In this essay in Der Spiegel, Charles Hawley says that the Trump movement has become a movement of patriotic downtrodden whites, with a whole range of interests-of extreme right talk show hosts, Tea Party politicians, white power supremacists, those left out by globalization in the working class especially in the midwestern states. The danger he says is that this movement of which Trump has become a part, rejects the narrative on which America is based of the Constitution and the Founding Fathers establishing a country based on principles of "the inalienable rights of man," that have evolved through the years to include black people, women, and minorities.  To put this in perspective, president Obama writing for The Economist magazine in October 2016, puts this movement in a different context- that of the Alien and Sedition Acts of 1798, Know Nothing Movement of the 1800's, the anti-Asian sentiment in the late nineteenth and early twentieth century, periods when anti-immigrant or anti-foreign sentiment gained prominence. Obama's view is that it is not fundamentally economic. In this he is right in that some of the forces on the far right do not stem from globalization. Yet he would be missing a great deal if he did not address the economic problems for the middle and working class that have given such views the support of a broad segment of the population, especially in some midwestern and older industrial states compared to say the economy of California or New York. Obama is aware of the problems in his essay as he points to the problems of workers trying to get a decent wage, of job losses through globalization, and the aggravation of these problems by the financial crisis of 2008 when some of the potential physicists and engineers as he calls them went into the financial sector to create faulty mortgages. Yet he goes back to the free trade and global networks of supply chains as having reduced global poverty, without showing a keen awareness of how it has through a combination of events and decades of policy indifference to manufacturing communities in the U.S.- as documented by experts and shown in Lyrarc, with David Autor and Gordon Hansen in the WSJ, 2016- 08-16. A Gallup Study, WSJ, 2016-05-16, supports Obama's assertion by showing that many of Trump supporters are actually self-employed and not in economic distress. Yet the movement would not have taken its proportions without the merging of different groups particularly largely disadvantaged working class voters, and fortunately Hillary Clinton, Bernie Sanders, have a better sense of this than the president. It is by their efforts that income and wealth disparities can be tackled in a way that restores the social fusion of all parts of society- in Hillary Clinton's emphatic words in the final debate by "growing the middle," growing the middle class. The knowledge that the virus  caused human to human transmission and that it spreads to wide parts of the population very quickly were critical pieces of information that remained with Chinese epidemiologists, doctors and medical researchers, and were suppressed by local authorites in Wuhan.  Yet China's version of the U.S. CDC, China's Centre of Disease Control and Prevention, modeled on the U.S. control efforts worked effectively to identify the problem. Virologist Gao Fu, heads China's CDC. This report in Germany's Der Spiegel says Mr. Fu made it a habit to scan China's internet before bedtime for any signs of possible disease outbreaks. On the night of December 30 he came across rumors of an internal memo from the Wuhan Health Commission of an outbreak of a vaguely worded lung disease. When he called the Wuhan health authority he found their answers to be evasive which alarmed him. The next morning December 31 Mr. Fu sent the first of three teams to Wuhan which is how China was able to identify the problem, in the sense that Chinese authorites in Beijing were to rely on Dr Gao Fu to overcome the problem of Wuhan provincial authorites. He informed the World Health Organization Beijing office on that day. The Der Spiegel report says "shortly afterward," the Seattle Times in its report says this was about New Years Day 2020- Mr Fu made a call to Dr. Redfield, head of the U.S. Centre for Disease Control, who was on vacation. Redfield is deeply disturbed on hearing this from Fu and they have conversations over the next few days to the point that Dr. Gao Fu is in tears about what has happened. On January 1 Taiwanese public health authorites shared the information with WHO that the cornonavirus was a human to human transmission, would the Taiwanese authorites not have shared it with the U.S. the same week during calls from the U.S. CDC or other public health authorites alarmed about the situation. (The WHO was proving useless by Jan 14 when it contradicted Taiwan's more reliable assessment  on Jan 14 going by the letter from president Trump to WHO). On January 6 a few days later Dr Redfield and Dr. Azar head of Health and Human Services ask China for permission to send a team of CDC U.S. experts to China. This is cited in the U.S. letter to the World Health organization- the lack of human to human transmission information being given to the U.S. officially early by China. A risk that could have been a topic of conversation between the U.S. and China heads of CDC. That letter from president Trump also points out that the team of experts the U.S. planned to send was not accepted by China till Feb 16, one and half months after that series of conversations between Dr. Gao Fu of China CDC and Dr. Redfield of U.S. CDC in an alert message.  In effect removing one of the key defences for the U.S. and Europe in making their own defensive actions and plans, laying the basis of the worldwide coronavirus pandemic affecting millions of people. Dr Redfield is a AIDS researcher at the University of Maryland who spent most of his life trying to control spread of HIV and was appointed by president Trump to head CDC agency in 2018. He set a goal of eliminating AIDS by 2030 and is more comfortable with aids patients and research than the bureaucratic nature of agencies- CDC has about 11,000 employees. Once it was clear that a team of U.S. experts was not given permission to make its own assessment in Wuhan in the few days after January 6 offer to sent the team to China by Redfield of U.S. CDC and Dr. Azar, would it have alerted the U.S. that something was seriously heading the wrong way for a epidemic risk. That letter of president Trump cites how the head of WHO during the first SARS crisis in 2003, Dr. Harlem Brundtland acted when she faced China's lack of cooperation during that crisis by saying openly that this was a danger to world public health and millions. Could CDC in the U.S. and the other connected health authorites have taken the responsibility and filled Dr Brundtland's role in this crisis, that the WHO failed to perform?    ...

