On Roe vs. Wade Gorsuch made this comment- "I would tell you that Roe v. Wade, decided in 1973, is the precedent of the U.S. Supreme Court, and all of the other factors that go into analyzing precedent have to be considered." Earlier articles in NYT have said that Gorsuch appears to be independent. Economy Minister Habeck says- "Our energy system will be structured differently: we will have 80% renewable energies by 2030."  Germany will close its last 3 nuclear plants this week. Germany is shutting down all nuclear energy when other countries are increasing reliance on nuclear energy. Westinghouse is building Poland's first nuclear plant. Britain, France and Finland are increasing nuclear energy with its very low carbon emissions. Biden administration in the US is backing the building of a new generation of smaller nuclear reactors. Mr. Habeck the Economy minister says for the short term Germany has its natural gas storage tanks half full with the winter heating season over. New LNG terminals and imports help replace Russian supplies. In the long term Germany is way ahead in renewable energy than other countries and will craft its own solution in its own way.

Apoorva Mandavilli of the NYT looks at the huge task of renovating the aging infrastructure of America's schools, like this one East High in Denver. The average school building in America is over 50 years old. Having clean air in the schools would have reduced the incidence of Covid by 50%, say studies. The General Accountability Office GAO says 41% of school districts in the US have at least half of their buildings, a total of 36,000 buildings, that need to completely replace their heating cooling and air ventilation systems. The money is there, secured by president Biden with $200 billion from programs like the American Rescue Plan, but much of it remains unspent because of a lack of clear administration guidance on clean air and an official to oversee this effort, and expert guidance, securing equipment in the supply chain.

Points made by Venezuela in answering questions from senators in the US Senate hearings- All of Latin America welcomed the US action to remove Maduro from Venezuela.  It affects Colombia and neighboring countries. Colombian rebel groups control parts of Venezuelan territory and operate from there.  Multiple administrations had deals with Maduro. Maduro kept none of the deals including the one with Biden for free and fair elections.  To be realistic in situations such as Spain, Paraguay, there were transitions before safe and fair return to normalcy and democratic government returned after decades of dictatorship. RUbio showed an exceptional grasp of the Latin Ameican situation and reminded senator Murphy that he had been in the Senate for decade and worked with the senators now on the other side to remove Maduro amd nothing had worked. Venezuela is a rich country , the most affluent in Latin America. It does not need money from the US. Before the Chavez dictatorship it was a country with democratic forms of government, and a country friendly to the US.  The action taken was a quarantine not a blockade. By controlling oil going out of Venezuela the lifeline for the country the US has control over its finances and the economy, budgets, the government finances. The immediate task was getting the oil out of the country as there was no place to put it and US had it sold at market prices not sent to China at a 20% discount for which Venezuela got nothing except paying off debt to China. The current authorites are cooperating with the US on the budget, they have to submit budget requests and the US approves it item by item and an audit agency is being set up including Ex-Im. Bank an other options to make sure the money is being spent on salaries and for the Venezuelan people. The money goes to an account for Venezuela at the US Treasury Department. In 4 weeks a lot has been accomplished. What happens in 6 months - for that actions are more important than words, it should be a marked improvement over today. Including setting up the US diplomatic presence in Caracas which means talking to the government on the ground, talking to civil society, talking to the Opposition.  ...

Here the NYT gives letters from people on the frontlines, healthcare workers in Africa who in one situation in the Sudan had over 4000 people arrive some by canoe through floods and had only 545 vaccines. Africa Centers for CDC show 79% of people in Africa will take the vaccination. Vaccine access for Africa is something that should be on the top of the list for Biden in the US, Johnson in UK, Modi in India, Scholz in Germany, and for all world leaders.

At a joint press conference with French, Romanian and Moldovan foreign ministers German Foreign Minister Annalena Baerbock announces 695 million euros of aid to Moldova as it deals with refugees from Ukraine. Out of about 4.2 million refugees that fled Ukraine 2.4 million went to Poland, and 1.8 million refugees to Romania, Moldova and Hungary. Moldova is one of the poorest countries in the region and is struggling to cope with the refugee influx which is the highest per capita refugees. "We have your back," Baerbock told the Moldovan prime minister Natalia Gavrilita. It's just the "kick off point for a long term continuous support platform for Moldova," said Baerbock. Gavrilita formally signed an application for accession of Moldova to the European Union shortly after the Russian invasion.

