light, with the death of the king Louis XVI in 1793 as unnecessary. ...

Changes that president Biden is making to make certain that students who took out a loan of $30,000 for college do not end up paying for two decades, and be still owing $60,000. WSJ explains that the original student loan law written decades ago does not take into account the realities of today as young people are forced into long repayment plans and still cannot complete payment. President Biden has stated that no student loan borrower would be expected to pay more than 5% of his or her income for student loan payments each month. This helps student borrowers across the country and makes college education affordable. Most Americans have failed to realize the importance of higher education and its affordability for the US economy, the US ability to compete with China, India and the EU, and the damage done to US education by outdated laws. The general failure to support education and its affordability has come at a great cost to the US economy and its strength in the world, similar to the damage done by the neglect of manufacturing and communities across America that depend on good manufacturing jobs. The failures of laissez faire theory under Reagan and it becoming part of exiting culture leading to lack of government support for education, manufacturing, and infrastructure has weakened America and neglected communities across the country. ...

President Macron announces a curfew from 9.00 pm to 6.00 am in Paris and eight other metropolitan regions of France covering about a third of the population. The cities are in addition to Paris region, Grenoble, Lille, Lyon, Marseille, Montpellier, Saint Etienne, Rouen, Toulouse.  Macron said "we have to act now." The president called for bringing the daily cases which have reached a high of 27,000 by October 14 to about 3000 or 5000. About 1600 of the 5000 ICU beds in France are now taken for coronavirus cases and the curfew is an effort to keep the numbers from jumping as they did in March  and April 2020. To do this he said: "we won't be leaving the restaurant after 9.00 pm and we won't be partying with friends because we know that that's where the contamination risk is greatest." Macron made it clear that scientists are all in agreement on the pandemic continuing till the summer of 2021. He urged people to limit gatherings at home to 6 people and wear masks.  Financial support will be given to people affected by the curfew in the hospitality industry.  Anyone found outdoors after 9.00 pm will be fined 135 euros and 10 times that for repeat offences.  ...

Kishida is taking a proactive approach as the ideological positions have failed and talking directly to North Korea as Junichiro Koizumi had done in 2004 (with a visit to Pyongyang when Kim's father was president) is now the right course. It is now twenty years that this was not tried. Former president Trump met Kim of North Korea at the Demilitarized Zone DMZ near Seoul in 2019. Not much changed after that meeting. North Korea has increased missile testing with ICBM missiles and increased its nuclear missiles with improvement in technology since then. One aspect of the Reagan/Weinberger era policy was its sense that America would keep investing in defense and at some point everyone else would fall behind. This has not happened. After a slowdown in its economy in the early 1990's opportunities to build Russia relations were left to business interests and opportunities were lost. The memory of that period of Russia's economic collapse lingers and feeds a sense that somehow Russia was diminsished by waht happened after the abrupt collapse of the Russian position in Eastern Europe.  In fact the only nuclear missile tests conducted in this 21st century were conducted by North Korea.  ...

US president Biden campaigns in Nevada. His focus is on the cost of living actions and has proposed 15,000 affordable housing rental units on underused federal land repurposed for housing, action which can be taken on presidential orders. Other cost of living action is being prepared by Biden and he closely follows the mortgage rate increases from 3% to 8% that are leaving families stuck without owning an home. Biden is also focussing on the threats to democracy coming from the former president's rhetoric and actions, something that he devoted time to in his address in Philadelphia's Independence Hall, where the founders of this Union gathered together to draft the Constitution. This happened early in his first presidential term and in the 2020 campaign Biden focused on this threat to democracy. Peter Baker points out that Biden is best qualified to convey a sense of hope to America, yet what the NYT, W. Post and WSJ, and the television news channels -that are not watched as much by the core 25-54 years with a shift to digital- fail to do is to do their own introspection on how Biden has forged the consensus in Congress from his vast experience and wisdom to make the multi trillion dollar investments in America's future through infrastructure, job creation, manufacturing, chips and science. Deep polarization is seen also in South Korea. Policy issues are not being discussed with eligible voters divided evenly among progressives in their 40's and 50's and conservatives over 60 years, and about 20% of the voting public that are independents and younger voters deciding the elections in South Korea. As in the US cost of living is an issue, down to the price of onions of which president Yoon is seen as not paying attention to. Conservative People Power Party of president Yoon is expected to gain only about 100 seats of 300 seats in the National Assembly in the parliamentary election in South Korea. Yoon won in a tight race with Lee a candidate from the Liberal Democratic Party in 2022, which is expected to win about 200 of 300 Assembly seats. Yoon is building a close relationship with the US and Japan and visited the US for talks with Biden. The election is not expected to affect the close relations of US with South Korea. It reflects the polarization in South Korea, Yoon's effort for corporate tax cuts may not go through. The opposition has made allegations of corruption and abuse of power, and the cost of living, as campaign issues. About a third of 44 million eligible voters have cast votes. Younger voters and moderates appear not to trust Yoon. ...