US House Republicans are pursuing cuts in spending of as much as 50% in many programs that are considered essential, such as a 50% cut in foreign aid at a time of global food insecurity, deep cuts in the FBI's counter intelligence budget, deep cuts in healthcare services and housing to low income Americans following the pandemic and high inflation, and other cuts to services benefiting workers and families. Democrats in Congress and president Biden oppose such cuts and hope to eliminate the deficit with cuts that do not place an unfair burden- taxes on the wealthiest with over $100 million and on stock buybacks would generate about $2 trillion to cover the whole deficit which is in the range of $1.4 trillion in 2023 moving to $2 trillion a year. Much of the Republican plan is being shaped by Mr. Trump's former Budget Director, Russell Vought, says this report in the NYT. Mr. Vought calls it an attack on the bureaucracy and woke spending. Kamala Harris made remarkable progress in her handling of Central America (Guatemala, San Salvador and Nicaragua) during her assignment of tackling the problems in this region that were leading to high migration. A drought had hit agricultural regions in Guatemala adding to the surge at the time.  Here is how Harris tackled the problems of the economy, food, poverty, lack of jobs and migration from Guatemala. Harris increased investment in the region getting private and government sources in the US to invest $5 billion in the region. 250,000 jobs were created from this effort with loans from IDFC and US AID and State Department. Northern Central America was facing a hunger crisis and it was Harris who pulled together $300 million in emergency humanitarian assistance. Harris held corrupt leaders to account. Anti-corruption candidate Arevalo was elected president of Guatemala in 2023 through her efforts to ensure the rule of law and democracy are respected after the chaos of the Trump years. Progressive caucus in the US House of Representatives led by Pramila Jaypal, a first time Indian American Congresswoman defeats an attempt by Josh Gottheimer of the Problem Solvers caucus to separate much of the president Biden's agenda in health, education and social policy and risk it being defeated by Senators Manchin and Sinema in the US Senate. Without the efforts on child care, education and health, climate change and social services part of the Biden Workers and Families Plan much of the Biden agenda would remain unfinished and Democratic party promises not kept. This also means that Manchin a Senator from West Virginia with a population of 1.8 million and Arizona with a population of 7.2 million, both conservative leaning Democrats could sink the entire agenda of president Biden to support American families and workers for a population of 331 million people. That two states with a population of less than 3% of the American population could sink the entire agenda of president Biden shows how fragile a situation has been created within the Democratic party to support workers and families even during the pandemic following the leadership of Carter, Clinton, and Obama Ms. Jaypal, a three term Congresswoman from Seattle, Washington state, was first elected in 2016 with an endorsement from Bernie Sanders who was the Democratic Party's leading candidate for president till the late stages of the 2020 US presidential primaries. Bernie Sanders says of Jaypal- "I think she is doing an extraordinary job. And I think the Progressive Caucus is doing an extraordinary job." Sanders founded the Progressive caucus after getting elected to the Senate from Vermont 30 years ago. Even though it is hard to imagine the Democratic party being the Democratic party without bold policies in climate change, affordable housing, reducing income disparities,  investing big in childcare, education and healthcare, attempts were being made to sink the entire Democratic party and national agenda going back to Franklin Roosevelt. Jaypal is described in the WSJ as diplomatic and firm, saying "I am so proud of our caucus; I have never seen our caucus so strong. And I am a very good vote counter also." Fifty members of the 100 member Progressive Caucus held firm in support of president Biden's original agenda without which the president would have little to show in keeping promises he made to the American people in the election and little to differentiate him from Mr. Trump who also supported infrastructure spending. Separating the infrastructure bill would have risked sinking Mr. Biden's plan for recovery of America from the pandemic and the devastating policies pursued by American presidents in the last two decades. Policies by previous presidents that have impoverished the country, created huge income disparities, weakened America in the world in trade and technological leadership, and wasted resources in foreign wars. There are no centrists or far left- these are just labels. When Ms Japal said "Let's just remember the Speaker (Nancy Pelosi) is a great champion of this agenda. I think she was trying to do as much as she could to get this done," she could have said it is Mr. Biden's own agenda pushed forward with conviction to help workers and families during the pandemic, and build a solid American recovery, restore American leadership in the world. Pramila Japypal is the first Indian American woman in the US Congress, and one of only two dozen naturalized American citizens in the US Congress. That she could play such a critical role for good in the US Congress shows that with the right convictions, determination, experience, much can be done for the common good in America and the world.   ...

