India's largest state, Uttar Pradesh, goes to the polls in February 2012. Uttar Pradesh in the northern region has an estimated population exceeding 200 million. 15% of the parliament seats are from U.P. Uttar Pradesh used to be a major stronghold of the ruling Congress party since independence in 1947 during the Nehru and Indira Gandhi years. More recently in the 2002 and 2007 elections Congress failed to get more than 25 seats out of a total of 219 in this state. The state government is now run by a caste based party called the Bahujan Samajwadi party- which draws its support from Dalits a caste lower placed in the caste hierarchy- led by Kumari Mayawati. The election campaign is also being conducted under new rules designed to limit campaign expenses and limit extravagance in election campaigning.

Changes at USAID headed by Rajiv Shah as it makes more room for private initiative of local groups and funding of local groups in countries being helped, and shifting away from handing whole projects to U.S. government contractors. Another change is the harnessing of the efforts of U.S. corporations interested in emerging market countries for introducing their products as part of an aid effort. An example is GE for medical equipment at Nelson Mandela Children's Hospital opening in South Africa in 2016. In countries where corruption is widespread such as Afghanistan, giving money to government ministry creates risks of waste and corruption, a problem which is however part of larger problem of wasted resources in that country. The basic concept of using private initiative and getting the involvement of local groups, U.S. corporations interested in emerging markets at the aid level for their products, taken up by Shah is sound and was overdue. It is already the practice as the Bill and Melinda Gates Foundation is doing much of the heavy lifting and large scale aid effort in poor countries of Africa and Asia. Shah worked at that the Gates Foundation before USAID. An example is the Grand Challenges for Development program to get innovators to help tackle problems in poor countries- the Pratt Pouch a small pouch with anti-AIDS drugs not requiring refrigeration was developed at Duke University and could potentially prevent transmission of HIV to 400,000 babies a year. Shah's own background of immigrant parents coming from India gives him a unique insight into how to combine the involvement of the creative abilities of well intentioned Americans at universities and private companies and local groups in poor countries, to leverage the results. He has a medical degree from the University of Pennsylvania....

Daniel Henninger says in the WSJ that the debt ceiling will be raised, and Republicans should not be pitting program against program. He says the narrative though should be framed around the trillions being spent by the Biden administration on climate change action, US manufacturing and technology in chips, with interest on debt at over $400 billion a year. Yet this does not take into account that for two decades there has been an overcrowding of US government initiated capital investment for essential needs by massive Tech industry misallocation of funds even as productivity of this capital invested by tech was dropping, with much wasted capital. Today because these essential needs in infrastructure and for manufacturing and technology were starved for so long of capital the productivity of capital in these areas is high and will have ripple effects to help rebuild America.

Distorted priorities from the last 2 decades and lack of investment allocation for healthcare are hurting states in the U.S at a critical time. With 16 million cases of coronavirus and 300,000 deaths in December, including over 3000 deaths a day by December 12, the situation is dire. Yet states lack the billions needed to conduct the vaccination program to pay for the trucks, get the refrigeration and storage, pay the nurses and the medical personnel, outreach costs, and other costs for a massive vaccination program. Some estimates are that states need about $9 billion for the vaccination programs. New York alone needs $1 billion. For years billions of dollars were wasted in distorted priorities that benefited certain groups at the expense of society as a whole. The very large companies that benefited paid little or no taxes.

Before independence this region around Madras now Chennai was called the Madras Presidency, just as the region around Bombay and Ahmedabad was called the Bombay Presidency. The caste system prevailed in Madras Presidency and led to the upper castes embracing western education and joining the local civil service and after independence the IAS in large numbers.

Australian actor Hugh Jackman is shown here in The Guardian advocating working hard but not too hard, the idea being that if you work at 85% of your capacity, you will be more relaxed and perform much better. Sports athletes do this. In the French cycling race Tour de France some cyclists practice with much lighter routines to do their best the following day in the actual races. The idea is doing what brings out the best in you. There is also a principle behind this. Intel's founder Andy Grove called it the "slack" principle in which by having slack in your daily routine when something suddenly came up to be done one could accomodate it easily and not waste horrendous amounts of energy tackling the chaotic situation when one tried to do it crossing the 100% of your capacity to do it to reach 101% or 102%. At that point one is not at one's productive best but deteriorating in quality of work. The slack could be 5% leaving an additional slack of 10% for yourself to do things that give your mind a rest which is what sports athletes and productive workers do. In actual practice the work is done in less time with slack because you can concentrate better which means you are getting more done than before this 85% approach. ...

