The Times has this editorial on the fighting at the border between Ladakh and Aksai Chin region in the Himalayas between Indian and Chinese troops. It says China has occupied 50 square kilometres inside the Indian LAC and India is building its infrastructure to match China's in the region. It also points out that the border has no standing in international law, from the period of British rule and the Sikh Confederacy of Punjab region in the 1840's no real effort was made to demarcate the border, a dangerous situation that also arises from Tibet ceasing to be a buffer that existed for centuries between Indian side of the Himalayas and China's western provinces. This means infrastructure building is the only way India can maintain the Line of Actual Control.

Russia is also trying to get soldiers from past wars to join who are 40 plus years old. This report looks at the situation in Russia as it tries to avoid a mobilization and declaring war- the current operation is called a Special Operation. Spain has become a highly decentralized country in the response to decades under the military dictatorship of General Franco. Regional autonomy was suppressed in Galicia, Catalonia, Valencia and other regions during that period, and the trend after the country became a democracy was a high degree of decentralization and regional autonomy. This trend is being corrected in the area of spending discipline for all areas of administration in regional and state governments through a new agreement reached between the Mariano Rajoy government and the regions, including Valencia and Catalonia. In exchange for funding and liquidity from Madrid the regional governments have agreed to accept spending controls, penalties for exceeding deficit targets, and automatic spending cuts. The new legislation is being worked out between the Rajoy administration and regional governments. Rajoy says the failure of Spain to reach its 6% deficit target- it came out at 8%- was the result of overspending of 17 regions. The 17 regions together had a deficit of 2.7% of GDP, which was twice their 2011 deficit target. The new Budget Minister Cristobal Montero says the new agreement "has great political significance," as action can now be taken with new legislation for spending discipline at all levels of public administration in Spain. ...

Angela Merkel will host leaders Macron, U.S. Secretary of State  Pompeo, and representatives of foreign powers in Berlin to work out a deal for disengagement of foreign powers. Turkey and the United Nations support a government of National Accord in Tripoli which controls the west of Libya, and a Libyan-American Mr. Haftar has a militia that controls the south and east with the help of Egypt, UAE, and Russia. Earlier the U.S. under president Trump had distanced itself from the region, but Mr. Trump and his advisors now see the need to engage in the region to ensure stability, and support the Europeans in the effort to prevent the large scale emigration that threatens European unity. Europe following the 2015 Merkel migrant crisis is acting with the policy of heading off both wars, terrorism and economic dislocation that fuels emigration right at the points of origin, before it even starts. This shows that the French after action in Ivory Coast and Mali and the Germans with aid to Africa are remaining involved in development and stability programs in Africa, lessons learned from 2015. The goal of the Berlin meetings is to arrange high level agreement for foreign powers to withdraw from destabilizing the Arab regions in North Africa particularly Libya by supplying weapons and support to quarreling factions. ...

A Nikkei poll shows only 36% of people in Japan support a reinterpretation of Article 9 of the Japanese Constitution to allow "collective self defense," and 51% disapprove. Prime minister Abe cites the need for "thorough debate," and legislative moves in this area will be held back, to gain support for reforms in the agriculture and other sectors. Abe appears to have lost some goodwill for reform measures to launch the Third Arrow. In an address to the Australian parliament in English Abe made a committment to the principle underlying Article 9 by saying- "This vow that Japan made after the war is still fully alive today." He also stated that Japan woud never let the horrors of World War II be repeated. Japan and Australia have agreed to share military equipment, and Japan has a role in developing a submarine fleet for the Australian navy of 30 billion Australian dollars (US $28.1 billion). At about this time in Beijing U.S. leaders for the foreign and finance ministries, Lew and Kerry, met for the Strategic and Economic Dialogue sixth round in Beijing's Diaoyutai State guest house. China's president Jinping, probably aware of the waves created by its own assertive stance in the region and the response of neighbors and Japan, said that the Pacific was large enough to accomodate both the U.S. and China....