The theme of the speech- "The Great American Comeback." Social media companies such as Twitter were classified differently under Section 230 of the 1996 Communications Decency Act. This is now being reviewed as the companies are now seen as monopolies by the government, that the role of these companies has evolved as they reached tens of million of people around the world. Twitter started in 2006- the year the Act governing its regulation was written was ten years prior. And Twitter only reached its access to tens of millions by 2012, fifteen years after the Act was written.  Basically the White House is saying the social media companies role has changed since the Act was written and the law should keep up with the new situation. President Trump is expected to sign a draft executive order setting new rules that limits the broad legal protection status provided by the law written in 1996, when social media companies did not exist. The immediate event preceding the action, was the president's frustration with the fact check placed by Twitter on the president's comments on the issue of voter fraud when mail in ballots are used. The WSJ podcast and discussion shown here points to this not being a black and white issue, but one where there are different and diverging views as to the policy that should be followed, which are legitimate based on the evidence on each side. Making this not appropriate for a fact check as Twitter had done. Jens Stoltenberg, Secretary General supported this effort. All were concerned that there should be no repeat of the mess that happened for the G-7 communique when at the last minute president Trump refused to sign on, leading to derisive comments about Canada's Justin Trudeau. It was seen as critical to preserve the sense of unity in the U.S. alliance with Europe. This time there was no disruption even though Mr. Trump acted unpredictably in Brussels. ...

