The US Air Force plans to order 100 planes of the B21 Stealth Bomber at $700 million each. This aircraft is made at Plant 21 in Palmdale, California. The development of this plane was kept hidden for seven years even to families with someone working at the plant. It is made by Northrop Grumman. The previous version of the plane was the B2 Spirit of which only 21 were made leading to a high cost of $2 billon per plane. These planes last for many years. The B52 bombers of the Vietnam era are still in use. Their cost is prohibitive for most countries. During the period after the collapse of the Soviet Union investment in these bombers declined. With new risks emerging for NATO in Europe and in Asia this aircraft is seen as an American deterrent.

It will bring up the insolvency of Medicare up by 6 years to 2031, and lead to cut in Social Security Benefits of 25% in 2032, according to Center for a Responsible Budget.

American Bar Association officials now think that mandatory standardized tests such as the Law School Admission Test can deter law schools from using innovative ways to evaluate candidates for admission. Only one out of 21 members of ABA's accrediting council voted against removing mandatory tests such as LSAT or GRE to enter law school in the US. To attract people of diverse backgrounds is now considered important and many ways can be adopted to evaluate candidates without standardizing the process. Could Abraham Lincoln have done well on a standardized law school test? Could leadership qualities needed for the US to meet a new set of challenges be missed by standardizing processes and tests that produce the same type of candidate, and eliminate anything that does not conform to the set uniformity?

It is a funicular tram that goes down 850 feet a steep hill and connects downtown to the Bairro Alto neighborhood. The Berman Amendments are what is seen by the Biden administration as well as the previous Trump administration as preventing the US government from regulating or restricting foreign apps, including TikTok. What are these Berman Amendments? They were introduced as legislation by Mr. Berman who represented the Los Angeles District in 1988, that includes the entertainment industry, who now works for a law firm that is representing TikTok, according to this WSJ report. The Berman amendments took away the powers of the president of the US to ban the import of "informational materials" from adversarial nations, later in 1994 it was added to include "digital media." She represents the Trump centric activists at the state and county organizations who differ from other parts of the Republican party including more conventional Republicans like Jeff Hurd who graduated from Notre Dame and is a lawyer in Grand Junction. Hurd is challenging Boebert in the Republican primary. Boebert won the Congressional seat from Colorado's Third District over Adam Frisch by a mere 546 votes. After controversy regarding her behavior at Beetlejuice theatre Boebert is seen as lagging behind the Democrat's Adam Frisch, a Aspen councilman who ran out of funds in the last election yet is well financed this time.

This Wall Street Journal editorial says the Balanced Budget Amendment (BBA) currently being put through the House is unlikely to pass especially with a supermajority tax limitation. It raises questions about the advantages of BBA considering that the 1981 Reagan tax cuts may not have survived the BBA, a period when the U.S. experienced robust growth for 7 years. Unintended consequences could put defense spending at risk such as the Reagan spending on defense that helped end the Cold War, which may not have survived the BBA. The editorial calls instead for a repeal of the Nixon administration's 1974 Congressional Budget and Impoundment Control Act, a law which tilted control of spending in the favor of Congress after Nixon's impoundment battles with Congress over spending. This would mean getting rid of budgeting that uses baselines and increases the budget from one year to the next automatically, restoring the President's impoundment powers, and requiring a two thirds majority for tax increases. The editorial supports the House Republican majority's plan to cut spending in fiscal 2012 by $111 billion and cap spending as a share of GDP in future years....

The surprise is the DJT Senate bill cuts to about 75% of the solar and wind subsidies in the Biden 2022 IRA Act for $843 billion in investments that were going to Republican districts. New rules in the Senate version of 3B Tax Cuts Bill require US renewable solar to disentangle supply chain from China by 2027 or face an excise import tax. All renewable subsidies will also be phased out earlier by 2027 instead of 2032 set by the Biden administration in the Inflation Reduction Act. The Inflation Reduction Act passed in 2022 with subsidies, tax credits for renewables solar and wind led to $843 billion in planned solar and wind investments. Suddenly much of this is placed in doubt. Instead of 2032 phase out the date is moved up to end of 2027 for 30% subsidies and to end of 2028. The result is confusion in the renewables industry and opposition to the excise tax for not disentangling from China supply chain by end of 2027 spreading to the US Chamber of Commerce. ...

Bars and restaurants filled with people just increases the risk. Consider that on one day June 20, 500,000 people went to bars in Los Angeles county the day after they reopened, as reported in the WSJ. This is similar to what happened in soccer stadiums in Lombardy, Italy, spreading the virus like wildfire. Experts say social distancing is easier to do in office locations and at work, than at bars, restaurants inside, and at soccer stadiums, or large gatherings of any sort. In just one situation 138 new cases were traced to a bar in East Lansing. Michigan.

Most of the restlessness about the lockdown was about not being able to get to work after weeks inside. And getting outside to a park for exercize was always safer because it was easier to keep social distancing in these places.