What does Business in the Republican party think of J.D. Vance?   WSJ says the book "Hillbelly Elegy" is about cultural dysfunction not globalization or economic dislocation. Vance's book is about growing up in Appalachian part of Ohio around 2000. Lyrarc Retrospect shown on this page has a Wash.Post report of Robert Kennedy's visit in 1968 to poverty stricken Appalachian rural America in eastern Kentucky.  Running through Pennsylvania and Ohio to Tennessee. Mostly rural, mountainous low income and lacking roads, highways, and lacking schools, medical clinics. JFK and LBJ as presidents in the 1960's setup the Appalachian Regional Commission to lift it out of poverty. It increased income growth modest 4% above neighboring counties. Bush and Obama wars left this region and rural regions across the US neglected till Biden pulled out of Afghanistan and made rural America a top priority with the hundreds of millions of dollars needed to invest in it. It is as tough to tackle as the poverty in a similar forested and hilly part of eastern India called Orissa and Chattisgarh, which is only now receiving the attention of prime minister Modi in his third term. WSJ says J.D. Vance called mere rhetoric as no answer to such intractable problems in his Yale days, calling mere reference to cultural issues and immigration as forms of cultural heroin that would do little to change the centuries old poverty of the region.  Of the 39 year old senator J.D. Vance migration to MAGA, WSJ says it reminds them of Obama with only 2 years experience in the Senate- Vance has only a little over a year- who with lack of experience contested for the presidency of the US only to find Republicans poking Obama for seeking the presidency with such insignificant experience. This led to one of the least effective presidencies for lack of bipartisan support similar to that of Bush, both distracted by wars neither had the wisdom to not enter in the first place or to end quickly.   ...

Common sense comes to the German Border with Merz and the national emergency rule at the border, just as has happened under DJT at the US Border. May 8-25 turned back at Germany's borders with 9 European countries about 100 persons- success of national emergency rule at the German Border. This relieves not only pressure on public services in German towns and cities, it also removes a source of anxiety in the people who experienced political divisions and random attacks in public spaces from migrants. It also removes the threats of extreme factions in politics that have used the migrant crisis for exacerbating political divisions. Merkel's policy was not workable from the beginning and based on assumptions that were not correct as Germany and the EU could do more to improve the modernization and improving health and education, industry and agriculture inside Asia, North Africa to help the people in these regions than by taking in migrants. Who has ever suggested migration to Europe or the US  as a solution to the problems of China and India in the 1930's and 1940's, from wars and even famines. The right solutions of decolonization turning back invasions into the 1940's, and providing technology and capital for modernization after 1950 and accelerating this after 2000 have created two modernized nations of 2 billion people. ...

Will a war in Ukraine affect the world's food supplies? Yes here is how. It would affect mainly the countries of North Africa that depend on wheat imports from Ukraine and Russia. Egypt is the largest importer. Many of these countries depend on imports to keep their people fed. The cost of shipping it is less from the Black Sea ports of Ukraine and Russia than if this wheat came all the way from America or Australia.  Much of Ukraine's wheat grows in the Kharkiv Oblast region in eastern Ukraine close to the border with Russia. With Russia putting 100,000 troops and prepared for an invasion of Ukraine both sides could be affected. Of the approximately 200 million metric tons of exports of wheat each year Russia and Ukraine make up about 29% or about 65 million metric tons. About two thirds of this from Russia and one third from Ukraine. Prices of wheat are already at an high of $310 a metric ton. Experts say this could double in the case of war or go up 20% even in a minor incursion. Western sanctions would affect Russian exports of wheat on top of the effects of war and devastated agriculture in Ukraine. When there are wars there are ripple effects- in this case all the way to North Africa.  ...

