Pakistan issues Islamic bond at an interest rate of 7.95%, the highest it has paid on such a bond, for $ 1 billion loan. Pakistan's foreign exchange reserves have dropped below $17 billion. A Saudi loan of $3 billion has proved insufficient to build up reserves ahead of international payments coming due. Neighboring Sri Lanka also faces international payments difficulties and is receiving assistance from India. 

The situation in South Asia remains a strange one to someone from outside South Asia with trade and commerce between India and Pakistan missing. This comes as the global supply chain is being renewed along new lines and manufacturing is taking a new role under Made in India and Atman Nirbhar Bharat. Better trade and commerce and financial relations would improve the ease of living for people in all parts of South Asia, giving trade and commerce a chance to define relations and usher a new era of peaceful cooperation.

Chnages to Mexico's labor laws passed in Congress and to be signed by president Calderon include companies having to pay only one year of back wages to laidoff workers for lawsuits on unfair dismissals. The law also formalized part-time work and temproary training contracts. The effort is likely to foster greater formalization of the workforce and push fewer workers into the underground economy. About 29% of Mexican workers are in the underground economy, where worker protections and legal benefits are lacking. Also made part of the law an yearly audit of union finances and election by secret ballot for unions. Mexico's large public sectors form a core base for support of the newly elected PRI government.

Dudley Althaus looks at Mexico's 2018 election from a working class suburb of Mexico City called Valle de Chalco. Once a squatter settlement outside Mexico City this area was courted by the ruling PRI Institutional Revolutionary party for 3 decades with a social investing program building sewers, water and power lines. Today this area like others in the state of Mexico have turned to a new party Morena led by Manuel Lopez Obrador, to find a way out of the corruption, violence and failure of the rule of law under the PRI. Obrador left the socialist PRD party to form Morena in 2014 after running for president on the PRD ticket twice. The thirst for change is widespread inside Mexico giving Obrador a higher vote margin in state of Mexico than the 53% he won overall in Mexico. The PRI won just 16% of the vote. The old politics of piggy bank and patronage of the PRI is now discredited in Mexico.  The reason the old politics does not work anymore is the change in places like this from a shanty town of tin shacks to a bustling city of 400,000. This place has a technical school, a state university branch, rows of well kept cinder  block homes along with malls and wealthier homes. With basic necessities being met Mexican workers are turning to larger issues of national identity and how the next chapter can be written in the social contract. Obrador's nationalist message and criticism of the globalized economy struck workers and middle class as the right direction for Mexico. This came just as president Trump brought new views on immigration and NAFTA on the other side of the border challenging Mexico to find its own direction and independent position in the world economy, even building new links to other countries in Europe and Asia. ...

This report on Bangladesh politics and economy is from The Guardian July 14, 2019. In 2009 the Awami League party under Sheikh Hasina contested the election in a Grand Alliance with Gen. Ershad's Jatiya Party winning an absolute majority of the seats. Since then Sheikha Hasina has been prime minister through 4 elections maintaining economic growth through the garment industry till the pandemic and disrupted supply chains hit Bangladesh hard leading to its debt burden doubling in 3 years. This led to turning to the IMF in 2022  with reserves down to $23 billion and student protests over lack of jobs. A second wave of protests led to her ouster in August 2024. This report by Derek Brown in The Guardian shows the changing situation in Bangladesh in the 1980's and 1990's after independence in 1971 following the India-Pakistan 1971 war. Zia Khaled of the BNP and Sheikh Hasina of the Awami League were alternately in power with periods of rule by the Army under Ershad contesting elections as the Jatiya party when the two parties failed to govern effectively. This went on from 1996 till 2009 when Sheikh Hasina began what would be four terms in office for 15 years. The economy was improving by 2019. And then Covid hit - the pandemic had serious effects on the foreign exchange reserves of Bangladesh, Sri Lankan and Pakistan economies. Only in India with the efforts of prime minister Modi was the economy put on a sustained growth path, corruption prevented by the personal example of Modi's leadership, and a state led development focus achieved using the example Modi had set in Gujarat as its chief minister for 15 years. The rest of South Asia lacked such firm and decisive leadership that is similar in its focus to the transformation of first Japan and China into leading industrialized nations.  In 2022 Bangladesh followed Sri Lanka and Pakistan in going to the IMF. By 2023 the foreign exchange reserves had declined to $23 billion. In 2024 to $19 billion. Garment economy dependent Bangladesh was seeing the effects of supply chain disruption and decrease in earnings from exports. In 2024 student protests on joblessness and frustration at economic prospects led to the ouster of the Hasina government.  ...

