To make a dent in carbon emissions governments in Europe and North America need to support the use of low carbon solar panels in solar facilities installed there. This would enhance solar energy panel production in the US and Europe, India, other countries. Experts say the use of solar panels made using electricity from coal use in China creates more emissions in China while reducing emissions in the West. The result is that global emissions remain the same as if no solar panels were installed.  The global solar panel production is mostly concentrated in China because of the lower cost of electricity from coal used in production of panels- a critical factor in the lower prices of Chinese made solar panels. This allowed China to gain a monopoly in production of  world's polysilicon, an essential component in solar panel production, that consumes large amounts of electricity in the manufacturing process.  This use of coal generates twice the amount of carbon emissions in China than the solar panels made in Europe, say experts. China's sharp slowdown in growth to below 4% is likely to reduce inflation in the US, Europe and the rest of the world. This means less demand for oil and gas, other commodities, that China absorbed for the higher growth, in a degree that was disproportionate when compared to the needs of the rest of Asia, Latin America, Africa, the US and Europe. The inflation in other parts of the world with inflation now exceeding 10% in Britain, is driven by the war in Ukraine cutting off supplies of Russian oil, and by supply chain issues. Lower demand for fossil fuels in China could compensate for the loss of Russian oil supplies by adding that much oil and gas to oil markets. Supply chain issues are being resolved though this may take some time. And a new supply chain is being built that replaces the old one that was too stretched out all over the world without emphasis on making at home in the US and Europe, India and other countries. US shale oil companies have not invested in increasing production and this could change adding to oil and gas supplies. In a major policy move India's Modi government makes major changes for foreign investment in India. In different sectors, pharmaceuticals, defense, civil aviation, and retail stores, the move is designed to attract investment and create new jobs. Foreign investors can now take 100 percent ownership in defense, civil aviation, and food products sectors with government approval. In pharmaceuticals foreign investors can take upto 74 percent ownership with no government approval needed. In retail stores, such as for Apple and Ikea, the rules offer new incentives. From now on the requirement that Apple and other companies buy 30% of their supplies locally for single brand retail stores will be relaxed with a 3 year exemption on local sourcing, which can be extended to 5 years if the products sold are "state of the art" and "cutting edge technology," according to a government announcement. The changes were made by executive order. Apple CEO Tim Cook visited India and lobbied for this change recently. In combination with a national GST goods and services tax to be passed in July 2016, which is to be instituted nationally to replace a old set of state by state requirements and taxes, the two changes could have a bigger impact than the 1991 reforms that moved India away from a socialist managed economy. Poor job report numbers may have increased the pressure for taking action. In the defense sector the earlier change to allow 49% ownership had resulted in few new proposals. The changes in foreign investment rules also follows the resignation of the head of the central bank, Raghuram Rajan. ...

Chennai, a city of 10 million in India faces a water crisis. It is approaching a situation of Day Zero when the water utility in the city can not any longer provide regular supplies of water through tap water. Tankers with water are used instead. This situation is a result of the 4 reservoirs used for Chennai water suffering from drought in the area- two are dry and the other two are almost dry. Water tankers supply water at the cost of an average salary of 9000 rupees  a month as shown in this story in the WSJ.

Cities such as Shimla, Managalore, Hyderabad, Delhi, also face water supplies crisis. All over India 600 million people live in water stressed areas, according to NITI Aayog, a government policy think tank. By 2030 the demand for water is expected to double. With weak monsoon rains the government is calling for water conservation.