And instead of Trump doing nothing for infrastructure after talking for years about it Biden has launched the biggest infrastructure effort in the US in 50 years. Never in recent history has so much been done in so short a time, with so much to follow, and never has it been so little reported or discussed. This article in the New York Times makes an extraordinary report about Rod Rosenstein, U.S. Deputy Attorney General and his views on president Trump following Trump's firing of FBI Director Comey. New York Times says it has based its report on meetings in which Rosenstein participated with Justice Department and FBI officials. Mr. Rosenstein and Mr. Sessions, the Attorney General, attended a meeting at the White House last year with Mr. Trump in which he agreed to write the memo cited by Mr. Trump for firing Mr. Comey. Rod Rosenstein had no idea at the time that Mr. Trump would cite his memo, and felt afterwards that he had been used by Mr. Trump, according to this report in the NYT. Leading Democrats were very critical of Mr. Rosenstein for providing the memo that served as the basis for firing Mr. Comey. Mr. McCabe who succeeded Mr. Comey and others also left the Justice Department and the FBI, and the events of that time has created dissension in the FBI and the Justice Department, leading to the release of this information to the New York Times.  Mr. Rosenstein according to this report based on internal meetings with Justice Department officials, was concerned about the chaotic situation in the White House following the firing of Mr. Comey of the FBI. During this time it is reported here Mr. Rosenstein suggested recording of the president and invoking of the 25th Amendment. The 25th Amendment of the U.S. Constitution provides for removal of the President by the Vice President and cabinet officials on certain grounds such as when the president "is unable to discharge the powers and duties of his office." Mr. Andrew McCabe, who was head of FBI following Mr. Comey's firing was also fired, and he has memorialized his interactions with Mr. Rosenstein in memos that are now with the Mueller investigation.  Not everyone thinks this is a constructive step as a letter in the New York Times questions the wisdom of such a report leading to the departure of Mr. Rosenstein. Mr. Rosenstein is seen by some as defending the Mueller investigation into Russian interference in the U.S. presidential election. But even this may be overstated or in doubt as the criticism of Democrats leading to the the release of the report by the NYT on Rosenstein shows. Mr. Rosenstein says in response to the NYT report that he sees no need for invoking the 25th Amendment. ...

He points to the failure of president Obama in grasping what the Assad regime has done to Syria, the refugees in Jordan, the use of artillery and air raids on civilian population, and inviting the support by fundmentalist Islamic countries such as Saudi Arabia in the absence of U.S. and European support, making delay after delay by president Obama leading to a paralysis in response. In the interview Clinton is critical of U.S. president Obama's approach to foreign policy, and the "don't do stupid stuff" comment by Obama that is the psychology behind Obama's foreign policy of avoiding involvement in overseas conflicts- even when it was badly needed to preserve the U.S. role in the world. Hillary Clinton presented the Obama outlook on foreign policy as inward looking and cautious at every step, to the point of making America look pessimistic about the world and its role. This situation she described as not conducive to making any better decisions than the Bush-Cheney era approach of aggressively and even jingoistically pushing the country into foreign conflicts.

Housing 50,000 participants was ahuge task and the Brazilian government of president Lula brought in 2 large cruis ships to accomodate many of the participants. This report in FR24 says prices for accomodation reached $4000 a night which shows that in today's world climate change action which is a problem facing all people, has been embraced by groups that can afford such costly daily rentals creating skepticism from ordinary people affected by the cost of living concerns. ...

Roger Cohen interviews Glenn Greenwald, a journalist for Britain's Guardian newspaper, in Rio de Janeiro, Brazil. Greenwald made disclosures of NSA spying on Brazil's president Dilma Rousseff. He now has the backing for a online publication from eBay founder, Pierre Omidyar, for the venture with financing of $250 million. Greenwald helped make Snowden's information on NSA spying public by writing about it in the Guardian from his base in Brazil. Cohen says old style mainstream journalism has been affected by the 9/11 events, and brings up David Halberstam's words at Columbia University in 2005- about not letting the powerful intimidate independent journalists. In 2013 the government of Britain asked the Guardian to turn over documents related to NSA spying, which the Guardian resisted, leading to a protest by Germany that this violated respect for freedom of the press.

The $369 billion climate and tax package that is coming out of a deal arranged by Schumer in the US Senate could be a path breaking action. It would enable president Biden to get close to the climate goals he promised last year of cutting US carbon emissions by 50% by 2030 over 2005 levels to combat effects of climate change. The $369 billion package would get the US to reduce carbon emissions by 40% in 2030 over 2005 levels.  Severe effects of climate change with fires and floods in the US, Europe, and Asia have brought a new spotlight to the issues facing the world and the fact that something needs to be done quickly with the US leading the way. Senator Manchin a holdout because he comes from a coal mining state was a holdout. He was persuaded to join as the new legislation provides for support for transmission lines and other investment during a transition period so that it does not affect the economy in his state. The transition period is now accepted as Europe now looks at gas and coal as a temporary resource following the cutoff of Russian supplies and the US will be shipping more LNG to Europe during this period. The vote for this legislation is planned under reconciliation so that the vice president MS. Harris can cast the deciding vote for Democrats in a 50-50 split Senate. Republicans oppose the legislation. Manchin now says it will reduce inflation. Briefly it will give $7500 to every buyer of an electric vehicle EV, and $4000 for a used EV. It would give rebates for heat pumps that increase home energy efficiency. Billions of dollars would be spent for clean energy industries, and for solar, wind, geothermal, other renewable energy projects. Democrats want to get the legislation through the Senate quickly by next week, and so secret were Schumer's negotiations that most Democrats did not know about it. Coming on the heels of the $280 billion CHIPS and Science bill for $280 billion investment in US semiconductor industry, this will be a big win for president Biden and shows the persistence and patience of Mr. Biden is paying off.   ...

