Business cut inventory levels during the 2008 crisis, and restocking of inventories was a growth pattern seen in 2009, now this is fading. At the height of the market a year ago Citigroup acquired Nikko Cordial for 1.6 trillion yen ($17.7 billion). Now in a reversal of an earlier decision, after announcing a loss of $8.3 billion on Jan 16, 2009 for 4th quarter 2008, Citigroup will consider Nikko Cordial a non-core asset, meaning that it would be sold if a buyer can be found in Japan. A new sense of optimism pervades Athens with the new government's standoff with international creditors. After governments from the centre left Pasok party and the centre right New Democracy Party from the country's elite, a new government led mostly by academics from Greece's universities and a fresh young face of Tsipras, has created a new spirit in Athens following 5 years of austerity and protests. Tsipras's Coalition of the Radical Left won 36% of the vote in the recent parliamentary elections of Jan. 2015, a month later polls show public support has increased to 70%. Even New Democracy supporters says the young Tsipras provides a breath of fresh air to Athens and Greece as he negotiates for an easing of the strict austerity measures leading to 25% unemployment. Signs of the change are everywhere. The riot police have been pulled back, and there is less security around parliament, 2000 bodyguards for senior politicians will be disbanded. Coffeshops in downtown Athens are filled till by young office workers and students as Greeks discuss the changes taking place. The ECB and the EU are taking a tough line in negotiations as the new government develops its negotiating stance, with much public posturing but deeper down a sense that a resolution needs to be reached that gives Greece the opportunity to return to growth. One aspect of the new government is a welcome change both for the EU, the ECB and Germany, as well as for the Greek people. As in Italy with Matteo Renzi following Berlusconi, leadership has passed to a younger generation better able to tackle the problems facing Southern Europe. In Italy Merkel personally intervened at one point calling Italy's president and creating momentum for the resignation of Berlusconi, followed by the shift to pro-EU Monti and Letta, and then to Matteo Renzi. Renzi received 40% of the vote in Italy's elections. In Greece a series of parliamentary elections shifted administrations from Papandreou to Samaras, and now to Alexis Tsipras. With fewer ties to the old governing elite the new administration can better deliver on prudent economic management in the long run to meet the concerns of Germany, Netherlands, the UK and other countries....

Portugal's parliament gave preliminary approval to a new budget bill with 4.3 billion euros in tax increases on income, captal gains, property and car ownership, and 1 billion euros in spending cuts compared to the 2012 budget. Banco Espirito Santo was able to sell 750 million euros in 3 year bonds with an interest rate of 5.875%. Over 200 investors from France, UK, Germany made buying offers of more than 2.7 billion euros. The rate is lower than expected and reflects ECB policy support for bond markets of countries requesting aid.

The number of unemployed in Spain reaches 5.6 million people in April 2012. Finance Minister Guindos said the only bright spot was exports and a drop in the current account deficit which shows Spain's improving competitiveness: "This shows the Spanish economy is competitive, unlike some other European economies, thats the most important element of optimism for the future." The Spanish cabinet approved a Stability Program Report to be submitted to the European Union showing GDP growth of 0.2% in 2013 and 1.4% in 2014, following contraction of 1.7% in 2012, and unemployment falling slightly to 24.2% in 2013. Spain's government debt level is shown at 82.3% of GDP in 2013 declining to 81.5% in 2014.

In the context of president Trump's statement that the Paris accords if fully implemented would have "a tiny, tiny impact," BBC News points out that it refers to a Massachusetts Insititute of Technology study by scientists in 2014. That study did not include all the commitments made in the Paris talks, and does not carry the improvements forward beyond 2030 assuming that things level out with no improvements. It then came up with the figure of two tenths of one degree Celsius as the improvement by the year 2100. When the MIT scientists corrected these assumptions after the Paris accords in 2015, they stated that 1 degree of Celsius improvement would be achieved with the Paris accords and all countries working together on the planet. Scientists contacted by BBC News, including Prof. Hohne who works with Climate Tracker that tracks greenhouse gas emissions, say this 1 degree Celsius reduction is the difference between dangerous levels of global warming and tolerable levels. ...

Laurent Berger, head of the French Confederation of Labor, C.F.D.T., is a moderating force in France as president Macron leads an effort to make a revision to France's labor code. With a large parliamentary majority president Macron is expected to push for a shift to a Scandinavian version of "flexible security," that allows companies and the economy to adjust the work force, introduce retraining and create flexibility so that new jobs can be created. His union is now the largest, after surpassing the militant General Confederation of Labor. Issues in labor changes proposed by president Macron are- direct negotiations between management and employees bypassing unions, and a cap to compensation in unfair dismissal cases. Berger's view is that though the interests of labor and management conflict, there has to be dialogue instead of constant confrontation. He is willing to see some jobs lost if business creates new jobs with improvement in the economy. Macron has summoned labor leaders for marathon talks. ...

President Trump agreed to a reopening of the government for 3 weeks, till a compromise could be worked out between Democrats and Republicans in the House and Senate. He did not call it a concession but as a way to help 800,000 federal workers who have not received paychecks for 35 days. The president says if the situation is not resolved by Feb 15 there could be another shutdown on the issue of the border wall.

This report says in the month of negotiations both sides have seen that a border wall from end to end  is not needed but that sensors and other devices could also be used to monitor the border. In the impasse in Congress not all Republicans agreed with Mr. Trump leading to the decision by Mr. Trump to take a pause to rethink this issue for a compromise. In recent days air traffic controllers called in sick causing delays, and criticism from federal agencies including the FBI increased creating pressure for a resolution of the dispute.