About 30 rail routes in Germany will be renovated under a massive renovation program of Deutsche Bahn that begins July 15. Repeated delays and cancellations of an antiquated rail system is causing frustration for rail users in Germany. Deutsche Bahn's deficit is euros 2.4 billion and the debt euros 34 billion. It paid 133 million euros just for delays over 60 minutes to customers last year, up by 43%. Germany is not investing in the rail system as it should because of a culture that has spread since the 1990's that investment in public infrastructure and public services is not essential. The CDU party and the FDP have adopted this culture as their own, and the people have not voted this out as the FDP is part of the currrent coalition of the Socialists and the Greens under Scholz and FDP's Lindner controls the Finance Ministry. This is the challenge facing Europe and the US, dismantling a culture step by step that does not believe in investment in public services and infrastructure for far too long allowing it to fall apart when financial markets invest and waste capital in dubious projects. In the US inventing a new golf ball gets 100 million dollars in this dysfunction in financial markets in the EU and US, the list is endless which adds up to tens of billions of dollars.  ...

This report in the WSJ points out that president Trump's planned withdrawal from Afghanistan to reduce the number of the 14000 troops there by half is an attempt by Mr. Trump to bring the number below the 8400 troops there that president Obama left there at the end of this term. In this way president Trump could show that he has not increased the presence there as he prepares for reelection, for a war that is not popular, and which Mr. Trump sees as a waste of national treasure. The U.S. had at one time 100,000 troops there. But at no time was the U.S. close to ending the war or the insurgency. Since 2014, 45,000 Afghan forces were killed in the war.

The Indian 2024 election involved huge giveaways and caste based selection that takes India backwards, which explains some of the gains of opposition parties in Uttar Pradesh and Maharashtra, two large states. As the WSJ points out giveaways to buy votes for Rs 1 lakh for every woman in the state of Uttar Pradesh with population of 120 million women was part of the strategy used by a leading opposition party. Caste selection was carefully deployed by another large political party in Uttar Pradesh. Fears and misinformation about the BJP party changing the Indian Constitution to remove protection of lower castes enshrined in the Constitution by Ambedkar, was also a factor that swung votes to the opposition. The effects of the pandemic and the unemployment levels for a largely rural population in Uttar Pradesh and Maharashtra in north and west of India played a role as the BJP failed to get an outright majority following its majority wins in 2014 and 2019. The Opposition parties and the BJP main difference is that the Opposition parties have accepted the leakages of funds as part of the culture that has prevailed since 1960 which makes rapid development and modernization impossible as the pool of funds for investment in infrastructure is diminished. BJP party under Modi has fought this leakage every step of the way and by executing projects of infrastructure with on time delivery created the prospects of India modernizing and industrializing the way Japan and China have achieved. The other difference is the execution and the Master Plan Gati Shakti developed by BJP and Modi and a 20 year execution model developed in Gujarat state by Modi from 2001 to 2021. This has made India the fifth largest economy in the world with plans to make it the third largest by 2030 and do what Japan and China have achieved in Asia. It is not really about religion or so called Hindutva that is driving the hard work it is about making India a modern industrial nation with the standard of living of US, Europe, Japan and China.   ...

Mulayam Singh Yadav was mentored by Indian Socialist leader Ram Manohar Lohia who was an activist in the Independence Movement after Quit India was launched by Mohandas Gandhi. Lohia is rare in India's independence struggle because he studied at Humboldt University in Germany 199-1933 and did his doctoral thesis on Salt Taxation in India following the Salt Tax protests of Mohandas Gandhi with Dandi March in 1931.  Lohia contested elections in parliament with Mr. Nehru in 1962 in Phulpur constituency Uttar Pradesh. In this sense Mulayam Singh continued the work of Lohia to provide India with an effective opposition for its democratic framework covering a billion people with as many languages as Europe and a caste system. There is serious lack of depth in leadership in the Tory party today. Names proposed in The Guardian for Tory leaders after the July 4 election should Rishi Sunak have to resign are clearly short of what Britain needs in leadership. It depends on which Tory MP can hold on to his seat. Suella Braverman, Priti Patel, Kim Badennoch, James Cleverly, Tom Tugendhat, Penny Mordaunt, all lack what is needed to lead the Conservatives on July 5, 2024. This has been true all through the last two decades.  David Cameron, Boris Johnson, Theresa May, Liz Truss who preceded Sunak for most of the last decade were also lacking in leadership. The decade wasted with Nigel Farage and David Cameron, Boris Johnson trying to get Britain out of the European Union has hurt Britain. Today most Britons want to go back to a Britain that is growing as part of the EU and Europe.