In this look at China's One Belt One Road Inititative, DW.com analyst Siegfried Wolf is critical of the way it was put together. It has no institutional structure, and is mostly based on bilateral not multilateral arrangement, and lacks transparency. He says its will complicate geopolitics in the region. This is already evident with Japanese foreign minister Kono calling for Japan, Australia, India and the U.S. to come up with an alternative to OBOR. Wolf says the EU has concerns about corruption, exclusion of regions inside countries such as Pakistan in economic arrangements, and seeks free trade guarantees. His biggest criticism of the Silk Road Initiative is that being based on Chinese loans it will pose a severe challenge in terms of debt buildup for weaker economies. This was already evident with the effort to convert part of about $6 billion in loans to Sri Lanka, through a $1.12 billion lease to China of the port of Hambantota. Wolf says many of the projects inside OBOR were already planned before it was setup, and now put under OBOR as part of president Jinping's initiative.  ...

With Ukraine unwilling to give up the Donbass and Germany/France/UK wanting to prevent Russian favored deal adverse for Europe, US focus on Monroe Doctrine and western hemisphere, Ukraine Russia war is likely to drag on. This is what one sees in Merz, Zelensky, Rubio speeches at the Munich Security conference. In 2026 Germany+ (that includes France and the UK) does not see it in the interests of Europe to allow a Ukraine capitulation to Russian attacks and Germany has already allocated funds to rebuild its military to prevent this from affecting Germany+ interests in Europe. Even though the winter attacks on Ukraine grid and electricity infrastructure leaves Kviv and other cities in a dire situation it appears that without the 20 year security guarantee or something solid Ukraine is not willing to sign an agreement which it fears Russia could turn around and start the war again. Germany+ which is the position of the major parties in Germany 60-70 % of voters for the SDP, CDU, Greens and others except AfD with 20-30% of voters. (AfD may have reached a ceiling as CDU under Merz is tough on migrants). Which means about 70% of Germans will support a policy of joining UK and France in resisting Russian attacks. Russia may have lost so much in manpower may see the war as a vindication only if it can hold onto the Donbass which may make it harder to reach a deal. Zelensky says Ukrainians live there and is unwilling to leave the Donbas region. The net result is that Germany+ and Ukraine are not likely to concede ground, the US reluctant to commit to 20 year security condition for Ukraine as it focuses energy on the western hemisphere and the fentanyl, drug traffickers in Mexico, Venezuela and Colombia, and their support structures in Cuba, in addition to Iran and China's plan on Taiwan sees limits to what it can do beyond limiting oil's funding the Russian attacks. It is amisrepresentation to say that the US is the cause, as everything changed the moment China became an industrial power with the help of US business interests and returned to its own story of being subject to British and Japanese incursions in the 19th and 20th centuries, and sensing that it is an industrial power in its own right by 2020 and insisting on framing its own policy in the world. Europe always had its own narrative since 1600 long before the US became an industrial power under Teddy Roosevelt in 1904. In that narrative which now plays out again different European powers band together to prevent any dominant power in Europe (Russia in 2026) from gaining dominance. ...

The 44 kilometre stretch of rail line being built in the region of West Bengal and Sikkim will for the first time provide a direct rail connection between Sikkim and India. A project that was approved years back in 2009 will be completed in 2 years by December 2022 by the federal government. The investment in the project is 89 billion rupees or $1.2 billion. It is a strategic project for India as it integrates the Himalayan region of Sikkim and Bhutan, Nepal, with India with rapid rail connectivity. The lack of reliable and modern rail infrastructure had held back economic development in the region. This is part of the Himalayan region in India's northeast, with spectacular mountains and requires modern engineering and technology for miles of tunnels through the mountains and bridges over many rivers at high altitude. This project is a combined venture of Indian Railways and its unit Northeast Frontier Railways, and the Indian Railway Construction Company (IRCON). By completing difficult rail and other infrastructure projects in time and in budget the entire development of the Himalayan region is being moved forward.   ...

