Indian Finance Minister Sitharaman gives the following remarks in parliament on the White Paper presented to the 18th Lok Sabha in January 2024, describing the dire condition of the Indian economy by 2013 with mismanagement and "big ticket" corruption. India's Finance Minister Sitharaman describes the situation in three key areas by 2013 that left the economy of India in a fragile state, with projects stalled, development delayed, and capital investment not taking place. She gives as 3 main points of focus- the state of affairs at Defense Ministry, at the Environment Ministry, and for Energy supplies. At the outset she says PM Modi had suggested the need for such White Paper by 2015 so that future generations would know what had happened in India that failed the country at a time when China had already joined the community of developed nations. The issues go back to the coal scandal when coal auctions had to be cancelled by the Supreme Court for irregularities, the misuse of state owned banks leading to a large increase in non performing loans, and the mismanaged Commonwealth Games under government before 2014.  Sitharaman told parliament this had the effect of national security being compromised, Environment as a Ministry becoming a bottleneck, and the leadership failing the country. In the military there was a critical shortage of ammunition and equipment. She cites the Defense Minister at the time having the attitude that independent India has had a policy for many years not to develop the border areas, as an undeveloped border was better than a developed border. She also says Ministry stated that 92% of the Defense Budget was used up and major acquisitions have to wait for the military. Following this Sitharaman cited the scandals of that period and leakages of funds that weakend the country and failed its people. She compared capital expenditures today of 6.22 lakh crores in 2024 thre times the number in 2013 of 2.53 crores. HAL now makes Tejas jets and helicopters in Made in India production. At the Environment Ministry the delays that were 86 days reached a high of 316 days by 2013 for approval of development projects, with 355 projects pending, the nation brought to a standstill with the effects of the coal supplies to thermal power plants being wholly inadequate and Coal India in poor shape. Policy on China in the second year of the DJT Administration- shift from adversary positions to cooperation. A shift in policy after the meetings with Chinese leaders Xi and Wang Yi at Busan, South Korea in 2025. WSJ Analysis looks at what happened in the first term of DJT, the Biden Administration that followed and in 2025 in US-China relations and how the posture changed, how Xi and his team built rapport with DJT and his team over the tumultuous period in 2025. US turned to Xi in getting Iran to the table for negotiations in Islamabad meetings after the month long effort to take out Iran's nuclear and ballistic missile program infrastructure. This was arranged in the early hours of Tuesday April 7th 2026. Throughout the US air campaign in Iran China pursued the policy it had set at Busan of not letting it affect US- China relations and the DJT visit to Beijing believing it sets the basis for the future course of US- China that affects the whole world beyond regions such as the Middle East where little headway has been made in bringing about peace. China US, EU, India, Brazil, Latin America, Africa, Indonesia, make up most of the world's population and China remains focused on ensuring the US and China can through their cooperation maintain peace in the world overall. This is reflected in this statement of China's Foreign Ministry on Busan meeting as the beginning of something new and big for the world- "Over the past seven decades and more, we have been working from generation to generation on the same blueprint to make it a reality. We have no intention to challenge or supplant anyone. Our focus has always been on managing China’s own affairs well, improving ourselves, and sharing development opportunities with all countries across the world. And that is an important secret to our success. China will further deepen reform across the board, expand opening up, and promote higher-quality economic growth while achieving an appropriate increase in economic output, and advance well-rounded human development and common prosperity for all. This will also expand the space for cooperation between China and the United States." This relates to China's worst fear, worst nightmare - that before it can become a fully developed economy for 1.4 billion people it would find itself in the situation that faces Japan of an aging society and weak growth something Japan faces as a fully developed economy much smaller of 120 million people. Japan per capita GDP is at $36,000 2.5 times China's at $14,000 and about a fifth of Germany's at $64,000, about a seventh of the USA at $92,000. So that if China does not continue along the path of development it has followed since 1990 working with the US and EU it faces the prospect of losing forever the prospect of joining Japan and fall into lower than middle income status when large parts of the interior of China a third of its economy that is rural are still living in poor economy status with per capita GDP of $3500, which is 8% of the GDP per capita of the poorest state heavily rural state of Mississippi in the US. Even Shanghai and Beijing with about $32,000 per capita GDP are only about 58% of the per capita GDP of Louisiana in the bottom one third of US states. Xi Wang Yi, Lifeng are doing what China must do to compete with advanced US and European economies and Japan- continue to work with the US on the development model that has worked the best for China since 1990. It is a new reset with the European Union and part of Labour's manifesto. This is one program that deserved support and has added great value to the community of Europe. What the Indian Supreme Court failed to do was ask for accountability for the nearly 3 years lost in timely delivery of infrastructure that was to be completed in 2021 for the $3 billion Metro subway for Mumbai. Work that was moving 24 hours a day 7 days a week under Ms Ashwini Bhide was stalled and left to stagnate. This is unconscionable for a country with 1.4 billion people and most under 35 years whose aspirations get repeatedly stuck in the mud by politicians and a mentality that has itself given into the way colonial powers looked at India of being undeveloped, dirty and disorganized. Mohandas Gandhi would have a hard time understanding that Hind Swaraj that he envisioned in 1910 could lead to this kind of stagnation. Mr. Jain points out that the Indian Supreme Court has left it to the Assembly Speaker to decide on the issue of disqualification of 16 MLA's- in effect leaving the new government in place which has a majority in the Maharashtra state assembly in India. The 2 party coalition was formed between Mr. Modi's party BJP in the state, the principal driver for infrastructure and 24 X 7 development in India, and Mr. Shinde's party on 30 June 2023.  From November 2019 to June 2023 for the period of the pandemic for 2 years and 8 months the state was under a government that stalled on major infrastructure projects in the state that were being done 24 hours a day. Such as a huge project that the WSJ called "audacious" run by Ashwini Bhide at MMRC with over $2 billion from the Japan International Cooperation Agency for a new METRO subway for Mumbai taking it into the 21st century from an old broken British rail system. Unfortunately neither the Supreme Court or the press delved into the loss of 3 years that added this loss in infrastructure that was to be completed in 2021 to the losses from the pandemic. The project is back to operating 24 hours a day 7 days a week under Ms. Ashwini Bhide since the Shinde government was formed in June 2023 with pm Modi's party in the state.  ...