Saudi Arabian deputy defense minister Prince Khalid says polls show Saudis younger than 30 years old favor improved relations with Israel. As a first step Israeli planes would be allowed to fly over Saudi Arabia and control over two islands in the region would be handed over to the Saudis.  President Biden as a candidate had concerns about human rights in Saudi Arabia. Following the war with Ukraine and improving Saudi Israel relations it now appears likely that this will have an impact in improving US relations with the Saudis. Prince Khalid visited Washington and William Burns has also visited the Middle East for the Biden administration as it seeks to get Saudi Arabia to increase oil production following the EU oil embargo on Russian oil.  Saudis under Prince Salman who heads the administration are pushing to modernize Saudi Arabia and build ties for a broader relationship with the world than the traditional ties in the Middle East of Arab countries.The Saudis are improving relations with India and India was the first country to ship vaccines to Saudi Arabia. UAE and Qatar have also improved relations with the Modi administration in India. With China  engaged in trade and technology friction with the US after US investment and aid to China during the last 2 decades and the long period of aid to China during the Japanese invasion, the US is building new relationships in Asia, the Pacific and the Middle East. The new Saudi US relationship would be different from that of the old Saudi relationship as Saudi remains a monarchy but under the new administration and a younger generation of Saudis sees itself as a modernizing influence in the region. This shows that the action taken by president Biden quickly taking over Silicon Valley Bank and closing Republic Bank is working. Risks remaining are that the loss of confidence in regional banks could affect lending. The Fed's policy of containing inflation by raising interest  rates could continue say experts leading to information tech stocks losing any gains. Any drop in the price of oil could help the economies of the US and EU, India, Japan and China. By March 15 prices of US crude had dropped for West Texas Intermediate benchmark to $67. Any drop of prices to the $60 level increases growth in the EU, US, China, India and Japan, reducing chances of a recession. ...

As large companies such as BP and Shell sell off oil and coal projects, smaller competitors in the energy field are buying these projects with the idea that the transition from coal and oil will take longer. The smaller energy companies bet that coal and oil will be the main source for energy for developing countries in Asia and Africa and that the underinvestment by the large companies will boost commodity prices. Numbers support their thinking as coal, oil and natural gas are expected to be source of 76% of global energy consumption in 2030. In 2019 this was 81%, according to the International Energy Agency. It is plain common sense. The irony is that for most of the British Empire since 1600 during colonization there were no such policies favoring immigrants much less illegal migrants, colonial peoples had no such rights in British colonies in China or India much less in Britain that are now being offered to migrants coming illegally under the European Convention of Human Rights. Asian people pulled themselves up by the bootstraps- Japan, Taiwan, China, and India, and never depended on such Conventions. Some ideas in The Times of London say the UK military should be given the task of protecting the waters around Britain and some troops stationed in France to prevent illegal boat crossings where they start, considering that such action was taken during the recent Olympics in France. ...

Dilip Hiro's new book on the emergence of two states India and Pakistan in 1947 presents the story in terms of the two founding leaders Mohandas Gandhi and Mohammed Ali Jinnah. The division of the region into conflicting states is shown as a result of the divergent views and politics of the two leaders. Jinnah who was skeptical of the mass civil disobedience movement of Gandhi and preferred a legislative approach, and Gandhi who appealed to the masses and oppressed millions in British India. Jinnah and Gandhi's style and approach were fundamentally different. Seven decades later Pakistan has failed to build a genuine participatory democracy for most of this period with military actively involved in government, and India in the manner of Gandhi built institutions of participatory democracy under different political parties. Jinnah was an assistant to Dadabhai Naoroji, India's first nationalist leader at the turn of the century, when the two were in London. Naoroji passionately argued against the British policies that entrenched the poverty of millions of Indians in the countryside. Ironically it was Gandhi, not Jinnah, who took up Naoroji's call for bringing hope to the hundreds of millions of people on the subcontinent in "Poverty and Un-British Rule in India," first published in 1901, and showing how the draining of the country by the British was leaving India weak and oppressed. In 2015 that struggle of Naoroji for bringing hope and economic opportunity to millions of people is the task taken up by India's new government and the new government in Pakistan. Naoroji, the first Asian to be elected as a member of the British parliament, established the East India Association in 1867, the predecessor organization to the Indian National Congress which he founded with Hume, and is the leader Gandhi and Jinnah most respected in the first three decades of the twentieth century. Naoroji was elected to the British parliament for the Liberal party from Finsbury Central in 1892, and was assisted in his campaign and duties as a member of parliament by Mohammed Ali Jinnah. In the light of this common upbringing for Gandhi and Jinnah, the nineteen forties and their aftermath could be seen as a detour, not the substance of political life on the subcontinent- just as Mao and Chiang Kai Shek are a sort of detour for today's China. Particularly in a globalized world where technology continues to open up unbelievable economic opportunity, interchange and communication. ...