Kashmir region has a long history that has been lost in the coverage since 1947 as the colonial rule ended in the region with intermittent peace and conflict. For 7 centuries since 100BC there was Hinduism from the Vedic period, then Buddhism, followed by 7 centuries of Shiva religion, till the 15th century. In the 15th century  Islam entered the region for 3 centuries till the Sikhs and Sikhism a religion around deity Ram around 1819, and the British after 1850. The British set up a protectorate in Kashmir under the British Empire ruled by a Sikh king from 1850 to 1948. What this says is that after a unsettled period till 1948 to 2020, the region is likely to return to its history of tolerance for different people from South Asia, with one huge difference, the rapid modernization of the region in the 21st century replacing the feudal poverty and backwardness of a overtaxed and underdeveloped farmers communities. This is a trend back to Kashmir's true history over 15 centuries since 100BC which is irreversible. ...

Indian Foreign Minister S. Jaishankar makes a 3 day visit to Saudi Arabia. He addressed diplomats at the Prince Saud Al Faisal Institute of Diplomatic Studies in Riyadh. He will co-chair with Prince Faisal bin Al Saud the first ministerial meeting of the Committee on Political, Security, Social and Cultural  Cooperation (PSSC), established under the framework of the India-Saudi Arabia Strategic Partnership Council. What is happening here is that the Saudis can build their own ties in the region as they choose what is best for the future, compared to the relationship in the past which was as a state mainly dependent on the US but which sorely lagged behind in educationally, culturally, in developing its own scientific and technology institutions to transition into the modern age. The relationship in the past also appeared to be rooted in the colonial period that had transitioned only half way out of the colonial period into the relationship built by America's FDR and succeeding presidents with the royal family and monarchy of Saudi Arabia. Under Mohamad Bin Salman it now gives Saudis an opportunity to make its own choices with the help of neighbors such as India, Japan, and other countries. It also strengthens the relationship with the US and the EU in unseen ways through the Saudi relationship with India, Japan and other countries. Bilateral trade is at $30 billion for FY22 April to December. India imports 18% of crude oil imports from Saudi Arabia. Indian imports worth $23 billion, Indian exports worth $7 billion to Saudis. About 2.2 million Indians are living in Saudi Arabia. During the pandemic India was the closest health ally of the Saudis.   ...

WSJ looks at what documents were leaked from classified documents of the Department of Defense, and what is the possible impact on the war in Ukraine.Some of the documents show Ukraine rapidly losing aircover defenses as it runs out of antiaircraft missiles. A map dated Feb 28 shows that most of Ukraine's critical infrastructure outside the Kiev region and two areas in the southwestern region would have no aircover by mid April or first week of May because of this depletion of stock of antiaircraft missiles. The FBI and Justice department launched the investigation into the leak of April 7 at the US Defense Department.

President Macron announces a curfew from 9.00 pm to 6.00 am in Paris and eight other metropolitan regions of France covering about a third of the population. The cities are in addition to Paris region, Grenoble, Lille, Lyon, Marseille, Montpellier, Saint Etienne, Rouen, Toulouse.  Macron said "we have to act now." The president called for bringing the daily cases which have reached a high of 27,000 by October 14 to about 3000 or 5000. About 1600 of the 5000 ICU beds in France are now taken for coronavirus cases and the curfew is an effort to keep the numbers from jumping as they did in March  and April 2020. To do this he said: "we won't be leaving the restaurant after 9.00 pm and we won't be partying with friends because we know that that's where the contamination risk is greatest." Macron made it clear that scientists are all in agreement on the pandemic continuing till the summer of 2021. He urged people to limit gatherings at home to 6 people and wear masks.  Financial support will be given to people affected by the curfew in the hospitality industry.  Anyone found outdoors after 9.00 pm will be fined 135 euros and 10 times that for repeat offences.  ...