Jack Healy, who the NYT says writes about the rapidly changing politics and climate of the American southwest, provides this report from the border town of Nogales, Arizona, on the border with Mexico. In this desolate isolated border region America's future is being decided- Biden being the only Democrat since Harry Truman in 1948 to take Arizona and by just 10,000 votes. There near Nogales the border wall Trump built ends abruptly at the Kelly ranch in a picture shown in this report. Rural Santa Cruz County is except for migrants a solitary and quiet place along the border. Mr. Kelly moved here in 2002 and runs more of a hobby ranch unlike the bigger cattle ranches in the area. Migrants make their way through this part of the border and the Kelly ranch. In the most recent episode a migrant is shot and Mr. Kelly reports the shooting to police. Healy looks at the lives of the rancher and the migrant to give a snapshot picture of what life is really like on the border. And the different sides of the story seen from the rancher's and migrant's situation.  A border area where in a vast dry mesquite region ranchers on the Arizona side live alongside Mexico with people facing high unemployment where people are looking for work and choose to take the risks of crossing the border illegally. Crossings that are made at points on the border wall that end in canyons and riverbeds where migrants and their smugglers make their way. It affects the lives of the ranchers and the migrants in many ways. Ranchers who are in isolated areas- the Kelley ranch is 170 acres- feel isolated and vulnerable as they see a threat in the network of smugglers sending migrants across the border. This is also where the future of America is being decided. After the overconcentration of manufacturing in China, there is the border with Mexico, two regions that have little to do with each other but determine politics and emotions in the US about workers, about migrants and about borders. By understanding both sides of the story president Biden became the first president since Harry Truman to win Arizona in the presidential election of 2021. He won it by just 10,000 votes with a recount showing about 360 more votes. Without Arizona and Georgia both won by Harry Truman in 1948 Biden could not have begun the process of tackling the major issues facing America in 2021. Hancock County, Iowa, is one of those rural counties in the American heartland that did not support Mr. Trump in 2016. This county now supports Trump by a large margin because they see his policies benefitting rural America, and see him as a way for the Republican party to be back in power to pursue a conservative agenda. WSJ reports from Hancock County in Iowa. The American voting system gives more importance to states with smaller populations in the Electoral College relative to larger states. States with large farming communities such as Wisconsin, Michigan and Iowa play a larger role in elections in the US than population alone would suggest. John McCormick of the WSJ talks to farmers in this rural county in Iowa with a higher proportion of less educated voters than the rest of the counties in Iowa. One of five voters have a bachelors degree in Hancock County compared to one in three in Iowa as a whole and 38% nationally. The median age is 44 years compared to 39 years nationally and in Iowa. This part of rural Iowa is also in farmland that is many miles away from large cities and urban areas and more isolated and homogenous as 9 out of ten people are non-Hispanic and white. About a fourth of these voters are supporting his candidacy over Nikki Haley because they see it as more likely to win because of polls, even though Haley is according to the WSJ editorial opinion the stronger candidate for Republicans across the suburbs critical for 2024, which are slightly younger, more educated, and less isolated from the rest of the country. Biden and Obama are a sharp contrast when it comes to rural America. Where his own Agriculture secretary felt rural America was neglected by president Obama, Biden truly cares for rural America and has huge investments in rural America as part of the rural infrastructure effort. ...

WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. Nirmala Sitharaman set a goal of rapid capital spending and investment increasing capital spending in 2023 by 33% in 2023 over 2022, yet maintaining a stable fiscal path by keeping the deficit below 6%. ...

This report in the WSJ shows in an extraordinary detailed way going back 20 years how under each administration Bush, Obama, Trump in the US and Angela Merkel in Germany, Hollande and Macron in France, the serious differences in the world view and thinking between president Putin of Russia and western leaders were simply ignored or overlooked. Mr. Putin truly believed in Ukraine and Russia as one people, researched history on his own and wrote an essay that made him more convinced than ever about his views that separation of Ukraine from Russia was an artificial construct, more so in the last two years.  By integrating the German and European Union economies with Russia and China without coming to terms with the large separation in views of the world and ignoring Russian views because of its economic size as an economy the size of France, both Merkel and Obama's policies failed to grasp what was happening. This report shows in much detail each event since 2005 that led to increasing distrust by Putin of western leaders.  The integration of the economies of the west and the integration of supply chains with China and Russia continued even after serious concerns had developed during the Trump administration. US and European business was operating on a completely different path not taking this into account in any way. It was only in the Biden administration and after the election of Scholz in Germany in 2021 that the situation was becoming clear. On the other side Ukraine itself and its people had changed in ways that were not anticipated by people in Germany or Russia, much less the leaders in Germany or Russia. There was a genuine sense that Ukraine was a national identity leading to the Ukraine resistance and a prolonged conflict. Brendan Simms, Cambridge historian shows how Europe went through conflicts and wars in its history as each of the major European nations sought advantage from 1453 to the present in his book, "Europe- The Struggle for Supremacy 1453 to the Present." Small gains were made in these wars that dragged on bringing great suffering to ordinary people.These wars involved England, France, Spain, Netherlands, Germany, Sweden, Denmark and Russia. ...

The European Union goes forward with $39 billion for Ukraine aid. The aid is backed by interest from the $300 billion in Russian assets in Europe frozen when war began. Another $15-20 billon is expected from the US when legal questions about frozen Russian assets are resolved- the US asking for a 36 month review of sanctions to replace 6 months in place in 2024. The European Union offices in Brussels have done a poor job of communicating how the EU is  aiding Ukraine with its own resources. Lyrarc.com had to point out that Ukraine aid from EU was about twice that of the US at about $200 billion compared to about $95 billion for the US. Former president Trump stated that this was just the opposite the US spending twice what the US was spending. Media in today's world means little or nothing because it operates highly fragmented and organically outside the control of any particular source online, television or print. And established sources apart from bias are spread so thin many important matters for the betterment of people's lives or giving a true picture from which to make observations, are left to wither or distort. The highly formal  corporate environments of the EU are impervious to the outside so that institutions such as the ECB, European Union headquarters are out of touch with the people worldwide.  ...