Other risks are in betting so much on organic food that the benefits of the green revolution of adequate food supplies from the use of fertilizer for output increases per acre are lost. The Mumbai Ahmedabad Bullet Train project is shown here on the Rail Minister Ashwani Vaishnav site in You Tube Video. Rapid buildup is progressing use new technological methods with Japanese help. The first undersea rail tunnel of this kind under Thane Creek for 21 kilometres on the Mumbai side. The 508 kilometer distance cuts travel time between two major commercial cities in western India from 7 to 2 hours. It will then be replicated after completion in 2027 and 2029 (final), across other Indian cities north to south east to west. PM Modi has emphasized this in vist to Surat last week talking to engineering personnel that the important aspect is what can be learnt from this section of bullet train engineering that can be replicated or improved across many Indian cities, over a land mass almost the size of European Union (3.3 million square kms India to 4.3 million EU). Technology: India uses the Japanese Shinkansen E10 Series. In comparison Kawasaki Steel technology of an earlier generation used for China's earlier bullet trains and redeveloped for the newest CR450. Germany uses ICE 3 neo of Siemens, France 5th generation TGV M Avelia Horizon of Alstom. Stations- Mumbai (Bandra-Kurla), Thane, Virar, Boisar on Maharashtra side and on Gujarat side Vapi, Bilimora, Bharuch, Surat, Vadodara, Anand, Ahmedabad and Sabarmati Cost: $17 billion through a loan from JICA Japan International Cooperation Agency. A key achievement stemming from close relationship of PM Shinzo Abe 2012-2020 and Modi of India starting when Modi was CM of Gujarat. Significance:  Just as it did for China this will dispel the notion that Indians could not borrow technologies and capital and with its own engineering capabilities build high speed rail infrastructure across a terrain the size of EU. The naysayers are both in India as they were with China in 2000 period and in US/Europe. It requires a special determination, persistence, vision and leadership as happened in Japan in 1960's, in China in 2000's, and India by 2030, to show what can be done to their people oppressed by the sense that failures of the past could not be overcome. Note that it was Japan that stepped up its help to setup the bullet train system in China by 2004. Japan's Hideo Shima and Shinji Sogo were the chief engineers for Japan's first bullet train in 1964, invented by Japan as first in the world to do this.  Next bullet trains and travel time cut to: Ahmedabad to New Delhi through Jaipur Mumbai- Pune will be a mountain tunneling exercize as much of it goes through mountainous terrain. Cut travel to 45 minutes. Pune to Hyderabad Hyderabad to Bangalore cut travel to 2 hours Bangalore to Chennai or Madras cut travel to 3 hours  (Shanghai has always remained Shanghai so has Ahmedabad, its all about what can be done not names) Chennai  to Bangalore cut travel time to 1 hour and 13 minutes Delhi to Varanasi Varanasi to Siliguri through Patna From the Alps to the North Sea in the EU, in India bullet trains can take one from Indian Ocean at Sri Lanka to the Himalayan mountains terrain and Nepal. ...

This report by Juan Montes in the WSJ shows how much Lopez Obrador has changed since he lost by a small margin in the 2006 Mexico presidential election. His campaign manager, Tatiana Clouthier, says broadening his appeal to women, evangelicals, middle class Mexicans, rich and poor, is needed for Obrador to win in 2018. In elections in 2006 and 2012 Obrador continued to be seen as the candidate only of the working class. An effort is being made to change this image. Obrador, 64 years old from the party of the left, formed his own party in 2010 after leaving the PRD party. He is a former mayor of Mexico City. Five recent polls show Obrador leading by an average of 7.5 points over Ricardo Analya, the PAN candidate for president which now has the support of the PRD. PAN on the right and PRD on the left are other opposition parties. PAN party formed the government under Felipe Calderon before the current PRI president Nieto now tainted by corruption scandals became president in 2012. If he were to win Obrador would change the way Mexico was governed for 5 decades. His first step would be to review the 91 exploration contracts given by the government under the Nieto administration to check for signs of graft. Corruption is a key platform of the parties running against the current government of president Nieto, for both Obrador and the PAN/PRD alliance candidate Anaya. Obrador says he would keep balanced budget deficits and respect the central bank's autonomy. The shift would be from the current export model that Mexico has supported for 35 years, to one based on import substitution policies, higher salaries, and more government spending for education, jobs programs, healthcare, new oil refineries. With the Trump administration's stance on trade and immigration Mexicans are now showing anger and frustration, with 75% of Mexicans in a Reforma poll looking for change. Both the PAN/PRD and its new face in Ricardo Analya, 38 years old, and the Obrador party see corruption and with it in the Mexican context the rule of law as a key issue.  ...

The influence of regional political parties in India continues as the Congress party depends on the Samajwadi party in Uttar Pradesh led by Mulam Singh Yadav for its majority in parliament in 2013. This follows the withdrawal of support first of the party of Mamta Banerjee in West Bengal in 2012 on retail foreign investment issue, and the withdrawal of support of the DMK party in Tamilnadu state over the Sri Lankan issue in 2013. Not only are the regional political parties based in a particular state, they are also dominated by political personalities, such as that of Yadav in Uttar Pradesh (UP), Banerjee in W. Bengal, and Karunanidhi in Tamilnadu. Tamilnadu is in the south with a language Tamil of Dravidian origin, and W. Bengal is in the northeast near the Burmese and Bangladesh border with its own language Bengali of very different origin and completely different script. The regional parties have little in common. Some like the DMK in Tamilnadu are small parties with 18 member in parliament. Congress coalition government has 230 members and needs 270 for a parliamentary majority....