The injection of billions of gallons of salt water from shale oil producers in Texas into the ground contaminating ground water. Salt water and other kinds of waste water are byproducts of shale oil production at the rate of 6 wastewater gallons for 1 gallon of shale oil produced. This is becoming a huge problem in west Texas and the Permian Basin. When huge quantities of such water is injected back into the ground it comes back out of the ground in other areas and contaminates groundwater. About half of the US production of oil comes from the Permian Basin. Geologists at the UT Austin say that the pressure in the injection reservoirs in west Texas is now at 0,7 per square foot- at 0.5 per square foot the pressure is enou to have the salty toxic water seep back up to the surface of the ground. This is keeping water management personnel up at night and raising questions about the environmental damage in red hot shale oil production that taxpayers will be in the hook to pay years from now through clearing up the environmental damage. More than a retreat it gives the US, EU, India, China and the nations in Asia and Africa, Latin America most affected by higher oil prices and lower economic growth a time to pause and rethink dependence on the Gulf region for oil supplies. It is not mentioned in the media yet there has to be a link between the US president's visit to Beijing and Beijing's support for a normalized US China relationship, and offering its support for a settlement. This gives EU, China, India, Japan, and poorer nations in Africa, Asia, such as Pakistan, Turkey, Indonesia and Brazil, some relief from reduced access to oil supplies. US is also planning a supply from Venezuela to India to take pressure off oil supplies in Asia by offering Venezuela as an alternative source. China is in many ways joining the US to bring about a denuclearized Middle East, doing it in a quieter way with Iranian public opinion making a shift to put its economic development ahead of missile development. As the two sides have different interpretations and it is still only a Memorandum of Understanding it is not a situation where the US is sending billions of dollars to support the military in Iran as Obama had done. Attention will shift to the Iranian economy over the next 12 months.  US conveys that it has nothing to gain from wrecking the Iranian economy or nation as the Iranian people if avote were held today would clearly choose putting the economy first by huge margins considering the widespread protests in Iran in 2025 that started this crisis. The US naval blockade was effective and is always an option, with US and partners having greater experience in the situation presented by the narrow straits in Hormuz. Arab partners also acted with restraint and is itself an opportunity for Iran to change direction. China's making cuts of 3 million barrels a day in oil supplies from Hormuz is itself along with acceleration of renewable energy in both China and India is one of the dividends of this crisi. Another is the gradual shift to alternative supplies from other regions of the world so that Hromuz region can no longer dictate oil prices in the world. Accelerating Venezuelan and UAE, US, other oil and gas  supply growth will also put increase supply and renewables reduce  demand growth as a result of the crisis to break the hold on oil prices of the oil cartels of Qatar, and Saudis. As a transition fuel oil can be be kept below $50 a barrel, not at prices at the whims of the princes in the Middle East at the expense of the people of the Arab world from Egypt the most populous and Tunisia, Morocco, to the Muslim nations such as Turkey and Pakistan,Iran itself which bore the brunt of this Hormuz crisis. The US has several priorities including in its relations with oil cartels dominated Mexico that  brings drugs and people across US borders, with other nations in EU and Asia that have benefitted through deindustrialization in the US leaving it poorer across a vast part of America. Advancing objectives in one area such as denuclearization does not mean not addressing priorities at home and in relations with other regions. China shares American interest in denuclearization of the Middle East this should now be put to the test. It is an entirely different situation in 2026 than what weak leaders from Bush to Obama allowed to happen by  wars in the Middle East - the US naval blockades of 2025/2026 are entirely different in cost in terms of men and dollar investment and used to convey America's determination not to waste vital resources of the Nation. The best policy is not to pursue policy for absolute wins but make intelligent choices and in some situations pause to reflect on the best course of action and other ways to reach goals. By getting China and the US as world powers for denuclearization even though this is not vocally said, both gain and both will come up with solutions. ...

WSJ Analysis of government data shows on Feb 22, the actual savings from cutting fraud and waste, misspent funds of $2.6 billion less than the $7 billion shown on the DOGE website. Of this 2% of savings are attributed to DEI closures. What it shows is that generating savings is a long term effort requiring weeks, months and years of hard work with patience and perseverance, as shown by the Truman Committee of 1941-1948 of the US Congress during the War and the early part of the rebuilding of Europe. DJT corruption, fraud and waste cutting efforts owe it to the American public to take a long term view similar to the Truman Committee of 1941. That Committee was setup with unanimous support in Congress for Resolution 41 of Senator Harry Truman of Missouri in Feb 1941. This type of unanimous support remains a hope, yet just as the efforts of president Biden were needed for investment in crumbling infrastructure, there is also today the need to see that $4 trillion in the US budget is wisely and prudently spent, even if this effort is led by the opposite party. As the articles alongside show the Truman Committee lasted till 1948 for the better part of the decade. It helped Harry Truman replace Wallace for the Vice Presidency in 1944 under FDR, and within months to the White House till 1952. A period of spending for the Greece-Turkey and Marshall Plan for Germany aid efforts similar to aid to Europe today, on top of the wartime spending comparable to the 5 year effort against the pandemic starting in 2019.     ...

