For ships going in shadow ships can disguise their destination, when coming out in these waters it is difficult to do this and the US has good tracking ability. China's rapid construction in the Doklam plateau of Bhutan is covered in this report in WSJ. This is a small corridor of territory that connects parts of India to its northeast. PM Modi recently visited Bhutan and India has a security treaty with Bhutan which adjoins populated regions of India in the northern Ganges region. History is being repeated with China intervening in the northernmost regions of Indian Himalayas in 1950- 2024 at great distance from China's population centers in mainland China in the way Japan intervened in the far northern regions of China in the 1870-1945 period. Modern road and aircraft connections have made this possible for China- yet today India is building its own road and aircraft capabilities rapidly so that in the long run not much is to be gained for China in the Himalayan region where it has not had a presence since the early Buddhist period of Bodhidharma that brought Buddhism to China from India in the 5th century. It is a reminder that both suffered from colonialism and are struggling to find a path that benefits their peoples, that eventually rejects the path Japan had found to lead nowhere. ...

The consequences are dire for the future of science and technology in America says the protest letter by hundreds of UC faculty-  “longer pathways through prerequisite material, reduced readiness for advanced coursework, and growing pressure to dilute quantitative rigor," for University of California system with 200,000 students — educating a huge section of the engineers in America’s universities.  "We now observe preparation gaps so severe that instructors must reteach middle-school mathematics.” “The SAT/ACT mathematics requirement is not an obstacle to equity; rather, it is a prerequisite for it. Failing to measure preparation gaps does not remove barriers; it moves them into the classroom, where they become harder to overcome.” Other points are that stanrdized tests are even more important in the severe grade inflation in 2026, and add AI-assisted application essays. The Washington Post says these are crusades for equity done the wrong way hurting the very students they are designed to help because the time to fix the problem is in the middle and high schools, after that it is impossible and leaves students no path forward. This experiment has failed and is a warning for other crusades for equity on "false pretenses," says The Washington Post. ...

In Feb 2026 after Minnesota protests and Agent Bovino violated rules set by Border head Homan, this is what Democrats want ICE to do- wear ID badges, no masks, and rules on warrants, on where agents can operate. Homan found Bovino's actions under Homeland Security head Kristi Noem's leadership to be not necessary to fulfill the mission of the organization, counterproductive when the goal was to ensure safety of the streets it actually created disturbance in neighborhoods. Minnesota presented a special case as actions in Tennessee and other states did not meet opposition of the kind it met in Minnesota. It was also a place where Kamala Harris's running mate Walz is governor who encouraged the protests. On Jan 19, 2023 the US hit its debt ceiling of $31.4 trillion. Republicans control the House of Representatives by only a few votes after a strong showing in midterms by Democrats who control the Senate. A small section of the Republican party insists that raising the debt ceiling- a task performed by the House of Representatives- should only be done with serious cuts to Biden programs to help workers and families during a cost of living crisis. Biden says he will not negotiate, simply won't.  This report in NYT by Jim Tankersley, says president Biden in the last resort could resort to the 14th Amendment which says: "The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions shall not be questioned." What this means is that in the last resort if Republicans insist on serious cuts because of a faction within the party, and not because the whole party supports it, Mr. Biden could continue public borrowings to pay social security and make other payments. Moody's says this would lead to a rise in borrowing costs temporarily but would not lead to a recession, and have long term benefits as the debt ceiling could not be applied in the future. It would be challenged by Republicans and go to the Supreme Court which would have to decide on the issue: "the validity of the public debt of the United States shall not be questioned." The PE ratio in 2026 for Dow is 22 times earnings. Companies with higher stock price Goldman $929 a share as an example have a bigger impact in moves of the Dow just because of the higher price per share. Compared to Apple at $249 a share. The calculation is to take the price s of 30 stocks add them together and divide by a factor that adds effect of stock splits and new index entrants. That factor was 0.162 in 2025. Note that it took 76 years to 1972 to get to 1000 for the Dow Jones Average in 1972.

