Britain is having to restructure its relations with China based on the general trend in U.S. China relations. China is the UK's 6th destination for exports of goods and services, only 3.6%. U.S. is far larger about 14%. The UK also has one third of its investments overseas going to the U.S. The U.S. has total investments in the UK of 758 billion dollars in 2018, showing that Britain's relationship with the U.S. is very close. ...

British Foreign Secretary Dominic Raab tells parliament the extradition treaty with Hong Kong is suspended immediately. Earlier Canada and Australia suspended their extradition treaties with Hong Kong. This follows China's tough new security law to quell protests in Hong Kong. Raab told parliament "we will protect our vital interests, we will stand up for our values, and we will hold China to its international obligations."

France and Germany are standing together on the European Union Recovery Fund with $500 billion in direct nonrepayable aid to needy countries hit by the pandemic. Netherlands is the lone holdout and it is coming under heavy criticism for being "misers", not showing any solidarity. Macron and Merkel walked out together at the end of a late night session. At one point Macron banged his hand on the table saying "sterile blockages" were being made by Netherlands. Italy accused Rutte of the Netherlands of blackmail.

China plans to retaliate against the Chinese operations of Ericsson and Nokia if Huawei is banned in 5G networks in Europe, following the U.S. ban. Planned by China are export controls on Ericsson and Nokia in China banning export of its products made in China. The German decision is to be made by September. Britain has already banned Huawei participation in its 5G networks.

Experts say this effort by China would lead to European companies redrawing their supply chains which they are already doing after the pandemic.  Nokia is doing this and Ericsson is also planning to shift production to other parts of Asia, or back to Europe or North America.

A Phase 1 trial of over a thousand volunteers shows the Oxford vaccine works well with minimum side effects that can be handled with acetaminophen. Phase 2 trial is underway with volunteers in UK, Brazil and South Africa. Participants given the vaccine had significant increase in antibodies to neutralize the disease, and T cells for long term protection. About 70% reported fatigue or headaches which can be handled with acetaminophen. After the Ebola crisis of 2014 in West Africa the British government invested 120 million pounds to form a group to develop vaccines for top 10 likely threats dubbed "Disease X." On this list was the coronavirus. Scientists at the Jenner Institute at Oxford formed a team as part of this effort. Sarah Gilbert and Adrian Hill led the scientists at Jenner and pioneered research for  a new way to do this- to first replace a part of the virus with a component of the new virus. Then to remove the part of the virus that allows it to replicate in humans. This method is called recombinant adenovirus vector. The Oxford scientists used existing technology in new ways to increase the chances of getting a good vaccine early.  The first vaccine could be developed and tested for mass production by September. A 30,000 participant trial begins in U.S. in August. About 1 billion doses could be manufactured by end of 2020. India's Serum Institute has the manufacturing facilities to do this near Pune, India.  ...

This commentary in the WSJ says it is essential that the U.S. get back manufacturing of all technological goods back to the U.S. or its allies. The dangers of depending on China or other countries not clearly allied with the U.S. is quite clear especially after the pandemic. The U.S. and European supply chains need to be completely remade, restructured, to avoid dependence on China or countries that are not allies. This is what supply chain renewal is about. Yet initiatives alone with hundreds of billions of dollars price tag re not the answer to the problem. What is needed are specific targeted actions such government direct assistance to key sectors to ensure U.S. technological advantages in worldwide competition. Giving a hole range of incentives and direct financial support to industries making everything from electronic and computer components to high tech parts that go to defense and civilian production.   The U.S educational component in this puzzle is university students in all high tech courses which should be kept for U.S. citizens or from key allied nations at American universities. The manufacturing base would mean securing incentives and aid to manufacturing industries, component by component, part by part, to secure American leadership and distinct advantage.  Job losses have to be reversed and industries relocated back to the U.S. And only in cases where it is advantageous to manufacture overseas to relocate in allied countries India, Japan or South Korea. U.S. labor has to be brought into the picture as a key participant in the national interest and given an important role. R& D efforts have to be developed component by component, technological part by part, and technology by technology, so that a systematic plan can be followed to secure American leadership for the rest of this century, is what experts including this one say is required today. ...

This report cites experts in California that mask use was less than 50% in the state beaches and parks after it reopened. The medical officer of Orange County an affluent community near Los Angeles even resigned after mandating the use of masks in public after protests. On one day June 20, the day after bars reopened in Los Angeles County a WSJ report shows 500,000 people went to bars in the county. As of July 17 the state has 365,000 cases and about 10,000 a day. At one time it was much lower than Michigan at less than 50,000, adding to the complacency in California and a false sense that California had somehow come up with a new way around the virus. Michigan today is at about 70,000 cases, showing that careful attention to the process is important more than anything else, not some new strategy or approach that someone comes up with to beat the virus that does not meet the essentials and common sense. Even today mask use can vary widely in the U.S. as seen in this map from the NYT. After repeated surge across the U.S. from the northeast to the south and west mask use has increased in the U.S. Texas has made it mandatory and president Trump wore a mask at Walter Reed Army hospital. Ypu.gov and other surveys show mask use as high as 80%, not universal as health agencies want to see, higher than Canada, Finland or Denmark.

Other factors such as gatherings at beaches, restaurant and bars, and earlier sport stadiums gatherings are additional factors for a surge. Young people's cooperation has lagged behind accounting for about 50% of cases in some southern states recently being among young people.

Garlic, ginger, turmeric and similar products are vital for healthy living and healthy food. So it is surprising that so little has been done before the Trump tariffs on Chinese food dumped in the U.S. This BBC report by Pamela Parker says 1994 was when the U.S. confirmed dumping by China of garlic yet the tariff that was placed was of an ineffective type that could be circumvented. As a result the U.S. producers such as Vessey in California that produced garlic for 100 years and 5 generations decided to not produce it beside cauliflower and cabbage. Of the surviving producers one producer today in California produces 100 million pounds of this product that has value way beyond the actual dollars as vital for healthy food supplies in the U.S. In fact after reports of contaminated water supplies in China imports of ginger and other such food products have been shifted away from China.  It is well known that the industrial revolution in China came too quickly and at a large cost to the environment after 1990 including contamination of the water, rivers. For this reason it is stunning that the people setting trade policy in Washington could have ignored the vital need of U.S. meeting food needs for healthy living out of its own soil and trusted farming community. To not have done so and let producers of garlic or ginger or other such vital food products to sustain health to go out of business is nothing less than a part of the growing calamity of self inflicted wounds that have happened so far. At no time more compelling an issue as today in the pandemic. The truth is that when it comes to healthy food supplies it is vitally important, as important as national security. And local supplies grown in one's own state or country particularly for vegetables, herbs, and fruit, are very critical. There is no way to even compare product grown locally to product grown in any country where water supplies may be contaminated by rapid industrial growth. ...

As Delhi sees a decline in cases of coronavirus around July 16, it is not clear whether this is a result of more use of less reliable antigen tests where results are produced immediately. From 3000 cases in last week of June cases per day dropped to 1200 to 1600. Mumbai is also seeing a slow decline with other parts of Maharashtra state seeing spikes. Tamilnadu is seeing a gradual decline. Andhra Pradesh and Telengana, Karnataka see a climb in cases.

The federal government requires antigen tests showing negative to be followed up with the more reliable RT-PCR direct test, which takes hours to give results.
