Perpignan, France, is a small town at the foothills of the Pyrenees, near Spain. It was called Perpignan Catalan. Its mayor is Aliot who is from the RN National Rally party. It is one of the poorest regions in France. The RN was elected after several tries in which the other parties banded together against RN till it did not work anymore. This report in The Guardian looks a the change the RN brought and says it was about more police, cleanliness, and television. No structural changes have happened that would reduce poverty or bring more jobs and opportunity to the area, or improve the infrastructure and public services. As a result it is more visual but as one resident says I kept my doors open anyway, so that no real change happened. This change for the better has not happened under Macron and it is this frustration that led voters to give Aliot and RN a chance in Perpignan. Yet this report shows it has not changed much, that the poverty and lack of opportunity is real and other solutions than RN are needed. And still the LR and Macron's Renaissance party keep making derogatory remarks and labelling the alternatives from the Socialist parties as unrealistic even though the Socialist Alliance calls for investing $140 billion in infrastructure, public services and cost of living action to improve the lives of ordinary working people and families. ...

General Mark Milley, chairman of the Joint Chiefs of Staff of the US says "I do think this is a very protracted conflict and I think it is at least measured in years." He added that the US and others states supporting Ukraine will be "involved in this for quite some time." His advice was that the US should create permanent bases but don't permanently station forces, so you get the effect of permanence by rotational forces cycling through permanent bases. He said the Baltic States, Poland and Romania would be willing to pay for such bases.

People in China are drinking more milk and cream desserts, and eating more cheese with a shift in eating habits. Traditionally this was not a big part of Chinese food. Wholesale prices of skim milk powder have surged by 26%-47% in the U.S. and Europe with this increased Chinese demand. Earlier China imported more milk powder for baby infant formula after tainted product was discovered in domestically produced baby milk powder. In 2019 China imported about 33% more skim milk powder and 23% whole milk powder than 2018. 

Parents encourage milk drinking habit. Even the higher lactose intolerance in people from East Asia is not a problem in this increase in dairy consumption. Beneficiaries of this increase in demand are farmers in America, Europe and New Zealand after several years of difficult conditions. Dry conditions in Australia and northern Europe, higher feed costs, hurt dairy farmers.

The FDA has handled the importation of masks from China badly says this report in WSJ. During the shortage FDA let 3500 Chinese manufacturers selling products of wide variations in quality to send masks to the U.S. Millions of these N95 masks are now available imported from China but their reliability is uncertain. The FDA even has the same manufacturers on approved and revoked approval lists creating more confusion. The FDA gave then revoked approval for products that failed quality standards.  The WSJ found that some of the companies given approval early were just weeks old and had not completed quality review by FDA. The WSJ reports that more than 60% of foreign made masks nearly all Chinese made failed basic U.S. government quality tests that reviewed 22 brands according to regulatory data. About one fifths of the makers were just weeks old and others made claims that were simply not correct. The FDA acted in a crisis situation so bad actors could take advantage of the situation say experts.  What happens now. The states of California,Washington and Texas are now checking their supplies of N95 masks to see if all the makers are on authorized lists and not revoked. Many doctors and hospitals are going through much anxiety because of the safety of their N95 masks in close contact situations in eyecare, dental care and other care, is now uncertain. ...

Germany's industrial union IG Metall with about 3.6 million workers is asking for 7 to 8% pay raise for its members. Goldman Sachs Dirk Schumacher says a rule of thumb is that the final deal is about half a high as the initial demand. Last year the demand was for 6.5 raise and the end result was a 4.1% aise in mid 2007 and a 1.7% raise this summer. That deal ends in November. A look at the graphs for last year side by side showing inflation and pay increases from the Federal Statistics Office of Germany shows that even with the pay increases granted the CPI monhly data for Germany or the rate of inflation is running higher than rate of pay raises. The German economy is not doing as well but experts say that it can absorb these moderate pay raises without affecting the attractiveness of exports and affecting demand in Germany. If anything inflation has accelerated compared to last year so for German workers the situation would be more like the status quo or just keeping up with their current situation. ...

The closing of plants in states like Alabama, Louisiana, Georgia and Delaware and consolidating their operations closer to home weakened Congressional support, And the foreign auto makers built plants in places in the south like Alabama resulting in Senator Shelby of Alabama becoming allied with them. Rick Wagoner failed to show the vision and leadership needed, and Detroit failed to realize that vision and leadership were required to run these companies. not coming up through the large bureaucracies of these companies. And people associate him with declining market share and a company in decline and asky why. The whole mood of the country is reflected in newspaper columns across the country, in reader comments that run into the hundreds for each article overwhelmingly negative for taxpayer money going to Detroit automakers. The Agnipath scheme for Indian Army, Navy and Air Force is explained here in The Indian Express. The scheme is for 45,000 to 50,000 people between about 18 and 21 years to be hired each year. These trainees will be kept for 4 years, and only 25% of those in training will be selected to continue for another 15 years. The recruits will receive between Rs 30,000 and 40,000 a month. 30% of this will be retained for benefits trainees will receive.  The idea behind it is to lower the average of soldiers in the armed services from 32 years to 26 years to reflect India's youthful population and to help those returning to the job market to find jobs in business or as entrepreneurs starting new business with government help. The experience gained in the armed services is seen as also becoming attractive to businesses that are hiring good disciplined employees. The circulation of people joining the services also makes the army a leaner force of about 1.3 million and keeps the cost of pensions at reasonable levels. With India's rapid growth in coming years the trainees leaving after 4 years will have better job opportunities and can contribute to the economic development of the country in many ways. Upon leaving the armed services the trainees will get about Rs. 1.2 million as a package to make a new start in the economy. If there was a death then Rs 1 crore would be given by the government. The government will offer skill certificates and bridge courses so that the quality of trainees remains high and this would provide a skilled workforce for the economy during a period of high growth. A modern armed services like that of India constantly being filled with next generation technology should be able to offer these new recruits the skills and training in advanced electronics, computers, and other technical fields with field training to supplement courses, and the motivation to excel, that would be valuable to many companies. This is the idea behind Agnipath. It is also a tested path as the US armed services also provides this kind of training and many people who have joined and left the US armed services have performed at high levels in American companies in technical and managerial positions. Another feature is "All India All Class" which will make it open to all caste, all region, all religion, and free up the armed services from the current situation of regiments having a caste and region bias.