Iran Ceasefire shaky May 11 2026 with no willingness on the part of IRGC Iran (Iran Revolutionary Guard Corps) to send all nuclear materials out of the country. Past experience has shaken American confidence in IRGC Iran's willingness to give up nuclear weapons development. Under president Obama some nuclear materials were sent to Russia, some left inside Iran which were after an agreement used by IRGC Iran to develop weapons grade enriched uranium, putting the situation back to where America started before the agreement. This is behind the DJT Republican administration's effort to get all nuclear materials out of Iran. This has wasted another decade for Iran, diverting resources needed for improving standards of living and cost of living to the weapons programs. The result is internal protests that were widespread in Iran including the middle class, not just students. So that today Iranian people are divided on the issue whether Iran should against all prevailing Middle Eastern and World opinion go for a nuclear weapon. The situation of clandestine development in North Korea and Pakistan of nuclear weapons is not existent today as the US is monitoring it constantly. Israel sees these weapons programs in Iran as a threat to its existence close to its borders in Lebanon and Iraq, which makes it unlikely that clandestine development is possible for nuclear weapons development anywhere in the Middle East. The UAE has also shifted its stance in favor of the US, Saudis want assurances, and India, Pakistan Egypt are in different ways seeking a denuclearized Middle East. This means the American DJT administration is NOT ALONE on this issue as the media in the US and Europe are presenting. Germany's Wadephul and Merz are closer to US thinking on this issue than the media says. Macron and Starmer are at popularity of less than 20% in France and the UK and do not reflect the opinion in France and Britain, and in Europe on this issue. In this sense the US is doing this for a safer world, for China, India, Brazil and EU, all the nations in the poorest parts of the world in Africa, Asia. These poorest nations which are bearing the brunt of this obsession with nuclear weapons development by IRGC Iran in a Middle East torn by 5 decades of wars from Kabul to Damascus, Baghdad to Tehran, by IRGC Iran (Revolutionary Guard Corps), as these poor nations confront lack of oil and fertilizer supplies. It does not come at a good time for even the largest nations about 3 billion people in China, India and Indonesia, Egypt which are suffering from the effects of oil shortages and fertilizer shortages when possibly at most about 40 of 90 million people in Iran support weapons programs, all others in Iran seeking a way out for better standards of living and living at peace with neighbors and the world. In that peacetime Middle East the Palestinian people could find solutions like the Irish people with the goodwill of all neighbors. ...

The battle of Dien Bien Phu has another significance as looking back it was not the cold war conflict with the soviets but a struggle for freedom and independence from French colonial rule. The conflict cast a shadow over the Kennedy administration, and after John Kennedy lost his life in Dallas, led to a loss of Kennedy's vision of the New Frontier, ideas that were lost for 4 decades of mediocre or inexperienced leaders from Nixon to Clinton, Bush and Obama and Trump that embroiled America in distant wars and wasted resources needed at home for infrastructure and needs of the people. FR24 looks back at the Battle of Dien Bien Phu 1954, that gave Vietnam freedom from colonial rule and independence. The French ended their rule and Vietnam was divided into 2 states. The US was drawn into the struggle by support and advisers to the new government in the South. Just 6 months after Dien Bien Phu the French were faced with another conflict with the Algerian war of independence that went on till 1962. In the South Vietnam situation it happened in the backdrop of the struggle of the US with the Soviet Union and the People's Republic founded by Mao in 1949, called the Cold War. In 1956 Soviet tanks rolled into Budapest to crush the Hungarian revolution. It is in this context that president Kennedy was pulled into the conflict of North and South Vietnam. Would Kennedy in a second term have handled it differently than Lyndon Johnson who with the Tonkin resolution had America drawn into the conflict left behind by the colonial French power. It is possible Kennedy would have handled it by consulting Congress and the people and looked for solutions outside Cold War conflict. The result and the end of Kennedy's term led to the vision of the New Frontier and Kennedy's imaginative leadership being forgotten with a series of mediocre presidents Nixon, Carter, Reagan, Clinton, Bush, Obama and Trump for three decades leaving America into expanded wars in Cambodia, Star Wars competition wit the Soviets, Iraq, Afghanistan and wasted America's resources, neglecting its infrastructure and needs of its people in health and education. ...

Noonan says Trump did get one thing right in calling it a "carnage" for the worsening opioid epidemic in America which has hit rural areas and parts of the midwest hard. Noonan says Eberstadt has correctly documented the collapse in working class Americans wages and standard of living, and Caldwell the opioid epidemic at another level to their health. She also supports journalist Carlson who questioned Speaker Paul Ryan's judgement about eliminating the tax on wealthy investors in new legislation in a Fox News interview, as she says responding to the sense of America at the moment means listening to the sense of being left out of ordinary Americans, who have done not as well as the wealthy who have benefitted from a surging stock market.  ...