The U.S. Census Bureau shows incomes of American households, the median household income, surged in 2015 by 5.2%. This increased by $2800 to $56,500. This is the largest increase since 1967. It shows that steadily improving employment and hiring is leading to improvement in incomes for the middle and working class. Ris in minimum wage has also helped . The largest increase was for the lowest 20% of the income tiers. Full time working women did better than men, with increase annually of 2.7% for women, and 1.5% for men. Nocitizen incomes increased 10.5% to $45,100, native born households went up 4.4% to $57,200. The number of people without health insurance also declined from 33 million or 10.4% of the population to  29 million people or 9.1%. Another way the changes are helping lower income households is the decline of the official poverty rate to 13.5% in 2015 by 1.2 percentage points from 14.8% in 2014. Through a series of small incremental steps the path is being set for a recovery of household incomes for the middle class and working class. A bright spot is that the improvement has affected all age groups, household types, regions and ethnic groups, though among full time workers women did better than men. In this recession older white men have had more difficulties getting back into the workforce. This is reflected in the political scene in 2015-2016 for the election season. ...

The Hungarian government shuts down the train service west and migrants walk along the highway to Austria. Only then did the Hungarian government arrange for buses to take the migrants to Vienna. From Vienna migrants made Germany their final destination, where they are warmly welcomed by ordinary people, and the government of chancellor Merkel offers asylum to people from the war torn regions of North Africa and the Middle East.

The US was close to an agreement with Saudi Arabia and Israel, following earlier accords with UAE and Morocco. Prime minister Modi's visit to the US comes at a time when US president Biden is eager to show the US is fully engaged in the Indo-Pacific region with its allies in the Quad 4 countries- Australia, Japan and India. The recently announced Aukus defense agreement brought together 2 members of the Quad 4 the US and Australia, plus the UK. Aukus is designed to strengthen US presence as a naval power in the Indo-Pacific region in the Indian and Pacific oceans around India, Southeast Asia, China, and across the Pacific. After a futile engagement in Afghanistan the US is reorganizing its presence where it is strongest- in the oceans. In a way that Britain once did in the eighteenth and nineteenth century, the US is dominant in the high seas. US naval power far exceeds that of all navies in the world combined. This is meant to reassure India, Bangladesh, Sri Lanka, Thailand, Malaysia, Indonesia, Philippines, Vietnam, Australia and Japan, which together have close to twice the population of China, that the US has not diminished its presence in any way from that it had in the 1950's following the Second World War. With this new framework India enters discussions that will focus on health to deal with the pandemic and its after effects, with security and rule of law in the Indo-Pacific region, with trade, technology, new supply chain manufacturing structure in which India plays a key role. With this new focus and clearing past engagements made by other US  presidents, including some mistaken policies, the US emerges as a new force in the Indian ocean, China seas and Pacific ocean region.  On September 23 Modi meets Tim Cook for what could be new supply chain arrangements that Apple could be preparing as it and other US corporations build new supply chain structures to rebuild US manufacturing technologies capabilities that were lost to China over the period 2000-2020. During that period manufacturing technology knowhow was shifted out of the US in a mistaken policy that assumed design and invention were sufficient for the US to keep. The first step in this direction was a change of CEO's at Intel Corp with US president Biden pushing for new US technology reclaiming policy. Following that the new CEO at Intel Corp, Patrick Gelsinger, completely reassessed Intel's mistaken policies of ceding its entire semiconductor manufacturing technologies capabilities to Taiwan and China. Intel made a U turn and is now investing all or most of $50 billion in the US instead of in China or Taiwan.  On September 24 Modi meets Mr Biden to discuss trade, investment, defense, and security. On the same day the leaders of Japan, Australia, Mr. Suga and Mr. Morrison join Modi and Biden for the Quad 4 talks. Indian infrastructure capabilities and Indian economic growth would be key goals to strengthen India along its land borders along Tibet occupied region and Himalayas as part of the overall effort to build a new US and allied presence in Asia.  On September 21 Modi attends a Covid Summit that will look at the way forward in the aftermath of the pandemic and ways to vaccinate the remaining unvaccinated population in the world, as well as vaccination passports.  ...