Moldova a country with 2.7 million people is dealing with an influx of 400,000 refugees. About 100,000 have decided to stay.

London has Ultra low Emission Zone which encourages people to switch to low emission vehicles.  Paris is creating 650 kilometres of cycling paths and plans to open up the whole city to bicycles by 2026. Buildings have a large carbon footprint - producing 38% of global carbon emissions. Of this 11% are in the construction materials of steel and concrete, Wood is an alternative material that is being tried in buildings. Passive heating is a way to heat or cool buildings by building underground canals around a building and using the natural temperatures of the earth to cool or heat the air above. This is seen in the Energon building in Ulm, Germany.

DY Chandrachud and his father CY Chandrachud will soon be the first father son combination of Supreme Court Chief Justices in Indian history. This has not happened in Britain or US. CY Chandrachud was Chief Justice of the SupremeCourt of India from 1978 to 1985. DY Chandrachud was part of a three member bench of the Indian Supreme Court that looked at The Modi government vaccination policy in April 2021 and gave a ruling that formed the basis of Mr. Modi's action for a new and broader vaccination policy that ensured access to the entire Indian population of 1.2 billion people.

Instead of conventional cooling and heating such homes use a heat pump, use enough insulation, and LED lighting. In 2020 California will require all new home to be Net Zero for energy use. Shocking revelation that Forest Service discouraged firefighters from wearing masks that help prevent cancers from toxic smoke. Many firefighters only had bandannas. For several years fires have increased and this was happening with more firefighters doing dangerous work yet this only came up when NYT reporters brought this up recently. The head of Forest Service was summoned to a Congressional oversight hearing and rightly so.  Rep. Jared Huffman of California: “We’ve talked about the New York Times piece. Chief, do you feel like the Forest Service is doing everything that it can to make the safety risk of smoke inhalation known to firefighters?” Mr. Schultz: “We need to continue to focus on safety as we move forward, including this issue.” There are about 40,000 firefighters in Forest Service mostly young men and many more employed by contractors. Because they are first responders also the work of firefighters has 360,000 in the US and 600,000 volunteers. With such sheer numbers masks to prevent inhalation of toxic chemicals that can cause cancer is highly important and should be given high priority.   ...

Nancy Pelosi's decision in the House of Representatives to send a second impeachment notice of Mr.Trump to the Senate of the US may have the unintended effect of setting back the work of the Biden administration in tackling the economic effects of the pandemic and on other fronts. Experts say a power struggle is likely to take place in the Senate that would slow legislation. Archaic and old rules in the Senate of the U.S. may not help in this situation leading to new legislation getting stymied in the Senate.

The most eco-friendly Athletes Village of any Olympics is finished in time in the poorer suburb of Ile-St-Dennis in Paris, France. French president Macron opens the Athletes Village facility in this video in FR24. 40 lowrise tower blocks are shown and they will house 14,000 Olympic athletes. This is the first time a 'sober' model is being used by reducing the cost- using existing facilities, recycling, re-use, and putting climate change low carbon technologies. The organizer Nicholas Ferrand says the project was done by using the best know-how in France on how to best respond to the challenge of urbanization in 21st century. It uses low carbon concrete, wood structures and geothermal heating to cut carbon emissions in half compared to conventional methods. It is located by the river Seine in a regeneration effort in the economically deprived suburb of Seine-St-Dennis. The suburb also holds the national stadium and is the poorest and most crime ridden of France.

South Korean public opinion shows 80% of the public opposed to the release of slightly radioactive Fukushima water into the sea by Japan. Japanese public opinion is accepting this as unavoidable. This is weakening the position of South Korean president Yoon in coming elections. Yoon is a prosecutor who joined politics only a few years back and has seen his popularity drop by 7 percentage points to 35%. Yoon is known for his effort to bring South Korea and Japan closer together with the US in dealing with North Korea and China. Biden met with Kishida and Yoon at the White House only recently, and Yoon made a state visit to the US before India's Modi. Because Yoon is an outsider to politics he has been able to get South Koreans to accept the idea of settling past disputes with Japan tracing back to the colonial era and World War II, yet the Fukushima water release is opposed by the vast majority of South Koreans.