WSJ reports that the former president's supporters will rally to his side but swing voters might be repelled by this latest legal controversy including the context in which it happened that of a sordid affair. Mr. Trump built his support base out of two mistakes of president Obama, his neglect of rural America, and neglect of American manufacturing. And of the mistake of president Bush in pushing America into two wars in Afghanistan and Iraq that put money into wars with no productive purpose that needed to be put in rebuilding America's infrastructure. Others could have done this, Mr. Trump aggressively pushed ahead and found himself first. President Biden has closed the chapter on the wars by ending them, he has also closed the chapters of neglect of American manufacturing and put working families and America at the top of his agenda at every point. And as he did at the State of the Union address in 2023, made it personal by reciting what his father has told young Joe about standing up for working families. Biden's abilities rival that of president Lyndon Baines Johnson, who had as much experience in the US Congress as Biden, and delivered the passage of Medicare and Social Security for all Americans. Biden has done something that ranks similar with trillions of dollars for the Inflation Reduction Act, CHIPS and Science Act and pandemic assistance, and has the conviction that there is much more to be done. ...

Chancellor Merkel failed to see the risks of letting German companies be decimated by China's subsidy program supporting solar panel makers in China. A system of customs duties failed when China threatened to retaliate with duties on German car exports. In the end Germany like the US under president Obama and Trump after 2010 failed to support domestic solar panel makers.  Now subsidies are accepted way of competing with China for both the US and the EU. The US under the Biden administration is fully committed to compete with China by developing its own solar panel manufacturing industry with the kind of help China is giving to its own solar panel makers. The EU is following the same path. From 200 gigawatts in 2023 the EU's target is 600 gigawatts from solar by 2030. The 400 gigawatts will come from through a policy of make at home in the EU, including raw materials, polysilicon, wafers, and assembly. Subsidies are now the way the US and the EU plan to get back what they lost to China, their critical manufacturing advantage through errors in policy. The European Commission is also changing the rules to accomodate the move. A story of one more critical advantage surrendered through the orthodoxy of free markets without policymakers understanding what they were doing. ...

This WSJ story shows how China started its steel industry from small beginnings when Chinese leader Deng visited a Nippon Steel plant in 1978. He made the decision to go big with Baosteel, with an investment of $6 billion, with the words- "if we do it lets do it big." This was 36 times the Chinese foreign exchange reserves at the time. From 4% of steel production, this went up and up, passing the U.S. in 1993, past Japan in 1996, and in 2018 producing three times the steel of U.S., Russia and China combined, producing 923 million metric tons of steel in 2018, or more than half of world production of steel. With steel China was able to build its automobile industry, shipbuilding, bridges, infrastructure, high speed rail network. This was done using global demand, subsidies from the government, cheap loans and tax breaks. Markets worldwide were affected by substantial excess production in China. From Baosteel the spread of the steel industry to all 23 Chinese provinces led to China accounting for 25% of world exports. By 2016 5 million workers mostly from the agrarian countryside were employed in the steel industry, helping China transform itself into an rapidly urbanizing and modern economy. It was a period when the rail network was tripled between 1975-2017, with shipping companies that ensured access to Australian coal and Brazilian iron ore. From 2011 to 2017 Chinese steel dropped global prices by 57% triggering closure of steel mills in EUrope and the U.S. About a third of trade complaints since 2001 by G20 countries against China are about steel. After entry into the WOrld Trade Organization Chinese steel exports rose to 8% of GDP from 2%. Subsidies, cheap energy, and shift of agrarian workers to cities. U.S. investigations around 2006 showed Chinese steelmakers subsidies covered 30% to 45% of the subsidized value of steel pipes exported overseas. China's steel prices were set 20-40% lower than the U.S. China responded to complaints saying it was trade protectionism. The WTO rules call for full disclosing of all subsidies. This was disclosed 5 years after joining WTO in 2001, and only for central subsidies. Local government subsidies were not disclosed till 2016- the U.S. says 15 years late. Still the Bush and Obama administrations failed to take action. In 2018 Mr. Trump seized on this as a campaign issue that resonated with American workers in manufacturing communities across the U.S. In 2018 November president Trump announced a 25% tariff on imports of Chinese steel. A six month probe by U.S. officials had already shown 40% of sales value came from subsidies for corrosion resistant steel from China. The U.S. Trade Commission imposed tariffs of its own from 39% to 241%, with the Trump tariffs of 25% coming as an additional tariff to tackle the trade surplus with China. Meanwhile in China the government is closing uncompetitive smaller steel mills and in 2016 it combined baosteel with Wuhan Steel to create a larger company, and consolidate remaining companies. Baosteel now provides the steel for CIMC to dominate the steel container business, and to make ship to shore cranes, and make the San Francisco-Oakland Bay Bridge.  It also goes to show what can be accomplished from small beginnings for countries in the developing world from Asia to Africa and Latin America, with government and industry focussed on development and growth.   ...