Youth Rehabilitation Act and 60-70% of DC crimes that fall under this Act in 2025, are creating a huge public safety problem in the nation's capital. Here Jeanine Pirro, US Attorney for District of Columbia, describes the problem where the law is so lenient on youth offenders that it has increased crime levels in DC to where residents and visitors to the capital from 51 states in the country and from other countries do not feel safe in the national capital. Pirro says that from 2022 to 2024, 60 percent of all sentences imposed in D.C. Superior Court for carjacking were eligible for sentencing under YRA,  71 percent of all armed carjackings, 69 percent of all armed robberies, and 61 percent of all assaults with intent to kill. Showing that youth crime is the dominant factor and the three laws mentioned here are simply not working and making people feel unsafe in their own neighborhoods. This editorial in the Economist magazine says the banks have paid large fines for wrongdoing but individual accountability has not been achieved. Only one individual conviction has been achieved related to market rigging in Britain. The penalties paid by banks between 2009 to 2014 worldwide add up to $245 billion, according to CCP, a research group. The problem says the editorial is that without individual accountability this is likely to be seen just as a cost of doing business. For the culture at banks to change individual acountability has to be established, and only now are banking regulators realizing that the public's disillusionment with the political parties in power during the last decade in Europe and the U.S. has its roots also in the way accountability has been tackled. Editorials in the WSJ and the NYT have addressed the same theme and expressed the same concern. The May 21, 2014 editorial on the U.S. Justice Department's legal settlement with Credit Suisse. "Holder convicts Switzerland," was critical of the Justice Department because this settlement did not bring accountability or justice. Columnists Eavis and Reilly in the WSJ, Protess and Greenberg in the NYT, were also critical of the settlement. Other legal settlements followed the same pattern throughout 2012-2015. Another aspect of this and a larger problem is that the same management has remained in place in some places. Shareholders expressed their feelings at the recent Deutsche Bank meeting in June 2015 when one shareholder association asked the question: "Mr. Jain are you the solution to the problem or part of it?" questioning how the same management that created the problems was going to fix the problems. A week later the two co-CEO's departure was announced and a new CEO appointed. BaFin, Germany's regulatory authority was described as not providing effective oversight on management at Deutsche Bank, by Eyk Henning in the WSJ March 28, 2014. It is too early to say if the public's frustration with the slow pace of establishing accountability and generating culture change is at long last registering with regulators and the political parties running the government. Prime minister Cameron and chancellor George Osborne's decision to put $1 billion into communities throughout Britain from the fines, described in the WSJ May 31, 2015, and an additional $227 million pounds from a legal settlement with Deutsche Bank in April 2015 for creating 50,000 apprenticeships, is the first sign of a conviction developing in political parties that instincts of fairness and the compact between the people and their government handed down over many, many years and generations, need to be respected. In the U.S. communities devastated by the recession and foreclosure crisis, especially inner cities, could benefit from Cameron and Osborne's exceptional idea. For the political parties and the political elites in Europe and the U.S. it is a way to restore some of the trust lost in the last decade. For banks a change of management, cultural change, will benefit the employees and shareholders, and improve relationships with customers, restoring trust over the next decade....

Long drawn out bombing campaigns such as the US bombing of North Vietnam did not by itself provide results. However there is a difference when it comes to nuclear proliferation, which is a completely different proposition.  Which is also why DJT however he words it has got it right that the US as a world power has responsibilities. In fact being a world power means first and foremost responsibility, not some swaggering walk. It means that whose side you are on in regional conflicts stops when it comes to nuclear proliferation. There is also a deeper understanding of "western powers" as we argue here. The US has to be wary of "western powers" because it is a colonial era concept of the French and the British. Western civilization is the right concept and this includes Russia. What about China and India? China and India owe little to colonial powers, and everything to western civilization, the Enlightenment, the Renaissance and the scientific and Industrial Revolutions that have brought both into the modern world.  ...

The coalition of socialist, greens and communist parties could win about 205 seats says the Ifop poll. Jean Luc Melenchon is leading a effort by socialist parties to form the next government in France. It is the only alternative to Mr. Macron's party in the parliamentary elections on June 12 and June 19. Meenchon supports raising the minimum wage by 15%, introducing a wealth tax and lowering the retirement age. Another poll by BVA shows only 35% of French voters want Macron's party to win a majority. 

Germany under Scholz's socialist SPD and Greens has increased the minimum wage to 12 euros per hour as part of the election platform. The trend in Europe is now for support to workers and families to meet the high cost of living with inflation accelerated by the war in Ukraine, the energy shortages and higher food prices.

NYT looks at the movies "Oppenheimer" and "The Day after Trinity." Christopher Nolan's film about the scientist who spearheaded the development of the atomic bomb was at theaters July 21. Else's documentary "The Day after Trinity," was made in 1981 and shown again by the Criterion Channel without a subscription to a new generation of viewers to keep alive its message and its relevance. The war in Eastern Europe and nuclear threats have created a surging interest in how the world entered a new era after Hiroshima. Else, now a professor at UC Berkeley, says this story needs to be told to a new generation, and by a new group of storytellers.
