The U.S. has responded with tougher sanctions coordinated with China. South Korea's president, Moon Jae-in sees this as an opportunity to engage North Korea in the direction of reduction of tensions, a policy he planned during his election campaign but cut short by worsening U.S. relations with North Korea.

The dire situation for basic education in the U.S. states during the pandemic in 2020 and what this means for children growing up is the subject of this WSJ report. Early retirements and quarantines have forced some school administrators to have parents, even bus drivers to conduct classrooms with children. Asymptomatic teachers are allowed in classrooms. Public school employment in U.S. in November was down 9% from February lowest since 2000, according to the Bureau of Labor statistics. The shortage is compounded by layoffs of support staff such as teachers' aides and clerical workers, leaving the burden to be taken up by teachers.  More than 40 states in the U.S. report shortfalls in math, science and special education. The worse off states include Arizona, where school districts were not able to hire certified teachers for 78% of 6,145 open positions in August, and one third of the positions are still vacant. This report looks at the situation and the damage as teachers handle larger classes of over 50 children, do online and in person classes simultaneously, deep clean their classrooms, and take turns as crossing guards. The result burnout for teachers, more teachers quit, parents are frustrated and students do not make progress. Much of the capital investment allocation in the U.S. has gone badly wrong with capital chasing a tech industry with the industry reaching saturation and diminishing returns in, in speculative ventures, at the neglect of infrastructure, manufacturing, health and education. It restores what was the long lost connection that India once had with nations from Thailand to Indonesia, and Vietnam to Japan through China. This is the connection that brought Buddhism from India's north east in Bihar and Uttar Pradesh to these countries.  Look East, Act East, the Quad, Indo-Pacific Economic Framework are all ways of saying the same thing of making the East connections the vital ones in India's social, economic and political, cultural life, restoring the connections in which India thrived and existed as one entity. It also brings life to the Gulf countries which are otherwise isolated in a sea of European nations on one side of the Mediterranean and Russia on the other side near the Black Sea that have different historical interests and cultures. This sees the central Asian connections through Afghanistan as being secondary and of less significance in the long history of nations such as India, China, Korea and Japan from the Buddhist era. That secondary connection brought an interruption of the long Buddhism and Vedanta civilization in India, intermittent wars, and the division of the country under the British Empire. It is a natural progression in a long history that seeks to restore the natural and intuitive connections to the Vedanta and Buddhist regions in the East that are part of the Indo-Pacific. These are now integrated with the settlers from Britain who sought to build better and fairer societies based on the rights of man in the new nations of Australia and America. This gives new life and meaning to this vast Indo-Pacific region. The British Empire and the other colonial empires simply bring back an orientation to the period of colonial wars of the nineteenth and twentieth century, which tore apart China and then Japan, and used resources in India for these wars, and which ended with the atomic bomb in Hiroshima and Nagasaki. These wars also leave behind memories in China, Indonesia, Vietnam, Japan and Korea that can only be truly be put behind by looking at Vedanta and Buddhist Asia as it once was from India to China to Japan. And to the regions of Australia and the US that brought new meaning to the modern scientific period and the rights of man in settler societies away from Europe. ...

This report in the Indian Express looks at the details behind India's successful effort at bringing down the cases that was done over a period of 30 days with a combination of effort from the central government, state governments and healthcare workers. The turnaround was achieved effectively in Uttar Pradesh a state of 210 million people so that per thousand population had dropped to below that in the US state of Michigan about 2 weeks before that was achieved in Michigan. This was the result of an extraordinary effort at all levels in India.

Juan Martin Del Potro of Argentina retires. A much loved player he was always gracious. He won the 2009 US Open final with a win over Federer and was runner up to Djokovic in the 2018 US Open final. After wrist injuries and surgeries he had to retire from tennis and is missed in the tennis circuit. How do you deport Venezuelans as US has no diplomatic relations with Venezuela? The Biden administration is pursuing legal immigration channels by taking in a specified number and cutting the dangerous migrant flow over the Mexican border, the only policy open to Republicans also in this situation. At some future date the Venezuelans absorbed into the US can fill worker shortages, in the present it is creating some chaos for many nations including Mexico and the US and other latin American nations, and neither party Democrat or Republican has easy answers. As the Democrats are deporting nearly as many as the Republicans. ...