It is wrong to say this shows limits of this policy of investing in America as it has increased growth, maintained employment levels, and helped America recover from the pandemic. The Berlin conference in 2020 on Libya is an effort taken seriously by chancellor Merkel and French president Macron, supported by president Trump, for an "inner-Libyan reconciliation process" with "a sovereign Libya" that would prevent another larger large scale emigration to Europe from North Africa. On one side is a UN backed government of Mr. Fayez Sarraj, that controls Tripoli and the west and on the other a group of Militias under Mr. Haftar that controls the south and east.  Various foreign powers are fueling the conflict and the goal is have them disengage and drop support for their faction- Turkey for the Tripoli government and the Saudis and UAE, with Egypt, Russia supporting the rival government. All hope to gain influence, for what that means, at the risk of large scale refugees and further destruction, and dislocation of European unity through large scale emigration to Europe. It is almost like the Thirty Years War when Sweden, Austria, and the French fought proxy wars in Europe in other countries mainly in German states and central Europe. That period? - 1618-1648, losses of 8 million dead from wars, famine and plague, with loss of 20% of the German population. What started as Catholic- Protestant ended up with Austrian Hapsburg- French rivalry wars, today local religious factions conflict with secular factions ending with rival power conflict.  The foreign policy expert for Merkel Mr. Hardt says "it is key to the further stabilization of North and West Africa. If we succeed in leading Libya into a peaceful future, it would be a milestone for the entire region." ...

Senate Majority Leader Mitch McConnell says he doesn't yet have the necessary votes to stop Democrats from calling for witnesses. Democrats want former presidential National Security Adviser Mr. Bolton to testify under oath about the president's motivations for freezing aid to Ukraine. During three day of presentations by Mr. Trump's defense legal team the focus of Pat Philbin and Alan Dershowitz was on the actions of the president on Ukraine policy not rising to the level of Abuse of Power and Obstruction of Justice that Democrats in the House have presented as the 2 Articles for impeachment. Earlier the White House legal team put the focus on Mr. Biden, and his son Hunter Biden's role in the Ukrainian company Burisma as a board member. Burisma was being investigated for corruption by Ukrainian prosecutors. Much of the defense presentation recalled the effort during the early days after the Civil War to impeach president Andrew Johnson simply because Republicans in Lincoln's party did not like Mr. Johnson's views on Reconstruction of the South, and his dismissal of Mr. Stanton, the Secretary of War. That effort failed because it lacked one additional vote needed for a two thirds majority in the Senate. Republicans say not only are the president's actions on Ukraine calling for an investigation of the Biden's not an impeachable offense as "a high crime," but also that Democrats dislike of Mr. Trump just as Republican dislike for Mr. Johnson was lowering the bar for impeachment by making malleable charges. They argued that one of the country's founders Mr. Mason even rejected the idea presented to him that "maladministration" as grounds for impeachment should be put in the Constitution for the very same reason, that it was malleable to a preconceived notion of what is wrong. Four Republican senators Gardner of Colorado, McSally of Arizona, Tillis of North Carolina and Collins of Maine face tight races in upcoming elections, and may decide in favor of a compromise for the calling of witnesses. This would allow Republicans to call Mr. Biden and Hunter Biden to testify, and Democrats to call Mr. Bolton to testify on his views expressed in his to be published book that the president withheld aid to Ukraine because he felt that corruption needed to be investigated.   ...