France's regional elections show president Macron's party has failed to covert national power into grassroots support. Macron's En Marche party was reduced to just 10% of the vote. Some called it a slap in the face for Macron's party. It was hastily setup during Socialist president Hollande's last year in office in April 2016 by one of his ministers Emmanuel Macron. The National Front of Marie Le Pen on the far right also lost support and won just 19% of the vote. About a third of the vote went to candidates from the former Republican party of president Sarkozy. Xavier Bertrand from the Republican party, which is in the Gaullist tradition, was one of the winners and emerges as a presidential candidate. Only 34% of voters turned out with very young people and people over 35 not turning out to vote. It appears that voters are now disillusioned with the party of Macron and Marie Le Pen that had hoped to win voters from the two traditional parties the Gaullist party and the Socialist party. The socialists did well in western France and have gained at a regional level. The Gaullist party, called Republicans under Sarkozy now looks to gain at the national level. The situation in Germany shows voters shifting back from the far right back to the traditional parties. In the regional election in eastern Germany the AfD far right lost to the CDU recently. Voters are beginning to return to the traditional parties. In Germany this includes a shift to the Greens party that has gained as the voters shift to moderate parties. Macron lost much support and was seen as not sensitive enough to people who had struggled to make a living because of changes in the economy and the urban rural split, social upheaval. He had a popular prime minister during the first wave of the coronavirus  in 2020 who Macron removed as this would create a candidate who might run against him in the national elections. A series of terrorist actions led to a sense of a lack of safety which added to voter unease and the shift to the traditional centre right Republicans.  ...

Life in Kharkiv, Ukraine's second largest city, is shown alongside as the city struggles with most of its infrastructure destroyed in the war. The $61.5 billion aid to Ukraine was passed in the US Congress only with the efforts of Mitch McConnell who never gave up even in February and March when bills passed in the Senate were stalled in the House as the former president and some of the Republican base wavered. Mitch McConnell says now after the vote of 79 to 18 that passed  in the Senate that "at times I felt I was the only Reagan Republican left." At a meeting with the president in late February he wanted to start the meeting because he says-" I wasn't trying to convince Johnson of anything other than we had a time problem. I did't think we had time to fool around." Speaker Mike Johnson had wavered in calling for a House vote of a Senate bill on Ukraine aid after the former president had declined support. "He had a spine of steel and wouldn't give in to pressure from those in our caucus who did not have the depth of understanding of the stakes and who had reached different conclusions" says  Susan Collins who visited Ukraine in 2022 with McConnell. She calls him "steadfast and unwavering." Pat Schumer says "I give him a huge amount of credit. we were shoulder to shoulder on this." As he stays in the Senate till his term ends in January 2027, Mitch McConnell can look back on two decades of leadership in Senate realizing he had added nine Republican votes to get it 31 Republicans for Ukraine aid at a critical time. He says of two rules he has followed for 18 years - you take a lot of arrows, and yet you never speak about your members on or off the record, and in that sense he is free to pursue his own interests and has a lot of latitude now till 2027. He will be sorely needed in the Senate as the voice of experience and depth of understanding.   ...

That legislation did not have provisions to bring illegal fentanyl flows into the US to an end with strong action including tariffs on CMC countries Canada, Mexico and China responsible for the fentanyl flows into the US. Transgender was another issue addressed in the speech with DJT clearly stating that their only two genders and against mutilation of bodies, with trust in God about the gender God placed us in as best for us. Other issues were about tariffs action going into effect on reciprocal tariffs on April 2 with all nations including India, Europe, China, Japan, South Korea. DJT cited India for high tariffs, South Korea with 4 times American tariffs, and European nations. The goal was to ensure a level playing field for the US to compete- "what they charge us, we charge them." As explained in an earlier article in the WSJ reciprocal tariffs in the world context mean commodities products would not have price increases for the US consumer, smartphones autos would increase but this would be temporary as these nations play fairly and create a level playing field, and these products manufacturing is shifted to the US. This would mean growth for US auto industry and smartphones coming from inside the US and from India offsetting concentration of production in China. Apple has told the president it will start making inside America investing hundreds of billions in the US from now on. ...

President Obama tells Hispanic high school students he supports a bipartisan plan for immigration reform from Senators Graham, McCain, Rubio, and Schumer. A critical part of the plan and the President's plan is a pathway to citizenship for 11 million illegal immigrants. Russia had hoped its efforts in favor of Trump would lead to an easing of sanctions, not grasping the role of Republicans in Congress who see interference in the democratic process in the U.S. in the same way as Democrats.