China chooses periodic blockades or air-sea coordinated exercizes around Taiwan's 12 mile waters as a strategy to respond to US Indo-Pacific strategy of keeping lanes of sea traffic and navigation on oceans open to all nations. This is seen as less risky than an outright invasion. Military exercises in August 2022 are seen as preparing for such a strategy.  The US is the destination for $541 billion and Europe $521 billion in products Made in China in 2021, which make China the manufacturing powerhouse in the world. Without the export of $1 trillion in Chinese products thousands of factories and millions of Chinese workers would remain idle. It is unbelievable that China is risking so much with its Taiwan policy with no idea of what the consequences would be years from now. It took China three decades after the gradual opening by 1990 and a willingness on the part of American and European governments and business to give up much of their own manufacturing leading to loss of jobs in communities across both America and Europe and much pain from this loss, for China to get to $1 trillion in exports. This situation may never come back as the supply chains shift and jobs return home and to countries that are becoming competitive in infrastructure and capabilities in Asia. Such competition between nations is not unknown as it was with Imperial Japan in the Pacific just 100 years back. The US maintains its position as keeping navigation on the oceans of the world open and rule of law, and it is on these foundations that China was able to get the strong manufacturing and exporting position it has now that no nation has enjoyed in history to this extent. Only the British come close in the nineteenth century. So much of China's progress in the twentieth century was a result of cooperation and support from America, from the first university Tsinghua in Beiijing, to the war against imperialist forces of Japan, to the rebuilding of China's manufacturing and technological competitiveness with American business cooperation. ...

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

Energy Aspects, London based consultancy, estimates non-OPEC production declines of 700,000 barrels a day, up from previous forecasts of 200,000-300,000 barrels a day. Demand is expected to be higher than supply by June 2016, and drawing down inventory from that time. Agreement to freeze production is uncertain at a Doha meeting of OPEC countries, with Iran planning to increase production from 3.1 million barrels a day currently to 4 million barrels a day. Saudis increased production to 10 million barrels a day in 2015, and Iran is determined to increase its production to the higher level. The price of U.S. oil rebounded to $42.17 by April 2016.

Massachusetts governor Charlie Baker gets an order in with a number of Chinese manufacturers for supply of over a million N95 masks. The hard hit east coast states of the U.S. face a critical shortage of N95 masks for health care workers in hospitals. The problem is getting them shipped from Shenzen, China to to Boston's Logan airport. Someone suggested using the Patriots football team's Boeing 767 jet. Robert Kraft, Patriot's owner agreed and the passenger plane was converted to carry cargo. The Chinese consulate in New York stays open over the weekend to process the flight crew's visas. Approval for landing without the crew being asked to quarantine for 14 days was another hurdle. Chinese authorites agreed to permit the landing for about 3 hours to pick up cargo only, with the flight crew staying on the plane. Chinese internet company Tencent sent some of its employees to help prepare the shipment and send it to Shenzen airport. The Boeing 767 makes a stop in Alaska before flying to Shenzen and completes the flight back to Logan airport in Boston. Governor Baker and the Patriot's Mr. Kraft send 300,000 of the masks to New York. ...

Turkey sent forces into the Kurdish zone even after the letter from Mr. Trump. Mr. Trump said that it was a bad idea getting involved in the Middle East that trillions of dollars had been wasted. He made exceptions for keeping the Straits of Hormuz open and flow of oil from a commercial standpoint in providing assistance to Saudi Arabia and Aramco, something the U.S. has done since FDR administration.

It also says Mr. Trump has worked hard to help Turkey. And admonishes Erdogan saying "I don't want to be responsible for destroying the Turkish economy- and I will."

Three regional Fed bank presidents have expressed skepticism of the Fed plan to buy medium to long term Treasury bonds- they are Kocherlakota of Minneapolis Fed, Richard Fisher of the Dallas Fed, and Plosser of the Philadelphia Fed. There are 12 regional Fed banks, and five voting seats on the Federal Open Market Committee rotate for the 12 Fed bank presidents. Opposition to Bernanke will increase as these presidents take voting positions in the Fed Open Market Committee. The Wall Street Journal reports that there is deep skepticism about Bernanke's plan among some of his colleagues. Thomas Hoenig of the Kansas City Fed says that more expansive monetary policy was "a bargain with the devil." The Fed's plan is to take a measured approach with U.S. Treasury bond purchases with maturities between 2 and 10 years. A WSJ survey of private sector economists in October 2010 found that the Fed is expected to purchase about $250 billion of Treasury bonds each quarter, and continue till mid 2011, amounting to $750 billion in all. By pushing down Treasury yields the Fed hopes to have an impact on the federal funds rate of one-half to three-quarter percentage point impact for $500 billon of bond purchases, says Dudley, President of the New York Fed. Treasury yields on the 10 year note have fallen from 4% in April to 2.6% partly in anticipation of Fed's action. The previous Fed intervention in March 2009 was a program to buy $1.75 trillion of Treasury and mortgage bonds over 6-9 months. This time the approach will be careful and measured based on results, according to the Fed. Alan Blinder, former vice chairman of the Fed, says this is the tool less preferred and of unknown effectiveness, as fiscal tools would be the preferred choice. The deficit concerns, he says, have restricted the preferred option....