DW.com on what international students from India or China pay at EU universities-  44000 euros in UK vs 4000 euros or less in Germany and France. For Chinese or Indian students Germany and France offer education for bachelor and masters degress that is attractively priced even at the higher prices being now set by the government. In the past Chinese students in France were able to get Masters degrees at very little cost. Germany is looking at the higher prices as a way to increase the salaries of teaching staff and professors whose salaries lag far behind the salaries in the US and other countries. For China and India no aid program is as vital for their economies and industrial development as the access the EU provides to its universities and educational system at a fraction of the real cost. Today German universities are attracting large numbers of Indian students from middle class families where the parents life goals are to get their children into European universities. American universities cost significantly more today as American bachelors and masters degree can cost upwards of 50,000 euros a year. Even local students in the US pay between $30,000 and $100,000 a year making bachelors and masters degrees no longer affordable for much of the American middle class and leaves working class parents children totally out of the universities system. One immigrant is from Cuba- Marco Rubio of Florida, now Foreign Minister of the US. He describes in his book - "Decades of Decadence How America's Spoiled Elites Blew Up Inheritance of Liberty, Security and Prosperity"- an average factory job in Florida in the seventies enabled his parents to send him to college, which he says is no longer possible for immigrants to the US today, and no longer possible for working class parents in general. For this reason Germany and France have to be commended for their generous policies towards Chinese and Indian students. Increases in the university prices in Germany and France to 4000 euros a year for international students makes a lot of sense when British universities charge about 44000 euros a year. ...

The US added 167,000 jobs in July 2023 from a month earlier, according to the Labor Department, less than 200,000 anticipated. Higher population numbers and higher labor force participation rates offset the increasing  number of retired people in the US. More people added to the population from immigration and more younger people participating in prime age under 54. This means the US is where it would like to be with the Fed not having to increase rates that much in coming months, says Justin Lahart of WSJ. The Labor Department increased its estimates of population by 867,000, and the labour force participation for prime age is up to 84%. These are good signals for the US economy, that there is room for more jobs growth and income growth with an unemployment rate at 3.5%, and less need for increasing interest rates by the Fed.

Mark Tully BBC's voice in India, a child of the British Raj born to a British mother herself born in India, covers India after Independence 1962-2020. He opposed the BBC's centralization culture in 1994 with Tory emphasis on management methods saying it was an attempt to make the BBC the best managed broadcasting institution instead of the best broadcasting institution in the world. He was for modernization and improvements but thought Tory methods were haphazard and destroyed the spirit of the BBC under management of the time. He covered India at atime when there was avast Indian audience for the BBC and a vast Asian audience for the BBC for its broadcasting reputation and the spirit of the BBC. Some of this is missing today.

1940 US Census shows about a third to half of Americans did not have the basics- no flush toilets 50%, no running water 30%, no electric lighting 35%, wood/coal cooking used by 30%, no refrigeration about 40%. Research shows the tremendous progress the US made since 1935 to 1963 both with growing incomes and with taxes and transfers, and again from 1963 to the present focusing on the black American population and backward states in the South with the War on Poverty of LBJ/John F. Kennedy. What it showed to Asian nations that studied the growth of America, Japan in 1950's in war devastated country, China in 1990 coming out poor from the failed Great Leap Forward and Proletarian Cultural Revolutions, India in 2017 after 70 years of failed Democratic Socialist experiments was that this kind of backwardness and poverty could be resolved by learning from America and applying the same principles with dogged determination, clear vision, and careful planning for commiting the large amounts of capital investment, labor education, and technology infusions from the US and EU, and very importantly capitalizing on the goodwill for Asia in America and the European nations. Much of Africa and India today in its efforts can draw inspiration from what was achieved in America over this span and China's effort to do this in just 30 years from beginnings in 1990 when China was mostly a bicycle nation to its complete transformation by 2020.  ...

It is about the failure of another Middle Eastern nation to modernize and improve the living standards of its people, (after Afghanistan, Pakistan, Sri Lanka, Syria and Iraq),  wasting a once in a centuries opportunity to do this wasting an oil dividend that will only last to 2035 when renewable energy may replace fossil fuels. Instead leaving the region with intermittent wars and destruction from the wars since 1950, falling behind in a world that is rapidly modernizing in China and India with about 3 billion people committed to modernization. ...