India's 267 million farmers 44% of the workforce that make it difficult to reduce 39% tariff on imported dairy and grain. Older Americans have lost the memories of famines in India including one in Bihar in the 1960's, not to mention the Bengal famine during the British rule in 1944 in which Britannica says 3 million people lost their lives. By 1965 India depended on US grain. Dhume reminds readers that in as recent as 1966 9 million tons, a quarter of US wheat crop, was sent to India to prevent famine. China had a similar situation of famine and starvation in the 20th century. This is why India and China have focused effort on achieving self sufficiency in food, and  agricultural productivity is one of the great achievements of the 20th century ranking with electricity and other inventions. When it comes to other upscale agricultural products such as walnuts, blueberrries, and almonds, and other, India's middle class would benefit from nutritional benefits of US agriculture in these fields at low or no tariffs. This suggests there is room for opening some sectors other than dairy and grain that are staple to the Indian diet of the vast population. US 50% tariff is motivated by India going from 2% Russian oil imports in 2019, to shifting importing from Saudis and UAE to Russia so that Russia now makes up a third of it's oil imports by 2024. In May it reached 4 million barrels a day dropping to 2 million barrels a day by July 2024.   ...

It has to be said that both McCarthy and Biden have shown patient leadership and an optimism about America in getting to an agreement on spending and the debt ceiling in May 2023. They are not taking chances as they sell the deal they made to their party in Congress. Biden feels confident that the agreement will make its way to his desk to be signed and he had spoken to McCarthy on Sunday afternoon "to make sure that all the T's are crossed and the I's are dotted." McCarthy says "more than 95% of those in the Conference were very excited. We are the first Congress to cut voter for cutting spending year after year." The deal basically freezes federal spending at 2023 levels till 2025 and allows some increase in defense spending and veterans benefits. Dusty Johnson Republican of South Dakota says Republicans will overwhelmingly support it. He says not much was expected from the Freedom Caucus whose support was not expected. Senator Mike Lee of Utah and Rand Paul of Kentucky do not support it, Lindsey Graham of South Carolina thinks there is not enough money for the Navy in the agreement. ...

The story of Kharkiv, Ukraine's second largest city only 25 miles to the border. Santora and Hicks give this report on life in the city which faces constant missile and other attacks with much of its power and other infrastructure destroyed, and schools operating deep inside subway stations. Nothing like this destruction has been seen in European cities since 1945. Europe had only the Balkan conflict limited to Yugoslavia 1991-1995 as the country split into several states, Serbia, Croatia, Bosnia, Kosovo, Montenegro, and Slovenia and the US settlement in 1995 following NATO bombing in Serbian Bosnia. The Ukraine conflict stretches back decades starting in 2014 with the Maidan protests in Kiev and fall of the pro-Russian Yakunovych government. After a brief war and Russia taking Crimea it ended with the Minsk Agreement in 2015. Russia had supported separatists in Donbas region. Russian is the language in Russia and Ukraine and both countries share a common historical heritage. It started again with Putin's complaints about NATO enlargement in 2021, followed by an attack on Ukraine in 2021 bringing Finland and Sweden into joining NATO, and US support to Ukraine's defense.  ...

One survey in 2021 shows that about 73% of workers in all age groups are feeling burnout since the pandemic started says this BBC report on Work Life. The situation is the worst for young workers in their twenties who have the least work capital and the most work. For these Generation Z workers the burnout rate is higher at 80%. This presents a huge problem for mental health. Across all age groups volume of work is up over 50% with the highest for young inexperienced workers who are pushed to the limit, working late hours and not able to say no. 

This situation shows that so much has happened during the pandemic that mental health is a major priority in 2022 and beyond.

Us stock market gains of 24% in 2023 are seen as a surprise after fears of Fed tightening leading to a downturn. Instead inflation has come down and with government investment in infrastructure and bringing factories back to the US, boosting US manufacturing, the US is building a stronger economy. A related WSJ article has graphs that show over 50% of US households owning stocks so that the gains in stocks since 2020 are now more widely shared in the US population. Along with wage gains and bringing down the cost of living and moderating housing costs it sets the stage for a recovery of America from the free market experiments that followed after Reagan leading to the 2009 financial crisis, neglect of manufacturing and shipping of factories overseas.

 Biden's kickoff speech for president in 2024- "We've got a lot more work to do." Biden was able to get the US on track for huge investments in infrastructure, chips, climate change, renewable energy, cost of living help, of trillions of dollars. He told a union audience- "Under my predecessor (Mr. Trump), infrastructure week became a punchline. On my watch infrastructure has become a decade headline- a decade headline." (Not much was actually done for infrastructure by Trump.) What Baker in NYT says Biden was not able to do is where Republicans blocked his efforts- to cut student loan debt, for pre-school education assistance, for tuition free community college, for parental leave, and help to workers and families struggling with the cost of living. Biden also helped tackle the period of mass vaccination and exit from the pandemic, and bringing unemployment to below 4%.  Baker has covered 5 presidents for the Washington Post and the NYT.