Modi's BJP party wins in West Bengal, Assam and Pondicherry, with new TVK party in Tamilnadu. It is avcotry for good governance as the BJP and TVK promise good governance. The BJP has brought good governance since it won the national election in 2014 and 2018, 2022, 2026. And gradually won state elections in Delhi, Rajasthan, Maharashtra and Bihar, Orissa last year. This enables the whole Indian economy to advance rapidly in industrialization, modernization, and Vikshit or Developed Bharat vision for 2047 (the 100th year of independence). In the years ahead India's economy is likely to close the gap with China to become the third largest economy in the world. In 1950 India's and China's economy were the same size. This situation is likely to happen in the next two decades. Yet this win today gets no media coverage in the WSJ, in Washington Post, The Guardian and only lower down in the page on the NYT without grasping the significance and BBC covers it only marginally. Only the German DW.com has non stop coverage. The established media is ignoring what is happening to 2 billion people, bigger than the story in the Gulf with 7% of the people in South Asia which is cluttering the pages of the established media, and coverage of the teapot refineries in China that get most of that oil on China's coastline. Ignoring the enormous enthusiasm and energy that has been unleashed across India in the last 12 months for a modernized India Vikshit Bharat 2047 built on good governance, infrastructure building and technological innovation, scientific advancement after 1000 years of waiting. ...

Pricing of hotels in Rome Italy where $100 is a hostel, $200 a budget hotel, luxury $700 a night an up. Dynamic pricing means a hotel can cost $400 in the summer and $60 or $100 in September. This is true of mjor toruist destinations and  major cities in Europe. Staying away from the city in a leafy suburb can get you a normally priced room on Booking.com as shown here in the range of $100-$200 and it is a good idea to stay away from the bustle and crowds. Rome's average nightly rate April 19 is $300 a night up about 15% over 2025.  This tells you the first rule in travel in European Union is to choose destinations which are not the big cities, and away from the seasonal rush and crowds. The advice here is to look for residential neighborhoods (less costly and more peaceful), plan 6 months  for peak season  to get a decent price and a better shot at getting a decent hotel in Europe.

Latin America has made a huge turnaround through successful vaccination drives. Today more people are vaccinated as a percentage of the population in Latin America at 62% than in the US at 56% or Europe at 60%, according to Our World in Data project at Oxford University. There is little resistance to vaccines in Latin America after successful vaccine campaigns against yellow fever and other diseases. During the first year of the pandemic Latin America had one third of the deaths in the world with 8% of the population. Deaths after vaccination drives have dropped to 8%.  Brazil with 617,000 deaths from coronavirus was second only to the US with 800,000 deaths. Brazil is now back to normal after a successful vaccination drive that has 66% of the population fully vaccinated, and 80% with one dose, some of the highest rates in the world, according to Our World in Data at Oxford University. In Colombia with 50 million population about 50% of people are fully vaccinated. Cases have dropped from 30,000 in June to 2000 a day and deaths from 700 daily that month to 50 a day in December 2021. In Buenos Aires, Argentina's capital, 83% of three million population are fully vaccinated, 14% have received a booster. Buenos Aires city health minister says Argentine society has an affinity for vaccination campaigns. "They rapidly accepted receiving them," he says. Yet from the point of view of new variants emerging there is a different situation in rural areas. Washington Post calls a Netherlands unrealized capital gains tax of 36% unfair. The legislation was passed in lower house of parliament. Unrealized capital losses could be used to offset gains in future years under this legislation. The US only taxes capital gains after they are realized and at 15% or 20% for long term gains and a 4% added tax for high income persons. The 36% tax would apply to all who own stocks or bonds not just the wealthy.

In Netherlands the average take of the ogvernment is 3%% compared to 30% in US. Healthcare costs are split 65% 45% between the government and average worker, and mostly all (84% of workers) get additional coverage. The value added tax rate VAT is 21% in Netherlands about 3 times the US sales tax of 6-7%. And the Netherlands is in the EU a relatively moderate tax country compared to France and UK.
